Abstract

ABSTRAKSeiring berjalannya waktu, isu kesetaraan dan keadilan gender tidak hanya dibahas melalui gerakan perempuan, tetapi juga melalui gerakan laki-laki. Aliansi Laki-Laki Baru (ALB) telah banyak membahas mengenai isu kesetaraan dan keadilan gender di Indonesia. Intervensi melalui program pemberdayaan telah mereka lakukan dengan melibatkan laki-laki maupun perempuan baik pelaku maupun korban atau pun orang-orang yang berpotensi menjadi pelaku maupun korban kekerasan. ALB juga aktif melakukan diskusi tahunan dengan berbagai stakeholder untuk membahas isu tersebut. Penelitian ini bertujuan untuk membahas strategi yang digunakan oleh ALB dalam mewujudkan kesetaraan dan keadilan gender di Indonesia. Teori yang digunakan untuk menganalisis penelitian ini ialah teori mobilisasi sumberdaya. Metode yang digunakan dalam penelitian ini ialah metode kualitatif dengan tipe penelitian deskriptif. Ada pun temuan dari penelitian ini ialah strategi yang digunakan ALB adalah dengan membingkai isu kekerasan yang lebih banyak dialami oleh perempuan, menggunakan dukungan dari organisasi serupa, menggunakan nama aliansi laki-laki baru sebagai nama sosial media, memberikan identitas baru kepada laki-laki pelaku kekerasan dan laki-laki yang berpotensi menjadi pelaku kekerasan, menggunakan kewenangan pendeta untuk mendapat dukungan masyarakat, menggunakan organisasi baru dan organisasi pendukung, melakukan serangkaian aksi di jalanan, keterlibatan aktor dilakukan secara sukarela, dan memilih untuk menjadi organisasi non formal dan nirlaba.Kata Kunci: Aliansi Laki-Laki Baru, Gender, Kesetaraan, Gerakan Sosial. ABSTRACT As time goes by, issues of gender equality and justice are not only discussed through the women's movement but also the men's movement. The New Men's Alliance (ALB) has discussed many issues of gender equality and justice in Indonesia. They have carried out interventions through empowerment programs involving men and women, both perpetrators and victims, or people who have the potential to become perpetrators or victims of violence. ALB also actively holds annual discussions with various stakeholders to discuss this issue. This research aims to discuss the strategies used by ALB in realizing gender equality and justice in Indonesia. The theory used to analyze this research is resource mobilization theory. The method used in this research is a qualitative method with a descriptive research type. There are also findings from this research that the strategy used by ALB is to frame the issue of violence which is more experienced by women, using support from similar organizations, using the name of the new men's alliance as the name of social media, giving a new identity to male perpetrators of violence. and men who have the potential to become perpetrators of violence, use the authority of pastors to gain community support, use new organizations and support organizations, carry out a series of actions on the streets, the involvement of actors is carried out voluntarily, and choose to become non-formal and non-profit organizations. Abstract

In Indonesia, 50% of tuberculosis (TB) treatments are discontinued prematurely. The success of TB treatment depends on patient adherence to completing the treatment. Family support is crucial in enhancing TB patient adherence, particularly regarding emotional and appreciation support. This study aims to explore the complexity of family support to TB patient adherence in Deli Serdang Regency, North Sumatra Province, Indonesia. This qualitative study employed participatory observation and in-depth interviews with TB patients and their family members. The research was conducted from February to April 2024 in Deli Serdang Regency, North Sumatra, Indonesia. Informants included 10 TB patients and 16 family members, selected purposively based on data from the public health center and the TB Program Holder. The researcher was the primary instrument of the study, focusing on two dimensions of family support: emotional and appreciation. Data validity was checked through credibility testing, including triangulation. The study findings indicate that family emotional support is reflected in expressions of empathy and caring. Sadness is evident from family members’ tears upon learning that a relative tested positive for TB. Family support is shown by accompanying TB patients to the health center and reminding them to take treatment. Appreciation support is demonstrated by valuing the patient’s treatment process. Family members encourage and motivate the patient to adhere to the treatment. Emotional and appreciation support from family plays a significant role in TB patient adherence to treatment. Families can significantly contribute to the success of TB treatment by demonstrating empathy, caring, and appreciation for the patient.

Abstract

The conflict over customary land in Nagari Sungai Kamuyang reflects a complex interplay among various actors, including the Kerapatan Adat Nagari (KAN), local leaders, government officials, and external entities such as investors. This study examines the dynamics between these actors and the impact on the resolution of land disputes. A qualitative approach was used, involving in-depth interviews with key stakeholders, including representatives of KAN, local leaders, government officials, and community members. Secondary data were gathered from relevant documents, reports, and previous studies on customary land conflicts in Minangkabau. The findings reveal a significant power imbalance between the local community and external actors, such as the government and investors. The dualism within KAN has further complicated the conflict resolution process, with competing factions influencing decision-making and contributing to a lack of clarity in enforcing customary laws. The government’s policies often conflict with traditional rights, exacerbating tensions. The community faces increasing pressure from external economic interests, threatening their cultural heritage and social structure. The conflict over customary land in Nagari Sungai Kamuyang illustrates the challenges of balancing traditional rights with pressures from modern development. The duality within KAN and the lack of cohesive support from the government hinder effective conflict resolution. An inclusive approach involving constructive dialogue and recognising customary and modern legal frameworks is crucial for achieving a fair and sustainable resolution. Resolving the customary land conflict in Nagari Sungai Kamuyang requires addressing the power imbalances, bridging gaps between traditional and modern legal systems, and ensuring that community voices are adequately represented in decision-making processes.

Abstract

The geographical location and growth patterns have never been touched by human intervention, making the Mentawai forest have a unique composition. Implementation of economic growth in land control through market mechanisms and state intervention. State intervention in the land and forestry sectors changes the land use map on Siberut Island. Limiting residents' rights in managing, utilizing natural resources, and ownership. This study focuses on the Siberut forestry conflict in Saliguma Village, Siberut Tengah District, Mentawai Islands Regency. The Provincial Government reserves ± 20,030 hectares of land for PT-Biomass Andalan Energi for Calliandra (Calliandra Calotthyrsus), gamal (Gliricidia Sepium), and lamtoro (Leucaena leucocephala) Industrial Plants. The purpose of the study was to describe the framing and basis for framing of the Saliguma Village people in the conflict with PT. BAE. Using the Symbolic Interactionism theory developed by Herbert Blummer with a qualitative research approach. Researchers collected and analyzed data in the form of words, human actions, interviewed Traditional Leaders, Village Heads, Sikebukkat Uma, land cultivators, and sympathizers of the Saliguma Village people. The results of the study rejected the investment plan to develop Industrial Plantation Forests in Saliguma Village. The Saliguma Village people framed the land as ancestral land, sacred land, land as a source of livelihood, customary land, their village is prone to flooding, and they were deceived by the company. The basis for the framing of the Saliguma Village people is the ancestral rights to the land and the sustainability of the lives of the Saliguma Village people.Letak geografis serta pola pertumbuhannya belum pernah tersentuh campur tangan manusia membuat hutan Mentawai memiliki komposisi yang khas. Implementasi pertumbuhan ekonomi penguasaan tanah melalui mekanisme pasar dan intervensi Negara. Intervensi negara bidang pertanahan dan kehutanan merubah peta penggunaan lahan di pulau Siberut. Membatasi hak warga dalam pengelolaan, memanfaatkan sumber daya alam, dan pemilikan. Penelitian ini fokus pada konflik kehutanan Siberut di Desa Saliguma Kecamatan Siberut Tengah, Kabupaten Kepulauan Mentawai. Pemerintah Provinsi mencadangkan tanah seluas ±20.030 hektar untuk PT-Biomass Andalan Energi guna Tanaman Industri kaliandra (Calliandra Calotthyrsus), gamal (Gliricidia Sepium), dan lamtoro (Leucaena leucocephala). Tujuan penelitian adalah untuk mendeskripsikan framing dan dasar framing orang Desa Saliguma dalam konflik dengan PT. BAE. Menggunakan teori Interaksionisme Simbolik dikembangkan Herbert Blummer dengan pendekatan penelitian kualitatif. Peneliti mengumpulkan dan menganalisis data berupa kata-kata, perbuatan manusia, mewawancarai Pimpinan Adat, Kepala Desa, Sikebukkat Uma, penggarap tanah, dan simpatisan orang Desa Saliguma.  Hasil penelitian menolak rencana investasi mengembangkan Hutan Tananaman Indutsri di Desa Saliguma. Orang Desa Saliguma memframing tanah tersebut tanah leluhur, tanah sakral, tanah sumber mata pencarian, tanah adat, Desa mereka rawan banjir, dan mereka ditipu oleh perusahaan. Dasar framing orang Desa Saliguma adalah hak leluhur atas tanah dan keberlajutan kehidupan orang-orang Desa Saliguma.

Abstract

This article discusses the flow of information on communication in the management of Public Services Plus Inter-Quotation Service Birth Certificate and the distortion of the flow of information in the management of Public Services Plus Inter-Citation Services for Birth Certificates in Padang Timur District, Padang City. Information flow of communication in the management of Public Services Plus Inter-Citation Services for Birth Certificates in Padang Timur Subdistrict, Padang City, seen from the leadership communication skills in this case the Head of East Padang Subdistrict. Formal communication has taken place in accordance with hierarchical levels of authority that are valid and related to the task. Formal communication is centered on leadership decisions and serves to give orders, coordination, and control over subordinate activities. Effective formal communication requires preparation and planning regarding goals, target recipients, determining situations, times and places. Formal communication conducted in the sub-district of Padang Timur uses oral and written channels. While the distortion of information flow in the management of Public Service Plus Delivery Service for Birth Certificate in Padang Timur Subdistrict, Padang City includes Employee Experience and Education Levels, Psychological Disorders, Cultural or Habit Obstacles, Facilities and Infrastructure and not yet available Padang Timur District Officers and Disdukcapil task of writing the name and address of the destination.

Abstract

Changes in the development paradigm in the era of democratization and regional autonomy, from centralistic to participatory, provide more opportunities for community involvement at the local level starting from planning, implementation and evaluation. One form of community involvement in tourism is through the development of tourist villages. One of these tourist villages is located in the city of Padang Panjang, West Sumatra, named Kubu Gadang. In the development of tourism, the role of stakeholders consisting of government, society and the private sector will not be separated from it. The key player in the development of Kubu Gadang as a tourist village is the Padang Panjang City Tourism Office, the subject is the Pokdarwis Kubu Gadang community and the Kubu Gadang community because they are actors and hosts in the Kubu Gadang tourist village. The context setter is the District Head of East Padang Panjang and, the Village Head of Kelurahan Ekor Lubuk, and the crowd is the Padang Panjang Archive and Library Office, the media and the Bank. Forms of involvement occur during planning and use of meetings as a medium for engagement.

Abstract

The success of an organization can be measured by the level of satisfaction felt by partners/clients. Basically, many factors that influence the level of satisfaction of partners/clients include the effectiveness of communication and service quality. In the past few years TVRI Sumatra has experienced a decline in the number of customers. This may be caused by the effectiveness of communication and poor service quality. This type of research is quantitative using analytic descriptive design. Sampling was determined by the total sampling technique on TVRI West Sumatra Public Broadcasting Partners, which amounted to 67 respondents. Data collection tools using questionnaires and observations. Data analysis using Chi-square. The results showed that there was a significant relationship between the effectiveness of organizational communication with Partner Satisfaction with a P value of 0,000 (P <0.05) OR 7,500 (95% CI = (2,533-22,204), and there was a significant relationship between service quality and satisfaction partners with a SE value of a value of OR 37,500 (95% CI = (7,509-187,284).

Abstract

The diversity of religions found in the New Koto Nagari does not lead to inter-religious conflict. This is because the local people preserve local traditions that are derived from the habits of their elders. Harmonious relations between religious communities are created through the practices of local traditions of village consultation, village clean, celebration of as-syuro day, kenduri and commemoration of August 17. Local tradition serves as a special mechanism that can prevent the community from possible conflicts between religious communities and is able to clean up the chaotic community atmosphere. Local traditions contribute to resolving several inter-religious conflicts, such as: Conflict of establishment of Kosta Beach church and widening of the terrace of the Mahakaraya Holy Family church, conflict of pig breeding in Jorong and Jakarya Mahakarya, and conflict in organizing blood donor activities in the Holy Family Mahakarya church.

Abstract

This research analyzes the value of integrity and professionalism for the election organizers by Padang City KPU through Technical Guidance as an HR development program for election organizers in the Election of West Sumatra 2015 Election. Researchers assume, if the Election organizer Technical Guidance is not managed well, it will have an impact on the weak understanding of the election organizers on the procedural procedures for electoral work and the election organizer's rules. This study uses a qualitative approach, data collection using in-depth interview techniques for 22 informants and supported by documentation studies. The research data was processed and analyzed descriptively, using Mozafard and Scedler's theory of Electoral Governance. The results showed that the Governance of Technical Guidance by the KPU of Padang City had not run as expected, both at the rule making level and the application rule level. But at the level of Adjudication KPU Padang City has done several steps to settle. The effectiveness of Technical Guidance is considered low because there are several weaknesses found: 1.) Achievement targets and material content have not been balanced between procedural work and the formation of the election organizers' attitudes; 2.) There has been no effort to increase the capacity of competent resource persons; 3.) Learning methods, duration of time, training places and other supporting facilities have also not received special attention by the KPU of Padang City. For better management of Technical Guidance, KPU is advised to have a comprehensive curriculum and technical guidelines.

Abstract

The Covid-19 pandemic has had a comprehensive impact on all aspects of people's lives. The government has launched the Disaster Resilient Village program 2014 in empowering rural communities to face disasters. When the Covid-19 pandemic struck in West Sumatra, this program was echoed again in the form of the Nagari Tageh Program. However, the government and the Nagari community still need strengthening in planning and implementing this program. This activity aims to assist the community and the Sumaniak Nagari Government in preparing a Nagari development plan that is responsive to the impact of the Covid-19 pandemic through strengthening community empowerment. This activity was carried out in 2020 with the stages of identifying problems and priority needs of the Nagari community in reducing the impact of the Covid-19 pandemic, identifying programs and activities to resolve these problems, and discussing program financing through the Nagari government budget. This activity has resulted in programs and activities that have been agreed by the community and the Nagari government to be implemented in 2021. The resulting development plan reflects a development plan that is responsive to community problems and needs and is participatory because it involves the community in its preparation. Through partnership activities with Unand, the team will become Nagari partners starting from the planning, implementation, monitoring, and evaluation stages of the Nagari Tageh development program so that Nagari Sumaniak is ready to face pandemics and other disasters in the future and become an Independent Nagari in all aspects of development.
