Abstract

Berbagai patologi sosial yang akhir-akhir ini kemudian berkembang terkait masalah pengangguran yang umumnya menjangkiti para pemuda, Hal ini tentu saja mengakibatkan pekerjaan besar baru bagi bangsa ini. Mengingat pada saat bersamaan. Isu pemberantasan korupsi yang belum tuntas, dekandensi moral, ilegal logging serta permasalahan bangsa yang lain hampir menyebabkan bangsa kehabisan cara untuk mengatasinya. Kedepan jika permasalahan ini tidak segera diatasi, maka tidak menutup kemungkinan bangsa ini akan mengalami lost generation (kehilangan tongkat estafet kepemimpinan bangsa).Ancaman ini sudah sepatutnya diperhatikan oleh seluruh elemen bangsa yang dikenal besar dengan sejarahnya, serta kekayaan alam yang melimpah ruah. Agar nantinya bangsa ini dapat menjadi bangsa yang disegani dalam percaturan politik global. Salah satunya ialah dengan merapatkan diri pada Pemuda sebagai aset strategis bangsa, melalui pengambilan kebijakan dan tindakan nyata oleh para stakeholder. Metode yang di gunakan dalam pengabdian ini adalah pendidikan masyarakat. Pendidikan masyarakat dalam hal ini penyuluhan yang bertujuan meningkatkan pemahaman serta kesadaran terhadap masalah yang di hadapi. Kegiatan ini di laksanakan selama 2 (dua) hari di Kecamatan Tapa Kabupaten Bone Bolango. Dari hasil kegiatan pengabdian ini, di ketahui bahwa peserta mampu menganalisa masalah yang di hadapi dengan metode-metode pemecahan masalah yang di sampaikan oleh pemateri. Kata kunci : Partisipasi pemuda, pemberdayaan masyarakat, pembangunan daerah

Abstract

Gorontalo City is an area that has potential natural resources. However, destructive natural resource management has caused a lot of environmental damage. Waste management, for example, is still a prominent problem in Gorontalo City. This research explains the environmental problems faced by Gorontalo City using the quadruple helix model. This research method uses an explanatory approach, to identify, mapping, and formulating alternative solution models for environmental problems based on sustainable development principles. The data collected is used as input in formulating environmental policies with a collaborative system using the quadruple helix model. The results of the study found that the policy for handling environmental problems in Gorontalo City has not been well optimized. The main problem originates from the lack of a creative and innovative collaboration system between the government, community, academia and industry. Gorontalo City Government basically has a strategic plan, but the formulation, implementation and evaluation process does not involve other strategic actors. The Quadruple Helix model could be a suitable local innovation model that is adjusted to the condition of resources in a local region.

Abstract

The appointment of civil servants in government structural positions is based on competence so that placement in government structural positions using the merit system considers aspects of qualifications, competence, and good performance. This research aims to analyze managerial, technical and socio-cultural competencies in the aspects of knowledge, skills, attitudes of officials who will be placed in the Gorontalo Regency government. The research approach uses qualitative methods, data collection is done through interviews, participatory observation, field notes, and document studies. Data analysis used an interactive model with three steps: condensing data, presenting data, and drawing conclusions or verification. Data condensation refers to the process of selecting, narrowing down, simplifying, summarizing, and transforming data. The findings in this research in the recruitment of Gorontalo Regency Government officials have referred to Law Number 5 of 2014, Regent Regulation Number 10 of 2017 which emphasizes aspects of technical competence, managerial competence and socio-cultural competence. In addition, the regulation also refers to the recruitment of officials who also pay attention to other aspects of competence such as integrity, cooperation, communication and skills. However, there are still interventions by groups of people who support candidates without regard to competence and educational background. Furthermore, in the mutation of structural officials in central and regional government agencies, although it has been carried out in accordance with statutory provisions, there is still political intervention. This research suggests that ASN must have adaptation competence or the ability to adjust to new or changing situations.

Abstract

This study aims to formulate a blockchain-based digitalization model for customary land registration and customary rights in Bone Bolango Regency. The urgency of this research is driven by the need to transform the traditional registration system, which still relies on manual archives and oral legitimacy, into a secure, transparent digital system that aligns with local wisdom. The theoretical framework used encompasses customary rights, digital governance, and blockchain governance. The research method utilizes an ethnographic approach through participatory observation, in-depth interviews with customary leaders, village officials, and the community, as well as analysis of historical documents and regulations related to customary land. The research findings indicate that customary land records in Bone Bolango are still vulnerable to loss, damage, and lack formal legal force, weakening the position of indigenous communities in disputes. On the other hand, the community, especially the younger generation and village officials, demonstrates openness to digitalization, despite limited digital literacy and infrastructure. The potential for blockchain implementation is identified through its advantages in ensuring data immutability, transparency, and its ability to integrate customary values through smart contracts. Blockchain can be a strategic solution to address the weaknesses of traditional record-keeping while strengthening social legitimacy and legal protection of customary rights. Abstract

Glut corn is a local commodity with significant potential for development as a value-added food ingredient. However, limited product innovation, technical skills, and marketing strategies remain major challenges for Micro, Small, and Medium Enterprises (MSMEs) in Mulonegoro Village, Pulubala District, Gorontalo Regency. This community service activity aims to describe the implementation of training in the production of glutinous corn-based processed products and assess its impact on increasing the capacity of MSMEs. The method used was a qualitative participatory approach through preparation, entrepreneurship training, and practice. Participants produced product innovations in the form of glutinous corn sticks, and demonstrated readiness to market their products independently. These findings confirm that local potential-based training can strengthen MSME motivation, increase product competitiveness, and open opportunities for village economic development. In conclusion, utilizing glutinous corn through diversified processed products not only supports the sustainability of MSMEs but can also be a strategy for economic empowerment based on local wisdom. Further research is recommended to explore digital marketing strategies and partnership models that can expand the reach of glutinous corn-based MSME products. Abstract

The misalignment between Village Regulations (Peraturan Desa—Perdes) and village development planning documents remains a critical challenge in village governance in Indonesia. Inconsistencies among Perdes, the Village Medium-Term Development Plan (RPJMDes), the Village Government Work Plan (RKPDes), and the Village Budget (APBDes) often result in unfocused programs and increased legal vulnerability. This community engagement initiative aimed to strengthen the capacity of village officials in implementing Perdes to ensure that development programs are legally grounded and institutionally legitimate. The program was conducted in Bondula and Bihe Villages, Gorontalo Regency, on September 9, 2025, involving 30 village officials. A Participatory Action Research (PAR) approach was employed through an intensive eight-hour training session. Data were collected using pre-test and post-test assessments, participatory observation, and Focus Group Discussions (FGDs). The findings indicate a significant improvement in participants’ knowledge, with average scores increasing from 4.2 to 7.8 (an 85.7% increase; p < 0.001). Performance indicators exceeded expectations: 100% of participants were able to identify regulatory mandates within Perdes, and 86.7% successfully drafted program proposals aligned with Perdes provisions. Key outputs included four Perdes-based village program drafts with a total budget allocation of IDR 750 million, a synchronization matrix integrating Perdes with RPJMDes–RKPDes–APBDes, and an implementation roadmap. The collaboration between academia and international development programs proved effective in enhancing village governance capacity and demonstrates strong potential for replication to support sustainable rural development in Indonesia. . Abstract

PLUT-KUMKM plays a strategic role in strengthening the capacity and empowering MSMEs through business mentoring, business consulting, legal facilitation, and marketing network development. Community service through a student internship program at PLUT-KUMKM Gorontalo Regency is a collaboration between universities and the local government to increase the capacity of MSMEs while providing practical experience for students. This activity aims to support business strengthening through administrative assistance, legal facilitation, and product promotion and marketing. The method used is a participatory approach by directly involving students in services and mentoring. Data was collected through observation, direct involvement, business administration management, and documentation. The results of the activity show a real contribution, namely mentoring approximately 25 MSMEs, facilitating NIB and halal certification for approximately 15 MSMEs, as well as support for entrepreneurship training, marketing, and MSME talk shows. This collaboration has had a positive impact and needs to be strengthened continuously.
