Even though study regarding civil society and ethnic conflict has been done for so long, but very little effort has been done to find out a relations between these two concepts. In doing so, civil society is very important as unit analysis in social science instead of in a state level as more macro analysis. Varshney and Putnam are among very little academician who pay attention to these matters. Their studies suggest the importance of civic engagement in civil society. These contacts consist of everyday engagement and associational engagement. Mansor M. Noor empirically introduces Malaysian case by composes the engagement by four level relations, they are cultural, secondary, primary and marital. The engagements make ethnic boundaries thinner and more fluid which may prevent conflict among different ethnics in society. Kata Kunci: Civil Society, konflik etnik, batas etnik

The objectives of this study were: 1) to determine the effect of servant leadership on teacher performance in state senior high schools in the city of Padang. 2) to determine the effect of school organizational culture on teacher performance in state senior high schools in the city of Padang . This study used an associative quantitative method, the population of this study were all state senior high school teachers in the city of Padang, with a sample of 292 teachers. Analysis of the data used in this study is a regression analysis technique, in addition, the researchers also used descriptive analysis to obtain a descriptive measurement from each research variables. The results of this study are: 1) servant leadership has a positive and significant effect on teacher performance in State Senior High Schools in the City of Padang. 2) school organizational culture has a positive and significant effect on teacher performance in State Senior High Schools in the city of Padang.DOI: https://doi.org/10.26905/pjiap.v4i2.3249

This study aims to analyze the role of the West Sumatra Provincial Government in Control of Rock Mining in Sikabu village, Lubuk Alung sub-district, District of Padang Pariaman. As a background of this research is founded that the high level of rock mining exploitation activities in the form of landfill and sirtukil excavation had an impact on road and bridge infrastructure causing damage and disconnection of transportation routes around the mining area, while there was no improvement to the infrastructure. The focus of this research is how to control rock mining in the site. The role of the provincial government in controlling rock mining, and the factors that influence the role of the provincial government in controlling rock mining. The research is a qualitative research with a descriptive method. Data obtained through observation, interviews, and documentation study. The data validity test was done by using source triangulation technique. Data processing techniques with data reduction, data presentation and drawing conclusions. The results of this study indicate that the role of the West Sumatra provincial government which is part of an integrated regional law enforcement team (in accordance with the Decree of the Governor of West Sumatra Province Number 332-107-2019), is not running effectively because the role of the government as information is not well implemented. The lack of mining raids carried out by the government has an impact on the low level of community awareness. Many communities deliberately avoid mining raids which are only occasionally carried out by the government. In fact, this mining raid aims to provide socialization to the community about the importance of environmental balance in exploiting rock mines. Several factors that influence the role of the provincial government in controlling rock mining in the village of Sikabu are among others: a) Disparity of vision and mission among agencies that are members of the integrated regional law enforcement team. b) Limitation of provincial government budget for mining raids.

This study aims to look at the implementation of the pick-up program for the Padang Pariaman permit, which is presumed to be a problem in the implementation of the permit pick-up program. This research is a qualitative research. The technique used in determining informants in this study was carried out by purposive sampling. Informants in this study were (1) Head of the Integrated Services and Industry Services Investment Office (2) Head of the Health Office. (3) Head of the Education Office (4) Head of the Office of Environment and Spatial Planning (5). The results showed that (1) the factors that influenced the implementation of the Padang Pariaman Licensing Shuttle Program were quite successful but there were some that were still not maximal from the indicators of implementation factors (a), communication (b) Resources, (c) Disposition, (d) Bureaucratic Structure. (2) Government Efforts to improve shuttle performance in the field of licensing Efforts to Implement Public Services through the Padang Pariaman Licensing Shuttle Program (AJEP PAPA) In Kabupaten Padang Pariaman, we have always sought to maintain coordination with the relevant dinas. And when the recommendations are a problem, we always take the initiative to invite related agencies to coffee mornings and find solutions to make the program effective.

Kota Padang merupakan salah satu kota warisan Kolonial Belanda yang mempunyai daya tarik wisata jika dikembangkan dengan baik akan menjadi ikon wisata baru yang berbudaya dan bernilai sejarah. Kota tua seperti kota bersejarah lainnya di berbagai kota di negara-negara berkembang, pada umumnya dilestarikan bahkan menempati untuk meningkatkan nilai sejarah dan ekonomi. Nilai sejarah dan arsitektur dari Kota Tua Padang salah satunya di kawasan Batang Arau tidak kalah menarik dibandingkan dengan kota-kota lain. Namun demikian, kondisinya sekarang ini kurang termanfaat, bahkan bangunan sejarah kurang dimanfaatkan dan kurang terawat, selain itu daya tarik wisata seperti sungai Batang Arau kondisinya saat ini banyaknya sampah pelastik ditepi sungai, sehingga membuat Batang Arau terlihat kumuh dan kotor. Jadi Kota Tua telah menjadikan andalan sejarah objek tujuan wisata bagi Kota Padang dan memiliki potensi besar untuk membawa banyak wisatawan domestik dan asing. Penelitian ini bertujuan untuk mengetahui dan mendeskrisikan Peran Pemerintah Kota Padang Dalam mengmbangkan Batang Arau Sebagai Destinasi Wisata Kota Tua. Dalam penelitian ini metode yang digunakan adalah pendekatan kualitatif yang bersifat deskriptif. Sumber data dalam penelitian ini ada dua yaitu data primer dan data sekunder. Teknik pengumpulan data penelitian ini berupa observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa Pemerintah Kota Padang telah melakukan peranannya sesuai dengan tugas dan kewajiban satuan kerja perangkat daerah yaitu dengan melaksanakan peranan dalam melakukan perencanaan pariwisata, pembangunan pariwisata, kebijakan pariwisata dan peraturan pariwisata.

This study aims to analyze social solidarity among feminine males, case studies on community A+ Organizer in Padang West Sumatera. This study was analyzed with the theory of social solidarity by Emile Durkheim. This research was conducted with a qualitative approach, with the type of research case study. The results found that there were two forms of social solidarity among the feminine male of the A+ Organizer community: 1) Mutual help such as: giving work, cooperation, and empowerment. 2) Collective activities in the form of together gathering such as: hanging out and regular social gathering. Factors that underlie the formation of social solidarity among feminine men in the A+ Organizer community: 1) The similarity of fate. 2) Interdependence.

This research is based on Regulation of the Minister of Home Affairs Number 76 of 2012 concerning on Guidelines for Boundary Confirmation and Regulation of the Minister of Home Affairs Number 141 of 2017 concerning on Regional Boundaries. This research method was a descriptive analysis with a triangulation method and a triangulation of sources for testing the data of this research. The data of this research were analyzed by using a SWOT analysis. The results of this research revealed that S-O Strategy (1) Clarifying the boundaries between the two Local Governments in realizing a clear government administration; (2) Optimizing the role of the Community in Realizing the Development with the clear territorial boundaries; W-O Strategy (1) Coordinating with related parties to realize the good government administration services; (2) There is guidance and supervision to the Regional Government through the Provincial Government and the Central Government; S-T Strategy (1) Building the government cooperation by taking an agreement through the Provincial Government; (2) Building the good communication with the community at every deliberation; W-T Strategy (1) Strengthening the regulations by disseminating every decision from the Ministry of Home Affairs; (2) Mediating every meeting through the conflicting parties.

Penelitian ini bertujuan untuk mengetahui Pengaruh Kualitas Pelayanan Kesehatan Terhadap Kepuasan Pasien di Puskesmas Pauh Kota Padang. Penelitian ini dilakukan karena ditemukannya masalah kurang disiplin dan bertanggungjawabnya petugas pemeriksaan umum dalam melaksanakan tugasnya serta ketaatan dengan aturan yang telah ditetapkan. Selain itu kurang mampunya petugas berkomunkasi dengan baik kepada pasien sehingga terjadi kesalahpahaman antara pasien dan petugas kesehatan. Metode penelitian menggunakan metode kuantitatif yakni metode yang bertujuan mengetahui kolerasi antara 2 variabel atau lebih. Variabel dalam penelitian ini adalah Kualitas Pelayanan di Puskesmas dan Kepuasan Masyarakat. Populasi penelitian ini meliputi seluruh pasien yang berobat ke Puskesmas Pauh Kota Padang periode 2020 dengan jumlah 7250 pengunjung. Sedangkan sampel sebanyak 99 responden menggunakan non probability sampling dan teknik purposive sampling dengan Pengumpulan data menggunakan penyebaran kuisioner yang disebarkan kepada masyarakat yang pernah berobat di Puskesmas Pauh kota Padang dengan model skala likert. Peneliti mengukur dengan melihat TCR (Tingkat Capaian Responden) dan uji regresi linear sederhana. Hasil penelitian menyimpulkan bahwa kualitas pelayanan memiliki pengaruh yang signifikan terhadap kepuasan pasien di Puskesmas Pauh dapat diketahui adanya pengaruh yang signifikan. Kualitas pelayanan yang baik adalah kehandalan, jaminan, empati dan bukti langsung sedangkan pada indikator ketanggapan rata-rata pasien memberikan penilaian kurang setuju. Kepuasaaan pelayanan yang dirasakan pasein di Puskesmas Pauh sudah baik, tetapi indikator akses layanan belum memuaskan pasien di Puskesmas Pauh.

The purpose of this study was to examine the effect of work culture on visitor satisfaction at PDIKM Padang Panjang City. This study uses a quantitative approach. The study population was tourists visiting PDIKM Padang Panjang City. The sample in this study consisted of 376 respondents who were determined using the Slovin formula with an error rate of 5% and the sampling technique was done through accidental sampling. Data analysis techniques using simple regression analysis. The findings show that there is a significant influence between work culture on visitor satisfaction by 13.8%. The results of the study concluded that work culture influences visitor satisfaction at PDIKM Padang Panjang City.
