Abstract

This study aims to find out how social media participation affects the policies of the Padang City government. The method in this research is a type of qualitative research with descriptive methods. The selection of informants in this study used a purposive sampling technique. The data used in this study are primary data and secondary data. Data collection techniques in this study used observation, interviews and documentation studies. Data analysis techniques in this study used data collection techniques, data reduction, data classification, data presentation, and drawing conclusions. The results of this study the authors found that social media has an influence in government policy, want it in the making, implementing and evaluating the policies of the city of Padang.

Abstract

This study describes the implementation of the strategy of the Tourism, Youth and Sports Office in developing the creative economy in Sawahlunto City. The background of this research is because several problems were found in the development of the creative economy in Sawahlunto, namely, human resource development is not optimal, capital is still limited, product marketing is still limited. The formulation of the problem in this study is how the implementation of the strategy of the Tourism, Youth and Sports Office in developing the creative economy in Sawahlunto City and what factors affect the implementation of the creative economy development strategy in Sawahlunto City. This research was conducted using descriptive qualitative methods. The selection of informants was carried out by using purposive sampling technique. Test the validity of the data using the triangulation technique. Data collection was carried out by means of interviews and documentation studies. The data were analyzed by means of data reduction, data presentation, data verification. The results show that the implementation of the strategy of the Tourism, Youth and Sports Office can be said to have been carried out well, although in its development there are still shortcomings and obstacles faced

Abstract

This study aims to determine the implementation of Rector's policy on student's etiquette and ethics in Student Activity Units or Student Organization (UKM/Ormawa) Padang State University (UNP) based on Circular Letter Number 3916/UN35/KM/2017. The background of this research because there are still some points in the circular that did not happen like the activities of students until the night, making the secretariat as a place to sleep, and the safety and cleanliness of PKM that has not been awake. This research is a qualitative research using descriptive method. The informant of this research is Vice Rector III UNP as the maker of SE No.3916/UN35/KM/2017, Vice Dean III Faculty of Social Sciences, Kabag. Student Affairs and alumnus, Kasubbag. MPIK's Student Affairs, UKM Coach, Security Guard, BEM and MPM, some UKM/Ormawa managers UNP environment, students and communities living around UNP who can provide information. Techniques and data collection tools in this study using interview techniques, observation and documentation studies. In the data collection used research instruments in the form of interview guides, observation format and documentation study format. In this study the data analyzed obtained from interviews and interpreted qualitatively, in the form of abstraction, words and statements. The result of the research shows that the implementation of Rector's policy on students' etiquette and ethics in UKM/Ormawa UNP is good enough with the form of control that is done related to the etiquette and ethics in the student organization at UNP only still need improvement on the policy that has been implemented. Constraints encountered in the implementation of SE No.3916/UN35/KM/2017, among others, still low understanding and awareness of the contents of the policy, facilities and infrastructure are still inadequate, less assertive sanctions given to violators and still lack of supervision from the Rector and other related parties. From the results of this study the researchers provide advice to the parties involved, including to the Rector of UNP as policy makers maintain communication, coordination and good cooperation with each element, and for the implementation of the policy firmly need a rule of law is stronger than the circular, so also with the students and coaches UKM/Ormawa Coach to always direct and supervise the activities of students to be more directed and orderly. In addition, there must be full security and supervision from the security guard and the community around UNP, as well as students and UKM/Ormawa there must be understanding and awareness of existing regulations to be more sensitive to a policy so that the implementation of Rector policy can run optimally.

Abstract

The realization of community legal awareness in waste management is important to understand and apply extension techniques. Extension techniques are procedures for delivering extension messages to the community who are the target of extension. The techniques used are oral, written and demonstration counseling. The following is the explanation: 1) Oral counseling, the method of delivery in oral language, which consists of direct and indirect oral counseling; 2) Written counseling: Extension media in written language includes making brochures, leaflets, posters / pamphlets; and 3) Counseling on hygiene demonstrations: The media used in the development exhibition in the clean / garbage sector. films, traditional arts groups (ludruk, lenong, calung, puppets, randai and others). In addition to the need for a policy program for legal education and technical guidance for the public in building legal awareness, the government also needs to optimize the improvement of adequate facilities and infrastructure in waste management, especially with the fact that the carrying capacity and capacity of the Final Disposal Site (TPA) has exceeded capacity and the waste recycling processing industry in Padang is not yet available. Even though a waste bank already exists, it is not well organized.

Abstract

Plastic products contain ingredients that can harm human health, but these products are often used as food packaging. This article discusses the issue of consumer protection against the activities of businesses that use plastic products as food packaging and the government's role in supervising the use of plastic products for this purpose. This article is compiled based on juridical-normative literature studies, meaning that data is sourced from literature (secondary data) relating to consumer protection, both from the results of previous studies that are associated with statutory provisions. From the data analysis it can be concluded that businesses have violated the legal provisions of consumer protection because they use dangerous plastic products as food packaging. To minimize this adverse behavior, the government must provide information to consumers and businessman about the use of plastic packaging and supervise the use of plastic products by businessman. In addition, the government needs to require businesses to include symbols, triangle codes, and information on types of plastic used in places that are easily seen and read by consumers. Thus, consumers know clearly whether the plastic used is dangerous or harmless to package food products so that they make a decision to buy or not buy the intended product.

Abstract

Policy formulation should be essential because it will produce laws governing society and regulate the local government. Local policy position is included in the order of legislation in the Republic of Indonesia. This is where problems often occur in terms of synchronization and harmonization. Using the method of documentation study and in-depth interviews and focus group discussions, this research produces an analytical description to understand the formulation of Regional Regulations, particularly in the field of education services that, according to the 1945 Constitution, are decentralized the regions. The case study was conducted by dissecting Perda No. 6 of 2003 on Compulsory Reading and Writing of the Qur'an for School Children and Prospective Brides. The research method consists of 2 layers, the first is an inventory, and the second is a normative and procedural analysis of the process and substance of the intended public policy. The regional regulations studied were contained sharia nuances and regulated the religious sector, which was not under the authority of regional autonomy, which was derived from the principle of decentralization. In the guide, the legal drafting process in Limapuluh Kota Regency follows the applicable regulations, both with the disclosure of proposals from the DPRD and the Regional Heads by involving the leading sector SKPD in the formulation process. The Local Regulation (Ranperda) proposal has also been formatted through an Academic Paper process. However, the research found that the public policy documentation and dissemination system has not been running well and effectively.

Abstract

Penelitian ini berangkat dari masih banyak bidang tanah yang belum memiliki sertifikat hak milik di wilayah Kabupaten Pasaman. Tujuan dari riset ini buat mengenali Efektivitas Implementasi Kebijakan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Badan Pertanahan Nasional (BPN) Kabupaten Pasaman dan untuk megetahui Faktor Yang Mempengaruhi Implementasi Kebijakan PTSL di BPN Kabupaten Pasaman. Tipe riset ini merupakan kualitatif dengan tata cara deskriptif, sebab riset melukiskan, mengatakan, serta memaknakan sesuatu kondisi atau peristiwa sebagaimana terdapatnya. Adapun Hasil dari penelitian ini yaitu: 1. Efektivitas Implementasi Kebijakan PTSL di BPN Kabupaten Pasaman dapat dikatakan belum efektif karena masih ditemukan kendala baik secara internal maupun eksternal. Hal ini dikarenakan ada beberapa indikator dari empat indikator yang belum tercapai dengan baik. 2. Dalam mengimplementasikan Kebijakan PTSL di BPN Kabupaten Pasaman menemukan faktor penghambat yaitu komunikasi dengan niniak mamak kurang baik. sumberdaya manusia yang terbatas dan adanya biaya tambahan yang dikeluarkan masyarakat dalam pembuatan sertifikat.

Abstract

This research departs from public literacy in understanding the validity of news is still low, people's habits to disseminate information (share) without seeking the truth. This type of research is qualitative with descriptive method, in this study the author uses purposive sampling methods and techniques while the technique used to test the validity of the data is by using triangulation techniques. The results of this study are (1) Implementation of advocacy programs to improve digital literacy by the Department of Communication and Information of West Sumatra Province, a. advocacy through cooperation, advocacy through supervision. (2) Implementation of communication programs to improve digital literacy by the Department of Communication and Information of West Sumatra Province, a. advocacy and communication through socialization, b. communication through the anti-hoax movement. 3. Factors influencing advocacy and communication in preventing the spread of hoax news by the Communications and Information Office of West Sumatra Province, a. inhibiting factors, and b. supporting factors.
