Abstract

Pengelolaan sampah merupakan permasalahan klasik yang terus menerus dihadapi dikalangan masyarakat, tidak terkecuali sampah organik. Pengelolaan sampah berbasis sumber harus terus dilakukan guna mendukung program pemerintah Provinsi Bali. Salah satu solusi dalam memecahkan permasalahan pengelolaan limbah organik rumah tangga yaitu dengan mengembangkan Maggot BSF sebagai bio mesin pengolahan sampah organik berbasis sumber. PkM ini dilaksanakan di Desa Peguyangan Kangin Denpasar dengan metode pendekatan permasalahan, tahap persiapan, pelaksanaan, monitoring dan evaluasi. Indikator ketercapaian program ini adalah masyarakat teredukasi untuk melakukan pengolahan sampah organik limbah rumah tangga berbasis sumber sehingga tidak mencemari lingkungan. Terkelolanya sampah organik limbah rumah tangga pada rumah tangga, terbentuknya usaha desa yang dikelola oleh kelompok masyarakat dengan pengembangan maggot BSF sebagai bio mesin pengelolahan sampah organik, munculnya usaha baru yang meniliki nilai tambah dan nilai ekonomis terhadap pengelolahan sampah melalui penjualan maggot BSF sebagai pakan ternak. Kendala yang dihadapi dalam kegiatan PkM ini dapat ditindaklajuti dengan terus dilakukan monitoring dan evaluasi program secara berkelanjutan serta dengan secara rutin memberikan penyuluhan, pemahaman dan pelatihan bagaimana pentingnya pengelolaan sampah berbasis sumber serta manfaat dan dampak positif dari pengelolaan sampah organik limbah masyarakat dengan menggunakan Bio Mesin Magot BSF dikalangan masyarakat. Hasil PkM menunjukkan bahwa Maggot BSF merupakan salah satu solusi dalam menangani dan menanggulangi permasalahan sampah organik masyarakat dan/atau limbah rumah tangga masyarakat yang terus menerus menjadi permasalahan selama ini, Kelompok masyarakat Desa Peguyangan Kangin dapat mengelola limbah sampah organik rumah tangga dengan budidaya Magot BSF yang memiliki nilai ekonomi tinggi

Abstract

Environmental management is a crucial component of achieving sustainable development, particularly in rural areas with the potential for environmental pollution due to livestock activities and household waste. One of the Provinsi Bali Government's efforts is through the implementation of Peraturan Daerah Provinsi Bali Nomor 1 Tahun 2017 concerning Environmental Protection and Management. However, in practice, various problems remain in Desa Jagapati, such as the direct discharge of livestock waste into rivers, the lack of waste treatment facilities, and low public awareness of environmental cleanliness. This study aims to determine why the implementation of environmental management policies in Desa Jagapati has not been effective and to identify strategies to improve them. The method used was descriptive qualitative, with data collection through observation, interviews, and documentation. The results indicate that the implementation of environmental management policies in Desa Jagapati has not been effective due to low public awareness, weak coordination, and minimal waste management. The main obstacles are a lack of outreach, limited resources, low commitment from implementers, and unclear standard operating procedures (SOP). Improvement strategies include education, the formation of environmental awareness groups, training, the provision of facilities, and a gradual and participatory work structure.

Abstract

Biro Umum dan Protokol Sekretariat Daerah Provinsi Bali merupakan unit yang bertugas memberikan pelayanan untuk mendukung kelancaran tugas-tugas pimpinan dan tugas-tugas biro-biro lain di lingkungan Sekretariat Daerah Provinsi Bali, untuk  itu dibutuhkan aparatur yang memiliki kompetensi yang baik akan lebih mampu dalam melaksanakan pekerjaannya serta menghadapi tantangan-tantangan perubahan yang terus terjadi di lingkungannya. Penelitian ini bertujuan untuk menganalisis pengaruh integritas, kompetensi bidang, dan lingkungan kerja terhadap kinerja pegawai negeri sipil pada Biro Umum dan Protokol Sekretariat Daerah Provinsi Bali. Jumlah responden yang terlibat dalam penelitian ini sebanyak 77 orang menggunakan metode survey. Pengumpulan data menggunakan kuesioner skala Likert 5 poin. Penelitian ini menggunakan tiga variabel bebas dan satu variabel terikat.  Teknik analisa data yang digunakan yaitu analisis deskriptif dan uji inferensial. Hasil penelitian menunjukkan integritas berpengaruh positif dan signifikan terhadap kinerja  pegawai negeri sipil di Biro Umum Dan Protokol Sekretariat Daerah Provinsi Bali. Ini berarti semakin tinggi integritas pegawi maka semakin tinggi kinerja pegawai negeri sipil. kompetensi bidang berpengaruh positif dan signifikan terhadap kinerja pegawai negeri sipil di Biro Umum Dan Protokol Sekretariat Daerah Provinsi Bali. Ini berarti semakin tinggi kompetensi bidang  maka semakin tinggi kinerja  pegawai negeri sipil. lingkungan kerja berpengaruh positif dan signifikan terhadap kinerja pegawai negeri sipil di Biro Umum dan Protokol Sekretariat Daerah Provinsi Bali Ini berarti semakin mendukung lingkungan kerja maka semakin tinggi kinerja  pegawai negeri sipil. Integritas,  kompetensi bidang, dan lingkungan kerja  berpengaruh secara simultan terhadap kinerja pegawai negeri sipil di Biro Umum dan Protokol Sekretariat Daerah Provinsi Bali.

Abstract

Various variables, both external and internal, can directly or indirectly hinder the achievement of organizational goals and objectives. Therefore, it is necessary to implement integrated risk management in every decision making, preparation and implementation of programs and activities. The purpose of this study was to determine and analyze the implementation of risk management policies, factors that hinder policy implementation, and solutions to overcome inhibiting factors in the implementation of risk management policies at X Hospital, Denpasar City, Bali Province. This study used a descriptive qualitative research method. The results showed that the implementation of risk management policies at X  Hospital, Denpasar City, which included; (1) Communication: communication media is still conventional, while the delivery of one-way information from superiors to subordinates is still long (2) Resources: there is no clear budget line item that mentions risk management (3) Disposition: risk management has not become a culture that requires high commitment (4) Bureaucratic Structure: already in accordance with hospital work procedures. In addition, this study also found risk management implementation strategies, namely; (1) modernization of communication media and continuous socialization of risk management (2) special budget planning for risk management (3) maximizing rewards and punishments for all parties (4) Periodically review the risk management framework based on risk reports and progress of plans and policy implementation. This research is hoped to provide information and input for stakeholders in the region on the implementation of risk management policies.

Abstract

The Bali Provincial Regional Regulation Number 4 of 2019 on Customary Villages in Bali and Number 4 of 2022 on the Guidelines for the Establishment of the Village-Owned Business Entity (BUPDA) are strategic steps to strengthen the role of Customary Villages in local wisdom-based economic development. One of the implementations is the establishment of BUPDA as a business unit owned by the Customary Village. However, based on data from the Bali Customary Community Advancement Office (2022), out of 35 Customary Villages in Denpasar City, only 8 villages (23%) have established BUPDA. This condition reflects the suboptimal performance of Customary Villages in Denpasar City. This study uses a quantitative approach with a causal associative method to test the influence of competence, compensation, and satisfaction on the performance of Customary Village administrators (prajuru) in Denpasar City. Data were collected from 140 prajuru through questionnaires and analyzed using Structural Equation Modeling (SEM) based on Partial Least Squares (PLS). The aim of this study is to evaluate the extent to which each variable influences the performance of the prajuru and to understand the role of satisfaction as a mediator in the relationship between competence, compensation, and performance. The research findings show that competence, compensation, and satisfaction have a positive and significant influence on the performance of Customary Village prajuru. Job satisfaction was also found to be a significant mediator in the relationship between competence and compensation on performance. These findings highlight the importance for Customary Villages in Denpasar City to continuously improve the competence of prajuru through training and capacity building, as well as ensure a fair, transparent, and performance-based compensation system to enhance job satisfaction. This study recommends that institutional strengthening be carried out not only from the human resources side but also through improvements in work systems and the development of the economic aspects of the customary village, including the establishment of Village-Owned Business Entities (BUPDA) as a strategic effort to improve performance and the sustainable well-being of the customary community.

Abstract

This article begins with the fact that the tourist villages (11 tourist villages that have a Regent's Decree) in Badung Regency are not evenly distributed in tourism development according to their potential. The problems in this research include (1) What are the basic problems in developing Tourism Villages in Badung Regency?; and (2) What are the efforts to develop Tourism Villages in Badung Regency in the future? This research uses a qualitative research type and approach. The reason for using a qualitative research design is because essentially it is observing people in their living environment, which in this case is the community around the Tourism Village area in Badung Regency. The data analysis technique used was qualitative data analysis techniques with an interactive model from Miles and Huberman. The results of the research show (1) The basic problem of developing tourist villages in Badung Regency includes tourist villages in Badung Regency, namely the wrong perspective regarding the existence of tourist villages which are still minimal, simply following the program launch, and waiting to be moved. When there is an event or work program from the provincial or central government, the Pokdarwis is directed by the Badung district government to prepare and implement it. After the event passed, the tourist villages seemed to be left alone and would repeat the same case; and (2) Efforts to develop tourist villages in Badung Regency in the future should pay attention to the local community's understanding of tourist villages through a planned and measurable socialization process so that the stipulation of a Tourism Village Decree from the district government is not in vain, because once the Tourism Village Decree is established then the village is ready in terms of planning, management and development, capital, optimizing tourism potential, the role of local government, tourism stakeholders/practitioners, NGOs, mentoring patterns, human resources, cooperation, marketing strategies.

Abstract

The Passenger Analysis Unit (PAU) at I Gusti Ngurah Rai International Airport, Bali, plays a strategic role in analyzing international passenger data to support effective immigration control at the main gateway for foreign nationals and Indonesian citizens to enter Indonesia. The PAU is tasked with proactively profiling and risk assessments before passengers arrive through the Advance Passenger Information System (APIS), enabling early detection of potential violations or security risks such as criminal records or overstays. In addition to its immigration intelligence function, the PAU also ensures smooth public services by optimizing fast, accurate, and humane immigration administration processes, and integrating the use of technology for operational efficiency. Despite facing technical obstacles, inter-agency coordination, and public awareness that still needs to be improved, the PAU's existence is key to maintaining national security while improving the quality of public services at Ngurah Rai Airport, as one of the busiest and best airports in Asia. This research uses a qualitative method with a case study approach, because the main focus of the research is directed at the Passenger Analysis Unit (PAU) as a work unit operating at the Immigration Checkpoint (TPI) of I Gusti Ngurah Rai International Airport. This case study was chosen because it allows researchers to gain a deeper understanding of the immigration public service phenomenon implemented by the PAU in a concrete and specific context. Abstract

Investment plays a crucial role in driving economic growth and stability, especially In an era of globalization with high international mobility, such as in Indonesia, international airports serve as key gateways to global connectivity and critical centers for immigration services. Modernizing Indonesia's aviation sector, particularly through digitalization and the implementation of technologies such as autogates at international airports, aims to improve the effectiveness, efficiency, and accuracy of immigration services and reduce passenger queues. This innovation aligns with the principles of good governance and smart mobility, with the integration of biometrics and facial recognition for rapid verification. However, autogates still have limitations in detecting non-documentary aspects and assessing behavior, so manual inspections and human oversight remain crucial as complements to maintain national security and sovereignty. For example, at I Gusti Ngurah Rai International Airport, autogates expedite the process but have not yet fully replaced human oversight. Other challenges include infrastructure readiness, human resource competency, and data security, which must be addressed to ensure innovative, efficient, secure, and user-friendly public services, supporting the bureaucratic reform agenda and the quality of future immigration services in Indonesia. Using a descriptive-analytical approach, this study aims to provide a comprehensive overview of the legal and regulatory challenges faced, as well as strategic recommendations for analyzing autogate services at I Gusti Ngurah Rai International Airport by the Class I immigration office specifically for the Ngurah Rai International Airport (TPI). Abstract

Abstract The use of autogates at I Gusti Ngurah Rai Airport has proven effective in improving immigration services by speeding up the inspection process to 15-25 seconds per passer, reducing queues, and increasing comfort and security through accurate biometric technology. Throughout 2024, more than 4 million passengers, primarily foreign and business tourists, used autogates with a positive response, although manual services are still provided under certain conditions. Obstacles such as limited infrastructure, technologically proficient human resources, and e-passport compatibility remain, but optimal solutions include strengthening technology, user education, human resource development, and adjusting data protection regulations. Integration with national databases and AI technology also optimizes efficiency and security, making autogates a strategic innovation in immigration public services in Indonesia. With a descriptive-analytical approach, this study is expected to provide a comprehensive overview of the legal and regulatory challenges faced, as well as strategic recommendations for the analysis of autogate services at I Gusti Ngurah Rai International Airport by the Class I immigration office specifically for TPI Ngurah Rai. Abstract

Abstract The Civil Service Police Unit (Satpol PP) of Bali Province faces several challenges in enforcing Regional Regulations (Perda) and Regional Head Regulations (Perkada). The main obstacles include limited human resources, the public’s lack of understanding of the regulations, overlapping authority with customary institutions, and a public perception of Satpol PP as repressive. This situation, combined with inconsistent law enforcement, leads to low public compliance. This study aims to thoroughly examine how Satpol PP can optimize its enforcement of these regulations. The main research problems are to identify the challenges and obstacles faced by Satpol PP and to formulate effective strategies for improving law enforcement in Bali. The research uses a qualitative approach, with data gathered from observations, interviews, and documentation. The findings indicate that optimizing Satpol PP’s role is crucial for maintaining public order and social stability in Bali. This is achieved by harmonizing legal certainty with the socio-cultural sensitivity of the Balinese community. A key strategy identified is strong cross-agency coordination with the police, prosecutors, and customary villages. This collaboration makes the law enforcement process faster, more accurate, and socially acceptable. Keywords: Optimization, Perkada, Civil Service Police Unit (Satpol PP)
