Abstract

The management system for school operational assistance funds has evolved to in- corporate information and communication technology through the School Budget Activity Plan Application, commonly referred to as ARKAS. The Ministry of Ed- ucation, Culture, Research, and Technology developed the ARKAS innovation to facilitate the management of school operational assistance funds received by each educational institution. This study aims to understand why the effectiveness of using the School Budget Activity Plan application at Elementary School Number 1 Abi- ansemal has not yet been optimized. A qualitative method was employed to explore information about the phenomenon, supported by a descriptive approach, which en- abled the creation of relationships with informants, allowing the researcher to obtain new data. The data sources were obtained from interviews and documents related  to the research. Data collection was conducted through documentation, interviews, and observation at the research location. Subsequently, the data were analyzed using data reduction, data presentation, and conclusion drawing. The results of this study indicate that the suboptimal effectiveness in using the School Budget Activity Plan application for managing school operational assistance funds at Elementary School Number 1 Abiansemal is due to insufficient dissemination by relevant authorities regarding the understanding of ARKAS and inadequate supporting infrastructure. However, improvements in several components are necessary to enhance the effective- ness of managing school operational assistance funds through ARKAS. This includes the need for training and socialization to improve understanding of ARKAS usage   in terms of planning, reporting, and realization, as well as creating synergy between school operators and district operators to ensure that the information conveyed is easily understood.

Abstract

Waste management is one of the most pressing environmental challenges in Bali, along with increasing tourism activities and population density. This research aims to analyze how local wisdom applied through customary instruments such as awig-awig and pararem can be integrated into public policies to create sustainable waste management. The method used is qualitative descriptive based on literature studies and secondary case studies that examine various customary-based waste management practices in Bali. Data were collected through the analysis of policy documents, activity reports, and previous research results, and analyzed using the Miles and Huberman models. This study found four main things: (1) the application of pararem and customary sanctions to increase community discipline in sorting and processing waste; (2) synergy between customary institutions and local governments through community-based management programs to strengthen the implementation of formal policies; (3) the values of Tri Hita Karana play a role as a moral foundation that fosters collective environmental awareness; and (4) collaboration between actors within the framework of collaborative governance encourages the formation of an adaptive and sustainable management system. Practically, this research provides an understanding of the importance of the role of indigenous villages in supporting local value-based waste management policies, while academically adding insight into the integration of local wisdom in public policies in the environmental sector.

Abstract

Rural development policy plays a strategic role in reducing social inequality and strengthening local economic structures. However, its implementation often faces bureaucratic constraints and complex socio-cultural dynamics. This study aims to analyze how socio-cultural dynamics influence bureaucratic performance and the effectiveness of rural policy implementation, as well as to identify the challenges bureaucracies face in adapting to local social changes. The research employed a qualitative literature review method through systematic analysis of academic journals, research reports, and policy documents. Data were analyzed thematically to identify relationships between cultural values, social structures, and bureaucratic effectiveness. The findings reveal that the success of rural policy implementation is highly dependent on the bureaucracy’s ability to adapt to local values, foster community participation, and apply adaptive governance principles. Responsive and culturally sensitive bureaucracies tend to achieve greater social legitimacy, strengthen public trust, and accelerate the attainment of rural development goals.

Abstract

Purpose: This study aims to analyze the implementation of Bali Provincial Regulation No. 5 of 2020 concerning the Standards for the Implementation of Balinese Cultural Tourism in Cemagi Tourism Village, Badung Regency, and to identify key challenges that hinder its effective execution. Methodology/approach: The research employs a qualitative case study approach involving in-depth interviews, observations, document analysis, and purposive sampling of stakeholders, including tourism village managers, local guides, educators, and community members. Data were analyzed through condensation, display, and conclusion-drawing techniques to obtain a comprehensive understanding of policy implementation. Results/findings: The findings indicate that although the regulation has been partially implemented, several critical issues persist. Cultural-based accommodation facilities do not fully comply with the standards mandated by the regulation. Coordination among implementing agencies remains weak, and communication between government and local communities is inconsistent. Additional challenges include land-use conversion, insufficient public facilities such as parking areas, and limited human resource capacity, particularly the lack of trained and registered local tour guides. Conclusion: The implementation of the regulation in Cemagi Village has not yet met expectations, primarily due to gaps in cultural accommodation management, inadequate coordination, and resource limitations. Strengthening institutional collaboration, enhancing human resource quality, and improving village infrastructure are essential to achieving the regulation’s objectives. Limitations: This study focuses solely on Cemagi Tourism Village and does not generalize to all tourism villages in Bali. Findings are based on qualitative data and may not capture broader regional variations. Contribution: The study provides empirical insights into policy implementation challenges in cultural-based tourism villages and offers recommendations to support more sustainable and culturally aligned tourism governance in Bali.

Abstract

Transparency and public trust have become essential pillars for strengthening governmental legitimacy, particularly in democratic systems facing rising complexity and declining citizen confidence. This study aims to examine how the integration of political leadership and servant leadership can enhance institutional transparency and reinforce public trust. Using a qualitative literature study, the research analyzes scholarly articles, policy reports, and empirical studies published within the last decade. Data were collected through document analysis and evaluated using qualitative content analysis to identify thematic patterns related to leadership, transparency, and trust-building mechanisms. The findings indicate that servant leadership contributes significantly to ethical governance, open communication, and participatory decision-making, thereby promoting a transparency-oriented organizational culture. Meanwhile, political leadership provides the structural authority and policy direction necessary to institutionalize transparency through formal mechanisms such as open-government initiatives and public accountability systems. The integration of these two leadership approaches produces a synergistic effect: ethical values embedded in servant leadership are strengthened by the institutional power of political leadership, resulting in more consistent transparency practices and stronger public trust. This study offers strategic implications for public-sector leaders seeking to improve institutional legitimacy, accountability, and citizen engagement.

Abstract

"One Day Service" service is a one-day service where each applicant provides documents. This service program aims to provide population and civil registration services in villages, cities and provinces. This service aims to provide convenience to the public in the implementation and public administration. The purpose of this study is to describe and analyze the effectiveness of the "One Day Service" program. The findings of this research report illustrate the effectiveness of population/citizen information services in the program and the obstacles faced by population/citizen information services in the program. This work uses a qualitative descriptive research method. Observations, interviews and documentation are used as data collection techniques. This study shows that the effectiveness of the population registration service in the "One Day Service" program is not yet valid. This is due to the problem of how many have not been answered and processed by the operator due to time constraints and slow network. Sometimes there is a lack of discipline in the assigned tasks and carelessness of the employees managing the service program.

Abstract

This study examines how digital public participation supports village development planning as a manifestation of responsive regional autonomy in the 2025 era. Village development in Indonesia increasingly emphasizes participatory governance, but citizen involvement is often limited due to elite dominance, low digital literacy, and unequal access. The purpose of this study is to analyze the mechanisms of digital participation, supporting factors, challenges, and their implications for regional autonomy. The method used is a qualitative literature study through analysis of academic publications, policy documents, and related empirical findings. The results show that digital participation occurs in various forms, ranging from information disclosure, online consultations, interactive feedback tools, to co-creation mechanisms, but its implementation varies across villages. Factors such as infrastructure, digital literacy, leadership, and institutional integration influence the effectiveness of participation, while key challenges include the digital divide, weak platform maintenance, and minimal integration with formal planning. In conclusion, digital participation can strengthen autonomy if supported by strong governance, a hybrid model, and consistent feedback mechanisms.

Abstract

Introduction: Fall risk is a major geriatric concern linked to age-related gait instability. Changes in gait parameters, such as step length, step width, and walking speed, reflect neuromuscular decline and increase instability. While international evidence supports this association, local data among community-dwelling older adults in Tabanan Regency, Bali, remain limited. This study aimed to examine the association between gait parameters and fall risk. Methods: This cross-sectional observational study included 119 community-dwelling adults aged 60–79 years. Gait parameters, including step length, step width, and walking speed, were assessed using the 10-meter walk test, and fall risk was measured using the Timed Up and Go (TUG) test. Chi-square tests were used for bivariate analysis, and binary logistic regression was used to identify independent predictors. Results: A total of 36.1% of participants were classified as at risk of falling. Bivariate analysis showed significant associations between fall risk and step length (p = 0.050), step width (p = 0.006), walking speed (p < 0.001), and age (p < 0.001). Multivariate analysis identified walking speed (AOR = 0.150; p = 0.005), leg-length symmetry (AOR = 0.292; p = 0.026), and step width (AOR = 0.345; p = 0.038) as independent predictors. Step length was excluded from the multivariate analysis due to complete separation in the data. Conclusion: Walking speed, step width, and leg-length symmetry were independent predictors of fall risk. These findings support the use of simple gait assessments for early fall risk screening in community and primary care settings.
