Abstract

Public Street Lighting Lamps (LPJU) are road equipment which is useful for supporting security, safety and order as well as adding to the beauty of the environment. The Pekanbaru City Government has issued regulations regarding instructions for installing Public Street Lighting Lamps (LPJU) in Pekanbaru City with Mayor Regulation Number 19 of 2010. The aim of this research is to determine the role of the Transportation Service in Managing LPJU in Pekanbaru City in 2021-2022. This research method uses qualitative methods with descriptive research type. The type of research data used in this research is descriptive research, namely presenting the results of research on the Role of the Transportation Service in Management of LPJU in Pekanbaru City in 2021-2022. Then the research location is the Pekanbaru City Transportation Department. Data collection techniques in this research are interview, documentation and observation techniques. The findings in this research are that the role of the Transportation Service in the Management of LPJU in Pekanbaru City in 2021-2022 in its implementation has not been maximized. It is known that in terms of organizational readiness to implement the care and maintenance program for public street lighting in terms of human resources, supporting facilities and infrastructure and the budget is still is not sufficient so that many activities cannot be carried out, such as changing lights with a limited number of lamps available, therefore it is not in accordance with the established plan. Abstract

The importance of government participation in accelerating the resolution of social conflicts in village communities, especially in the land sector, is a crucial thing that must be paid attention to by the sub-district government. Such as the land conflict that occurred between Nagari Taram and Nagari Pi Lubang in 2017 which killed one of the residents during a clash in the land area on the border between the two nagari. Overall, this research aims to find out the role of the sub-district head in resolving land conflicts in Harau District. To achieve this goal, descriptive qualitative research was carried out to identify the internal and external environment of the object of this research. The results of this research show that the role of the Harau sub-district head has been good in carrying out his role, by coordinating with the community in carrying out FGD (Focus Group Discussions) activities to formulate this problem in a family manner, and by inviting both parties to the conflict and the Regency PPBN team, including the sub-district head, Assistant Regency Regional Secretary, DPMD (Village Community Empowerment Service), Wali Nagari, Ninik Mamak (KAN) of both villages, Head of Jorong, Bamus, researchers from UNP, and several Community Leaders to complete the administrative clarity of the boundaries between Nagari Taram and Nagari Pi Lubang. Abstract

Mentulik Village is an area in Kampar Kiri Hilir Sub-district, Kampar Regency, Riau Province, which is an expansion sub-district from the parent sub-district, namely Kampar Regency. This village was taken as the object of research with the consideration of being a village that has not been independent among other villages in the Kampar Kiri Hilir District. So this research intends to describe, analyze the implementation of the Village Fund policy in Mentulik Village and analyze the factors that support and hinder the process of implementing the village fund policy in Mentulik Village, Kampar Kiri Hilir District. This research uses George C. Edwards' theory of the four factors that influence policy implementation, namely Communication, Resources, Dispotition, and Bureaucratic Structure. The data used in the research is qualitative. The results of research on the Implementation of Village Fund Policy in Mentulik Village, Kampar Kiri Hilir District, Kampar Regency in 2020 have not gone well. In communication there is a lack of clarity in the information conveyed by superiors to the structures below them, less precise information is conveyed, then there is also a lack of consistency in the information conveyed, times tend to change suddenly. Then the resources, human resources do not understand technology, the community lacks participation, but the facilities and infrastructure are adequate. The disposition, division of tasks and main tasks and functions of the implementers or officials are in accordance with the skills and wishes of each apparatus, but not all of the programs implemented are implemented. Then the provision of technical implementation guidelines (legal basis) for the use of village funds from the central government to Mentulik Village is incorrect. time. In the bureaucratic structure, all officers have carried out their duties in accordance with the implemented SOPs, but this has not been optimal due to existing inhibiting factors. Abstract

This research discusses the development strategy of very disadvantaged villages and sees how the efforts of the Regional Government and related Regional Apparatus Organizations in alleviating the problem of very disadvantaged villages in Kampar Regency. Because based on the Village Development Index data which consists of three composite indices, namely the Social Resilience Index, Economic Resilience Index and Environmental Resilience Index in 2021-2022, it was found that 24 very underdeveloped villages were in Riau Province and as many as 23 very underdeveloped villages were in Kampar Regency, precisely in the Kampar Kiri Hulu District. Therefore, this research aims to find out the development strategies used by the local government in accelerating development in very underdeveloped village areas, especially since 9 very underdeveloped villages are located in the Bukit Rimbang Bukit Baling Wildlife Sanctuary conservation area. The research methodology used by the author is descriptive qualitative. The type of data used is primary obtained through interviews and secondary data data comes from documents related to the research. Data analysis techniques are carried out by reducing data, presenting data and drawing conclusions. The author uses Rahardjo Adisasmita's theory of development strategies consisting of 4 strategies, namely the growth strategy or growth strategy, the walfare strategy or welfare strategy, the responsive strategy or strategy that is responsive to community needs and the holistic strategy or integrated strategy. The results showed that the most dominant welfare strategy or the walfare strategy was carried out by the Kampar Regency Government where the government was busy improving the welfare of the community through development programs, especially in the field of road and bridge infrastructure facilities and infrastructure. Then for a strategy that is responsive to community needs or the holistic strategy, the Kampar Regency Government has not been able to meet community demand for internet needs in 20 villages in Kampar Kiri Hulu District. Abstract

Bureaucratic reform at the State Civil Service Agency Regional Office apparatus. This research aims to determine the effectiveness of implementation and inhibiting factors in the implementation of bureaucratic reform through state civil service information system innovation (SIASN) at BKN Regional Office XII Pekanbaru. This research uses the Theory of Effectiveness Aspects of Bureaucratic Reform in government organizations by looking at Institutional Aspects, Bureaucratic Position Holders, Simplification of Management (Innovation), Human Resources, and Technical Capabilities. Location The research was carried out at BKN Regional Office XII Pekanbaru. This research uses a qualitative descriptive approach. Meanwhile, data collection techniques are carried out through interviews and documentation. Based on the research results, the author assesses that the implementation of Bureaucratic Reform through Innovation of the State Civil Apparatus Information System (SIASN) at the BKN Regional Office and are not used to using digital platforms so that the use of services in reforming Bureaucratic Reform through State Civil Apparatus Information System Innovation (SIASN) at BKN Regional Office XII Pekanbaru has not been maximized. The author assesses the need for system sustainability, development and comprehensive data integration in bureaucratic reform through SIASN "State Civil Apparatus Information System" at the State Civil Service Agency.

Abstract

district, Kuantan Singingi Regency is one of the regional tourism development plans contained in the regional medium-term development plan in Regional Regulation No. 1 of 2017. Currently the tourism agency with the existing tourism community includes tourism awareness groups that have begun to take shape including the development of lubuk oguang tourism in Pulau Padang Village and Windy Waterfall in Pangkalan Indarung Village. Community service in collaboration with the Tourism Office and the Singingi Regency Indonesian Enchantment Movement conducted tourism potential development activities based on ICT (Information and Communication Technologies). The stages of dedication by coordinating with tourism service partners are going well according to the proposals and service plans. The activity also involved real work college students (Kukerta) complementing each other.

Abstract

The background to the problem in this research is the implementation of road infrastructure development in Dusun Tua Pelang Village, Kelayang District, Indragiri Hulu Regency in 2020,2021,2022. Construction of road infrastructure in Dusun Tua Pelang Village began in 2020, but until 2022 it had not been completed. This raises the question of factors influencing this development. The aim of this research is to describe the implementation of road infrastructure development in Dusun Tua Pelang Village. This research method uses a qualitative approach with a descriptive research type. The location of this research is in Dusun Tua Pelang Village, Kelayang District, Indragiri Hulu Regency. This research uses data such as village development planning, village budget data for development, and data on damaged roads. The data collection technique is by conducting interviews and collecting documentation. The results and conclusions of this research are factors that influence the implementation of development, namely, firstly, human resources are village government officials who lack supervision over the implementation of development so that it is less than optimal. The village government is also less precise in allocating the budget. Second, financial resources, namely the budget owned by Dusun Tua Pelang, are still lacking so that the implementation of development is not optimal. Third, technical problems occur because they are hampered by inappropriate planning and workers are slow in carrying out development. Governance of Dusun Tua Pelang village government does not carry out planning well and there is a lack of community participation. So, the most influencing factors in this research are human resources. Keyword : implementation, development, infrastructure

Abstract

Basically, the Village Government is the executor of policy, especially in terms of managing Village Funds. The capacity of the village government in managing village funds is so important so that village programs can run according to plan. So, the Tanah Merah Village Government is required to have adequate capacity so that the management of village funds in 2021 can run well and in accordance with the regulations. The purpose of this research is to determine the capacity of the Tanah Merah Village Government, Tanah Merah District, Indragiri Hilir Regency in Managing Tanah Merah Village Funds in 2021. In achieving the objectives of this research, the author uses Soeprapto's capacity theory, namely system level, organizational level and individual level. The research approach used is a qualitative approach. The type of research used is descriptive. The location of this research is in Tanah Merah Village, Tanah Merah District, Indragiri Hilir Regency, precisely at the Tanah Merah Village Government Office and several stakeholders who have authority in this research. The types and sources of research data are divided into primary and secondary data with data collection techniques through interviews and secondary data in the form of supporting data related to village fund management capacity. The results of this research are that the capacity of the Tanah Merah Village Government in managing village funds is still not optimal. Lack of individual capacity has a significant impact on the village fund management process. So, there are administrative problems, namely late disbursement and discrepancies in the percentage of village funds which cause the use of village funds to not be optimal and village programs not running as they should. The Village Government has made efforts to increase capacity, however, inadequate individual capacity hampers the capacity building process. Abstract

Menurut Prof. David Suzuki Program Siak Hijau adalah program unggulan Kabupaten Siak yang bertujuan untuk menjaga kelestarian dan keberlanjutan lingkungan. Penelitian ini bertujuan untuk mengidentifikasi hambatan utama dalam pelaksanaan Program Siak Hijau di Kampung Benayah dan untuk memberikan gambaran menyeluruh mengenai variabel-variabel yang mempengaruhi pelaksanaan Program Siak Hijau. Sekaligus menemukan solusi strategis untuk mendukung keberhasilan program dan mencapai pembangunan berkelanjutan yang diinginkan yang diharapkan dapat dimulai dengan pemahaman tentang tantangan-tantangan yang menghambat proses implementasi Program Siak Hijau di Kampung Benayah. Penelitian ini menggunakan metode tinjauan literatur melalui pengumpulan data dan informasi dari buku teks, jurnal ilmiah dan laporan observasi lainnya serta wawancara. Strategi ini dipilih untuk memberikan pemahaman yang menyeluruh tentang kesulitan yang dihadapi ketika menerapkan Program Siak Hijau di Kampung Benayah. Hasil penellitian menunjukkan bahwa rendahnya partisipasi dan kesadaran masyarakat tentang pentingnya keberlanjutan lingkungan, kurang efektif dan komunikatifnya kolaborasi diantara berbagai pemangku kepentingan di Kampung Benayah serta rendanya konservasi terhadap lahan gambut. Penelitian ini berkontribusi untuk memberikan gambaran terhadap pemerintah Kampung Benayah tentang tantangan-tantangan dalam implementasi Program Siak Hijau di Kampung Benayah serta solusi atau strategi untuk mengatasi tantangan-tantangan tersebut. Sehingga, tercapainya target atau sasaran dari proses implementasi Program Siak Hijau di Kmapung Benayah.
