Abstract

Indigenous peoples as state entities have constitutional rights that must be fulfilled. However, the existence of indigenous peoples today is still marginalized so they are not much involved in the administration of government. Departing from this empirical phenomenon, this study aims to describe the recognition of indigenous peoples' rights and the village government's strategy in implementing the recognition of indigenous peoples' rights. This study uses a qualitative approach with sources of information from the village government, traditional leaders, and the local government of Kampar Regency. From this research, it is found that the rights of indigenous peoples are recognized in the form of (1) having autonomous rights over their customary communities; (2) the right to manage their ulayat; (3) the right to develop and preserve their customs. Meanwhile, the village government's strategy in implementing the rights and recognition of indigenous peoples is to collaborate with traditional institutions in the administration of government and the implementation of economic, social, political, and cultural life. This study concludes that the democratization process has brought positive changes to the recognition and protection of indigenous peoples' rights.

Abstract

Penyebaran Covid-19 yang dinyatakan oleh WHO sebagai pandemi telah ditetapkan sebagai bencana nasional. Maka dari itu pemerintah melakukan upaya untuk menekan laju pandemi covid-19 dengan memasang target untuk mencapai kekebalan tubuh sebesar 70 persen pada akhir tahun 2021 dengan melakukan penyuntikan vaksin Covid-19 pada masyarakat terutama lansia, dengan itu pemerintah Kota Pekanbaru dituntut melakukan percepatan vaksinasi Covid-19 di Kota Pekanbaru. Tujuan dari penulisan penelitian ini untuk mengetahui inovasi pemerintah Kota Pekanbaru dalam percepatan kebijakan vaksinasi Covid-19 dan memaparkan faktor-faktor yang mempengaruhi terjadinya inovasi percepatan kebijakan vaksinasi Covid-19 di Kota Pekanbaru tahun 2021. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif yang mana dalam pengumpulan datanya, penulis menggunakan teknik wawancara dan dokumentasi. Hasil dari penelitian ini menunjukan bahwa Pemerintah Kota Pekanbaru melakukan inovasi percepatan vaksinasi salah satunya melalui program menjemput bola dengan menyediakan bus vaksinasi keliling untuk menyasar masyarakat yang belum mendapatkan vaksinasi sembari mensosialisasikan vasinasi Covid-19. Pengetahuan mempengaruhi persepsi masyarakat terhadap vaksin covid-19, oleh karena itu diperlukannya untuk memberikan informasi secara menyuluruh dan merata pada semua masyarakat tentang kegunaan, keamanan vaksin covid-19 dan semua informasi ter-update mengenai vaksin covid-19. Kata kunci: Inovasi; inovasi pemerintah; vaksinasi covid-19.

Abstract

Abstract Disaster management is needed in the prevention and management of flood disasters that occur in areas prone to flood disasters. In the implementation of disaster management, it takes the role of all parties involved in the implementation of flood disaster management, especially the role of the Government, both the Central Government and Regional/City Governments. The purpose of this study is to determine the disaster management carried out by the City Government for flood disasters and to find out what are the factors that hinder the implementation of disaster management carried out by the City Government. In this study the approach used is a qualitative approach and the type of research used is descriptive. The location of this research was conducted in Medan Tuntungan District and data collection techniques were carried out by interviews and documentation. The results of the study concluded that: First, disaster management carried out by the City Government for flood disasters is explained in three stages, namely pre-disaster is the pre-disaster stage consisting of preparedness including the preparation of disaster-prone maps and training of the Rapid Reaction Team, disaster mitigation includes river crossing activities and outreach regarding disaster. When a disaster occurs, it consists of emergency response including disaster response power and logistics provision. Post-disaster is the stage after the disaster occurs consisting of rehabilitation and reconstruction. Second, the inhibiting factors for the City Government in carrying out disaster management are the limited disaster budget owned by the City Government, low public awareness in protecting the environment to prevent flooding, and limited human resources owned by the City Government in carrying out disaster management. Abstract

ABSTRACT The government realizes the importance of rural development. In looking at efforts to increase village development through the Village Government Work Plan (RKPdes), a reference is needed to look at the Village Medium-Term Development Plan (RPJMdes). village development can run well.. The aim of the research is to find out the implementation of the Village Government Work Plan (RKPDes) policy in development in Kotabaru Seberida Village, Keritang District, Indragiri Hilir Regency in 2019-2020. This study uses a qualitative approach which examines all available data from various sources, namely interviews, observations that have been written down in notes, fields, personal documents, official documents, pictures, photographs. The results of this study are that the Implementation of the Village Government Work Plan (RKPDes) Policy in Development in Kotabaru Seberida Village in 2019-2020 has not been optimal in terms of communication indicators between the village head and village government officials, village head with the community and village head with the district government. resources in the form of human resources, budgetary resources and supporting resources. implementing attitude and bureaucratic structure in the form of village government and community participation in carrying out the RKPDes policy. Abstract

The capacity of local governments to empower persons with disabilities is still limited and not optimal, therefore it requires a collaborative approach involving all stakeholders in the region. Empowerment of individuals and communities with disabilities in Kampar District is not carried out continuously, fragmented, and has not been implemented holistically. In fact, the design of institutions in community empowerment is also unclear so that the disability community does not get their rights. The purpose of this study is to describe the policies carried out by the local government of Kampar Regency in fulfilling the rights of people with disabilities and the impact of these policies from the perspective of collaborative governance. This study uses a qualitative research approach using data collection techniques in the form of interviews and document review. The analysis used in this study adapts to the case study approach, which is to build explanations by collecting information from (many) different sources to then be discussed and analyzed with relevant theories and clear statements. Based on the results of the study, it was found that (1) empowerment from the perspective of participation in disability empowerment is still very minimal, especially the involvement of the private sector in empowering, disability empowerment in Kampar Regency in the perspective of collaborative governance has not shown optimal results, (2) disability empowerment in Kampar Regency in the perspective of collaborative governance has not shown optimal results, (3) the facilitative leadership aspect has also not shown its role in gathering all parties and potential resources available in empowering people with disabilities. Therefore, this study recommends the importance for local governments to expand networks, communication, coordination and intensive and sustainable cooperation with various stakeholders, both public and private, to strengthen regional disability programs.

Abstract

The Purpose of this journal is to provide broader knowledge related to stunting prevention efforts by the use of appropriate food in the form of Moringa leaves which are easily available and economical. Stunting is a condition of failure to grow in toddlers so that it has an impact on the child's height that is not in accordance with his age. The main factor causing stunting is chronic malnutrition, especially in the first 1,000 days of a toddler's life. Activities carried out by Kukerta students include, firstly, making socialization related to what stunting is, why stunting should be considered, causes of stunting, how to prevent stunting with the method of the first 1000 days of life, stunting prevention efforts with a focus on increasing Moringa leaves. The next activity is to collect data on stunting children in Pancur Jaya Village to see how big the stunting rate is and to what extent it can be prevented from spreading. The third activity carried out was making and distributing Moringa leaf pudding as a nutritious food for the community and children of Pancur Jaya Village so that they get nutritious food that has been processed using Moringa leaves so that they are ready to eat. Another activity is planting Moringa seeds at several points in Pancur Jaya Village. Next is the distribution of Moringa leaf seeds to be planted around the homes of each resident of Pancur Jaya Village so that the results can be utilized in the context of preventing stunting and processed various nutritious foods. And the last activity is making Moringa porridge and distributing porridge to be consumed and become a reference for processed nutritious food for the community.

Abstract

The Maju Inhil Jaya Village Program is a program of the Indragiri Hilir Regency Community and Village Empowerment Service (DPMD) implemented by the villages of the Indragiri Downstream district which aims to improve the welfare and employment opportunities of rural communities by encouraging independence in decision making and management of sustainable development. The problem in this study is that the implementation of the Advanced Inhil Jaya Village program in the field of infrastructure has not been optimal due to several factors supporting the performance of policy implementation that have not been maximized. The purpose of this study was to determine the Implementation of the Maju Inhil Jaya (DMIJ) Village Program in the Field of Infrastructure Facilities in Batang Tumu Village, Mandah District, Indragiri Hilir Regency in 2017-2019. The purpose of this study is to analyze and also describe the implementation of the Advanced Inhil Jaya Village (DMIJ) program in the field of infrastructure facilities in Batang Tumu Village, Mandah District, Indragiri Downstream Regency in 201-2019. This research is a type of descriptive research. Data collection techniques using interviews, observation and documentation as well as data analysis techniques in this study were qualitative. The results of this study are that the implementation of the Advanced Inhil Jaya Village Program (DMIJ) in the field of infrastructure facilities in Batang Tumu village, Mandah sub-district, Indragiri downstream district in 2017-2019 has not been optimal, based on the findings of researchers in the field the influence of implementing actors and lack of budget. Regarding the others, it went well even though it was not without flaws. Keywords: Implementation, Policy Implementation, Policy Content, Policy Environment, DMIJ Program.

Abstract

The purpose of this journal is to provide broader knowledge related to health development and quality human resources which are related to innovation in stunting prevention in the Tangkerang Barat sub-district by paying attention to existing aspects. Stunting is malnutrition in infants in the first 1000 days of life that lasts a long time and causes delays in brain development and child development, Stunting can also occur before birth and is caused by very poor nutritional intake during pregnancy, poor food quality in line with the frequency of infectious diseases thus inhibiting growth. in the form of stunting prevention, activities carried out by Kukerta students at the University of Riau include collecting data related to stunting in collaboration with the BKKBN and the head of posyandu cadres, socializing stunting to people who attend immunization activities at Posyandu under five, then students carry out processing related to PMT (supplementary feeding), in the form of corn chicken soup, after that the students also made a video which was uploaded to youtube related to the processing stage of this corn chicken soup so that it could be a reference and finally the Kukerta students created an innovation in making biopori holes that promote sanitation for environmental-based stunting prevention together with the Tangkerang village head West and the cadres of the Astra International Tbk.Keywords: Stunting, prevention, innovation, Education

Abstract

Pemba The development carried out by the Government of Indonesia is a mandate from Law Number 6 of 2014 concerning Villages, in which the Village Government has the authority to regulate and administer village government affairs. The Village Government is given the widest possible authority to administer governance, implement development and empower village communities based on community initiatives, origin rights and village customs. Kampung Dayun is the only Independent Village in Dayun District in 2018, among other villages, on average it is still in a developing status and is able to improve its village status quickly. The government of Kampung Dayun has also optimized its strategy to increase existing development in Kampung Dayun. In achieving the research objectives, researchers used the theory from Rahardjo Adisasmita in 2013 regarding village development strategies. The research method used is a qualitative method by explaining descriptive data. The type of research data used is primary in the form of data obtained from research informants and secondary in the form of data obtained from related documents. Then the research location is in Dayun Village, Dayun District, Siak Regency, Riau. This study found that the strategy adopted by the Kampung Dayun Government was to fulfill the Village Development Index indicator to improve village status. The development strategies include growth strategies, welfare strategies, strategies that are responsive to community needs and integrated or comprehensive strategies. Among these strategies, the authors conclude that the growth strategy or The Growth Strategy is the most dominant and influential in society. With this strategy, the government of Kampung Dayun increases the income of the village community by conducting basic training, diversity in the productivity of the agricultural sector and the availability of a permanent market and access to credit. With the existence of a strategy that can complement the needs of the community, it forms a good enough economic rotation so that the people of Kampung Dayun have good independence in life. The process of collaboration between actors is also a factor influencing the development of the Kampung Dayun Government in increasing the status of an independent village. Abstract

This study departs from empirical facts which show that the outbreak of COVID-19 transmission in Pekanbaru City has started to worry, including the highest category in Riau Province. Policies for handling COVID-19 have also been made to anticipate transmission of the virus through Large-Scale Social Restrictions (PSBB). Thus, this study is directed to answer a fundamental question, namely how is the implementation of large-scale social restriction policies in tackling COVID-19 in Pekanbaru. To answer this question, the theory of policy implementation put forward by Van Meter & Van Horn is used. This study uses a qualitative research method in which data collection is carried out by in-depth interviews and document searches. The findings of this study indicate that the implementation of the PSBB policy has not been able to reduce the transmission of the COVID-19 outbreak in Pekanbaru. Even though, in substance, the PSBB policy has regulated in detail regarding the handling of COVID-19 and budgetary resources as well as multi-actor involvement with communication and coordination in policy content. However, economic environmental factors have contributed to the failure to implement the COVID-19 countermeasures policy in Pekanbaru.
