Abstract

Penelitian ini bertujuan untuk menganalisis dinamika dalam pembentukan koalisi partai politik pada pemilihan kepala daerah Kabupaten Kuantan Singingi tahun 2020 dan faktor yang mempengaruhi terbentuknya koalisi. Teori yang digunakan adalah teori koalisi menurut Arend Lijphart (1999) yang mengelompokkan kedalam 6 (enam) jenis koalisi yaitu Minimal Winning Coalition, Minimum Size Coalitions, Bargaining Coalitions, Minimal Range Coalitions, Minimal Connected Winning Colaitions, dan Policy-Viable Coalitions. Lokasi penelitian ini di Kabupaten Kuantan Singingi, Provinsi Riau. penelitian ini menggunakan pendekatan kualitatif yang bersifat deskriptif. Teknik pengumpulan data dilakukan dengan wawancara dan penelusuran dokumen. Hasil penelitian yang didapatkan adalah pembentukan koalisi partai politik pada pemilihan kepala daerah Kabupaten Kuantan Singingi berlangsung secara dinamis dan bersifat cair. Pertama, koalisi yang mendukung Andi Putra dan Suhardiman Amby termasuk jenis koalisi Minimum Size Coalitions yang terbentuk karena adanya motif kesamaan pandangan figur pemimpin yang ideal dan kesamaan agenda. Kedua, koalisi yang mendukung Mursini dan Indra Putra termasuk kedalam jenis koalisi Minimum Size Coalitions yang terbentuk karena motif kesamaan pandangan figur pemimpin ideal dan opportunitis praktis. Ketiga koalisi yang mendukung pasangan Halim dan Komperensi yang masuk kedalam jenis Minimal Winning Coalitions yang terbentuk karena motif opportunitis praktis. Koalisi yang terjadi tidak memperhatikan kedekatan ideologi antar partai namun lebih mementingkan pada maksimalisasi kekuasaan dan keuntungan.

Abstract

Pengelolaan aset desa merupakan salah satu bentuk dari otonomi desa, dan ini penting untuk dilakukan terutama bagi desa yang mempunyai aset desa dan berpotensi menghasilkan pendapatan asli desa. Penelitian ini bertujuan untuk menganalisis pengelolaan aset desa dan faktor penghambat dalam melakukan pengelolaan aset desa tersebut. Riset ini menggunakan jenis penelitian deskriptif dengan menggunakan pendekatan kualitatif. Adapun subjek yang terlibat dalam penelitian ini yakni Kepala Desa Desa Bongkal Malang, Ketua BPD Desa Bongkal Malang, Kepala Dinas PMD Kab. Indragiri Hulu, Camat Kelayang, Direktur BUMDes Bongkal Emas, dan Tokoh Masyarakat Desa Bongkal Malang. Adapun teknik pengumpulan data yang digunakan dalam penelitian ini yakni wawancara dan dokumentasi. Serta teknik analisa data dilakukan dengan melakukan analisis terhadap data yang didapatkan dari hasil wawancara dan sekaligus juga menganalisis dokumen yang terkait dengan topik penelitian dan dilakukan secara terus menerus sampai tuntas. Hasil penelitian menunjukan bahwa kebijakan mengenai pengelolaan aset desa sudah dituangkan dalam dokumen perencanaan seperti RPJMDes 2020-2026 dan RKPDes Desa Bongkal Malang Tahun 2020 dan 2021, namun kenyataannya rencana pengelolaan aset desa untuk aset desa seperti tanah kas desa dan pasar desa, batal ditetapkan dalam APBDes Desa Bongkal Malang Tahun 2020 dan 2021, dikarenakan Pemerintah Desa Bongkal Malang ingin merealisasikan program pembangunan lain yang lebih prioritas dibandingkan harus mengurusi pengelolaan aset desa tersebut, dan juga Pemerintah Desa Bongkal Malang menegaskan komitmennya bahwa masih belum ada niatan dan rencana untuk melakukan pengelolaan aset desa tersebut.

Abstract

Gender inequality has not become a priority issue in Pekanbaru City. The percentage of gender mainstreaming that is included in the work programs and activities of regional apparatus organizations is only around 48%. BPS data shows an increasing trend of the Gender Development Index in 2021, namely 93.27 from 93.01 in 2020. But the Gender Empowerment Index in Pekanbaru City has actually decreased in 2021, namely 68.63 percent from 69.23 in 2020. Gender mainstreaming has become a strategy to reduce gender inequality for nearly ten years. However, this advocacy has not been able to integrate gender mainstreaming in every regional policy in Pekanbaru City. For this reason, this research will find advocacy struggles that occur by mapping the power and interests of stakeholders. This research is qualitative research by conducting interviews with 5 informants from related agencies and collecting secondary data. Then various data and information were analyzed using advocacy theory and Power-Interest Stakeholders according to Ackermann and Eden (2011). The results of the study show that the power and interests of stakeholders in implementing gender mainstreaming in Pekanbaru City are still low. This is evidenced by the fact that only a few DPOs have integrated gender equality into gender-responsive planning and budgeting.

Abstract

This research discusses the transformational leadership style possessed by the Suka Damai Village Head. Looking at the Developing Village Index data in 2022, Suka Damai Village has succeeded in obtaining independent village status which was obtained within 1 year. In the Village Development Index there are 3 main indices consisting of the social resilience index, the economic resilience index and the environmental resilience index. This research also wants to prove whether the transformational leadership style of the Head of Suka Damai Village can encourage an increase in the independent village status obtained by Suka Damai Village. The research methodology used by the author is descriptive qualitative. The type of data used is primary obtained through an interview process and secondary data comes from documents related to research. This research uses theory according to Suwatno (2019), namely, showing ideal influence, generating inspirational motivation, providing intellectual stimulation, and treating followers by providing individual attention. The method used in this research is a qualitative descriptive method, data collection techniques are by observation, interviews and documentation. The results of the research show that the transformational leadership style of the Head of Suka Damai Village is good in implementing 4 aspects, namely, showing ideal influence by providing a good example so that his followers can emulate, generating inspirational motivation, which is a motivating step which is very important in providing enthusiasm and trust. themselves for their followers, providing intellectual stimulation, providing space for followers to be more creative in looking at a problem and providing space to think together, and treating followers by providing individual attention which can strengthen the relationship between the leader and followers so that the leader can absorb every need of the leader. each of his followers. Abstract

Rural development requires involvement between the government and the community from planning to implementation of the development. The commitment to equitable development between regions is included in the policy of accelerating the development of underdeveloped regions. Based on data from the Village Development Index, the number of very underdeveloped villages in Kampar Regency in 2022 is 23 villages, the majority of which are in Kampar Kiri Hulu District. Therefore, this study aims to determine the political will of kampar district government towards the development of very underdeveloped vilage in 2022. This study uses a descriptive qualitative approach with data collection techniques including interview and documentation techniques. Then, the data analysis technique uses a qualitative descriptive analysis technique which includes data collection, data reduction, data presentation and drawing conclusions. The location of this study is in Kampar Regency, Riau Province. This study uses the political will theory from Brinkerhoff (2010), to determine political will consisting of several indicators. The indicators are government initiatives, priority policy/program choices, mobilization of parties, public commitment and resource allocation, business sustainability, and learning and adaptation. The results of this study indicate that Will of the Kampar Regency Government for the Development of Very Underdeveloped Villages in 2022 is still not optimal. Essentially, the implementation of development programs in the Kampar Regency Medium-Term Development Plan (RPJMD) for 2017-2022 is still not optimal due to limited funding sources and the lack of collaboration between the government and third parties. The Kampar Government's efforts to eliminate the status of very underdeveloped villages and increase them to developing villages are by intervening in the IDM value. Abstract

This research is based on the large number of traders selling in front of the Bunda Sri Mersing Traditional Market area, Dumai city, precisely on Jalan Sultan Hasanudin, which causes traffic disruption and often causes traffic jams. As stated in the Dumai City Regional Regulation Number 8 of 2017 concerning the Arrangement of Traditional Market Areas, which in this Regional Regulation, the Mayor through the Trade Service makes efforts to organize the Traditional Market area in Chapter III Article 4 paragraph 1. This research aims to explain the Implementation of the Regional Arrangement Policy Bunda Sri Mersing Traditional Market, Dumai City. In this research, the author uses a qualitative research method, which requires setting boundaries in the research based on the focus that arises as a problem in the research as well as preparing a design that is continuously adapted to the reality in the field. This research is based on the Varn Meter and Varn Horn theory. The results of the research show that the implementation of the policy for structuring the Bunda Sri Mersing Traditional Market area in Dumai City can be said to have not been optimal. Due to several factors, namely, insufficient budget resources, relationships between organizations that have not been well established, and economic and social conditions where there are still many problems in the field which influence the implementation of the policy for structuring the Bunda Sri Mersing Traditional Market area. Abstract

The background for writing this thesis is the reality in the field, it can be seen that the services provided by service officers do not fully reflect quality services and are still unable to provide excellent service to the community. The purpose of this thesis research is to find out the application of the principles of good governance in land services in Sentajo Raya District, Kuantan Singingi Regency in 2021. Researchers use a qualitative approach. This type of research is descriptive. The research location is in Sentajo Raya District, Kuantan Singingi Regency. With the type and source of data In this study the primary data is in the form of interviews and observations conducted by researchers and secondary data is supporting data from the main data which consists of report data, as well as Profile documents, organizational structure, and tasks related to land services in the Office Head of Sentajo Raya Subdistrict, Kuantan Singingi Regency. Data collection techniques used interviews and documentation. While data analysis was performed using qualitative analysis. Based on the results of the research and discussion, it can be concluded that the application of the principles of good governance in land services in Sentajo Raya sub-district, Kuantan Singingi district, it is known that the accountability indicators look quite good because in terms of the speed of service time, it is not in accordance with the service SOP. The transparency indicator is still not optimal because many people do not know the flow of services, especially land services at the Sentajo Raya sub-district office. In the openness indicator, this can be seen from the Sentajo Raya sub-district office does not have a public complaint facility, so if the community has a problem, there is no complaint service. Meanwhile, the indicators of the rule of law have not been maximized, which can be seen from the lack of discipline of officers who are not in place during working hours but there are no sanctions given to these employees. Abstract

Ecotourism development in Customary Forests can be said to be going well if the supporting factors for ecotourism development have been implemented, infrastructure development has been good, and indigenous peoples living around customary forests have been able to get results from ecotourism development. This research aims to find out the strategies carried out by the Traditional Forest Management Institution in realizing ecotourism development in the Imbo Putui Traditional Forest in 2020-2023 and to find out the obstacles faced by the Traditional Forest Management Institution in carrying out ecotourism development. The research method used is a qualitative method by explaining descriptive data. The type of research data used is primary in the form of data obtained from research informants and secondary data in the form of data obtained from related documents. Then the location of this research was in the Imbo Putui Kenegerian Petapahan Traditional Forest, Tapung District, Kampar Regency. This research found that the strategy carried out by the Traditional Forest Management Institute consisted of 5 factors, namely strengthening the concept of ecotourism, encouraging linkage of actors, encouraging participation and empowerment of the country's traditional tourism community, encouraging strategic units and carrying out promotions on various social media platforms. There are 3 factors regarding the existing obstacles to the development of ecotourism in the Imbo Putui Traditional Forest, namely the low commitment of the regional government of Kampar Regency and the village government in Kenegerian Petapahan, lack of facilities and infrastructure and inadequate accessibility. The author concludes that strengthening the concept of ecotourism is the most dominant and influential in realizing the strategy for developing ecotourism in the Imbo Putui Traditional Forest. This effort has included a main focus on developing ecotourism in biodiversity, implementing custom-based ecotourism and education as well as carrying out river rehabilitation so that sustainable ecotourism is maintained. and does not damage the environment. The most dominant obstacle is the low level of commitment of the regional government and village government in Kenegerian Petapahan because if there is no coordination between these actors, the development of ecotourism in the Imbo Putui Traditional Forest is hampered. Abstract

Public Street Lighting Lamps (LPJU) are road equipment which is useful for supporting security, safety and order as well as adding to the beauty of the environment. The Pekanbaru City Government has issued regulations regarding instructions for installing Public Street Lighting Lamps (LPJU) in Pekanbaru City with Mayor Regulation Number 19 of 2010. The aim of this research is to determine the role of the Transportation Service in Managing LPJU in Pekanbaru City in 2021-2022. This research method uses qualitative methods with descriptive research type. The type of research data used in this research is descriptive research, namely presenting the results of research on the Role of the Transportation Service in Management of LPJU in Pekanbaru City in 2021-2022. Then the research location is the Pekanbaru City Transportation Department. Data collection techniques in this research are interview, documentation and observation techniques. The findings in this research are that the role of the Transportation Service in the Management of LPJU in Pekanbaru City in 2021-2022 in its implementation has not been maximized. It is known that in terms of organizational readiness to implement the care and maintenance program for public street lighting in terms of human resources, supporting facilities and infrastructure and the budget is still is not sufficient so that many activities cannot be carried out, such as changing lights with a limited number of lamps available, therefore it is not in accordance with the established plan. Abstract

The importance of government participation in accelerating the resolution of social conflicts in village communities, especially in the land sector, is a crucial thing that must be paid attention to by the sub-district government. Such as the land conflict that occurred between Nagari Taram and Nagari Pi Lubang in 2017 which killed one of the residents during a clash in the land area on the border between the two nagari. Overall, this research aims to find out the role of the sub-district head in resolving land conflicts in Harau District. To achieve this goal, descriptive qualitative research was carried out to identify the internal and external environment of the object of this research. The results of this research show that the role of the Harau sub-district head has been good in carrying out his role, by coordinating with the community in carrying out FGD (Focus Group Discussions) activities to formulate this problem in a family manner, and by inviting both parties to the conflict and the Regency PPBN team, including the sub-district head, Assistant Regency Regional Secretary, DPMD (Village Community Empowerment Service), Wali Nagari, Ninik Mamak (KAN) of both villages, Head of Jorong, Bamus, researchers from UNP, and several Community Leaders to complete the administrative clarity of the boundaries between Nagari Taram and Nagari Pi Lubang.
