Abstract

Regional expansion is basically an effort to create an effective and efficient government, as well as effective in order to realize the acceleration of improving people's welfare. Thus, the development and development of regional autonomy today is able to develop initiatives to foster new forces in society. In addition, to bring services closer to the community and create more effective supervision control. However, in expansion, of course there are disputes. One of the disputes over the boundaries of the Regency is the Five Villages Dispute between Kampar Regency and Rokan Hulu Regency. This dispute came to the surface when there was a lawsuit letter from the Chairman of the Village Consultative Body (BPD) of Five Villages, Tapung Hulu District, Kampar Regency on May 20, 2010. This study aims to find out what causes the conflict between Kampar Regency and Rokan Hulu Regency and to find out the legal aspects of dispute resolution in five villages between Kampar Regency and Rokan Hulu Regency. The research method used is normative juridical. That is, by collecting primary legal materials, primary legal materials are legal materials that have authority (authoritative). The results of this study show that the Supreme Court's decision only cancels the Decree of the Minister of Home Affairs and there is no decision stating that five villages are included in the Kampar Regency area. After the issuance of this Supreme Court decision, the status of five villages is still floating because in Article 4 of Law 53 of 1999 it is still stated that Rokan Hulu Regency has seven sub-districts, one of which is Kunto Darussalam District. Likewise, Permendagri No. 56 of 2015 which included five villages in the Kampar Regency area can still be sued. So, the settlement of the dispute in five villages with the issuance of Permendagri No. 56 of 2015 does not solve the root of the problem. Abstract

Green Villages are a strategic approach to promoting sustainable development, especially in tropical peat areas. This initiative is part of the Green Regency Siak policy in response to the importance of community-based environmental governance in achieving the Sustainable Development Goals (SDGs). However, in-depth studies related to the adaptive governance model in this policy are still limited, both from a theoretical and empirical perspective. This study uses a descriptive qualitative approach with case studies in several villages in Siak Regency that have implemented Green Villages. Data were collected through in-depth interviews, document studies, and participatory observations, and then analyzed thematically using the theoretical framework of adaptive governance. The results of this study found that the adaptive governance model in Siak Regency consists of four main dimensions, namely, multi-actor participation, institutional flexibility, integration of local knowledge, and response to environmental dynamics. Its implementation includes village regulations, restoration programs, and ecological fiscal incentives. This study concludes that the success of Green Villages is largely determined by local adaptive capacity and cross-sectoral support. A collaborative and social learning-based governance framework is needed in dealing with the complexity of sustainable peat ecosystem management

Abstract

This study aims to analyze the role of the Regional Government of Solok Regency in tourism development, particularly in X Koto Singkarak and Gunung Talang Districts in 2022. These two districts possess significant tourism potential in terms of natural beauty, cultural richness, and local products. However, tourism development in the region still faces challenges such as limited infrastructure, natural disaster risks, low community participation, and weak coordination among stakeholders. The research employs a descriptive qualitative approach using Geoffrey C. Gunn’s theory (1994), which identifies seven strategic roles of government: policy-making, planning, coordination, regulation, stimulation, control, and public ownership. Data were collected through interviews, documentation, and literature review. The results show that the Solok Regency Government has fulfilled several strategic roles, such as formulating Regional Regulation No. 5 of 2020, mid-term tourism planning (RIPPDA), and empowering local communities through training on homestay management and small enterprises. However, low public participation and suboptimal digital promotion remain major obstacles. The study recommends strengthening the government’s role as facilitator and coordinator, improving infrastructure, aligning policies across institutions, and optimizing collaboration with the private sector and local communities. With an inclusive and sustainable strategy, the tourism potential of Solok Regency can be developed to make a significant contribution to community welfare. Abstract

This study aims to analyze the effectiveness of policy implementation in establishing the Village-Owned Enterprise (BUMDes) Bunga Sari in Tapung Jaya Village, focusing on key influencing factors. Employing a descriptive qualitative approach and guided by Van Meter and Van Horn’s implementation theory, the analysis covers six core variables: policy standards and objectives, resources, implementing characteristics, dispositions, inter-organizational communication, and socio-economic-political conditions. Data were collected through in-depth interviews, field observations, and policy document analysis. The findings reveal that most BUMDes business units—particularly the savings and loan unit—operate effectively, significantly improving community access to capital and contributing to Village Original Revenue (PADes). Success is driven by positive implementer disposition, intensive communication, and strong local socio-political support. The study concludes that effective BUMDes implementation depends not only on regulation but also on adaptive and participatory governance. Theoretical contributions include expanding the application of implementation models in rural governance contexts, while practical contributions offer replicable best practices for strengthening community-based local economic development

Abstract

Dilakukannya penelitian ini dengan tujuan untuk memahami dan menganalisis problematika terkait pelaksanaan tugas dan wewenang Gubernur Riau sebagai wakil pemerintah pusat di daerah serta juga menemukan solusi agar tugas dan wewenang yang diberikan kepada Gubernur Riau sebagai wakil pemerintah pusat bisa terlaksana secara maksimal. Sedangkan untuk menganalisis lebih mendalam digunakan teori George C. Edward III mengenai faktor penentu keberhasilan pelaksanaan tugas dan wewenang yang terdiri dari sumber daya, komunikasi, disposisi, dan faktor birokrasi. Penelitian dilakukan dengan metode kualitatif serta jenis penelitian deskriptif. Teknik pengumpulan data yang digunakan dengan wawancara, dokumentasi, dan peninjauan literatur. Lokasi penelitian utama di Pemerintah Provinsi Riau, kemudian Kantor Wilayah Hukum Riau dan Bagian Hukum Sekretariat Daerah Kuantan Singingi sebagai penunjang. Hasil penelitian menunjukan pelaksanaan tugas dan wewenang Gubernur Riau sebagai wakil pemerintah pusat terbagi menjadi 5 (lima) bidang yaitu bidang pemerintahan, hukum dan organisasi, keuangan, perencanaan, dan pengawasan. Dalam pelaksanaan pada setiap bidang dimaksud terdapat berbagai macam persoalan yang dihadapi. Kemudian kendala dominan yang dihadapi dalam pelaksanaan tugas dan wewenang terdapat pada faktor sumber daya yaitu keterbatasan anggaran dan kapabilitas aktor pelaksana, disposisi berkaitan dengan lemahnya komitmen pemerintah, dan permasalahan alur birokrasi. Sedangkan faktor komunikasi telah terlaksana dengan baik tanpa kendala signifikan.

Abstract

Penelitian ini bertujuan untuk menganalisis praktik politik uang yang mewarnai pelaksanaan Pemilihan Kepala Daerah Kabupaten Pelalawan tahun 2020 dan faktor penyebab terjadinya praktik politik uang tersebut. Teori yang digunakan untuk menganalisis fenomena ini yaitu teori oleh Bumke (2021) yang mengidentifikasi politik uang yang terdiri atas vote brokers, vote buying, dan korupsi politik. Untuk menganalisis faktor-faktor penyebab terjadinya politik uang menggunakan pengembangan teori pilihan rasional dan penyesuaian dengan temuan di lapangan. Lokasi penelitian ini yakni di Kabupaten Pelalawan, Provinsi Riau. Penelitian ini menggunakan pendekatan kualitatif yang bersifat deskriptif dengan teknik pengumpulan datanya dilakukan dengan wawancara dan penelusuran dokumen. Hasil penelitian yang didapatkan adalah Praktik politik uang yang terjadi melibatkan adanya vote brokers yang menjadi perantara memberikan uang kepada pemilih dengan melakukan praktik vote buying untuk memenangkan suara sehingga terjadinya korupsi politik didalamnya. Praktik politik uang ini telah ditindaklajuti oleh Bawaslu Kabupaten Pelalawan dengan 6 (enam) dugaan pelanggaran politik uang yang ditangangi oleh Bawaslu Kabupaten Pelalawan ini, hanya 2 (dua) kasus yang terbukti dan diproses pidana. karena sulitnya mendapatkan bukti.  Faktor-faktor yang menyebabkan praktik politik uang yaitu hubungan patron-klien, rendahnya party-id, kurangnya pendidikan politik, ekonomi, budaya, dan rendahnya tingkat pendidikan masyarakat. Praktik politik uang yang terjadi telah mencederai proses demokrasi sehingga proses demokrasi yang berlansung tidak sesuai prinsip luberjurdil

Abstract

This article attempts to discuss the practice of democratic governance in contemporary Indonesia. This study is essential since Indonesia is one of the countries transitioning from authoritarianism towards democracy following the fall of Suharto’s regime. This study shall answer whether democratic governance in Indonesia experiences a crisis, with a focus of analysis on the four dimensions of democratic governance, namely: (1) rule of law, (2) human rights, (3) civil society, and (4) elections and political process. This study applies a qualitative method by collecting data from document studies and literary studies. The findings in this study indicate that democratic governance in Indonesia experiences a crisis as evidenced by the remaining-weak legal supremacy in Indonesia, and the existence of violations of the implementation of human rights, eventually led to horizontal conflicts. The inability of civil society organizations to carry out their functions in democratization as an intermediary between the community and the state as well as to influence government policies for the public interest. Another recent weakness is there are still strong issues related to primordialism in the occasion of General Elections. This crisis of democratic governance shall bring Indonesia to "the decline of democracy" instead of democratic consolidation.

Abstract

This study aims to describe and find out about the forms of voter participation in simultaneous regional head elections during the Covid 19 Pandemic Period in Bengkalis Regency in 2020. As well as to find out what are the factors that influence voter participation. This study uses a qualitative research method with a descriptive analysis method, as well as through a phenomenological approach, where this research can be started by paying attention to and examining the focus of the phenomenon to be examined, which looks at various subjective aspects of the object's behavior, namely the people in Bengkalis Regency who have the right to vote in the 2020 regional elections in accordance with the provisions of the law. The findings in this study are that community participation in the implementation of the 2020 regional head election during the Covid 19 pandemic in Bengkalis Regency increased by 11.50% when compared to the 2015 regional head election as well as the 2010 regional head election. The factors increasing community participation This is due to economic factors, the socialization factor of the organizers, the awareness factor of the voters themselves and also the first time voters, the political trust factor, the trust factor in the candidates, and the mobilization factor carried out by the candidates through the winning team, campaign team, and so on to the people in Bengkalis Regency. However, from all of these factors, based on the results of the research conducted by the researchers, the main factor that led to an increase in voter turnout was money politics or gifts in other forms carried out by election participants.
