Abstract

Forest is a natural resource potential and has a strategic role in development. The concept developed by the collaboration between central and local governments in forest management activities. Forest management concept is that through the FMU development. The development is expected to create better forest management by encouraging the achievement of forest conservation and welfare of the community, and can accommodate the demands and economic interests (PAD). The purpose of this study was to determine and analyze the implementation of the SSH Tahura management implemented by UPT KPHP Model Minas Tahura. In Riau Provincial Regulation No. 5 of 2015 on the Management of Forest Park Sultan Syarif Hasyim, Article 6 states Tahura SSH management includes planning, implementation, maintenance, utilization, development, security and protection. The place where you are investigating is UPT KPHP Minas Tahura Riau Province, with the consideration that the management of Forest Park Sultan Syarif Hasyim from the site level managed by UPT KPHP Minas Tahura. Who became informants in this study are those directly involved in the management of the Head of UPT KPHP Minas Tahura, Section Chief of Planning and use of forest areas, and the head of Rehabilitation and Forest Protection, Legal Bureau Riau Province. The results showed that the management of SSH Tahura through the process of planning, organizing, and monitoring. Implementation of the organizing function is still not optimal, this is because the funding for operational activities as well as still inadequate facilities and infrastructure to support the operation. The planning function is a function of local government management that significantly affect its implementation. This is because the functions of planning and mobilization UPT KPHP Model Minas Tahura in the region Tahura SSH is managing the potential environmental services and nature to be a source of input for PAD. PAD is still managed by the Forest Service. SSH Tahura management by UPT KPHP Model Minas Tahura supported by the Regulation No. 5 Year 2015 concerning the Management Tahura SSH. So, it is very reasonable when it is said in the results of this study Tahura management of SSH is still not optimal, because all management activities that have been planned at this time still ongoing.Keywords: Management, Forest Park Sultan Syarif Hasyim

Abstract

This article attempts to discuss the practice of democratic governance in contemporary Indonesia. This study is essential since Indonesia is one of the countries transitioning from authoritarianism towards democracy following the fall of Suharto’s regime. This study shall answer whether democratic governance in Indonesia experiences a crisis, with a focus of analysis on the four dimensions of democratic governance, namely: (1) rule of law, (2) human rights, (3) civil society, and (4) elections and political process. This study applies a qualitative method by collecting data from document studies and literary studies. The findings in this study indicate that democratic governance in Indonesia experiences a crisis as evidenced by the remaining-weak legal supremacy in Indonesia, and the existence of violations of the implementation of human rights, eventually led to horizontal conflicts. The inability of civil society organizations to carry out their functions in democratization as an intermediary between the community and the state as well as to influence government policies for the public interest. Another recent weakness is there are still strong issues related to primordialism in the occasion of General Elections. This crisis of democratic governance shall bring Indonesia to "the decline of democracy" instead of democratic consolidation.

Abstract

The research present describe the policy of zakat managerial in Siak Regency in 2013-2014. Zakat as a islam basic of rules for every moslem that have to pay and to a people that cannot to complete their life. Zakat managerial are have managing by National Amil Zakat Agency Siak Regency that based on Regulation of District Number 6 in 2013 about the zakat managerial and period of 2013-2014 zakat managerial in Siak Regency has a positive trend and has increase of zakat nominal from payer of zakat.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Siak Regency and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan likes Head of National Amil Zakat Agency of Riau Province, National Amil Zakat Agency of Siak Regency and zakat payer in Siak Regency.The conclution of this research are policy of zakat managerial in Siak Regency have done by some steps from zakat socialization, create a collect zakat unit in every district in Siak Regency and some factors that cause are distribution of zakat, limit of human resources in National Amil Zakat Agency in Siak Regency, communication and coordination of staff National Amil Zakat, disposition of staff and controlling in zakat managerial by National Amil Zakat Nasional Agency in Siak Regency.Keywords: policy, manage, zakat.

Abstract

This research attempts to analyze the forms of power in the utilization of communal land in Kampar Regency. The interests of indigenous peoples in terms of ulayat land tenure feel threatened by the existence of plantation corporations by bringing large investments which ultimately provide economic added value for the Government and Regional Government. This study uses qualitative research methods with a phenomenological approach. Data was obtained through interviews conducted with elements of the Kampar District Government, Lembaga Adat Kampar (LAK), the Archipelago Indigenous Peoples Alliance (AMAN) Kampar, and traditional leaders. Technical data analysis in this study was conducted interactively. The argument from this study shows that there are 2 (two) forms of power that influence the implementation of ulayat land use in Kampar Regency. The first is visible power, where the practice of power occurs in the formal sphere in the policy-making process of recognizing and protecting customary law communities in Kampar District. In addition, the practice of visible power is also evident from the interaction between actors in resolving communal land conflicts that occurred in Kampar District. While the second form of power in the utilization of communal land is hidden power. This hidden power practice is carried out by corporate actors who are suspected of taking over customary land by playing their power in licenses issued by the Government.

Abstract

This research aims to describe of process or mechanism and formulation model of RencanaPembangunan Jangka Menengah Desa (RPJMDes) Buluh Cina 2011-2015. This research is descriptivetype with used qualitative method. The data on this research obtained are depth interview with informanand documentation study. From this research obtained result that on formulation Rencana PembangunanDesa (RPJMDes) Buluh Cina 2011-2015 pass through Musrenbangdes. Abstract

This study departs from the problems in the development of the Taman Nasional BukitTigapuluh (TNBT) in the region Indragiri Hulu Riau Province namely the destruction ofecosystems and inadequate infrastructure. This study seeks to examine the government's strategyin the development of the Taman Nasional Bukit Tigapuluh (TNBT). The research method inthis study using kualititatif approach. This study showed that in the development of theTamanNasional Bukit Tigapuluh (TNBT) includes planning, utilization and control is not runningoptimally. Synergy and cooperation between government agencies such as the Taman NasionalBukit Tigapuluh (TNBT), the Regional Government of Riau Province, Local GovernmentIndragiri upstream has not gone well so that the development of eco-tourism area is likely to beslow.Keywords: ecotourism, government strategy, the development

Abstract

This research backgrounded by achievement Nagari Simarasok government to role model villagein Indonesia at 2011. This study describes implementation Nagari Simarasok government sosuccesfull to get predicate the best village in national level. It used qualitative method withinformation and date were obtained indepth interview key persons likes wali nagari, kepalajorong, socialite, local government, private sector, and civil society and from the documentsavailable in the village office. The results form research show that Nagari Simarasok governmenthas been practiced the principle of good governance and coordination with private sector andcivil society. Abstract

This research purpose to analize roles and relation form between Village Head and BadanPermusyawaratan Desa (BPD) Buluh Cina Village on making decision expecially Village regulation. Abstract

Penelitian ini bertujuan menemukan  model politik hukum dalam situasi konflik di DAS Siak 2009-2014. Penelitian ini mempunyai focus menemukan faktor-faktor yang mewarnai konflik pertanahan dilihat dari perspektif hukum tata negara. Metode yang digunakan adalah ingidentifikasi; (1) faktor hukum, dan;. (2) faktor non- hukum konflik berdasarkan peta konsep Berhard Limbong, dan (3)  faktor-faktor struktural yang melingkupi konflik pertanahan DAS Siak? Hasil studi tahun ke dua ini menunjukkan bahwa rekayasa hukum tata negara yang berdampak ekonomi melalui aplikasi model politik hukum kebijakan pertanahan suatu keharusan dan tata kelola hukum positif melalui intervensi pemerintah sedemikian rupa sehingga nilai-nilai harmoni dapat ditanamkan sedemikian rupa dalam  masyarakat DAS

Abstract

Penelitian ini mencoba untuk menjelaskan komunikasi politik dalam penyusunan Prolegda Provinsi Riau Tahun 2015. Fenomena yang terjadi di masyarakat adalah informasi mengenai penyusunan Prolegda tidak sampai masyarakat sehingga menyebabkan minimnya keterlibatan masyarakat dalam penyusunan Prolegda Provinsi Riau ini. Untuk menjawab pertanyaan pertanyaan penelitian dalam artikel ini maka digunakan teori komunikasi politik dengan pendekatan penelitian kualitatif. Sumber informasi dalam penelitian ini diperoleh dari Biro Hukum Sekretariat Daerah Provinsi Riau dan Badan Pembentukan Peraturan Daerah DPRD Provinsi Riau baik berupa data primer maupun sekunder. Hasil penelitian ini menunjukkan bahwa komunikasi politik yang digunakan dalam penyusunan Prolegda Provinsi Riau Tahun 2015 adalah komunikasi kelompok. Pemerintah Provinsi Riau melalui instansi terkait dan DPRD Provinsi Riau  (BPPD dan Komisi) menjaring aspirasi kelompok masyarakat dengan menggunakan media rapat kerja, hearing dan pertemuan langsung di lapangan.
