Abstract

Supervision is very important in all work, what else in the government, lack of supervision is a phenomenon that is polemical and losses for various parties, this phenomenon also occurred in the village of Bandur picak Koto Kampar District of Hulu Kampar, where BPD Monitoring of Implementation Regulation of the Village About APBDes less maximum due to the realization of village finances has not been running well and there are many community organizations that have not received funding because the funding provided is not sufficient. The authors wanted to examine further on the Control of Village Consultative Body of Implementation Regulation of the Village About Budget village Village In the village of Koto Kampar District of Bandur picak Hulu Kampar Regency in 2012.The purpose of this study was to determine the performance of BPD in carrying out surveillance of Village Regulations About APBDes and determine the factors inhibiting the performance of BPD. The method used is descriptive qualitative. Informants in this study is the Head Koto Kampar Hulu, picak Bandur village chief, village secretary, BPD Chairman, Vice-Chairman of the BPD, Desa Bandur picak Kaur, Chief LPM, Kadus, Ninik Mamak and picak Bandur Village Society, the Data Collection Techniques Interviews to find out the extent to which the BPD Supervision Regulations village, qualitative data analysis technique that is performed on the data, in this case the qualitative data in the form of information, a description in the form of prose language other then associated with the data to gain clarity on the truth.Results from this study, the Village Consultative Monitoring Regulatory Agency Village About Budget Village in the Village Bandur picak already implemented properly and in accordance with existing regulations, only lack of education BPD, BPD lack of understanding of the duties and functions, lack of facilities and lack of Inhibiting factors form the village fund BPD in carrying out their duties, as well as other factors, such as mental attitude, and indigenous factors / kinship that exist.Keywords: Monitoring, BPD, Village Regulati

Abstract

The purpose of this thesis is to find out the effectiveness of family card service, identity card/electronic identity card and birth, certificate at Rimba Melintang districk, and to find out the influencing factors of the effectiveness of family card service, identity card/ electronic identity card and birth certificate at Rimba Melintang district. Academic side hopes the public administration getting the benefit. In development side. This research used field research methodology giling description about the effectiveness of family card service, Electronic identity card and birth certificate at Rimba Melintang district of Rokan Hilir regency. The data collecting technigue used observation technigue, interview and guestionnaire by choosing informan which technically and functionally in giling service to the society. The data analysis technigue is gualitative and support by guantitative data.From this research describe that the service implementation expecially in society administration and civil registration done as the mechanism and the rule, by using some service indicators as simplicity. The Clarity and Certain ty for procedure and fee. The safety and comfortness intrastructure The ease of getting information and the role of service. The economy fee of family card service, Electronic identity card and birth certificate is in category of Rp.10.000 - Rp.15.000, the balance justice, the puctuality is in category of 1-2 days and the efficiency is in right category. Abstract

Spatial is a system of spatial planning, spatial utilization and control of spaceutilization. With the expiration RTRW Riau Province in 2009 had an impact ondevelopment and has the potential to inhibit the growth of industry and the regionaleconomy. The research problem is How the arrangement of space in Riau Province inthe absence of regulation Spatial Plan (RTRW) and How the implications of spatialplanning without spatial regulation in the province of Riau. This study aims todetermine the arrangement of space in Riau Province in the absence of regulationSpatial Plan (RTRW) and to know the implications of the arrangement of space withoutspatial regulation in the province of Riau.This research method is qualitative method with the type of data used primarydata and secondary data, data sources and documents obtained through a researchinformants. Abstract

This research is motivated by the conflict between PT Mutiara Agam with Indigenous peoples Nagari Tanjung Manggopoh which takes place in a long duration. The conflict between PT Mutiara Agam with this community due to customary by people Nagari Tanjung Manggopoh demanding PT Mutiara Agam according of land of 2500 ha of communal land they are located in villages Tiku V Jorong. This study aims to determine how the portrait of conflict management is done through the interaction of the actors. This study uses a qualitative assessment of descriptive data. In the data collection researchers use interviewing techniques and documentation. By using key informants and documents as sources of information.The results showed the communal land conflicts Pasukuan Tanjung Manggopoh with PT. Agam pearl has been going in a long duration. The conflict due to the protracted conflict management failed to reach a consensus as its platform for true peace. The fundamental difference between customary law with formal law, the difference between the oral tradition to written tradition are strong reasons to see the failure of communal land conflict management. Broadly speaking portraits of communal land conflicts pesukuan Nagari Tanjung Manggopoh with PT Mutiara Agam has a complex actor. Many actors below the surface of the main actors are reproducing new conflict as a result of major conflicts protracted. The dynamics of long duration, and complexity of the actors makes the conflict has shifted the issue and form a layered structure of conflict. The issue was originally a conflict because identity is threatened, shifted into conflicts of interest of social, economic, and political of all actors.Keywords: Actor Interactions, Conflict, Communal Land

Abstract

Tumang Village is one of village in subdistrict Siak, Siak regency. In administration, the village is included in subdistrict Siak region. But ironically, people who have been long livead an remained there not recognized property rights over their land. Community rights as a citizen plagued by the company PT. Seraya Suumber Lestari because the company has permission obbtained from the foresty minister namely foresty ministerial decree number SK.22/MENHUT-II/2007.The research problem are what the cause of agrarian conflict in Tumang Villages? And what the government efforts Siak regency in dealing agrarian conflict. The purpose of this research is to know what the cause of agrarian conflict in Tumang Villages and to know what the government efforts Siak regency in dealing agrarian conflict.The location of this research is in The Tumang Village. The method used is qualitative. Data collection techniques with interview. Concucted to determine how conflict can occur and how did the conflict resolution. Literature study is a way of collecting data.Based on the research result conflict in The Tumang Village is starting from the company license (IUPHHK-HTI) given by minister of forestry. The expenditur procces without involving public. So that people demand their rights az citizen of Indonesia. This is one of the causes conflict. Furthermore, the efforts made by government Siak iis acceptance of complaints, research, prevention of mutation, mediation, discussion and through courts. However, all efforts have not done well. So get less than optimal result.Key word: handling, agrarian, agrarian conflict.

Abstract

The background of this research with the city of Pekanbaru started growing into a big city or metropolis, as well as the population increases were higher, while the state of the land remains, it menyebkan congestion on major streets in the city of Pekanbaru. One of the development efforts within the framework of national development organized by the government is building in the public interest. The development of land requires that procurement conducted with emphasis on the principles contained in the Constitution of the Republic of Indonesia Year 1945, human rights and national land laws. The purpose of this paper is to investigate the process of land acquisition for the construction for road widening public interest in HR. Soebrantas Pekanbaru Year 2010-2013, as well as discuss the factors that influence the process of land acquisition for the construction for road widening public interest in HR. Soebrantas Pekanbaru Year 2010-2013. This study uses a qualitative model with descriptive method, which is carried out by interview, documentation, and direct observation regarding the procurement of land for construction for road widening public interest in HR. Soebrantas Pekanbaru City Year 2011-2014. Research locations in the city of Pekanbaru, the Regional Secretariat of Public Administration Section Pekanbaru. In this research method used is interactive data analysis (interactive models of analysis) of Miles and Huberman which includes data collection, data reduction, data presentation, and conclusion. Based on research that has been conducted, the results of this study indicate that the implementation of the process of land acquisition for the construction of the public interest in the widening of HR. Soebrantas Street Pekanbaru goes well, is in conformity with the existing regulations but in practice less than the maximum. Implementation of the land acquisition process is influenced by several factors, namely: planning, supervision, NJOP, community participation, and ownership of land. Abstract

Pekanbaru City Regional Regulation Number 9 of 2014 concerning Management of People's Markets, Shopping Centers and Supermarkets in article 20 paragraph 1 explains that the location of the establishment of shopping centers and supermarkets must refer to the RTRW, RDTRK, including the Pekanbaru City zoning regulations. The purpose of this study is to explain and explore the evaluation of Indomaret and Alfamart supermarket management policies in Pekanbaru City.The theory used in this study is based on 6 policy evaluation indicators from William Dunn, namely effectiveness, efficiency, adequacy, fairness, responsiveness and feasibility. The research method used in this study is a qualitative research method. Data collection techniques through interviews, observations, and documentation studies. The results of this study indicate that the Indomaret and Alfamart supermarket management policies in Pekanbaru City have not achieved the output of the Indomaret and Alfamart supermarket management policies in accordance with their objectives, namely to provide protection, organize and regulate the existence and establishment of people's markets, shopping centers and supermarkets in order to be able to compete globally. healthy, synergistic, mutually reinforcing and mutually beneficial. Keywords: Effectiveness and Efficiency, Adequacy and equity, Responsiveness, Appropriateness

Abstract

To protect the public interest in sectors of industry and trade is necessary to guarantee the correctness of measurement as well as their order and legal certainty in the use of units of measure, unit standards, measurement methods of measuring tools, measure, weigh and equipment (UTTP). To the Regional Government of Riau Province Riau Provincial Regulation imposes No. 2 of 2011 on Service Fees Tera / Tera Repeat with the aim of improving regional levies by as many people in the truth and protect the measuring instrument, measure, scales, and equipment, provide consumer protection, improve the smooth trade and realizing healthy competition.The purpose of this research is to provide an overview of Policy Impact Tera / Tera Repeat in Riau province, especially in Pekanbaru. To achieve the objectives of this study, the type of research is qualitative descriptive that is to give a clear picture of the issues under study, interpret and explain the data systematically. The research approach is qualitative, by interviewing the informant that contains questions related to this study.The results showed that the policy applies Riau Provincial Regulation No. 2 of 2011 on Service Fees Tera / Tera Repeat, is to provide protection to the people in terms of their correctness measuring instrument, measure, weigh, and equipment (UTTP), and collect fees with a maximum the amount to increase the regional revenue (PAD). An implementation of Tera Policies / Tera Repeat is not optimal due to limited calibration expert, inadequate technical equipment, and the geographic location makes the implementation of Tera / Tera Repeat has not run optimally.Keywords: Impact, Tera Policies/Tera Repeat

Abstract

The research present describe the implication of dualism authority in business licensing (study case in Tenayan Raya District Pekanbaru City in 2013-2014). The dualism authority in licencing in Pekanbaru City was held by Head of District, Industrialization and Trading Agency and Integrated Licensing Service Board in Pekanbaru City, then it make effect for society when doing a licensing.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Pekanbaru City and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan research likes Asistent of Government Pekanbaru, House of Representative Pekanbaru City, Head of Section in Integrated Licensing Service Board Pekanbaru City, and Head of Section in Tenayan Raya District.The conclusion of this research are the factors impeding the dualism authority business licensing in Tenayan Raya District Pekanbaru City cause the dualism authority between Integrated Licensing Service Board Pekanbaru City and Head of District to create a licensing. And the implication of dualism authority in business licensing in Tenayan Raya District Pekanbaru City are communication and coordination between stake holder, the confused and awarness of in create a business licensing especially in Tenayan Raya District Pekanbaru City.Keywords: implication, dualism, authority and licensing.

Abstract

Right of initiative is the inherent right of parliaments in strengthening the legislative function to file the draft regulation in this area is Peraturan Daerah No. 10 Tahun 2015 Tentang Tanah Ulayat dan Pemanfaatannya. Regardless of the dynamics and turbulence in the discussion process, DPRD Riau Province has been able to bring Peraturan Daerah No. 10 Tahun 2015 Tentang Tanah Ulayat dan Pemanfaatannya. This regulation is seen as strategic and aspiration. Therefore, this study aimed to determine the process of establishing legislation initiatives on the communal land. The method used is the method of research with a qualitative approach. The data obtained by interview and documentary data analysis to further analyzed by descriptive analysis method. This study shows that the implementation of the initiative right DPRD Riau Province in the formation of the design and local regulations on the utilization of communal land and take place within a period of time long enough that since projected in 2013 and only completed in 2015. In the process, the Special Committee agencies of communal land the comparative study and public hearings in order to get public response. Along the way, the establishment of a long communal land regulation was caused by constraints include internal constraints such as human resources and political will, while the external constraints that executive dominance (executive heavy) and other assignments.
