Abstract

A smart city is a comprehensive urban planning model that seeks to address challenges from multiple perspectives and mitigate risks to the well-being of the community. It is evident that the concept of welfare has implications for the happiness of the community. A happy community is an indicator of the success of the local government in achieving its development goals. The concept of happiness is not solely contingent upon material success; rather, it is also dependent upon the interpretation of the process and outcomes of development as beneficial for all stakeholders, including the state, government, society, and external policy makers. This study employs a qualitative method with a case study approach. The findings of this study indicate that the practice of a smart city has been implemented in various forms and has had an impact on the community in Madiun City. This progress is evidenced by advancements in a multitude of development sectors, including social, economic, environmental, technological, and other forms of development. The findings of this study indicate that the government of Madiun City has successfully implemented a smart city initiative, resulting in a range of positive impacts on the community. It is important to note, however, that strengthening leadership and governance is a crucial step, given the reality that changes in leadership often result in shifts in policy direction. Furthermore, establishing a comprehensive legal framework to oversee the smart city program is essential, given that, currently, only a mayor's regulation exists in Madiun City, serving as the sole basis for policy.

Abstract

The provisions of Law No.11 of 2020 concerning Job Creation stipulate the use of the Risk-Based Business Licensing Service System (OSS RBA), which regulates licensing based on the level of business risk. However, its implementation in the Investment Management Unit and One-Stop Integrated Services of the South Jakarta Administrative City is still experiencing obstacles so that the goal of improving service quality has not been achieved. The purpose of this study was to analyze the influence of electronic-based licensing service implementation factors on the quality of public services at UP PMPTSP South Jakarta Administrative City. This study uses an explanatory method with a quantitative approach to analyze the relationship between the implementation of risk-based electronic licensing services (RBA OSS) and public service quality at UP PMPTSP South Jakarta Administrative City. Using purposive sampling, 100 respondents who utilized the RBA OSS system in 2023 were selected. Data collection involved a 5-point Likert scale-based questionnaire, observations, and interviews, with validity and reliability confirmed through factor loading, AVE, Cronbach's Alpha, and Composite Reliability. SEM-PLS analysis revealed that communication, resources, disposition, and bureaucratic structure significantly enhance service quality, while the community role, though positive, was not significant. The study concludes that communication, resources, disposition, and bureaucratic structure significantly improve the quality of licensing services at UP PMPTSP South Jakarta Administrative City, with a collective influence of 91.3%. However, the public's role, while positive, does not significantly affect service quality. Future research should explore ways to increase community engagement and examine the long-term effects of these reforms on public satisfaction and business growth.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana tren kinerja pemerintahan Kabupaten Tana Toraja periode 2020-2024 dan periode sebelumnya 2016-2020 dan factor pendukung dan penghambat pada kedua periode pemerintahan tersebut. Penelitian ini dilakukan di kabupaten tana toraja, pengumplan data dilakukan dengan studi pustaka dan interview. Teknik analisis data dalam penelitian dilakukan dalam proses komparasi data yaitu data yang diperoleh di lapangan dari observasi dan dari berbagai data atau keterangan ilmiah yang relevan dibandingkan dan diuji kembali dengan data berdasarkan hasil wawancara yang dilakukan. Hasil penelitian menunjukan bahwa pada aspek kompetensi kedua kepala daerah mempunyai kompetensi yang mampuni karena kedua kepala daerah berlatar belakang birokrasi, pada aspek komunikasi dalam lingkum pemerintahan daerah dan dengan mitra kerja baik secara lisan maupun dinilai baik dan efektif serta responsive jika terjadi permasalahan. Factor pendukung dan factor penghambat terdiri dari factor politik dimana konsistensi partai pendukung dan penempatan ASN pada posisi jabatan pratama atau administrator terkait dengan peran dan andil mereka ketika pemilukada diselenggarakan.

Abstract

Tujuan penelitian ini untuk mengeksplorasi dinamika tata kelola kolaboratif dalam literasi data kesejahteraan di Kabupaten Sleman menggunakan Model Collaborative Governance Rezime (CGR) dari Emerson. Penelitian ini menggunakan metode kualitatif dan wawancara mendalam dengan analis kebijakan pemerintah daerah, studi ini mengidentifikasi tiga komponen inti: principled engagement, shared motivation, and capacity for joint action. Hasil penelitian ini mengungkapkan bahwa sudah terbangun infrastruktur literasi statistik dan kemitraan antar pemangku kepentingan, namun ada keterbatasan kelembagaan dan sumber daya manusia dalam integrasi data sektoral dan koordinasi lintas lembaga. Penelitian ini memberikan kontribusi kebaruan kontekstual dengan menyoroti bagaimana kolaborasi berbasis kepercayaan dari tingkat nasional hingga lokal dapat mendorong kebijakan publik berbasis data. Dari hasil penelitian dapat disimpulkan merekomendasikan penguatan kapasitas teknis dan kelembagaan, partisipasi pemangku kepentingan yang inklusif, dan platform data terintegrasi untuk meningkatkan tata kelola kesejahteraan berbasis bukti. Kata Kunci: Kesejahteraan, Literasi Data, Model Emerson, Tata Kelola Kolaboratif.

Abstract

Comprehensive eradication of illicit cigarettes in Indonesia is difficult because their circulation is done secretly. Surveys show that the circulation of illicit cigarettes in Bali increased by 492.13% in 2023 compared to the previous year. The purpose of this study is to analyze the collaboration process and identify the factors inhibiting the implementation of collaborative governance to eradicate the circulation of illicit cigarettes in Bali Province. This research uses a descriptive qualitative method with a case study approach. Data analysis techniques were carried out by data reduction, data presentation and drawing conclusions from the results of interviews. The results showed that the collaborative process of eradicating illicit cigarettes in Bali Province was quite successful in the exchange of information, the process of coordination, communication, transparency information exchange, mutual trust and understanding of the objectives of the illicit cigarette eradication program have been strongly established. However, there are obstacles in the collaboration process consisting of unclear SOPs, lack of human resources and mismatches in employee competencies in the implementation of collaboration. This study recommends that Customs and Satpol PP develop SOPs, increase the quantity and quality of human resources.

Abstract

This study aims to analyze the implementation of SIPD to improve the quality of regional development planning in Jembrana Regency. Since the enactment of Permendagri Number 70 of 2019, the Jembrana Regency Government has faced several obstacles in using SIPD to support the preparation of regional development planning documents, including limited resources, the absence of standard implementation procedures in the region, and low human resource capacity which results in suboptimal data input and implementation of the planning process flow in SIPD. This study used a descriptive qualitative approach, using data from interviews, observations, and documentation studies. The results of the study indicate that the implementation of the SIPD policy in Jembrana Regency has not been optimal in several dimensions that still face obstacles, namely aspects of implementer competence and capability, aspects of resource support, aspects of strategies applied, and aspects of implementer compliance and responsiveness in implementing SIPD. The less than optimal implementation of this policy is caused by several inhibiting factors, including the low capacity of implementers in terms of both quantity and quality, the unfulfilled standards for the number of human resources, the capacity of the system network support, and the availability of budget, the weak coordination strategy used, and the lack of compliance and responsiveness of policy implementers both in Bappeda and in each Regional Apparatus. Bappeda needs to focus on strengthening the capacity of implementers through technical training, socialization, mentoring, and the preparation of clear standard procedures to facilitate monitoring and evaluation. In addition, coordination in the form of FGDs and socialization with OPDs, DPRD, and the community needs to be carried out at every stage of the planning process so that there is no conflict of interest and resistance to SIPD policies in the future. Bappeda can also innovate in the form of planning clinics to facilitate the Regional Apparatus in consulting regarding SIPD planning and implementation. The Ministry of Home Affairs must also ensure network infrastructure support so that this system does not experience problems when accessed simultaneously.

Abstract

This study aims to analyze the implementation of the Indonesia PortNet (Inaportnet) system in improving the quality of port services at the Office of Harbormaster and Port Authority (KSOP) Class III Sampit. The application of this system is part of the public service digitalization policy initiated by the Indonesian Ministry of Transportation. Using a qualitative approach through interviews, observations, and document analysis, the study found that Inaportnet has had a positive impact on service efficiency and transparency. However, its implementation has not been fully optimized. The main challenges include limited user understanding of the digital system, inadequate human resources, and complex bureaucratic structures. Based on George C. Edward III’s policy implementation theory, communication, resources, disposition, and bureaucratic structure are critical factors influencing success. Therefore, enhanced outreach, capacity building, and procedural simplification are needed to improve the effectiveness of Inaportnet.

Abstract

This study examines the impact of the Integrated ASN (State Civil Apparatus) Management System, SIMASTER (Integrated ASN Management Information System), on the discipline and performance of civil servants in the Regional Government of Bungo Regency, Indonesia. Using a quantitative survey, data were collected from 98 respondents out of a population of 4000 civil servants and analyzed with simple linear regression (SPSS 22). The results show that SIMASTER has a significant impact on discipline (R² = 0.685) and performance (R² = 0.502), while discipline itself has a strong influence on performance (R² = 0.726). Simultaneously, SIMASTER contributed 33% to improvements in both discipline and performance, with the remaining 67% attributed to other factors, including motivation, leadership, and organizational culture. These findings highlight that work discipline is the most dominant factor in shaping civil servant performance. The study concludes that SIMASTER plays a crucial role in promoting accountability and professionalism among civil servants; however, its effectiveness requires reinforcement through training, digital literacy support, and integration with performance-based reward systems.

Abstract

Data pelanggaran Peraturan Daerah Nomor 13 tahun 2002 menunjukkan selama periode tahun 2020 sampai 2022 penyalahgunaan terhadap minuman beralkohol masih cukup marak terjadi di Malinau, bahkan cenderung mengalami peningkatan mulai dari pelanggaran mengkonsumsi sampai dengan pelanggaran memasukkan, mengedarkan dan menjual minuman beralkohol. Tulisan ini ingin mengungkap Data pelanggaran Peraturan Daerah Nomor 13 tahun 2002 menunjukkan selama periode tahun 2020 sampai 2022 penyalahgunaan terhadap minuman beralkohol masih cukup marak terjadi di Malinau, bahkan cenderung mengalami peningkatan mulai dari pelanggaran mengkonsumsi sampai dengan pelanggaran memasukkan, mengedarkan dan menjual minuman beralkohol. Jenis penelitian ini kualitatif, dengan menggunakan dasar teori pengawasan yang terdiri dari lima dimensi. Hasil temuannya Faktor penyebab masyarakat sering mengkonsumsi miras antara lain, faktor keluarga, faktor lingkungan tempat tinggal, faktor pengaruh teman, faktor pengaruh globalisasi, sehingga pengawasan perda di Kabupaten Malinau berjalan kurang optimal. Oleh karena itu, pemerintah Kabuapten Malinau melalui penegak Perda yakni Satpol PP dan Damkar bekerjasama dengan pihak terkait lainnya seperti Polisi sebagai penegak hukum dan Disperindag sebagai pihak yang berwenang atas perizinan, pencabutan izin, dan sebagainya mengawasi dan mengurangi perizinan, penjualan, perdagangan minuman beralkohol.

Abstract

Focus of this study aims to analyze performance through productivity, service quality, responsiveness, responsibility and accountability and pay attention to the supporting and inhibiting factors of performance at the Salatiga City Housing and Settlement Area Office. The discussion also relates to the implementation of the Government Agency Performance Accountability System (SAKIP). Descriptive qualitative research method, data collection techniques through in-depth interviews, observation and document study. Data validity checking techniques used triangulation. Research informants were determined purposively, namely internal employees, related agencies and service user communities. The results showed that the main performance at the Housing and Settlement Area Office was good but not optimal because there were several main performance achievements that had not met the targets in 2020-2021. Indications of productivity in budget limitations due to recofusing; Quality of Service has not been managed in a representative manner; Responsiveness performance found indications of some problems from external parties; Responsiveness performance in archival administrative data management is still low; Accountability performance has not managed public information optimally. Supporting factors for performance include the implementation of the main tasks and functions, the level of employee discipline, leadership style, teamwork and the support of a conducive situation in Salatiga City. Factors inhibiting performance include the limited provision of human resources and performance facilities, the phenomenon of low public awareness of the maintenance of performance results.
