Abstract

Artikel ini terkait proses pengambilan keputusan kolaboratif dalam vertical collaborative governance dalam rangka meningkatkan kualitas pelayanan publik pada fungsi keimigrasian bagi masyarakat dan pemangku kepentingan lainnya disekitar area Tembagapura, pelayanan ini dalam rangka mempercepat kesejahteraan masyarakat serta kapasitas masyarakat setempat. Fokus didalam pembahasan terkait dengan tuntutan dan tantangan organisasi publik menjadi organisasi birokrasi yang lebih agile, akuntabel serta transparan ditengah era revolusi industri 4.0 dengan kompleksitas dan perubahan yang cepat terhadap tata kelola organisasi publik baru menjadi lebih kuat dengan penekanan pada pengambilan keputusan kolaboratif pada collaborative governance untuk pengguna layanan publik tersebut. Menjawab tuntutan dan tantangan terhadap perkembangan tersebut maka diperlukan suatu keputusan kolaboratif sebagai jawaban atas aspirasi publik terkait dengan kegiatan pelayanan publiknya melalui penerapan praktik vertical collaborative governance dengan kemampuan menciptakan iklim kepercayaan serta fasilitasi hubungan. Sebagai bagian dari pelaksanaan collaborative governance yang tertuang pada protap dan juknis pada Kementerian Hukum dan HAM RI serta perkembangan ditengah masyarakat terhadap keterbatasan pelayanan keimigrasian yang dihadapi maka pengambilan keputusan kolaboratif antara pemerintah dengan pemangku kepentingan didalam vertical collaborative governance untuk mencapai tujuan dari kolaborasi meningkatkan pelayanan keimigrasian di wilayah Tembagapura dan sekitarnya yang efektif, efisien dan akuntabel.Kata kunci: Keputusan Kolaboratif; Vertical Collaborative Governance; Pelayanan Keimigrasian; Fungsi Keimigrasian.

Abstract

Policy is a reference for the government bureaucracy in carrying out its functions and duties. Public service phenomena and problems are a serious concern in Indonesia, and this is indicated by how low public expectations are for public services. There are still many problems with public services in Indonesia, and this causes shallow public expectations of public services. The common public choice of alternative public services is also one of the causes of the birth of a hybrid organization. Besides that, during the era of disruption known as the industrial revolution 4.0, public policy could not be separated from public service innovation using communication and information technology through the concept of e-government for the creation of good public services. This is also included in the invention of health services for the community. Therefore, this study takes the theme of Optimizing the Utilization of Information Technology and Application of Hybrid Organizations in Health Service Innovation. This study uses a qualitative approach using a case study analysis strategy at the First Level Health Facility in the Nunukan sub-district, the Nunukan district, North Kalimantan. The results show that the use of Information and Communication Technology in public services, especially in health services, is proven to be able to help the community in terms of efficiency, effectiveness, and accountability through the availability of accurate and comprehensive patient health information, so that providers can provide the best possible treatments. Meanwhile, in terms of providing health insurance costs amid limited resources owned by the government, the Hybrid Organization concept is a solution to the problem wherein a hybrid system, financing comes from the basis of public resources, and non-profit organizations and the form of control requires government and private supervision as well as good practices professionally organized

Abstract

Virtual reality has existed in the education field for quite some time and numerous research including systematic review papers have discussed virtual reality, particularly in STEM Education. However, there has been limited business education literature despite the increasing use of virtual reality in real-world business practices. Students need to keep pace with this technology to better prepare them as future graduates and/or entrepreneurs, and educators need to prepare and evaluate the use of virtual reality in improving students’ business skills. To gain a better understanding of the current state of virtual reality in business education and how effective it is in improving business skills, we have performed a systematic literature review of the use of virtual reality in business education within the last ten years. 118 abstracts’ screening and evaluation yield 10 selection studies included in the analysis. The result revealed that there has been limited use of a fully immersive type of virtual reality implemented in business education at higher education and most studies use a non-immersive type of virtual reality and belong to serious games categories. In addition, all articles agree that the uses of virtual reality in business education are effective in improving business skills.

Abstract

Today, employee performance is not only determined by organizational culture, but also competency skills. Speaking of institutional progress, the key internal aspect that must be developed is HR competency. Then, another internal pillar is the strategy to create a harmonious organizational culture climate. This paper serves to determine the causality between HR competence and organizational culture on employee performance. Quantitative models by path analysis are implemented to investigate direct as well as indirect linkages. The study motif focuses on a survey approach that digs up information about variable items to employees at the Regional Financial and Asset Board of Paser Regency. A total of 66 respondents were invited to be interviewed openly. The sample is sampling in nature, where the population size is <100 informants. Supporting equipment uses questionnaires and documentation sessions. Empirical results found that HR competence and organizational culture have a significant effect on employee performance, where the statistical output explains that ρ <0.05. Then, the SPSS output also concludes that HR competencies play a role in a pattern of significant linkages between HR competencies and employee performance (ρ <0.05). Finally, this paper contributes to a theoretical and practical extension to the stakeholders. Expectations on the future agenda need to consider other elements outside the model discussed, which have implications for the performance of government officials.

Abstract

Paradigma New Public Service (NPS) dan reformasi menekankan peran pemerintah dalam memberikan pelayanan kepada masyarakat/publik. Tingkat kepuasan pengguna jasa terhadap pelayanan di Kantor Pengawasan dan Pelayanan Bea dan Cukai Tipe Madya Pabean C Madiun (KPPBC TMP C Madiun) mengalami penurunan, padahal KPPBC TMP C Madiun sedang berusaha melakukan penataan pelayanan publik melalui pencanangan Wilayah Birokrasi Yang Bersih dan Melayani (WBBM). Tujuan penelitian ini adalah untuk mengetahui apakah kompetensi pegawai, disiplin kerja, dan kinerja pegawai mempengaruhi kualitas pelayanan publik. Metode penelitian yang digunakan adalah metode kuantitatif. Hasil pengujian membuktikan bahwa terdapat pengaruh yang signifikan antara kompetensi pegawai terhadap kualitas pelayanan publik di KPPBC TMP C Madiun, terdapat pengaruh yang signifikan antara disiplin kerja terhadap kualitas pelayanan publik di KPPBC TMP C Madiun, terdapat pengaruh yang signifikan antara kinerja pegawai terhadap kualitas pelayanan publik di KPPBC TMP C Madiun, terdapat pengaruh yang signifikan kompetensi pegawai, disiplin kerja dan kinerja pegawai secara bersama-sama terhadap kualitas pelayanan publik di KPPBC TMP C Madiun. Secara simultan/bersama-sama variabel bebas kompetensi pegawai (X1), disiplin kerja (X2) dan kinerja pegawai (X3) terhadap kualitas pelayanan (Y) memberikan sumbangan pengaruh terhadap variabel terikat dengan nilai sebesar 77,9% serta sisanya sebesar 22,1% disebabkan oleh aspek-aspek lain yang tidak dibahas dalam penelitian ini

Abstract

This research aims to analyze the role of Government Internal Oversight Apparatus in Optimizing Performance Accountability of the Paser Regency Inspectorate. The research used is descriptive qualitative research. In this descriptive qualitative research, it was carried out using a case study approach. In this research, researchers use case studies to analyze research findings, namely things that cause the role of the Government Internal Oversight Apparatus (APIP) as a consultant and as a catalyst/quality assurance (quality assurance) in realizing Inspectorate Performance Accountability is not optimal. The object of this research is the Government Internal Supervision Apparatus (APIP) at the Paser Regency Inspectorate. In this research, primary data was obtained directly from the research object through interviews with informants, namely some APIP elements at the Paser Regency Inspectorate. The main research instrument used in this research is the in-depth interview method. In this research, the triangulation used is data triangulation. The research findings show that APIP's competence is still inadequate in its role as a consultant so that it does not support the accountability of the Inspectorate's performance, APIP at the Paser Regency Inspectorate still cannot be said to be an agent of change and is still not optimal and still has shortcomings in carrying out its role as quality assurance. There are several things that must be done by all stakeholders, both leadership and organizational management levels, to improve the Inspectorate's Performance Accountability. Paser Regency in the future. There are several problems found in this research related to the performance accountability of the Paser Regency Inspectorate, and therefore it would be good if all stakeholders in the Paser Regency Inspectorate could correct these deficiencies, so that the performance accountability of the Paser Regency Inspectorate could be better

Abstract

Pada Focus Group Discusion (FGD) ditemukan Model Pembelajaran Cooperative Learning Berbasis Pendidikan Karakter ditemukan bahwa dalam penerapannya belum sepenuhnya diterapkan oleh guru sebagai pengajar pada ranah pembelajaran di sekolah. Hal ini disebabkan guru belum diberikan informasi atau pelatihan terkait dengan pembelajaran Cooperative Learning Berbasis Pendidikan Karakter. Pada workshop ini guru dibekali dengan model-model pembelajaran Cooperative Learning yang bernuansa Pendidikan karakter dalam menghadapi era digitalisasi 4.0, sehingga para guru Ketika mengajarkan pembelajaran di kelas dapat menerapka model tersebut secara paripurna. Tujuan diadakannya kegiatan ini adalah untuk mengetahui Pengembangan Model Pembelajaran Cooperative Learning Berbasis Pendidikan Karakter Dalam Menghadapi Era Digitalisasi 4.0 Bagi Guru Di Kabupaten Sumedang Provinsi Jawa Barat. Metode pelaksanaan workshop dilaksanakan dengan cara: 1) metode ceramah bervariasi yaitu Narasumber memberikan langsung materi penyajian dengan diselingi metode tanya jawab antar peserta; 2) Metode praktek, yaitu peserta diberikan contoh model pembelajaran yang inovatif dan bervariasi kemudian peserta membuat satu contoh model dan peserta membuat perangkat pembelajarannya sesuai jenjang pendidikannya. Adapaun hasil dari adanya workshop ini para guru dapat mengimplementasikan dengan baik dan sempurna model-model pembelajaran Ketika di kelasnya berbasis pada Pendidikan karakter dalam menghadapi era digitalisasi 4.0, sehingga siswa menjadi siap dengan perubahan zaman tersebut.

Abstract

Based on initial observations related to the organisational performance of the Pamong Praja Police and Fire Fighting Unit in Malinau Regency is still not optimal, due to a decrease in employee income and limited activity budgets. This study aims to determine the effect of leadership and motivation on employee performance in the agency. This research belongs to the category of explanatory research to explain the causal relationship and test the relationship that occurs between leadership and motivation factors on employee performance. The instrument used is a questionnaire which is then analysed using the OLS (Ordinary Least Squares) method. The research results are as follows (1) leadership has a positive influence on employee performance but the effect is not significant, meaning that when leadership increases performance will also increase, and vice versa. This is because in carrying out their duties and responsibilities they are still faced with limited competencies, facilities, and dynamic and difficult to predict situations in the field (2) motivation has a positive influence on employee performance and the effect is significant, meaning that when motivation increases, performance also increases, and vice versa; This is because carrying out their duties and responsibilities according to the rules (3) leadership and motivation simultaneously have a positive influence on employee performance and the effect is significant. Together, leadership as the ability to influence and direct individuals or groups to achieve pre-determined organisational goals and motivation as the power within a person that influences the direction, intensity and persistence of their own chosen behaviour are able to significantly influence the quality and quantity of something produced by the State Civil Apparatus of the Malinau Regency Pamong Praja Police and Fire Department in carrying out their duties and responsibilities.

Abstract

Health services at the poly elderly puskesmas need to be considered and the quality of service is still often questioned, especially at UPTD Puskesmas Emparu. This quantitative study aims to obtain information on the quality of service satisfaction of the elderly who visit the Puskesmas. This study involved 75 elderly (men 23 elderly, women 52 elderly) as research subjects. Data on service quality and satisfaction of the elderly were collected by filling out questionnaires. The collected data was analyzed using classical assumption tests, simple regression analysis, validity tests, reliability tests, and t (partial) tests with the help of SPSS application version 30. Information was obtained that the dimensions of direct evidence (tangibles) and responsiveness (responsiveness) affect elderly satisfaction with services in the elderly poly. The follow-up that needs to be done for the elderly at the UPTD Puskesmas Emparu elderly poly is to update facilities and infrastructure as needed and respond quickly in serving

Abstract

Tujuan dari penelitian ini adalah untuk melihat bagaimana kinerja Pegawai Negeri Sipil (PNS) di Universitas Borneo Tarakan terpengaruh oleh ketidakoptimalan implementasi penyetaraan jabatan pengawas ke jabatan fungsional. Penelitian ini dilakukan melalui pendekatan studi kasus kualitatif deskriptif. Wawancara mendalam dilakukan dengan PNS dan pimpinan institusi yang relevan. Analisis data dilakukan secara tematik, fokus pada tiga dimensi utama: komunikasi yaitu konsistensi, sumber daya yang mencakup sumber daya manusia dan peralatan. Hasil penelitian menunjukkan bahwa komunikasi yaitu konsistensi, dan sumber daya yang mencakup sumber daya manusia dan peralatan kurang optimal dalam implementasi kebijakan penyetaraan jabatan yaitu tugas yang diberikan oleh atasan tidak sesuai dengan Jabatan Fungsional. Kesimpulannya, penyetaraan jabatan di Universitas Borneo Tarakan memerlukan perbaikan dalam proses komunikasi dan penyesuaian kompetensi pegawai agar efektif dalam meningkatkan kinerja dan kualitas pelayanan publik.
