Abstract

This study analyzes how the practice of political cliques influences the formation process of the Banten Maju Coalition in the context of the 2024 Banten gubernatorial election. The researcher employs the concept of political cliques and utilizes a qualitative research method, with primary data supported by secondary data through a literature review to analyze the role of political cliques in the coalition’s formation. The study finds that the formation of the Banten Maju Coalition in the 2024 gubernatorial election is not based on ideological similarity or shared political platforms among the participating political parties. Instead, the coalition is predominantly influenced by pragmatic interests rooted in the power of political cliques at the national level. Key figures within the coalition parties hold significant influence in determining the coalition’s direction, with most decisions made by the parties’ central executive boards (DPP).

Abstract

Despite adopting a digital platform and receiving support from national political figures, including President Joko Widodo and Kaesang Pangarep, who became the party's chairman, the Indonesian Solidarity Party (PSI) suffered an electoral failure in the 2024 legislative elections. This journal analyzes the factors behind this failure. Adopting the digital party concept perspective, the study reveals that the PSI's electoral failure was due to its failure to implement digital platform logic in its governance. This study employs a qualitative descriptive approach, utilizing a theory-based case study method and data collected through interviews with a PSI division head and PSI cadres, to analyze this phenomenon. Secondary data from scientific literature and digital media also support the study. The findings reveal that the PSI was unable to establish a comprehensive operational system. Furthermore, the PSI's digital transformation was not substantive or holistic. PSI has not established a participatory digital membership system, an open cadre mechanism for selecting leadership candidates, a deliberative channel for developing programs and policy objectives, or a two-way communication system for shaping its public image. PSI's resources are not managed transparently, nor are they used to build a digital ecosystem aligned with the five pillars of a digital party. As a result, PSI has been unable to establish a superbase, an active and loyal community of supporters, to serve as the party's main strength. In the context of open proportional elections, the PSI lacks a mechanism to support its candidates through its digital platform. Thus, the party's digital visibility cannot be converted into electoral votes. Additionally, support from political elites cannot significantly impact the party's electoral results due to the lack of an ideal, systemic institutionalization of the party. PSI relies too heavily on Jokowi and Kaesang. This study shows that digital parties cannot function solely by relying on digital platforms; they also require institutionalization as robust political structures.

Abstract

Riau Province is a region that has a high level of corruption among regional heads in Indonesia. Apart from the high level of corruption, community behavior also shows a tendency towards transactional behavior by asking for rewards, assistance and souvenirs from candidates in the regional election process. Likewise, elites and society seem to be breeding grounds for corruption, by asking candidates for donations and various forms of materials and services so that candidates have high costs in the regional election process. This research uses a cultural perspective in analyzing the phenomenon of corruption. The aim of this research is to explain how the behavior of the Riau people in the regional elections is related to the corrupt behavior of regional heads. Using qualitative methods, data collection techniques through in-depth interviews, and informal selection through purposive sampling, research findings were obtained that in the regional election process for the Governor of Riau, there was behavior of the community, figures and elites who tended to be transactional by trying to ask for various kinds of rewards such as money, goods, services. and facilities for candidates in the regional election process. Such behavior is common in Riau and even tends to be "excessive" so that this has an impact on social burdens and high levels of political funding. This then has implications for the tendency of corruptive behavior of regional heads as shown by the case of the three accused governors of Riau. This research concludes that there is a relationship between the behavior of the community and elites who often ask for money, goods, services, assistance and facilities from regional head candidates or regional heads with the high level of corrupt behavior of regional heads in Riau.

Abstract

AbstractDigital authoritarianism operates with various methods used by governments. What has been discovered in Indonesia in recent times is the use of censorship of freedom of expression carried out in the digital realm. This research tries to elaborate on these practices, starting from internet shutdowns and the formation of virtual police to repress citizens, to carrying out digital attacks on citizens. This research uses descriptive qualitative research methods using several theories and concepts, such as the concept of state censorship from Shadmer & Bernhardt, the concept of digital authoritarianism from Diprose and Power. This research proves that the findings of the practice of digital authoritarianism have a significant impact on the resilience, vulnerability and decline of Indonesian democracy. The government carries out the practice of digital authoritarianism through censorship to shape, control and manipulate citizens through cyberspace and is facilitated by communication technology.Key words: digital authoritarianism, internet shutdown, digital repression AbstrakOtoritarianisme digital berjalan dengan berbagai metode yang digunakan oleh pemerintah. Adapun yang sudah ditemukan di Indonesia dalam beberapa waktu terakhir adalah dengan menggunakan penyensoran kepada kebebasan berekspresi yang dilakukan di ranah digital. Penelitian ini mencoba mengelaborasi praktik-praktik tersebut, mulai dari internet shutdown dan pembentukan polisi virtual untuk merepresi warga negara, hingga melakukan serangan digital kepada warga negara. Penelitian ini mengenakan metode penelitian kualitatif deskriptif dengan menggunakan beberapa teori dan konsep, seperti konsep state censhorship dari Shadmer & Bernhardt konsep otoritarianisme digital dari Polyakova & Meserole (2019). Penelitian ini membuktikan temuan-temuan praktik otoritarianisme digital berdampak signifikan pada ketahanan, kerentanan dan kemunduran demokrasi Indonesia. Abstract

Indonesia's religious diversity presents significant challenges, particularly in managing public expressions of religious identity and achieving equality in diversity. To address these issues, the government introduced a religious moderation policy in 2019, which aims to foster tolerance and manage the relationship between religion and the state. This policy, formalized through Presidential Regulation No. 58 of 2023, aims to create a tolerant society that values diversity. However, the policy has faced criticism for emphasizing harmony over religious freedom and potentially favoring the majority religion, thus risking repressive pluralism and government control over religious practices. This study critically analyzes the religious moderation policy using the perspective of agonistic pluralism, which emphasizes the importance of conflict and diversity in democratic life. Using qualitative methods and Ernesto Laclau's critical discourse analysis, this study explores the policy's ability to redirect conflict constructively and prevent hegemonic domination. The findings show that while the policy aims to harmonize religious diversity, it risks undermining pluralism by imposing a state-supported version of religious practice, potentially sidelining minority religions and indigenous faiths. The conclusion is that the government's approach to articulating a discourse of moderation has the potential to create a kind of harmony that appears on the surface but is not authentic. By integrating values such as tolerance and anti-extremism into the dominant narrative, the government seeks to homogenize religious practice and eliminate legitimate diversity of views, which can ultimately curb the dynamics of healthy pluralism and create a false harmony that benefits certain power agendas.

Abstract

This research aims to analyze extra-campus student organizations' political orientation in the 2019 presidential election in Makassar city using the qualitative descriptive research methods approach. Data collection methods use in-depth interviews and literature studies. Informants selection using purposive sampling techniques. This research indicates that internal factors relate to the extra-campus student organization's internal conditions in the 2019 presidential election in Makassar city. These internal conditions include encouraging their cadres to mature politically and democratically, maintaining the neutrality and idealism of cadres, and keeping the nation and state integrity. Besides, they supervise the government by conducting dialogue and discussion. At the same time, they imply that the 2019 presidential election's political agenda is a learning arena and rejects practical politics and oversees the candidate's vision and mission and every government policy by conducting studies. External factors are related to the influence from outside the extra-campus student organization, namely the alumni organization. The eight extra-campus student organizations consisting of HMI, PMKRI, GMKI, GMNI, PMII, IMM, KAMMI, and GEMA Pembebasan stated no intervention to select one candidate pair in the 2019 presidential election in Makassar city based on alumni's organizational instructions. There are three political orientations in the extra-campus student organizations in Makassar city: first, cognitive political orientation, second, affective political orientation, and third, evaluative political orientation.

Abstract

This research discusses the modalities in the victory of migrant Minangkabau candidates in the 2019 Legislative Election. Minangkabau is one of the ethnic groups in Indonesia synonymous with a matrilineal kinship system and an institutionalized tradition of migrating. Migrating is a valuable capital utilized by Minangkabau migrant Legislative Candidates to gain support for votes in electoral contests. The research was conducted on two Minangkabau migrant Legislative Candidates who took part in the contestation in the Legislative Elections for the House of Representatives of the Republic of Indonesia. The research method is qualitative with a case study type. Data were collected through interviews with Minangkabau migrant candidates, voting communities, and people involved in winning candidates, such as traditional leaders and the Minangkabau community in the realm and overseas. The results of the research concluded that Fadli Zon (Gerindra Party Legislative Candidate, Electoral District of West Java V) and Jon Erizal (National Mandate Party Legislative Candidate, Electoral District of Riau I) as two of the Minangkabau migrants, the legislative candidates for the House of Representatives of the Republic of Indonesia succeeded in utilizing existing social capital and successfully elected in the 2019 Legislative Election 2019 contestation overseas. Both are considered to have good leadership figures, able to carry out the mandate, and caring, humane, and responsible individuals. Joined in the same social entity, namely the network of Minangkabau migrants who gather through the Minangkabau migrant community, the Minangkabau Family Association. Fadli Zon became General Chairman of the Central Executive Board of the Minangkabau Family Association, and Jon Erizal served as Vice General Chairman of the Riau Minangkabau Family Association. Besides building intensive communication with the community in the election contestation.

Abstract

This article discusses how inclusive development is translated into policy and regional development planning. Perspectives used are that of the regional government apparatus in-charge of development planning. As a strategic actor in decision making, those in charge of development planning hold an important role in determining what counts as inclusive development, who the targets are, and how such inclusivity could be realized through development programs. The research was conducted in Bandung Regency, one of the regions that experience rapid economic growth, as well as one that is facing the challenges of poverty and the decline of environmental support capacity. The method that was used in this research is the quantitative method to discover the perceptions of government apparatus, which afterwards are confirmed through textual analysis of regional development planning documents. From this initial research, development planning process is suspected to not have optimal public participation, as well as to not have involved marginalized groups, so that policies and programs are less able to accommodate several strategic regional issues. Therefore, there is a need to create a comprehensive effort towards achieving an inclusive development agenda as the primary goal in Bandung Regency development.

Abstract

Penelitian ini membahas mengenai proses pengambilan keputusan di tengah masyarakat yang majemuk di wilayah Desa Ngadas, Kecamatan Poncokusumo, Kabupaten Malang, Provinsi Jawa Timur. Penelitian dilakukan guna mengetahui bagaimana proses pengambilan keputusan yang berlangsung di Desa Ngadas dan bagaimana proses tersebut mengakomodasi keberagaman masyarakat yang ada. Penelitian ini dirasa memiliki urgensi atau signifikansi yang cukup tinggi sebab pada umumnya masih sedikit penelitian yang membahas terkait aspek multikulturalisme dalam ranah politik daerah khususnya di desa, terutama yang dikaitkan dengan proses pengambilan keputusan. Penelitian dilakukan dengan menggunakan pendekatan kualitatif dan metode deskriptif dengan pengumpulan data primer dilakukan melalui wawancara. Hasil penelitian menunjukkan bahwa Desa Ngadas dengan keberagaman masyarakatnya, terutama pada agama yang dianut dalam melakukan pengambilan keputusan selalu melalui musyawarah bersama yang diwadahi oleh pemerintah desa dan Badan Permusyawaratan Desa (BPD). Keputusan yang diambil bisa jadi tidak mengakomodasi seluruh warga mengingat sifat peraturan pemerintah yang mengikat, tetapi pemerintah Desa Ngadas selalu menerapkan prinsip partisipatif, mencakup: gotong royong; musyawarah; peran adat.

Abstract

Background: The fast development of technology demands adjustments in political education. The "Politik Asik" community service programme is a political education effort that combines board games and learning media. This approach aims to improve political literacy and critical thinking skills, especially among young voters and women in welcoming the 2024 political year. Method: Politik Asik collaborates with various communities, PKK, high school students and village officials. With a political education model through board game media, fifty participants from each category, namely the youth and women categories. Result: Through analytical observations, the results show that this programme succeeded in increasing participants' political interest and participation, as well as developing better political literacy and critical thinking skills. The strength of the programme is its ability to attract participants' attention and create an interactive learning experience. Conclusion: This service activity confirms the importance of developing innovative political education methods to strengthen the participation of young voters and women, which in turn supports a stronger democracy in Indonesia.
