Abstract

Public services are a fundamental aspect of fulfilling citizens' basic rights, including those of vulnerable groups such as individuals with visual impairments. However, limited access to inclusive social services remains a significant challenge for them. In response to this issue, the East Java Provincial Social Service launched the Jasa Layanan Netra (JANETA) Mobile Unit program, aimed at providing mobile-based social rehabilitation services for visually impaired individuals in Malang City and Malang Regency. This study seeks to analyze the implementation of the JANETA Mobile Unit program at the UPT Rehabilitasi Sosial Bina Netra Malang using Edward III’s implementation theory, which focuses on four key aspects: communication, resources, disposition, and bureaucratic structure. This research employs a qualitative descriptive method through in-depth interviews, direct observation, and document analysis. The findings indicate that the JANETA Mobile Unit program has had a positive impact on individuals with visual impairments, particularly in enhancing their Braille reading skills, mobility orientation, and independent living abilities. However, several challenges persist, including insufficient budget allocations for maintaining facilities and infrastructure, as well as a lack of public awareness, which has led to stigmatization of the program’s implementation. In conclusion, while the JANETA Mobile Unit program has significantly improved access to social rehabilitation services for visually impaired individuals, further improvements are necessary in communication, resource management, and cross-sector collaboration. Therefore, this study recommends increasing budget allocations, expanding public outreach efforts, and strengthening cooperation among stakeholders to ensure the program’s sustainability and effectiveness.

Abstract

Innovation in various fields, including education, is key to improving regional performance and community welfare. Wonogiri Regency demonstrates a strong commitment to encouraging innovation within its area. The Catfish Farming and Multi-Crop Planting Program (TELETABIS) at SDN 2 Guno is a practical, education-based innovation aimed at enhancing students' skills in agriculture and fisheries through an aquaponic system. This study aims to analyze the implementation of the TELETABIS program using Smith's policy implementation model. The research method employed is a qualitative approach with data collection techniques comprising observation, interviews, and documentation. The results show that the TELETABIS policy has been well-designed. Students, as the target group, showed high enthusiasm in participating in the program, especially during the harvest period, although their level of involvement varied. The implementing organization, consisting of the principal, teachers and staff, has run the program systematically, although it still faces obstacles, namely the lack of monitoring, evaluation and attention to the sustainability of the program. Environmental factors also posed challenges, such as limited support from the village government, scarce economic resources, and low community involvement in sustaining the program. In conclusion, the TELETABIS program provides tangible benefits for students and the school environment but still requires improvements in the monitoring system, regular evaluation, and collaboration with external parties to ensure more optimal and sustainable implementation. Therefore, this study recommends improving the monitoring system and increasing attention to the programs sustainability, optimizing support from the school committee and parents, as well as empowering aquaponics for the surrounding community so that the benefits of this valuable program can be more widely experienced.

Abstract

The implementation of the traditional market revitalization policy at Karah Baru Market in Surabaya City still faces a number of problems, namely suboptimal facilities and infrastructure, illegal kiosk trading practices, and a decline in the number of consumers after revitalization. The purpose of this study is to describe the implementation of the traditional market revitalization policy at Karah Baru Market in Surabaya City. The research method applied is descriptive qualitative, focusing on six policy implementation indicators according to the Van Meter and Van Horn model, including standards and goals, resources, characteristics of the implementing organization, implementer disposition or attitudes, inter-organizational communication and implementer activities, and social, economic, and political conditions. Data collection in this study was conducted through interviews, observation, and documentation. The data analysis technique uses the Miles and Huberman data analysis model, which includes data reduction, data presentation, and conclusion drawing stages. The research results indicate that five implementation indicators have been optimally executed, while the resource indicator has not been optimally met, particularly regarding human resources and facilities and infrastructure. Therefore, strengthening human resource capacity, improving supervision, and perfecting supporting facilities are necessary to ensure the optimal implementation of the policy to revitalize traditional markets.

Abstract

Street Lighting (PJU) is a public service that plays a vital role in supporting the safety, security, and comfort of road users, especially at night. Street lighting management in Sidoarjo Regency is implemented based on Sidoarjo Regent Regulation Number 58 of 2022. However, in Jabon District, problems are still found in the form of damaged and non-functioning street lights. This study aims to describe and analyze the implementation of street lighting management in Jabon District, Sidoarjo Regency. The method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The analysis was carried out using the George C. Edward III policy implementation model which includes indicators of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of street lighting management in Jabon District has generally run well. In the communication indicator, implementation is considered quite effective through coordination meetings, although communication with the community is still not optimal so that participation in reporting street lighting problems is relatively low. The resource indicator is supported by the availability of competent human resources, clear authority, and adequate facilities. In the disposition indicator, policy implementers demonstrate high commitment and responsibility. Meanwhile, a bureaucratic structure supported by standard operating procedures (SOPs) and a clear division of authority also contributes to the smooth management of street lighting. Suggestions include increasing direct outreach to the community at the village level and expanding information on street lighting complaint channels to ensure wider access.

Abstract

This study aims to analyze the implementation of Talent Management policies at the Regional Civil Service Agency (BKD) of East Java Province, based on Governor Regulation Number 62 of 2023 concerning Talent Management. Talent management is a key pillar in the merit system transformation to produce competent and competitive civil servants. However, the transition from a conventional system to a digital talent-based system requires complex structural and behavioral readiness. This study uses a descriptive qualitative approach, utilizing George C. Edwards III's policy implementation theory, which consists of four main variables: Communication, Resources, Disposition, and Bureaucratic Structure. The results indicate that Talent Management implementation at the East Java Regional Civil Service Agency (BKD) has been effective but still faces several technical challenges. In terms of communication, information transmission has been carried out extensively through the Si-Master system, although information clarity at the regional apparatus level far from the center of government still needs to be improved. In terms of resources, the availability of digital infrastructure and a capable Assessment Center are key supports, but the number of certified assessors remains limited compared to the civil servant population. The Disposition variable indicates strong support from leadership, driven by incentives in the form of career certainty for high-performing civil servants. Meanwhile, in the bureaucratic structure, the use of digital SOPs has successfully minimized fragmentation between sectors, thus making the process of mapping ASN into the 9-box matrix more transparent and accountable. This study concludes that the integration of the four Edwards III variables into the digital platform is key to the success of the East Java Regional Civil Service Agency (BKD) in implementing an objective succession plan.
