Abstract

In Indonesia, production forests located in Java Island is managed by State Forestry Corporation (Perhutani). Since 2001, Perhutani has been implementing Management of Forest Resources with Community (PHBM). The expected of PHBM is to increase community participation in managing the forest which will directly reduce forest loss and degradation. This study aimed at analyzing contribution of PHBM towards forest area changes in Forest Management Unit (KPH) of Ngawi, East Java. Land-cover changes during 1997, 2001, and 2015 of Ngawi District were analyzed by employing remote sensing and GIS technique. The result showed that forest cover area decreased dramatically between 1997 and 2001, by as much as 8.837,97 Ha (6,35%). This is happens because in 1997/1998 Indonesia faced an economic crisis. The economic crisis is cause of illegal logging on teak stands in Perhutani area. However, forest cover area increased between 2001 and 2015, by as much as 6.297,39 Ha (4,52%). This is happened because in 2001 Perhutani started to implementing PHBM. In this PHBM, Perhutani collaborate with forest villagers and orther parties to carry out forest management activities together. The existence of PHBM in KPH Ngawi has managed to reduce forest resource conflict between Perhutani and villagers around the forest. Keywords: Contribution, PHBM, Forest area changes

Abstract

Urban forest is one of the green open space shape which requires as O2, CO2 absorb, and it is able to create healty physical environment. Prabumulih is one of the part city in South Sumatera which have acreage 4,344.6 ha with existing urban forest areal ±10 ha.The aims of this research is identifying, predicting the urban forest area necessity based on the total of CO2 emissions, and determining the appropriate location to be prioritized as urban forest. The source of CO2 emission derives from the use of fuel (gasoline, diesel, LPG), agricultural area (rice field), cattle (cows, buffaloes, horses, goats, sheep, and poultry) and citizens. Identification of urban forest priority area is based on characteristic of urban forest. The result of this research indicate CO2 emission in 2014 was 190.64 Gg CO2 with the urban forest area necessity to 3,262.44 ha and CO2 emission was predicted to increase until 2034. The result from of model simulation in this research showed that CO2 emission in 2034 will be predicted to 279.40 Gg CO2 with urban forest area needs to 4,785.98 ha. Urban forest locations with higher priority are in Cambai district, West Prabumulih, East Prabumulih, and North Prabumulih.

Abstract

The activity determines the success of reclamation is revegetation, therefore it is needed to conduct evaluation of revegetation plant growth to identify the success of post mining silica land revegetation in HEF. This research aimed to identify the status of revegetation plant growth in HEF based on spatial analysis and plant condition as well as to provide recommendation to address revegetation problems in Holcim Educational Forest. The method used by making 19 plots size of 25 m x 40 m in 4 planting blocks in HEF and conduct spatial analysis to obtain NDVI value from 2013-2016. Parameters observed were height growth, life percentage, plant health, and soil analysis. The result shows that block XI, XIII, and IX had life percentage around 82.03-86.50 and in block VII had life percentage under 80%, while the plants health in HEF block was under 80%. Spatial analysis in HEF block shows that NDVI value in HEF planting blocks increased with average NDVI 0.10. The problem occurred in HEF planting blocks was low life percentage and plants health caused by nutrient content, low pH, soil compaction, and high toxic content such as Fe, Al, and Mn.

Abstract

Various natural disasters, such as floods and landslides, are often associated with extreme weather conditions, especially rainfall, where in fact the possibility of such a disaster will be smaller if the carrying capacity of the land is still good. The decrease of land carrying capacity is often due to land use change, so that the land is not capable to perform it functions and is categorized as critical land. The decline in land carrying capacity will affect other resources, especially water resources. Anticipatory measures of natural disasters such as floods and landslides can perfectly prepared if information regarding land conditions, including land criticality, are available in detail and up to date. The classification and mapping of land criticality becomes an important component in the preparation of land rehabilitation and natural disaster prevention plans including setting the priority actions. The Minister of Forestry Regulation no P.32 / Menhut-II / 2009 concerning Procedures for Preparation of Forest and Watershed Technical Rehabilitation Plan was use as criteria for land classification and both Fuzzy and Crisp calculation methods were applied to calculate the final score. Different classification result was found in 23 HURL and comparing to actual the condition, the Fuzzy method gives more accurate result than Crisp method.

Abstract

Increasing of economic development is generally followed by the change of landuse from agriculture to other function. If it occurs in large frequency and amount, it will threaten national food security. Therefore, it is necessary to monitor the agricultural land, especially paddy fields regarding to changes in landuse and global climate. Utilization and development of satellite technology is necessary to provide more accurate and independent database for agricultural land monitoring, especially paddy fields. This study aims to develop a utilization model for LAPAN-IPB satellite (LISAT) and other several satellites data that have been used for paddy field monitoring. This research is conducted through 2 stages: 1) Characterization LISAT satellite data to know spectral variation of paddy field, and 2) Development method of LISAT data fusion with other satellites for paddy field mapping. Based on the research results, the characteristics Red and NIR band in LISAT data imagery have a good correlation with Red and NIR band in LANDSAT 8 OLI data imagery, especially to detect paddy field in the vegetative phase, compared to other bands. Observation and measurement of spectral values using spectroradiometer need to be conducted periodically (starting from first planting season) to know the dynamics of the change related to the growth phase of paddy in paddy field. Pre-processing of image data needs to be conducted to obtain better LISAT data characterization results. Furthermore, it is necessary to develop appropriate algorithms or methods for geometric correction as well as atmospheric correction of LISAT data.

Abstract

Hasselt’s litter frogs (Leptobrachium hasseltii Tschudi 1838) is a wide spread species in Java and Sumatra, but there is no specific distribution map for this species. The purpose of this study is to identify the distribution of hasselt’s litter frogs in Java and examine the suitability of it’s using maxent. We used presence data and environment variables consisting of elevation, slope, NDVI (Normalized Difference Vegetation Index), distance from the river, temperature, precipitation, and land cover to evelop the distribution model of this species. Hasselt’s litter frogs in Java depends on forested area with a wide range of elevation (lowland to mountain forests), moderate slope, temperature between 20-21oC and rainfall over 2500 mm/year. The highest number of frogs are found in secondary forest land cover, as supported by NDVI values between 0.8 to 0.9 and relatively close to the river. Habitat model constructed are robust with AUC (Area Under Curve) value of 0.951. Environmental variables that most affectted habitat for hasselt’s litter frog are land cover, temperature, and slope.

Abstract

Since the issuance of Government Rule No. 71/2014 jo. No. 57/2016, there has been a wide debate, because those rules may trigger other problems such as food security, social, economic, political, as well as peatland cultivation security. Considering this issue, this study aims to analyze challenges in implementing peat protection policies as textually arranged in Government Rule No. 71/2014 jo. No. 57/2016, in Bengkalis Regency. Overall, in order to discuss both of rule in form and rule in use aspects, this study was conducted using maps overlay technique and content analysis on Government Rule No. 71/2014 jo. No. 57/2016. Based on those approaches, this study shows that there are four challanges in implementing previously mentioned peat ecosystem protectetion policies in Bengkalis Regency, particularly in regard to the measurement of damaged peatland criteria, frictions between protection incentives and pressure on peatland conversion, significant economic contraction, up to the emergence of new open access areas that often be illegally occupied and worsening peatland existing conditions. This finding implies that the government as the regulator in the implementation of peat ecosystem protection policies should open a wider room for policy improvements, in order provide a more balanced consideration to three important aspects of sustainable development, which is not only limited to environmental sustainability, but also covering both of social and economic sustainability.

Abstract

Wildfires threaten the environment not only at local scales, but also at wider scales. Rapid monitoring system to detect active wildfires has been provided by satellite remote sensing technology, particularly through the advancement on thermal infrared sensors. However, satellite-based fire hotspots data, even at relatively high temporal resolution of less than one-day revisit period, such as time series of fire hotspots collected from TERRA and AQUA MODIS, do not tell exactly if they are fire ignitions or fire escapes, since other factors like wind, slope, and fuel biomass significantly drive the fire spread. Meanwhile, a number of biophysical fire simulation models have been developed, as tools to understand the roles of biophysical factors on the spread of wildfires.  Those models explicitly incorporate effects of slope, wind direction, wind speed, and vegetative fuel on the spreading rate of surface fire from the ignition points across a fuel bed, based on either field or laboratory experiments.  Nevertheless, none of those models have been implemented using real time fire data at relatively large extent areas. This study is aimed at incorporating spatially explicit time series data of weather (i.e. wind direction and wind speed), remotely sensed fuel biomass and remotely sensed fire hotspots, as well as incorporating more persistent biophysical factors (i.e. terrain), into an agent-based fire spread model, in order to identify fire ignitions within time series of remotely sensed fire hotspots.
