Abstract

Bangka Regency is one of the regions that has the potential of natural resources with abundant tin mineral content. Initially tin mining was mostly carried out on the land, but with the development of the times and depletion of tin sources on the ground began to shift towards the sea. Environmental problems arising from marine mining are increasing, which is exacerbating damage to marine ecosystems, damaged coral reefs, and a decline in fishing production with this decreasing fishermen's income. This study aims to determine the policies of the Bangka Regency Government in the management of marine ecosystems and to know the impact of damage to marine ecosystems due to tin mining. This research uses descriptive qualitative approach method aims to describe the phenomena that occur at this time. The results of this study describe the contents of the marine mining policy as regulated No. 32 of 2009 concerning Environmental Protection and Management which aims to ensure the survival of living things and the preservation of ecosystems; Policy benefits; Management of Sea Water Pollution Control which includes: Environmental management objectives, Management Location, Time of Management and Implementers of Management and Management of B3 Waste; and Sea Water Quality Measurement Results.DOI: https://doi.org/10.26905/pjiap.v4i1.2539

Abstract

This study aims to do comparative analysis of what influence the SWM in Indonesia and the Philippines. As Sustainable Development Goals (SDGs) will not be achieved as long as the Solid Waste Management problem is left unsolved. Municipal Solid Waste Management (MSWM) has become a common issue in most developing country along with the rapid urbanization development and globalization. Qualitative approach chosen to analyze literatures selected related to SWM during 2000-2020. Data obtained from previous studies in this article were analyzed by the NVivo 12 Plus. The results shown that governance and participation become the main factors affected the status of MSWM as it is mentioned in most of the previous studies in the Philippines. Which is different with the previous studies in Indonesia.

Abstract

CSR merupakan kegiatan perusahaan dalam mengelola proses bisnis untuk menghasilkan dampak positif pada masyarakat, ekonomi dan lingkungan. Keterlibatan perusahaan dalam melakukan kegiatan CSR merupakan tuntutan dalam tanggung jawab atas dampak kerugian yang dialami masyarakat khususnya pada kerusakan lingkungan. Tulisan ini menempatkan bagaimana suatu kegiatan CSR yang dilakukan suatu perusahaan dapat mengurangi dampak kerusakan lingkungan, metodologi dalam penelitian ini menggunakan deskriftif kualitatif. Dalam penelitian  ini melibatkan  tiga desa antara lain Desa Padang Loang, Seppang dan  Desa Bijawang dan  sebanyak 45 informan antara pemerintah, tokoh masyarakat dan massyarakat. Dari hasil penelitian secara umum bahwa perusahaan PT. Agung Perdana tidak pernah melakukan kegiatan CSR, yang mereka lakukan hanya memikirkan keuntungan pada perusahaan serta banyak impack negatif yang mereka berikan kepada masyarakat terutama pada kerusakan lingkungan, hanya ada satu indikator yang memberikan nilai positif pada perusahaan  yaitu dalam  peningkatan ekonomi, sebagian masyarakat setempat diberikan lapangan pekerjaan sebagai buruh lepas. Faktor yang menjadi tidak adanya suatu kegiatan CSR yang dilakukan oleh perusahaan adalah kurangnya pemahaman perusahaan tenatang  CSR, serta tidak adanya pengawasan dan langkah kebijakan yang diambil oleh pemerintah untuk memberikan tuntutan pada perusahaan agar mau melakukan kegiatan CSR,  terhadap dampak yang ditimbulkan oleh perusahaan. Dari pemaknaan hasil penelitian, apakah perusahaan mampu menanggulangi dan mengurangi kerusakan lingkungan yang telah terjadi pada wilayah tersebut, ini menjadi suatu tantangan bagi pemerintah dan stacholder dalam permasalahan CSR.

Abstract

Media is a tool to provide information to be broadcasted or circulated openly to the public. In the technology era, the has a very media significant role because it can influence the public’s opinion as the society cannot be separated from technology. During the ‘New Order’ era, the authorities had censored the truth, thus forced the public to initiate regime changes that brought down the new order rulers. Then, the reformation era emerged, which prioritised public freedom, including freedom of the press and freedom of expression. This study used qualitative analysis assisted with the NVivo12 Plus application in the data analysis. The data was obtained from the internet, websites, and journals. This study explained a form of a political campaign that used the influence and impact of media to lead public opinion. This research also looked at the role of the mass media –mainly online media– in the 2019 political campaign. We found that the media’s influence and role are significant and reliable to win votes and political contestation. In addition, the research also provided information about the 2019 presidential election.

Abstract

This research focuses on social media. We were using Social Media in Supporting Tourism Development During Covid-19: Case Study a New Era Policy in Bandung. This study uses descriptive qualitative research methods with data sources through the Twitter account of the Bandung City Culture and Tourism Office @DisbudparBdg assisted by the NVivo 12 Plus software. We are utilising Social Media to Support Tourism Development During Covid-19: A Case Study of New Era Policy in Bandung by measuring the use of social media in tourism planning, creation, integration, and marketing strategy. This research shows tourism planning in a new standard era by directing outdoor tourism and implementing health protocols. The Tourism Promotion Board integrates cooperation between the Bandung City Culture and Tourism Office and PT Kereta Api Pariwisata. Tourism marketing by providing tourist information can give tourists confidence that Bandung is an attractive and robust destination city in improving health regulations and strictly following health protocol rules during recreation.

Abstract

This research aims to determine women's representation in the DPR RI as a legislative body in Indonesia during the general election in 2019 and determine the factors that influence women's representation in the legislative body. This paper's research method uses a qualitative method with a literature study approach that examines theories, references, and previous scientific literature related to the research object. The findings of the study indicate the level of representation of women in parliament after the holding of the general elections in 2019 has not reached 30%, where the level of representation of women in parliament is still in the number of 20.52% or as many as 118 female legislators and is still dominated by male legislators which reached 457 people or 79.48%. Although it has not reached 30%, the adoption of affirmative policies has led to a significant increase in women's representation in parliament, from 65 women legislators in 2004 to 118 women legislators in the 2019 general election. Political regulation factors with affirmative action and zipper system are two factors that affect women's representation by political parties. Affirmative action mandates every political party participating in the election to pay attention to women's representation of 30% by nominating female candidates for each electoral district. A zipper system requires parties to position at least one woman every three names of candidates. In general elections, political parties present legislation to the legislature. The affirmative action that regulates women's representation's involvement has become the main reason numerous events involve kinship the candidacy.

Abstract

The Regional Government of Yogyakrata City has provided food security in the city of Yogyakarta especially, in Bantul Region which has its own food security service. With the existence of the Department of Food Security and the availability of food security, it can help the local community to understand the needs and availability of food in the Bantul area. Then the Bantul area established a resilience policy in the Bantul area. if food security meets the applicable requirements, the community will not be malnourished. The impact if there is a lack of food, namely, malnutrition, poverty, a weak economy and so on. This study uses qualitative methods which can describe and explain about this research. The results of research on food security or food availability in the Bantul area by using existing policies. Pemerintah Daerah kota Yogyakrata telah menyediakan ketahanan pangan yang ada di Kota Yogyakarta khusunya, di Daerah bantul yang memiliki Dinas ketahanan pangan tersendiri. Dengan adanya Dinas Ketahanan pangan dan tersedianya ketahanan pangan tersebut maka dapat membantu masyarakat local untuk memenehui kebutuhan dan ketersedian pangan yang ada  di daerah Bantul. Kemudian daerah bantul menetapkan kebijakan ketahanan di daerah bantul. jika ketahanan pangan memenuhi syarat yang berlaku maka masyarakat tidak akan kekurangan gizi. Dampak jika terjadi kekurangan pangan yaitu, kekurangan gizi, kemiskinan, perekonomian lemah dan sebagainya. Penelitian ini menggunakan metode kualitatif dimana dapat menggambarkan dan mejeleaskan tentang penelitian ini. Hasil penelitian ketahanan pangan atau ketersedian pangan di daerah Bantul dengan menggunakan kebikan yang ada.

Abstract

AbstractLevel of citizen participation has increased in the advent of digital government. A significant change in participation behavior through the Government's web 3.0 platform occurred in 2017, right after the Government of DKI Jakarta decided to move to the new web 4.0 platform without removing the previous one. Findings revealed that there is an overlapping and confusion in the community since both platforms are still running in the same time. However, there has been a significant drop in the level of e-participation on the web 3.0 platform, and yet based on the number of reports, there is no indication that the community has moved to the web 4.0 platform. This academic paper will analysis either the implementation of the new platform is a good idea or not by comparing the data gathered from the government Citizens Relationship Management (CRM) platform and the previous platform. Data gathered were analyzed by referring to sustainable and replicability aspect. Perubahan signifikan pada perilaku partisipasi melalui platform web 3.0 Pemerintah terjadi pada tahun 2017, tepat setelah Pemerintah DKI Jakarta memutuskan untuk pindah ke platform web 4.0 baru tanpa menghapus yang sebelumnya. Temuan mengungkapkan bahwa ada tumpang tindih dan kebingungan di komunitas karena kedua platform masih berjalan dalam waktu yang bersamaan. Namun, telah terjadi penurunan yang signifikan pada tingkat partisipasi elektronik pada platform web 3.0, namun berdasarkan jumlah laporan, tidak ada indikasi bahwa komunitas telah berpindah ke platform web 4.0. Makalah akademik ini akan menganalisis apakah implementasi platform baru itu ide yang baik atau tidak dengan membandingkan data yang dikumpulkan dari platform Citizens Relationship Management (CRM) pemerintah dan platform sebelumnya. Data yang terkumpul dianalisis dengan mengacu pada aspek keberlanjutan dan replikasi. Selain itu, analisis kebijakan tentang perubahan sebelumnya dan selanjutnya diperlukan untuk memeriksa apakah kebijakan baru akan mengarah pada praktik tata kelola yang lebih baik.Kata kunci: e-government, pemerintahan terintegrasi, smart city, DKI jakarta

Abstract

This study focuses on the problem of smart people as an indicator of the success of smart cities in Surabaya and Malang. Smart people are one of the supporting dimensions of the creation of a smart city or what is called a Smart City (Zubizarreta, Seravalli, And, Arrizabalaga, 2016). So that the factors that make a city smart, one of which is measured by the quality of its human resources; which includes the human development index which is measured by how the level of unemployment, poverty level, health problems, and also seen from the aspect of public knowledge in receiving information, disseminating information, related to the development of creativity carried out and also the inclusiveness of empowering activities carried out by several people. (Iyer, 2018). In addition, the activities that are encountered in the city of Surabaya in community activities, already have quite innovative and creative networks. Meanwhile, Malang City is still heading for the stage of good quality. There needs to be motivation and encouragement so that Malang City is able to follow in the footsteps of the development of smart people in the city of Surabaya.Penelitian ini berfokus pada masalah smart people sebagai indicator keberhasilan smart city di Kota Surabaya dan Kota Malang. Smart people merupakan salah satu dimensi pendukung dari terwujudnya kota pintar atau yang disebut dengan Smart City (Zubizarreta, Seravalli, And, Arrizabalaga, 2016). Sehingga faktor-faktor yang menjadikan sebuah kota dapat dikatakan pintar salah satunya diukur dari kualitas sumber daya manusianya; yang meliputi dari indeks pembangunan manusianya yang diukur dari bagaimana tingkat pengamgguran, tingkat kemiskinan, masalah kesehatan, dan juga dilihat dari aspek pengetahuan masyarakat di dalam menerima informasi, menyebarkan informasi, terkait dengan penumbuhan kratifitas yang dilakukan dan juga inklusivitas pemberdayaan kegiatan yang dilakukan oleh beberapa orang (Iyer, 2018).  Selain itu, aktifitas yang ditemui di Kota Surabaya dalam kegiatan komunitasnya, sudah memiliki jaringan yang cukup inovatif dan juga kreatif. Sedangkan untuk di Kota Malang masih menuju tahapan kualitas yang baik. Perlu adanya motivasi dan dorongan supaya Kota Malang mampu mengikuti jejak perkembangan smart people yang ada di Kota Surabaya.

Abstract

Pemerintah Daerah kota Yogyakrata telah menyediakan berbagai aplikasi smart city guna untuk membantu masyarakat dan lemabaga pemerintah untuk mempermudah menajalankan tugasnya. Dengan adanya beberapa aplikasi ini dapat merubah tata kelola pemerintahan Yogyakarta dengan mudah. Sehingga pemerintah Kota Yogyakarta menggunakan beberapa aplikasi smart city tersebut untuk mempermudah pelayanan public. Penelitian ini bertujuan menganalisis dan menggambarkan keadaan pelayanan public yang mengguakan aplikasi smart city di daerah Yogyakarta. Penelitian ini menggunakan metode kualitatif dan kuantitatif. Hasil penelitian menunjukan beberapa aplikasi smart city yang di gunakan di Yogyakarta salah satunya adalah “jogja smart service” dan sebagainya. Pemanfatan  Pelayanan public yang di lakukan elalui aplkasi ini sangat membantu masyarakat dan pemerintah kota Yogyakarta agar menjadi kota pintar.The Regional Government of Yogyakrata City has provided various smart city applications to help the community and government institutions to facilitate their tasks. With the existence of a number of these applications, Yogyakarta can easily change governance. So that the city of Yogyakarta uses several smart city applications to facilitate public services. This study aims to analyze and describe the state of public services that use smart city applications in the Yogyakarta area. This research uses qualitative methods. The results showed several smart city applications that are used in Yogyakarta, one of which is "jogja smart service" and so on. Utilization of public services that are done through this application really helps the people and the city of Yogyakarta to become smart cities. Abstract should only be typed in one paragraph and one-column format.
