Abstract

This article explores the role of mass media in shaping public perceptions of poverty alleviation programs in Aceh. Framing analysis based on Robert N. Entman’s theory, this research aims to understand how the mass media chooses focus, point of view and emphasis to present information about the issue of poverty and programs to overcome it. This article describes the complexity of Aceh’s history, especially the armed conflict which had a significant impact on political and economic life. The research is motivated by the need to understand how mass media plays a key role in shaping public opinion regarding poverty alleviation efforts in Aceh. The research method uses a qualitative approach with framing analysis as the main analytical tool. This research uses Ncapture and NVivo to collect and analyze data in the form of news and journal articles related to poverty alleviation programs in Aceh. The sample used was news related to the poverty alleviation program in Aceh published by the mass media detik.com, then analyzed using framing techniques to identify the framing patterns used by the mass media in reporting the poverty alleviation program in Aceh. The results of this analysis show that Aceh still faces serious challenges in overcoming poverty, and the mass media plays an important role in shaping public perceptions of this issue. This article contributes to an understanding of the political dynamics and construction of news related to poverty in Aceh and provides a basis for improving communication strategies in poverty alleviation efforts.Keywords: Media role, development politic, framing, poverty reduction program, AcehABSTRAKArtikel ini mengeksplorasi peran media massa dalam membentuk persepsi masyarakat terhadap program pengentasan kemiskinan di Aceh. Analisis framing berdasarkan teori Robert N. Entman, penelitian ini bertujuan untuk memahami bagaimana media massa memilih fokus, sudut pandang, dan penekanan untuk menyajikan informasi tentang isu kemiskinan dan program-program penanggulangannya. Artikel ini menggambarkan kompleksitas sejarah Aceh, terutama konflik bersenjata yang berdampak signifikan pada kehidupan politik dan ekonomi. Penelitian dilatarbelakangi kebutuhan untuk memahami bagaimana media massa memainkan peran kunci dalam membentuk opini publik terhadap upaya pengentasan kemiskinan di Aceh. Metode penelitian menggunakan pendekatan kualitatif dengan analisis framing sebagai alat analisis utama. Penelitian ini memanfaatkan Ncapture dan NVivo untuk mengumpulkan dan menganalisis data berupa berita dan artikel jurnal terkait program pengentasan kemiskinan di Aceh. Sampel yang digunakan adalah berita-berita terkait program penanggulangan kemiskinan di Aceh yang dipublikasikan oleh media massa detik.com, kemudian dianalisis menggunakan teknik framing untuk mengidentifikasi pola framing yang digunakan media massa dalam melaporkan program penanggulangan kemiskinan di Aceh. Hasil analisis menunjukkan bahwa Aceh masih menghadapi tantangan serius dalam mengatasi kemiskinan, dan media massa memainkan peran penting dalam membentuk persepsi publik terhadap isu tersebut. Artikel ini memberikan kontribusi dalam pemahaman tentang dinamika politik dan konstruksi berita terkait kemiskinan di Aceh serta memberikan landasan bagi perbaikan strategi komunikasi dalam upaya pengentasan kemiskinan.Kata Kunci: Peran media, politik pembangunan, framing, program penanggulangan kemiskinan, Aceh

Abstract

The One Data Policy aims to improve data openness practices by ensuring the availability of high-quality data to the public through open data portals, both at the national and regional levels. This research aims to evaluate efforts to develop the One Data Policy in Public Services in the Sleman Regency by analyzing six indicators: agenda setting, problem analysis, operational plans, implementation, monitoring, and evaluation. Qualitative research method with a case study approach with data sources obtained from scientific articles, mass media, and Sleman Regency regional regulatory documents. The research results show that implementing identified agenda-setting is related to inaccurate data and non-compliance with policies by increasing the capacity and quality of human resources through good governance and communication. Problem analysis highlights the importance of using actual data in decision-making. One Data Regency's operational plan facilitates access to government services even though implementation has not been evenly distributed due to digital limitations. Implementing the One Data policy in the Sleman Regency involves building communication and collaboration. Monitoring and evaluating Satu Data Sleman Regency shows that socializing policies to the community and providing incentives or sanctions to policy implementers are used to overcome obstacles. Recommendations for developing One Data in Sleman Regency by strengthening data quality, investing in human resource training, expanding digital infrastructure, better communication and collaboration, socializing policies, and a culture of using data in decision making.

Abstract

Perkembangan pembangunan dalam ranah reklamasi sudah sangat masif dilakukan di kota-kota besar di Indonesia. Kota Manado termasuk dari kota yang sangat sering melakukan reklamasi hal ini dilakukan untuk pembangunan jalan, pusat perbelanjaan, hotel dan bentuk pariwisata lainnya. Pada kenyataanya, reklamasi di Kota Manado selalu menjadi cerita yang menegangkan terutama bagi para masyarakat pesisir, maka tujuan dari artikel ini untuk mengetahui perlindungan hukum terhadap masyarakat dan lingkungan yang diakibatkan dari adanya reklamasi di Pantai Manado. Penelitian menggunakan metode Normatif-Empiris yakni dengan mengkaji implementasi ketentuan hukum normatif dalam penerapannya di masyarakat. Terlaksananya reklamasi di Pantai Manado banyak tidak melibatkan persetujuan dari masyarakat pesisir dan tidak juga memperhatikan dampak pada aspek lingkungan. Berdasarkan hasil penelitian, reklamasi di Pantai Manado ditemukan bertentangan dengan aturan-aturan yang ada. Pertama, dampak sosial akibat dari reklamasi di Pantai Manado melanggar UU No. 27 Tahun 2007 Pasal 34 ayat (2). Kedua, melanggar Peraturan Menteri Kelautan dan Perikanan No. 25 Tahun 2009 Pasal 16. Selanjutnya, pelanggaran pada aspek lingkungan diatur dalam UU No. 27 Tahun 2007 yang tertera pada Pasal 35 huruf (c) dan (d). Kegiatan reklamasi di Manado pada nyatanya menghilangkan mata pencaharian, sulitnya akses melaut dan kebisingan akan kegiatan dari reklamasi dan juga ditemukan adanya kerusakan terumbu karang yang berdampak buruk pada biota-biota laut.

Abstract

This study aims to present a history of city branding: hyper-competition, challenges, and opportunities for improvement. The method used in this study used qualitative with a literature study approach. The findings in the study showed that in understanding the place and building city branding, there are at least three processes first through urban governance planning or infrastructure, then observation by looking at other places in the city branding. Finally, branding representation on social media is in the form of websites and tweets through news, while Instagram is through branding images from somewhere and several other media. Furthermore, City branding can be hyper-competition, showing that business competition is increasing. On the other hand, it can be a challenge and an opportunity considering that many cities have reimagined their competitive strategies by maximizing their internal potential, namely existing resources, to take opportunities and anticipate the threats faced. The contribution of this study provides an understanding of measurements in the city branding literature, helps researchers discover new studies, and can interpret the complex nature of cities. Another thing is that closing the gap between theory and practice presents a huge challenge for brands.

Abstract

This study examines the e-government implementation in Indonesia, focusing on the comparative digital maturity of Bandung and Malang City. Employing a qualitative descriptive research methodology, this analysis primarily utilizes data from the official government websites, Bandung.go.id and Malangkota.go.id, both recognized for achieving high levels of digital maturity. The research aligns with the United Nations’ digital maturity evaluation criteria, scrutinizing key dimensions of e-government deployment. The findings reveal that both cities have established an integrated digital ecosystem that facilitates online services across various sectors. However, the arrangement of online services on the Malang City website lacks user intuitiveness, which may hinder public engagement. In terms of telecommunications infrastructure, Bandung City demonstrates superior performance, showcasing exceptional internet speeds, network coverage, and the availability of advanced technologies such as 4G+ and 5G. Both cities are committed to enhancing community internet access by providing free Wi-Fi initiatives. Furthermore, the study highlights substantial efforts by the local governments to improve human resource quality, evidenced by notable achievements in human resource management within their respective administrations. This research underscores the critical importance of digital maturity in enhancing public service delivery and promoting inclusive access to information technology in urban settings. Studi ini mengkaji implementasi e-government di Indonesia dengan fokus pada perbandingan kematangan digital Kota Bandung dan Malang. Menggunakan metodologi penelitian kualitatif deskriptif, analisis ini terutama memanfaatkan data dari situs web resmi pemerintah, Bandung.go.id dan Malangkota.go.id, yang keduanya diakui telah mencapai tingkat kematangan digital yang tinggi. Penelitian ini sejalan dengan kriteria evaluasi kematangan digital Perserikatan Bangsa-Bangsa, dengan memeriksa dimensi kunci dari penerapan e-government. Temuan menunjukkan bahwa kedua kota telah membangun ekosistem digital terintegrasi yang memfasilitasi layanan daring di berbagai sektor. Namun, pengaturan layanan daring di situs web Kota Malang kurang intuitif, yang dapat menghambat keterlibatan publik. Dalam hal infrastruktur telekomunikasi, Kota Bandung menunjukkan kinerja yang lebih baik, dengan kecepatan internet yang luar biasa, cakupan jaringan, dan ketersediaan teknologi canggih seperti 4G+ dan 5G. Kedua kota juga berkomitmen untuk meningkatkan akses internet masyarakat melalui inisiatif penyediaan Wi-Fi gratis. Selain itu, studi ini menyoroti upaya signifikan oleh pemerintah daerah untuk meningkatkan kualitas sumber daya manusia, yang dibuktikan dengan pencapaian penting dalam manajemen sumber daya manusia di masing-masing pemerintahan. Abstract

In recent era, we can see so many party trapped into an internal conflict, one of them is Golkar and PKS, see two parties with different ideological foundations, which of course has a mechanism of different conflict resolution processes, but falls within the same internal conflict circle that is still related to the existence of party elites especially when the conflict is up to the binding decision of the Supreme Court then the author seeks to dig the political party in Indonesia in resolving the internal problems of the party so as not to affect the internal party. This paper use a qualitative methods with most of the data came from literature review and from secondary data from the party itself. The result of this paper is that party internal conflict aren’t causes by ideological things, but causes by elites needs. This can be solved by strengthen the position of party court and increasing the amount of member in party court.

Abstract

Adopsi dari teknologi dalam berbagai sisi kehidupan, termasuk pemerintahan, menimbulkan pertanyaan tersendiri bagaimana konsep tersebut dapat diimplementasikan secara riil dalam kehidupan sehari-hari. Penulisan ini dilakukan untuk melihat keadaan penerapan E-Government sebagai produk dari kemajuan teknologi di bidang pemerintahan dalam praktik kehidupan bermasyarakat. Dalam penelitian ini, akan disajikan mengenai keberhasilan dari penerapan E-Government di Kota Yogyakarta. Penelitian ini dilakukan dengan menggunakan pendekatan analisis kualitatif yang berdasarkan metode deksriptif dengan menelusuri fakta-fakta empirik dalam topik pembahasan yang sedang dikaji. Hasil penelitian menunjukkan bahwa penerapan E-Government di Kota Yogyakarta telah berhasil sesuai dengan prinsip ketersediaan dan aksesibilitas yang ditunjukkan dengan tingkat penggunaan aplikasi Jogja Smart Service (JSS) yang tinggi di masyarakat. Meski demikian, pemerintah perlu untuk mengadakan sosialisasi dan edukasi terhadap masyarakt tentang pelayanan yang diberikan dalam bingkai E-Government. Selain itu, layanan dalam E-Government juga perlu mendapatkan pendampingan untuk terus berkembang dan disesuaikan dengan kondisi mutakhir yang ada dalam masyarakat.

Abstract

This study aims to determine the efforts to protect ecosystems through empowering communities around Mount Merapi National Park (TNGM). Mount Merapi National Park is in the Special Region of Yogyakarta. TNGM is a conservation area because it is used as a means of utilizing the maintenance of living natural resources and the surrounding ecosystem. This study uses a descriptive method that provides an overview of the relationships that occur in society such as processes, activities, views and the influence of phenomena that occur. This study uses a qualitative method that provides an overview of the relationships that occur in society such as processes, activities, views and the influence of phenomena that occur in this study. The result of this research is that the protection of Mount Merapi National Park is carried out by directly involving the community in its development and empowerment. All decision-making activities that involve the community in the management of Mount Merapi National Park can be started from the planning, implementation, activities, monitoring and evaluation stages. In maintaining the ecosystem, one of them is by managing tourism such as making flower gardens, besides that the government must also be involved in monitoring community-based tourism management. Abstract

The prevalence of stunting is still a serious health problem that requires special handling. Participate in accelerating the reduction of stunting in children under five, which is a priority program for the Government of Indonesia as stated in the National Medium-Term Development Plan (RPJMN) 2020–2024, the Bantul Regency Government with more than 45,000 children under five and stunting cases of around 3,056 children calculated per quarter of 2022 to develop a program called Bantul Sehat Ekonomi Karo Jamu (Bantul Seroja) to reduce stunting prevalence in Bantul Regency. This study aims to see how the implementation of the concept of Best Practice in public service innovations in Bantul Seroja through five stages of analysis, consisting of impact, partnership, sustainability, leadership, and transferability. Data collection uses secondary data techniques obtained indirectly through information available in the mass media, websites, articles, social media, and online news. This study shows that the public service innovations of Bantul Seroja get a good response from the community because they have an impact that can be felt directly under the urgency of the community's needs in the health sector.

Abstract

Recurring floods on the island of Sumatra highlight the complex interaction between deforestation, climate change, and environmental governance; however, this relationship is often inadequately represented in media discourse. This study aims to analyze how national and international media frame deforestation and flooding issues from a sustainable development perspective.This research employs a qualitative case study approach, drawing on Norman Fairclough’s Critical Discourse Analysis (CDA), which conceptualizes discourse as a social practice that reflects power relations and ideology. Data were collected from 30 national and international news articles published in 2025 using the NCapture feature and analyzed with NVivo 12 Plus. The analysis focuses on lexical patterns, actor representation, and the construction of relationships between deforestation, climate change, and responsibility distribution. The findings reveal significant differences in media framing. National media tend to emphasize extreme weather and disaster impacts, while international media consistently link flooding to deforestation and ecosystem degradation. These patterns indicate that media discourse can either naturalize environmental disasters or expose their structural causes. This study contributes theoretically by integrating Critical Discourse Analysis with Sustainable Development Goals (SDG 13: Climate Action and SDG 15: Life on Land), offering a novel analytical framework to understand how media discourse shapes environmental accountability and sustainable development narratives in Indonesia.
