Abstract

The community service program conducted at the "Bu Sila" Fish Bread SME aims to enhance the capacity and quality of fish bread production by implementing sustainable strategies within the framework of the green economy. This program was carried out over six months, from July 28 to October 20, 2024. The main focus of the program was to provide appropriate technology support, including a hygienic oven machine, fish bread molds, and corrosion-resistant worktables. The provided technology was designed to improve production efficiency, maintain product quality, and support environmental sustainability by reducing waste and energy consumption. With the assistance of a baking oven and stainless steel or corrosion-resistant composite molds, the business partner was able to increase production capacity by 30–50%. This program not only enhances the partner's market competitiveness but also promotes a transition toward more environmentally friendly business practices. This aligns with the principles of the green economy, emphasizing resource efficiency and reducing negative environmental impacts. Overall, the program offers a long-term solution to improve productivity, quality, and business sustainability while strengthening the market competitiveness of fish bread products in an increasingly competitive market.

Abstract

Tingkat Partisipasi Angkatan Kerja (TPAK) mengalami peningkatan selama lima tahun terakhir, namun partisipasi kerja perempuan masih rendah dibandingkan laki-laki.

Abstract

Higher education institutions face challenges in both academic and non-academic fields due to dynamic environmental and regulatory changes. Universities must be adaptive through effective implementation of risk management (RM) to achieve organizational goals. The community service (PKM) partner in this program is the Faculty of Teacher Training and Education (FKIP) at the Islamic University of Lamongan (UNISLA), which is in the early stage of implementing RM. Based on the experience of the Internal Quality Assurance Agency (BPI) of Universitas Negeri Surabaya, a *knowledge-sharing* activity was conducted to enhance RM maturity at UNISLA. The aim of this program is to improve the partner’s ability and skills in applying RM effectively. The PKM program began in March 2025 and was carried out in four stages: preparation, material presentation, training and mentoring on risk identification, and evaluation. The activities took place from May 15 to September 26, 2025, involving 12 members of UNISLA’s quality assurance team. The results showed a significant improvement in RM understanding (p<0.001), with the average score increasing from 45.70 to 69.60. Participants were also able to complete the risk register, develop an organizational structure, and draft RM guidelines. Participants responded positively to the mentoring activities. The PKM outputs include an activity video, online media publication, intellectual property rights (IPR), a memorandum of understanding (MoU), and an article submitted to an international reputable journal. Abstract

Poverty is a multidimensional problem that poses a primary challenge to economic development in Indonesia. The study aims to analyze the influence of unemployment, average years of schooling, and the Gini ratio on poverty, both partially and simultaneously. This research employs a quantitative method with a descriptive approach. The research design utilizes panel data combining cross-sectional data (38 regencies/cities) and time-series data (years 2022-2024). The research location is East Java Province. The subject/data source is secondary data from publications by the Central Bureau of Statistics (BPS). The data collection technique was carried out using the documentation method. The data analysis technique used panel data regression analysis. The results show that unemployment has a positive and significant effect on poverty, average years of schooling has a negative and significant effect on poverty, and the Gini ratio has a positive and significant effect on poverty. Simultaneously, unemployment, average years of schooling, and the Gini ratio are proven to have a significant effect on poverty in regencies/cities in East Java Province. The conclusion of this study indicates that poverty in East Java is influenced by labor market dynamics, the quality of public education, and the level of income inequality. Increases in unemployment and income inequality tend to raise poverty levels, while improvements in average years of schooling play a role in reducing poverty. The suggestion from this study is that the government should prioritize policies for job creation, improving the quality and equity of education, as well as reducing income disparities between regions in order to support a sustainable reduction in poverty levels.

Abstract

This study analyses the impact of local taxes, local levies, general allocation funds (DAU), and special allocation funds (DAK) on capital expenditure in the Gerbangkertasusila region (two cities and five districts) during the period 2015–2024. The background of the research stems from the dynamics of regional autonomy and fiscal capacity disparities between regions, where Surabaya is the main driver of regional development while other regions are relatively limited. The research method uses a quantitative approach with panel data regression analysis (CEM, FEM, REM) as well as Chow, Hausman, and Lagrange Multiplier tests to determine the best model. The test results indicate local taxes, DAU, and DAK have a significantly impact on capital expenditure, while local levies have no effect. Simultaneously, the four variables together explain 89.15% of the variation in capital expenditure, emphasising the importance of combining local revenue and central transfers to support development. These findings align with federal fiscal theory and previous research, emphasising the need to optimise tax collection, enhance the effectiveness of local revenues, and manage DAU and DAK accountably to strengthen local fiscal capacity and improve public service quality.

Abstract

Poverty remains a major structural issue in East Java Province, as evidenced by variations in poverty levels across districts and cities. This investigation evaluates the implications of education, minimum wage, and unemployment on poverty levels in East Java during the 2022–2024 period, grounded in the Vicious Circle of Poverty theory, which highlights the interconnectedness of human resources, employment opportunities, and income in perpetuating poverty. The present study applies a quantitative approach using panel data that merges cross-sectional datasets from 38 districts/cities with time-series records for 2022–2024, acquired from the BPS, and analyzed using panel regression models. The empirical evidence suggests that education imposes a significant negative effect on poverty, minimum wage exerts a negative yet statistically non-significant effect, and unemployment demonstrates a positive and significant impact; in unison, these three factors exert a statistically meaningful collective influence. Therefore, integrated policies are essential to enhance education, foster formal employment, and strengthen wage policies.
