Abstract

COVID-19, a new variant of pneumonia had the ability to spread rapidly. The resulting impact of the rapid spread of the virus can be seen in all parts of the world. One of them is the change of behavior where face-toface activities are now held online, which has an impact on the increase of internet usage, also the increase of cybercrime threats. This research aims to determine the level of threat of cybercrime that occurred during the COVID-19 pandemic, as well as the role of the Indonesian government in identifying and mitigating it. Data on cybercrime and key events used is data from February through April of 2020, obtained from various open sources. Timeline analysis is used on cybercrime and key events data to help make identifying cybercrime easier before a threat analysis is performed. Cybercrimes that occur during time of research can be categorized into 4 (four) threat agents; malware, online fraud, Zoombombing, and Distributed Denial-of-Service (DDoS). Malware becomes the majority of threat agent, and after the threat analysis is performed, belongs to ‘critical’ level, while online fraud and DDoS fall into the ‘high’ level and zoombombing falls into ‘negligible’ level. Government agencies responsible for detecting and mitigating cyber crime threats are the National Cyber and Crypto Agency, State Intelligence Agency, and Indonesian National Police. Abstract

The demographic bonus is a phenomenon where the population structure is very beneficial in terms of development because the population of productive age is very large, while the proportion of young people is getting smaller and the proportion of old people is not much. Indonesia will get a demographic bonus, which is the number of labor force ages (15-64 years) reaching around 70 percent, while 30 percent of the population is not productive (aged 14 years and under and aged over 65 years) which will occur in 2020-2030 . On the one hand, demographic bonuses benefit because of the abundance of productive Human Resources (HR). But on the other hand, disaster is ready to lurk if the abundant workforce is not of good quality. Productive age population who are not in their best performance will certainly be excluded. Unpreparedness both physically and mentally will make the workforce difficult to compete. Drugs are one of the factors that make productive age performance not prime. Abstract

Terrorism is a real threat to the state and society. Acts of terror that create widespread fear can have a negative impact on national security. One of the government's efforts to tackle terrorism is deradicalization. This study aims to view and analyse policies to combat or eradicate terrorism in perspective of some stakeholder. The method used is a qualitative method with data from literature studies and the publication of existing deradicalization programs. This study found that the main stakeholder with three stakeholder attributes such as power, legitimacy and urgency is the National Counterterrorism Agency (BNPT). However, social factors such as academics, society, religious and / or community leaders are also important stakeholders in the implementation of deradicalization. Abstract

The development of communication technology continues to advance rapidly. Social media is able to present individual voices that have never been heard through mainstream media coverage before. In Indonesia, the changes in the world have become increasingly clear when the era of communication has flooded the lives of religious communities. Religious discourse in Indonesia in recent years has been colored by accusations of religious intolerance in the form of hate speech through social media. The prohibition on the construction of houses of worship, prohibition of book discussions, attacks on certain groups, heresy from certain religious groups, threatening expressions of hatred, and so on are a series of acts of religious intolerance so that the potential for social conflict appears clearly. The Police Intelligence and Security as an institution that has the obligation to carry out early detection of threats must play an active role in making prevention and anticipation efforts. This research examines the Strategic Intelligence Analysis of Religious-Based Hate Speech on Social Media by the Directorate of Intelligence and Security at Polda Metro Jaya.

Abstract

Belakangan aspek dalam TPPO ikut mengalami transformasi seiring dengan kemajuan teknologi komputer dan jaringan internet tersebut sehingga membuat TPPO juga terhubung menjadi bagian dalam kejahatan cybercrime. Teknologi seolah membuka pintu bagi jaringan perdagangan orang di dunia maya sebagai jalan bagi para pelaku untuk merekrut, mengeksploitasi dan mengendalikan para korbannya. Pada bulan Mei 2023 yang lalu Kementerian Luar Negeri RI menyampaikan bahwa pemerintah telah memulangkan 1.138 warga negara Indonesia korban perdagangan orang yang dipekerjakan pada perusahaan situs judi online, situs porno dan online scam di Kamboja. Kondisi ini setidaknya dapat memberikan gambaran tentang situasi aktual TPPO yang terhubung dengan cybercrime kepada masyarakat nasional maupun internasional. Oleh karena itu kejahatan perdagangan orang dengan modus ini harus dipandang sebagai kejahatan serius karena dapat mengancam keamanan nasional dan global. Imigrasi Indonesia memiliki peran yang cukup signifikan dengan melakukan upaya pencegahan keberangkatan baik di perbatasan maupun pintu-pintu perlintasan sebagai filter terakhir dalam memerangi kejahatan cybercrime dan TPPO.

Abstract

Pancasila is the ideology of the Indonesian state, which allows us to integrate the diversity that exists in Indonesia into a unified Indonesian state. Five important values are included as guidelines for the state of Indonesia. The revival of the values of Pancasila for state administrators has many implications. Start with being tough and sensitive to the surrounding issues, includingnational issues. Second, of course, if the state administrators have Pancasila values, the interests of the Papuan people will take precedence over the interests of individuals or groups. Furthermore, discipline in carrying out obligation. Besides that, they able to control himself, including his own family. The method for collecting data from articles uses a literature review from several literatures such as: magazines, books and also articles. The gap is still visible, because the results of the study show that the activation of the Pancasila values carried out in Papua has not been fully implemented. The most important key forin revitalizing these values is the application of principles by three elements of state government: local government local (Pemda), DPR Papua (DPRP), as well as Papuan People's Parliament (MRP). Andhope that we all can absorb, apply, and operate values in Pancasila in life in a country Unitary Republic of Indonesia.

Abstract

The phenomenon of "no viral, no justice" emerges due to public distrust of the justice system, prompting people to "play judge" themselves on social media in the name of substantive justice, despite the risks of defamation and violations of the legal process. The purpose of this research is to analyze the “no viral, no justice” phenomenon arising from social media-based law enforcement and evaluate its harmony with the principles of progressive law. This normative legal research uses a conceptual approach, applying primary and secondary legal materials, a literature study for data collection techniques, and content analysis to describe the application of progressive legal concepts in social media-based law enforcement. Qualitative data analysis is carried out systematically to draw conclusions in accordance with the research problem formulation. The results show that the "no viral, no justice" phenomenon arises because law enforcement is influenced by public pressure due to viral cases on social media to be addressed immediately, thus creating the perception that non-viral cases mean no justice. This contradicts the principles of progressive law, which promotes the protection of human rights, substantive justice, and rejects discrimination. Law enforcement is also still not considered harmonious with progressive law because viral cases on social media are prioritized without considering justice holistically, while the principles of equality before the law and the presumption of innocence should still be upheld before public pressure comes into play.

Abstract

Indonesia’s energy security can be assessed using a four-pronged management approach: affordability, accessibility, availability, and acceptability. This aspect is influenced by various internal and external strategic environments, such as energy supply and demand trends, investment in supporting infrastructure development, and the impact of related and cross-sectoral policies and regulations. This study based on descriptive quantitative method with a cost-benefit analysis tool of sufficient coal supplies to coal steam power plants to meet supply quality and low-cost fuel-based electricity. Besides that, this study also uses PEST (Politics, Economy, Social, Technology) analysis to look at it from the external environment. The study used secondary data using cost-effectiveness analysis tools. In addition, Focus Group Discussion was conducted to identify variable indicators that can be used to analyze alternatives and interventions. FGD’s are also conducted to assess the recognition of each variable index. The assessment uses the Likert scale. A limitation of this study is that it is a short-term effort, so the cost-benefit analysis is limited to identifying alternatives and interventions being analyzed. The results of this study are an analysis of the economic value of coal as a fuel for steam power plants as a booster of the economy in Indonesia because it can produce a lot of strong and stable electricity with inexpensive infrastructure investment. The limitation of this research is the efficiency of alternatives in analyzing the cost benefits of coal as a fuel for steam power plants.

Abstract

Maritime immigration control and inspection at Indonesia's sea borders encounter significant difficulties due to poor coordination and collaboration among border authorities. This study explores the implementation of maritime immigration regulations in Indonesia, highlighting their lack of alignment with international standards, particularly in terms of border immigration management and inter-agency cooperation. The research aims to assess the existing legal framework and procedures for immigration control and inspection at Indonesia's maritime borders. The methodology applies both internal and external policy evaluations, conducted through an analysis of national regulations and interviews with relevant agencies. The findings show discrepancies between national regulations and international standards, along with weak border immigration management and inadequate coordination, leading to inefficiencies in maritime border control and inspection. This study contributes to providing a framework for maritime border management, the aspects of control and inspection at Indonesia's maritime borders, and redefining the phases of immigration control and inspection in these areas.

Abstract

This article discusses a concrete legal issue related to drug trafficking in Indonesia, focusing on the challenges of law enforcement and the impact of corruption within the judicial system. Corrupt practices among law enforcement officials hinder the effectiveness of law enforcement and exacerbate drug-related problems. This research reveals that corruption, particularly in the form of bribery, has created an environment conducive to the narcotics trade, resulting in overcrowding in correctional facilities and neglecting rehabilitation for addicts. By analyzing the factors influencing the sustainability of the narcotics business and its impact on society, this article offers recommendations for a more holistic legal approach, including the implementation of restorative justice and more effective alternative sentencing. Through a deeper understanding of the interaction between law and corrupt practices, it is hoped that more effective strategies can be formulated to address the narcotics issue in Indonesia.
