Abstract

This study investigated the influence of identity politics on Indonesia’s electoral dynamics during the 2014 and 2019 elections and evaluates the role of the National Police Security Intelligence Agency in addressing these challenges. Amidst the backdrop of low political literacy and the pervasive influence of social media, religious and ethnic tensions were notably manipulated for electoral gain. The research employed qualitative methods, including interviews, observations, and document analysis, primarily conducted in Jakarta. It revealed that the National Police adopted a "cooling system" intelligence strategy to effectively mitigate conflicts arising from identity politics while also considering the impact of global political trends on local scenarios. This study contributes to the development of an operational intelligence policing model, offering strategic insights for managing identity-based conflicts in democratic elections. This research not only enriches the academic discourse on electoral security and democracy but also provides actionable insights for policymakers and law enforcement agencies aiming to uphold democratic integrity amidst challenging political climates.

Abstract

Penelitian ini dilakuan untuk melihat bagaimana peran TNI khususnya Kodam I Bukit Barisan dalam melaksanakan tugas Operasi Militer Selain Perang (OMSP), yaitu dalam mendukung pengembangan Daerah Pariwisata Super Prioritas (DPSP) Danau Toba yang berkelanjutan dalam bidang sosial, budaya, lingkungan dan ekonomi. Selanjutnya penelitian ini juga dimaksudkan untuk melihat respon dari kementerian dan lembaga terkait terhadap peran dan keterlibatan TNI melalui berbagai kegiatan yang mendukung pengembangan DPSP Danau Toba. Tujuan terakhir dari penelitian ini adalah untuk mengetahui dan merumuskan langkah-langkah TNI selanjutnya dalam mendukung pengembangan pariwisata yang berkelanjutan di DPSP Danau Toba. Penelitian ini menggunakan pendekatan Kualitatif dengan wawancara kepada narasumber kunci, dan didukung oleh studi literatur. Hasil penelitian yakni peran TNI cukup penting dalam mendukung pariwisata berkelanjutan di Wilayah Danau Toba dikarenakan TNI memiliki tugas dalam OMSP yang bersinergi dengan masyarakat dan pemerintah untuk bersama-sama mewujudkan kepentingan nasional yakni mendukung pengembangan Daerah Pariwisata Super Prioritas (DPSP) Danau Toba yang berkelanjutan dalam bidang sosial, budaya, lingkungan dan ekonomi. Kodam I Bukit Barisan telah melaksanakan tugas OMSP salah satunya di bidang pariwisata untuk mendongkrak pariwisata berkelanjutan. Sebagai saran diharapkan penelitian ini bisa dilanjutkan dengan menggunakan metodologi yang berbeda, selanjutnya penelitian ini bisa digunakan sebagai masukan kepada Kodam lainnya yang berada di wilayah DPSP yang ada di Indonesia.

Abstract

This study explores career development policy implementation and evaluation for functional officials at Stamarena Police, focusing on enhancing organizational performance. Career development within organizations, particularly law enforcement agencies, plays a crucial role in improving employee performance and professional service delivery. Using a qualitative methodology with a literature review approach, the research analyzed policy documents, performance reports, and relevant scientific publications concerning police career development and human resource management. The findings identified several key challenges, including suboptimal competency-based performance evaluation systems, limited professional growth opportunities, and inadequate integration of career management information systems within Stamarena Police. The study reveals the necessity for strengthened planning and budgeting strategies to support sustainable career development initiatives. Recommendations include enhancing performance assessment mechanisms, expanding competency development programs, and integrating information systems to optimize career management for functional officials at Stamarena Police. These findings contribute to the broader understanding of career development in law enforcement institutions and provide practical solutions for improving organizational effectiveness.

Abstract

This study aims to analyze the role of digitalization in Micro, small, and medium enterprises (MSME), the mobile street traders (pedagang kaki lima/PKL) in order to have economic resilience that has an impact on national security. The approach taken is a quantitative method using primary data from a sample of 1409 street vendors in the 2021 DKI Jakarta PKL masterplan study spread across five areas of DKI Jakarta. The survey results show that street vendors, especially in the DKI Jakarta area, are still not optimally utilizing the marketplace in the form of digitizing online marketing. Further steps are needed regarding this problem for street vendors that involve all stakeholders, not only from the DKI Jakarta Provincial Government but also from other banking and private parties in realizing the role of digitizing street vendors which has an impact on national resilience in the economic sector.

Abstract

Violence against women and children is increasingly occurring through social media, as the use of digitized technology increases. This research aims to investigate some of the elements that contribute to violence against women and children on social media, as well as the impacts faced by victims. The research used an extensive literature evaluation, analyzing various related texts, journals and research papers. The results show that the main causes of violence against women and children on social media include patriarchal culture, lack of digital literacy, user anonymity, weak regulation and law enforcement, and normalization of violence in the digital space. The impacts include psychological, social, and economic disruption for victims. Based on these findings, this research provides recommendations for improving digital literacy for the community, strengthening legal regulations related to gender-based forms of violence in the realm of social media, and working together with the government, social media, and community organizations to develop a safer and more inclusive digital landscape.

Abstract

This study examines strengthening Scientific Crime Investigation (SCI) approaches through forensic laboratory methods for solving witness-less murder cases in Polrestabes (Metropolitan Police Resort) Bandung’s jurisdiction. The case study focuses on Police Report LP/B/421/XII/2024/JBR/Restabes BDG/Sektor Batununggal, involving victim MMY who died from neck slashing and back stabbing by an unknown perpetrator. Forensic laboratory methods serve as central pillars of SCI approaches. Without eyewitness testimony, scientific analysis of physical evidence becomes the sole objective means of uncovering facts. Forensic laboratories enable precise analysis of DNA, fingerprints, blood, fibers, and digital traces which potentially identifying suspects or supporting alibis. These laboratories accelerate investigations while enhancing legal evidence validity through scientifically accountable methods. Strengthening forensic laboratory facilities, human resources, and operational systems is crucial for effective law enforcement in witness-less homicide cases. The study employs a qualitative case study approach based on the Polrestabes Bandung case. Data collection includes literature reviews, interviews with investigators and experts, and investigation document analysis. This analysis aims to provide recommendations for strengthening forensic laboratory method utilization in witness-less homicide investigations. The research expects to deliver concrete recommendations for enhancing forensic laboratory method implementation in similar cases, providing replicable insights for police investigators. Additionally, it aims to contribute to strategic policy development regarding forensic laboratory methods within law enforcement institutions, ultimately improving the effectiveness of criminal investigations when traditional witness testimony is unavailable.

Abstract

The "Hand of Love (Bantuan Tangan Kasih) Assistance Program" under the leadership of Paulus Waterpauw from 2020-2022 in West Papua Province is investigated in this study. The data used here were firsthand information directly related to the implementation of the program and its implementation, along with documents, reports, and literature related to Pancasila values, regional leadership, and specific programs. The results of the research are discussed based on the policy implementation of Van Meter and Van Horn (1975), which emphasizes six dimensions, namely policy goals and objectives, policy resources, characteristics of implementing agents, implementing attitudes, communication between implementing organizations, and socio-economic and political environment. The findings show that the success of the implementation process of the Hand of Love Assistance Program is greatly influenced by the characteristics of the implementers. The hedonistic lifestyle after the enactment of the Special Autonomy has eroded the morality of almost some state administrators. The "hand of love" program is a program that has been implemented by a transmigration and labor office, Bank Penyalur, as the implementer.

Abstract

The integration of computing technology and its widespread adoption by society has transformed online games from solitary and individualistic activities into socially embedded environments. This transformation is driven by institutional pressures that shape consumption behavior, while also eliciting varying levels of individual resistance. These patterns of social interaction are significantly influenced by demographic and individual playing characteristics. This study aims to examine how these characteristics affect consumption behavior in online games. Adopting principal component analysis and regression methods based on previous research, the study found that institutional influence is strongly associated with playing duration and the desire to become a professional player. Meanwhile, individual resistance is influenced by age, playing time, and the same desire. Conducted in Jakarta, the findings reveal that structural pressure is primarily shaped by playing characteristics, while resistance is affected by both demographics (specifically age) and individual playing characteristics.
