Abstract

Minimum service standards hereinafter abbreviated SPM is a provision of the type and quality of basic services that are obligatory area obtained every citizen is entitled to a minimum. Minimum Service Standards health sector Health hereinafter referred SPM is a benchmark performance of health services, held the Regency/City. Health decentralization in Indonesia has been implemented since 2001. Basic health services Pekanbaru City can not be said to be good. Total availability of medical personnel and doctors are not proportional to the population. Distribution of medical personnel and doctors uneven per-districts in the city of Pekanbaru. Besides the availability of health centers, polyclinics and sub districts are also uneven. Pekanbaru city has not had a referral hospital, although their Arifin Achmad.Standar pelayanan minimal yang selanjutnya disingkat SPM adalah ketentuan tentang jenis dan mutu pelayanan dasar yang merupakan urusan wajib daerah yang berhak diperoleh setiap warga secara minimal. Standar Pelayanan Minimal bidang kesehatan selanjutnya disebut SPM Kesehatan adalah tolok ukur kinerja pelayanan kesehatan yang diselenggarakan Daerah Kabupaten/Kota. Desentralisasi kesehatan di Indonesia telah dilaksanakan sejak tahun 2001.Pelayanan kesehatan dasar Kota Pekanbaru belum dapat dikatakan baik. Jumlah ketersediaan tenaga medis dan dokter tidak sebanding dengan jumlah penduduk. Distribusi tenaga medis dan dokter yang tidak merata per-kecamatan di Kota Pekanbaru. Selain itu ketersediaan Puskesmas, Poliklinik dan Pustu kecamatan juga tidak merata. Kota Pekanbaru belum memiliki rumah sakit rujukan, kendati adanya RSUD Arifin Achmad.

Abstract

Traditional leadership, as a vital component of a society’s cultural and social heritage, has become an area of increasing focus amidst the rapid changes of modern times. This study examines the leadership of Ninik Mamak from the Suku Nan Tujuh in  Public Service The Kepenghuluan Rantau Bais, which holds a rich cultural legacy rooted in its traditional leadership system. The primary aim of this research is to explore and understand the traditional administrative leadership model of the Ninik Mamak Suku Nan Tujuh in the context of Kepenghuluan Rantau Bais. Utilizing a comprehensive qualitative approach, data were collected through in-depth interviews with local leaders, community members, and traditional figures. Historical and documentary data were also analyzed to trace the evolution and transformation of the traditional leadership system.The findings reveal that the traditional administrative leadership model in Kepenghuluan Rantau Bais remains active and plays a critical role in preserving social harmony and fulfilling essential functions within the community. However, the research also highlights challenges posed by modernization, urbanization, and shifting social values, which could potentially threaten the sustainability of this leadership model. This study provides valuable insights into traditional leadership practices in Kepenghuluan Rantau Bais and sheds light on the broader roles and challenges faced by indigenous communities in preserving their cultural heritage. The research emphasizes the importance of safeguarding and fostering cultural and social traditions in response to the dynamic changes of the modern era.

Abstract

Tourism plays a vital role in driving economic growth, particularly in remote island regions such as North Rupat Island, Bengkalis Regency. Despite its designation as a National Tourism Strategic Area under the 2011–2025 master plan, the progress of sustainable tourism development in this area remains limited. This study adopts a qualitative case study approach to assess the implementation of sustainable tourism principles. Data were collected through purposive sampling, including in-depth interviews, field observations, and analysis of local government planning documents. Thematic analysis was employed to evaluate the application of nine core principles of sustainable tourism. Findings reveal that implementation is only partial. Government-led training initiatives and community participation through tourism awareness groups are evident; however, critical challenges persist, such as inadequate infrastructure, unmanaged waste, limited community control over land, and weak enforcement of environmental regulations. Furthermore, local aspirations for improved road access remain unfulfilled, restricting tourism potential and economic benefits for residents. The study highlights a significant gap between national-level planning and local-level execution, underscoring the need for stronger integration among stakeholders. This research contributes by identifying key barriers and enabling factors for sustainable tourism and emphasizes the importance of inclusive, community-centered strategies tailored to island-based tourism contexts
