Abstract

This study explores the overlooked phenomenon of “political sungkeman “ as a culturally rooted yet politically strategic gesture performed by Prabowo Subianto toward Joko Widodo (Jokowi) during Indonesia’s 2019 and 2024 presidential elections. While symbolic gestures have been widely studied in global political communication, limited attention has been paid to how localized traditions like sungkeman are adapted to mitigate polarization and influence public perception in highly mediated electoral contexts. Utilizing a qualitative literature review combined with political discourse and media framing analysis, this study investigates the role of sungkeman through five analytical dimensions: political reconciliation, cultural symbolism, image strategy, public response, and media narrative. The findings reveal that sungkeman is employed as a calculated political communication tool that evokes familiarity, fosters reconciliation at the elite level, and helps craft a respectful public image. However, public reactions remain divided along cultural, social, and political lines, reflecting tensions between perceived sincerity and performative intent. The widespread use of digital platforms and entertainment politics further amplifies or challenges the authenticity of this gesture. This research contributes to the theoretical development of political semiotics by providing a culturally specific case from the Global South, demonstrating how traditional practices are repurposed for modern political goals. The implications extend to the broader discourse on democracy, suggesting that culturally resonant communication can foster national unity, but only when grounded in genuine accountability and transparent leadership.

Abstract

The maintenance of public security and order (Harkamtibmas) constitutes a core function of the Indonesian National Police, particularly at the sector police (Polsek) level as the frontline of preventive policing. However, the effectiveness of Harkamtibmas implementation faces increasing challenges following the restriction of investigative authority at the sector police level, especially in coastal border areas characterized by geographical vulnerability and transnational crime risks. This study aims to analyze the implementation of the Harkamtibmas policy at the Bantan Sector Police, Bengkalis Regency, by examining the factors that shape its effectiveness and identifying the institutional constraints encountered in practice. Employing a qualitative research design with a case study approach, data were collected through in-depth interviews, field observations, and document analysis, and analyzed using Edwards III’s policy implementation framework, which emphasizes communication, resources, implementer disposition, and bureaucratic structure. The findings reveal that communication and community engagement—particularly through the role of Bhabinkamtibmas—have contributed positively to preventive security efforts and early detection of disturbances. However, limited resources, territorial challenges, and restricted investigative authority significantly hinder response capacity and coordination, thereby affecting public trust and perceived legal certainty. Despite these constraints, the commitment and professionalism of implementers remain strong, enabling partial mitigation of structural limitations. This study contributes to policy implementation and security governance literature by demonstrating how authority restriction operates as a critical structural variable influencing preventive policing effectiveness in decentralized and high-risk contexts. The findings underscore the need for proportional resource allocation, adaptive authority arrangements, and strengthened coordination mechanisms to enhance Harkamtibmas implementation at the local level

Abstract

This study aims to determine the implementation of the Illegal Gold Mining (IGM) Countermeasure policy in the Kuantan Singingi Regency. This study uses a multi-sectoral multi-organizational network model consisting of a Contextual Assessment approach to understanding the environmental context and identifying stakeholders in policy implementation and joint visioning. This study critically examines the IGM in the regency in qualitative perspective from various related articles. A systematic literature review was used to analyze national and international journal articles from nine managed databases based on these concerns. From the literature review, 22 relevant research-based articles in the last 15 years from 2007 to 2020 were selected from Google Scholar, Taylor, Francis Outline, Springer Link, Emerald Insight, Science Direct, Sage Journal Online, and Oxford Cambridge. Three stages were carried out: preparation, screening and validation, and content review. The findings include 1) research showing that stakeholders involved from both government and community groups do not play an active and synergistic role in controlling IGM. 2) the implementation model of the IGM countermeasure, the government, the private sector, and the community must support each other in controlling and supervising IGM.

Abstract

This study presents a qualitative analysis that highlights a significant lack of knowledge regarding the lasting impact of community-led climate adaptation initiatives. It specifically examines the success of the Climate Village Program (ProKlim) in Tobek godang Village, Pekanbaru City, Indonesia. Although the program has been adopted across the entire country, there has been a lack of extensive research on its potential to be maintained over time and its effects on a local scale. This study provides a comprehensive evaluation of the selected village in Pekanbaru that has been awarded five ProKlim certificates, comprising of three main and two middle certificates of recognition. Data were gathered by systematic observations and comprehensive interviews with influential individuals involved in the matter. The findings suggest that Tobek godang Village has successfully implemented measures to adapt to and mitigate the impacts of climate change, including flood control, waste management, and urban greening. However, there are still some ongoing difficulties that need to be addressed. The program's ideal performance is hindered by inadequate finance, insufficient expert support, and a lack of socialization. Notwithstanding these obstacles, the village's accomplishments in community mobilization and environmental awareness are praiseworthy. The analysis recommends that the government and other stakeholders should increase their efforts to allocate funding and give expertise in order to improve program outcomes. This study provides insights into how grassroots climate programs might be scaled up in other vulnerable places. This contributes to the broader discussion on building resilience to climate change and promoting community-based environmental act.

Abstract

Mangrove forest management is important in efforts to preserve the environment in coastal areas. This activity is a good step to reduce damage to the mangrove ecosystem and maintain coastal damage. The research aims to find out the condition and development of the management of the Mangrove Forest Ecotourism Area. Based on the research results, there are several things that are still not running well, which can be seen from the lack of planning, organizing documents, lack of coordination and supervision of ecotourism management which is still less organized and structured, which can be seen from the absence of a fixed or routine schedule for monitoring ecotourism. Pangkalan Sesai mangrove forests, infrastructure, bridges that are no longer passable by visitors. Knowledge about tourism is still lacking and maintenance carried out by managers is not optimal. Then the addition of other attractions and road improvements to make visitors more comfortable, where accessibility is an important factor in the visiting sector
