Abstract

Budidaya jamur tiram sangat populer di kalangan masyarakat pedesaan maupun perkotaan, baik dalam skala kecil, menengah maupun industri. Budidaya jamur tiram di daerah dataran rendah (suhu ±30oC) memerlukan pengontrolan suhu dan kelembapan pada kumbung jamur untuk mendapatkan pertumbuhan badan jamur yang optimal. Pada fase pembentukan tubuh buah memerlukan suhu antara 27oC-29oC dengan kelembapan antara 70%RH-90%RH. Seiring pesatnya perkembangan teknologi saat ini pengaturan dan pemantauan suhu dan kelembapan dapat dilakukan dengan cara otomatis secara jarak jauh menggunakan mikrokontroler ATmega328 pada Arduino Uno dengan berbasis Internet of Things. Pengukuran suhu dan kelembapan menggunakan sensor DHT22. Akuisisi data pengukuran dikirimkan ke web server Blnyk menggunakan ESP8266 yang terhubung ke internet. Pengaturan dan pemantauan suhu dan kelembapan dapat melalui aplikasi android Blynk. Metode kontrol yang digunakan berupa kontrol On-Off pada relay. Dari hasil pengujian sensor DHT22 didapatkan hasil dengan galat suhu 0,28ºC dan kelembapan 2,66%RH. Dari hasil pengujian menunjukkan sistem telah berjalan sesuai rancangan.

Abstract

Strategic Plan is a planning document which act as a guideline in achieving the long-term purpose of an organization. The issue raised in this research is: How is the process in formulating strategic plan? How is the process in the establishment of budget plan? What obstacles and issue faced in the process of formulating strategic plan?The aim of this research is to understand the process in formulating strategic plan and to understand the estbalishment of budget planning. Further, this research is also conducted to identify the obstacles and issues faced by Education and Training Agency of Jakarta Capital City [“Badan Pendidikan dan Pelatihan Provinsi DKI Jakarta”] in formulating a strategic plan.This research is descriptive research using qualitative approach. The informant in this research is the leader and staff of Education and Training Agency of DKI Jakarta Province. This research uses two techniques in collecting data that is in-depth interview and documentation study.In answering such problem and aim of the research theory of strategic planning as one of the formal process in aiding organization in maintaining its optimal position which involves essential elements in such environment is used. Theory of budgetting is also used as an integral part in the process of strategic planning. The object of this research is Education and Training Agency of Jakarta Capital City in 2013.The result of this research shows that Education and Training Agency of DKI Jakarta is successful in producing strategic planning documents correctly because it has fulfilled all aspect in the process of formulating a strategic plan. In regards to estbalishment of budget, no issue were identified since such program and such activity is in accordance with strategic planning. However, the issue faced in the process of formulating strategic plan is the quantity and the quality of human resource.

Abstract

BUMDes is Lembaga Usaha Desa (Village Business Institutions) that managed by the community and Government of the Village for the effort to strengthen the village’s economy and it formed based on the needs and potential of the village. This study aims to determine the management process of BUMDes in Lerep Village, West Ungaran District, Semarang Regency. The research approach used was descriptive qualitative. The data collected by using data collection techniques through interviews with informants who are considered to have the potential to provide information about the management process of the BUMDes Gerbang Lentera as Penggerak Desa Wisata Lerep (The Driver of the Lerep Tourism Village), also through interviews and documentation of the management results of BUMDes.The results of the study indicate that even though it is still new, BUMDes Gerbang Lentera is one of the BUMDes whose management is already good in Semarang Regency, so that it becomes another village reference for visits and comparative studies. The management process of BUMDes is going well in accordance with the objectives of the establishment of BUMDes. This can be proved by the business units that running well. The good factors for managing the BUMDes Gerbang Lentera are the available resources, the community participation and empowerment, government support and the existence of cooperation with third parties. Yet, there are still obstacles to the development of BUMDes, namely that, it is still difficult to find employees because the salaries are less promising.The conclusions of the management of BUMDes Gerbang Lentera Desa Lerep have been very good, especially compared to other BUMDes in Semarang Regency. Itis just like most BUMDes in other villages in Semarang Regency, it is still difficult to find employees because BUMDes still have difficulties in providing salaries.Keywords: Village Business Institutions, Management, Obstacles

Abstract

Model manajemen bencana dewasa ini berfokus pada upaya pengurangan resiko bencana (mitigasi bencana) bukan sekedar pada usaha tanggap darurat. Kabupaten Magelang merupakan wilayah yang sangat rawan bencana, terutama bencana erupsi Merapi. Perlu sebuah penanganan khusus karena Merapi selalu aktif dan akan memenuhi janjinya. Berkaca pada erupsi Merapi pada tahun 2010 yang sangat kacau, dimana pada waktu para pengungsi tidak tahu harus mengungsi kemana. Sehingga yang mereka lakukan adalah lari sejauh mungkin dari zona rawan bencana. Beberapa bahkan sampai lari mengungsi di luar kota hingga ke Sleman dan Semarang. Keadaan pada waktu sangat tidak terorganisir, warga Desa Ngargomulyo merasa tidak ada yang mengayomi sedangkan dari pemerintah Desa Ngargomulyo tidak tahu kemana saja warganya mengungsi. Bahkan beberapa posko pengungsian melebihi kapasitas penampungan karena jumlah pengungsi yang berdatangan diluar perkiraan yang berimbas pula pada ketidakmampuan relawan menyediakan fasilitas dan logistik. Belajar dari kekacauan tersebut maka dibentuk model penanganan bencana dengan model sister village yaitu satu desa rawan bencana akan diarahkan mengungsi pada satu atau beberapa desa yang menjadi penyangga mereka. Dalam model ini Desa Ngargomulyo menjalin sister village dengan Desa Tamanagung. Sehingga pada waktu simulasi penanganan bencana erupsi Merapi, warga Desa Ngargomulyo memiliki arah yang pasti dalam mengungsi. Pengungsian lebih terorganisir, bahkan penyediaan fasilitas serta logistik dapat disipakan secara akurat melalui sistem pendataan kedua desa. Warga akan merasa aman dan nyaman karena mereka bersama-sama mengungsi pada tempat yang jelas sudah disiapkan bagi mereka. Bahkan aktivitas pemerintahan Desa Ngargomulyo dapat tetap aktif di Desa Tamanagung. Sehingga sistemsister village merupakan model penanganan bencana yang tepat dilakukan di Kabupaten Magelang. Abstract

Melalui sebuah karya Pramoedya Ananta Toer berusaha untuk menanamkan gagasannya dari jalinan cerita. Novel sebagai sebuah karya fiksi memberikan gambaran kehidupan tokoh-tokoh di dalamnya. Sebagai hasil kerja kreatif novel tidak hanya menyampaikan tetapi juga menampung ide, teori, dan sistem berpikir manusia. Tetralogi Buru yang terdiri dari Bumi Manusia, Anak Semua Bangsa, Jejak Langkah, dan Rumah Kaca mengungkapkan nasionalisme.Untuk melihat gagasan nasionalisme dalam Tetralogi Buru maka penulis menggunakan metode penelitian kualitatif dengan teknik pengumpulan data yaitu wawancara, studi kepustakaan, hermeunetika dan dokumentasi. Informan dalam penelitian ini adalah adik kandung Pramoedya Ananta Toer yaitu Soesilo Toer .Hasil dari penelitian gagasan nasionalisme Pramoedya Ananta Toer dalam karya “Tetralogi Buru” adalah perjuangan pribumi melawan ketidakadilan yang dilakukan kolonialisme terhadap bangsa Indonesia. Perlawanan pribumi semakin terorganisir dengan terbentuknya perserikat.Kata Kunci: Pramoedya Ananta Toer, Nasionalisme, dan Kolonialisme.

Abstract

Hubungan kemitraan tidak akan berjalan dengan baik tanpa adanya kesetaraan dan kepercayaandari masing-masing pihak. Meski hubungan kemitraan itumelibatkan antar instansi pemerintah,namun jika tidak dilandasi dua hal tersebut, maka akan rawan menimbulkansengketa. Seperti yangterjadi pada kemitraan pengelolaan obyek wisata Telaga Warna Dieng yang dilakukan olehPemerintah Kabupaten (Pemkab) Wonosobo dan Balai Konservasi Sumber Daya Alam (BKSDA)Jawa Tengah. Kedua belah pihak yang awalnya bekerja sama kemudian menjadi bersengketa.Penelitian ini bertujuan untuk mengetahui hubungan kemitraan yang terjalin, mengidentifikasipenyebab dan dampaksengketa, dan terakhir berusaha memberikan rekomendasi penyelesaiansengketa.Metode yang digunakan dalam penelitian ini yaitu deskriptif-kualitatif. Penelitiandilakukan di Kantor Pariwisata Ekonomi Kreatif Kabupaten Wonosobo, BKSDAJawa Tengah,dan BKSDAperwakilan Kabupaten Wonosobo,sertasekitar Telaga Warna Dieng. Teknikpengumpulan data penelitian ini diambil dari wawancara, dokumentasi, dan studi pustaka.Hasil penelitian ini menunjukkan bahwa kemitraan yang terjalin antara Pemkab Wonosobodan BKSDAJawa Tengahtidaklah memenuhi prinsip kesetaraan dan kepercayaan. Mulai darikedudukan yang berbeda tingkatan, perbedaan tugas dan fungsi instansi, hingga pembagiankeuntungan yang timpang. Akibatnya,sengketatidak bisa dihindari dan berakhir denganpemutusan kerjasama. Kerugian yang ditimbulkan tidak hanya bagi pihak yang bersengketasaja,namun meluas ke masyarakat dan para pelaku pariwisata.Hasil penelitian ini diharapkan bisa menjadi acuan dalam upaya resolusisengketaantaraPemkab Wonosobo dan BKSDAJawa Tengahdengan menekankan pada kerjasama yang sesuaidengan prinsip kemitraan, agar di masa mendatang tidak terjadi kembalisengketayang merugikanberbagai pihak ini. Kata kunci: kemitraan,sengketa, pengelolaan, obyek

Abstract

BRT Trans Semarang memiliki peranan penting sebagai pelayanan transportasi publik di Kota Semarang. Transportasi ini digunakan untuk mobilitas masyarakat setiap hari. Namun kenyataannya, masih ditemukan permasalahan dalam pelayanan terkait operasionalisasi BRT Trans Semarang berupa armada BRT dan shelter BRT. Selain itu, muncul keluhan dari masyarakat terkait rute pelayanan, waktu pelayanan dan sikap petugas. Sehingga menyebabkan berkurangnya kepuasan masyarakat sebagai pengguna BRT Trans Semarang.Penelitian ini bertujuan mengidentifikasi tingkat kepuasan masyarakat terhadap pelayanan BRT Trans Semarang pada koridor I, II, III, dan IV di Kota Semarang. Dalam penelitian ini menggunakan metode deskriptif kuantitatif dengan teknik observasi, penyebaran kuesioner dan dokumentasi berdasarkan Permenpan Nomor 14 Tahun 2017. Responden dalam penelitian ini adalah pengguna BRT Trans Semarang Koridor I, II, III, dan IV.Berdasarkan hasil survei yang dilakukan, penilaian IKM pelayanan BRT Trans Semarang koridor I, II, III dan IV menunjukan kategori puas. Dari penilaian 9 (Sembilan) unsur,unsur biaya atau tarif menjadi faktor pendorong tertinggi kepuasan masyarakat pada BRT Trans Semarang koridor I, II, III dan IV. Namun terdapat faktor penghambat pada BRT Trans Semarang koridor I, II, III dan IV yaitu unsur waktu penyelesaian dan faktor penghambat pada BRT Trans Semarang koridor III dan IV yaitu sarana dan prasarana. Dua unsur ini menjadi penyebab kurang optimalnya pelayanan BRT Trans Semarang sehingga masyarakat merasa kurang puas. Hal ini menunjukan bahwa setiap koridor memiliki tingkat kepuasan yang berbeda dari setiap unsur sehingga mempengaruhi kepuasan masyarakat ketika menggunakan koridor yang berbeda.

Abstract

ABSTRACTThe existence of green open space continues to decrease as a result of development. Reduction in the quantity of green open space which is very significant in urban areas, causes in lower quality of urban public green open space as a consequence of the development of the city that needs a lot of land. Though the existence of public green open space is needed as one of the important elements of the urban.This research was conducted with the aim to know how the existing condition, external and internal environment aspects in the management of green open spaces by the government that affect the prospect of development of existing green open space in the future in Surakarta. The results showed that there is a big gap between the percentages of obligations (20%) with a percentage of the existing condition of public green open space that exists (9.17%). The problem of green space in the city is related with the poor distribution and maintaining of green space, ineffective implementation of the regulation, budget and land limitation for the development.The recommendation could be made to the Government of Surakarta by arranging law enforcement related to the environment, good physical planning, and standardization of for human resources recommendation in the institutions which is responsible to manages of green spaces, direct the activities of Corporate Social Responsibility (CSR) for public green open spaces. In addition, look for alternative fulfillment of public green space area with the acquisition of private land, the revitalization of green space that has undergone over the function, or through the development of green space in the special functions.Keywords: Condition, Prospect, Existing, Public Green Open Space Development

Abstract

This study aims to determine the level of public satisfaction of public services in the Department of Population and Civil Registry of Klaten Regency in serving the making of e-ID card through IKM Conversion Value based on the Regulation of the Minister of Administrative Reform and Bureaucratic Reform No. 14 of 2017 About Guidelines for Arrangement of Public Satisfaction Survey Organizer Unit Public ServiceThis research uses descriptive research type with quantitative approach. The sampling technique used in this research is the non-probability sampling technique by using the result data from the questionnaire, observation, documentation, and unstructured interview.The result of the research shows that the value of Public Satisfaction Index/ Indeks Kepuasan Masyarakat (IKM) of public service on the service of making e-ID card in the Department of Population and Civil Registry of Klaten Regency is 2.91 with IKM conversion rate of 72.75. This result indicates that the level of public satisfaction on the service of making e-ID card in the Department of Population and Civil Registry of Klaten Regency is in the category of less satisfied. The calculation results of the 9 elements of the Satisfaction Index are presented as follows: (1) The requirement has an IKM conversion value of 72.75 with less satisfied category. (2) The procedure has an IKM conversion value of 62 under the category of not satisfied. (3) The service time has an IKM conversion value of 72.75 with less satisfied category. (4) Cost/tariff has an IKM conversion value of 89 with a very satisfied category. (5) Service products have an IKM conversion value. (6) The implementing competence has an IKM conversion value of 73.5 with less satisfied category. (7) Implementing Behavior has an IKM conversion value of 65.75 with less satisfied category. 8) Facilities and infrastructure have an IKM value of 60 with the category of not satisfied. (9) Complaint handling, suggestions and inputs have an IKM conversion value of 51.5 with the category of not satisfied. Community satisfaction is related to the level of one's feelings after comparing perceived performance/result with expectations. If people are not satisfied, this indicates that the performance of the public organizers is not good. To achieve progress of better services, they must realize the importance of increasing work productivity. On another word, the performance of the Department of Population and Civil Registry of Klaten Regency needs to be improved.

Abstract

The fulfillment of public service standards as regulated in the Constitution Number 25 Year 2009 is an obligation for any service executant. Not every public service executant, whether they are in the ministry/institution or local governments, has implemented what the consitituion has regulated. The results of compliance assessment on the service standards which is done by Ombudsman, Central Java representatives in 2016 at the Health Agency of Salatiga City indicates that the fulfillment of public service standards at the agency is still at the unsatisfactory level (red zone). At the 2017 the results improved, even not significantly, at the intermediate level (Yellow Zone). This is where the questions arise; Can the compliance assessment implemented by Ombudsman improve the quality of public services at all?             This research applies mix method, which combines the qualitative and quantitative methods using the collected data from interviews, observations, and questionnaires. Some source triangulations is implemented to test the data validity by comparing the results of interviews to the results of questionnaires which are addressed to the civilians as the service users.             Based on the research results, compliance assessment implemented by Ombudsman at the Health Agency of The Salatiga City could not yet improve the quality of public services held by OPD. This is discovered from surveys on the society’s satisfaction on the service: the service at 2016-2017 was still poor, This was caused by the service executant who didn’t implement the constitution number 25 year 2009 and yet to understand the indicators included in the public service. Compliance assessment that is expected to give transparency to the society so the civilans don’t have to ask when they use the service hasn’t alse succeeded yet, this is because the society tend to ask to the officers rather than look for the information.  Keywords: Ombudsman, Public Service, Compliance Assessment
