Abstract

The Ulee Lheue Ferry Port in Banda Aceh City serves a commercial route between Ulee Lheue - Balohan. The existence of this route is very important in an effort to support economic development in the Sabang region and development in the tourism sector. For this reason, it is necessary to provide services in accordance with statutory regulations in order to carry out good port activities. However, in fact there are still several indicators of service to passengers that are not in accordance with the provisions. Based on these conditions, the authors conducted a literature study on the problems found at the port. Then, an analysis is carried out using a method in order to obtain the results of the analysis as well as proposals for problem solving. The method used to analyze the existing problems is the analysis of the calculation of the level of conformity of passenger service standards in the Minister of Transportation Regulation Number PM 39 of 2015 with existing conditions. Based on the results of the analysis, it was concluded that the appropriate aspect percentage was 44% while the remaining 56% were not. The following aspects are not appropriate, among others: (a) safety aspects such as fire extinguishers that are not maintained, there are no signs for evacuation routes and evacuation gathering points, there is no list of emergency telephone numbers; (b) security aspects such as no information on security disturbances , CCTV at the port is not functioning optimally, the lighting is less intense, (c) comfort aspects such as toilet capacity are sufficient for the comfort of the toilet in a dirty and smelly condition, no temperature control facilities available, no passenger lane (gangway) directly to ships; (d) aspects of convenience / affordability such as no information service on ship trips, porters who are not in uniform; (e) aspects of equality such as no facilities for disabled passengers, facilities for nursing mothers that still do not meet the requirements of Passenger Service Standards.

Abstract

Manajemen pemeliharaan Echosounder atau fish finder sebagai sebagai wujud nyata dari Pengabdian Kepada Masyarakat  alat bantu ini digunakan  dalam operasi pendeteksi banyaknya  ikan merupakan alat pengindraan jarak jauh dengan prinsip kerja menggunakan metode akustik yaitu sistem sinyal yang berupa gelombang suara. Sinyal yang dipancarkan kedalam air secara vertikal setelah mengenai obyek, pantulan sinyal diterima kembali kemudian diolah sehingga menghasilkan keterangan tentang kedalaman air, kontur dan tekstur dasar  sungai dan laut dan posisi dari gerombolan ikan secara vertikal terekam secara jelas. Menggunakan alat pendeteksi ikan dan kedalaman laut ini tentunya memiliki kelebihan lain. Namun pada pada saat pengoperasiannya dengan menggunakan alat ini para pengguna kurang mengerti atau kurang memahaminya  dalam penggunaan alat tersebut, alat tersebut masih dalam keadaan terpasang  terus menerus meskipun dalam keadaan berhenti dalam penangkapan ikan. Tentunya akan mengakibatkan rusaknya alat tersebut ditambah dengan kondisi air yang asin. Ada beberapa pendapat dari para peserta menanyakan bagai mana agar alat tersebut tetap konstan stabil tidak terkena kendala oleh karena itu kami memberikan sumbangsi kepada para peserta tentang perawatan peralatan echosounder dan bagai mana cara kegunaannya yang benar dan baik untuk digunakan.

Abstract

Jepara Ferry Port is located in Jepara Regency, Central Java Province. The Jepara Ferry Port has three vessels in operation, namely KMP.Siginjai, KMC.Express Bahari 1C and KMC.Express Bahari 3F. There are several services that do not comply with regulations and are carried out by ship operators, even though the services on board have been regulated by the government to provide a sense of security and comfort during the crossing. This research aims to determine the level of suitability of ferry transportation services at KMP. Siginjai on the current conditions regarding Minimum Service Standards and knowing the service attributes that need to be improved on a priority scale. The method used is analysis of the level of suitability of SPM for ferry transportation and IPA to determine service attributes that need to be improved on a priority scale. Based on the results of the analysis and calculations, it was found that KMP.Siginjai had a suitability level for passenger services, namely 69.35%, KMP.Siginjai vehicle loading services, namely 75%, ship operation services, namely 100% and the results obtained were that service attributes needed to be improved on a priority scale for aspects Passenger services include first aid kits which are not yet available, security officers, reclining seats and sofas, separate toilets and passenger baggage facilities. In vehicle loading services, the attributes on the priority scale are evacuation routes, distance between vehicles and the distance between the ship wall and the vehicle and a light intensity of 200 – 300 Lux. The strategy offered to increase comfort and satisfaction is to provide facilities that are located on a priority scale.

Abstract

Construction and improvement of basic land-side facilities at the Bolok Ferry Port can support the smooth flow of mobilization of goods and passengers to optimize port operations. The aim of this research is to determine the existing conditions and analyze the need for basic land side facilities at the Bolok Ferry Port and to find out the location of the planned placement of main land side facilities based on the provisions of the applicable regulations. This research is a quantitative descriptive research, namely to determine the need for several basic facilities on the land side based on KM Number 52 of 2004 concerning the Implementation of Ferry Ports. The research results obtained show that it is necessary to increase the area of ​​the passenger terminal by 396 m2, repair and re-placement of vehicle weighers, increase the length of the way for passengers entering/exiting the ship (gangway) which directly connects to the ship's deck, adding vehicle barriers in the passenger drop-off/pick-up parking area. based on type, and adding vehicle barriers in ready-to-load parking lots based on their class. Efforts that can be made by related parties are to build and increase the area of ​​basic land-side facilities needed at the Bolok Ferry Port.

Abstract

The Minimum Service Standards for Ferry Transport are the minimum requirements that must be met by ferry transport companies in providing services to service users. Minimum Service Standards (SPM) inspection process so that when the ship operates it does not cause problems. However, in its implementation the Minimum Service Standards have not been implemented at the Bolok Ferry Port, especially for the Minimum Service Standards for Loading on 4 ships, namely: (1) KMP. Lakaan; (2) KMP. Skipjack II; (3) KMP. Uma Kalada; and (4) KMP. Inerie II on the Bolok – Rote route. The aim of this research is to determine the level or percentage of compliance with the Minimum Service Standards for Loading vehicles on 4 ships on the Bolok – Rote Route. The method used is an observation method in the form of a survey of the distance between vehicles and the level of conformity to Minister of Transportation Regulation Number 62 of 2019 concerning Minimum Service Standards for Ferry Transport. Based on the results of the analysis, it can be seen that on 4 (four) ships in The Bolok – Rote route does not comply with Ministerial Regulation Number 62 of 2019 concerning Minimum Service Standards (SPM) for Ferry Transport, namely: (1) KMP. The conformity rate was 62%; (2) KMP. Cakalang II conformity level of 62%; (3) KMP. Uma Kalada's conformity rate was 65.5%; and (4) KMP. Inerie II conformity rate is 65.5%. Based on the analysis, ship operators can increase the Minimum Service Standards (SPM) for vehicle loading, especially in the following aspects: (1) Safety aspects require improvements to sprinklers and smoke detectors; (2) Security aspects that require providing CCTV on the card deck and regulating the distance between vehicles; and (3) Convenience/affordability aspects include changes to the cardeck height, improvements to lights and fastening to the vehicle when sailing.

Abstract

Keamanan dan keselamatan dalam kegiatan keberangkatan dan kedatangan penumpang/kendaraan di suatu pelabuhan penyeberangan dipengaruhi oleh pola arus lalu lintas di pelabuhan tersebut. Penerapan sterilisasi pada setiap zona di pelabuhan dan kelancaran arus lalu lintas akan menjadikan suatu kegiatan yang aman dan selamat di pelabuhan Penyeberangan Jepara. Tujuan dari penelitian ini adalah untuk mengetahui kondisi eksisting sterilisasi di setiap zona dan kondisi arus lalu lintas di pelabuhan serta fasilitas yang mendukung penerapan sterilisasi dan arus lalu lintas. Metode yang digunakan untuk menganalisis permasalahan adalah metode observasi secara langsung di lapangan untuk mengamati penerapan sterilisasi pada Peraturan Menteri Perhubungan No. 91 Tahun 2021 tentang Zonasi pada Kawasan Pelabuhan yang digunakan untuk melayani angkutan penyeberangan dan manajemen arus lalu lintas di Pelabuhan Penyeberangan Jepara yang mengacu pada Peraturan Direktorat Jenderal Perhubungan Darat Nomor SK.242/HK.104/DRJD/2010 tentang Pedoman Teknis Manajemen Lalu Lintas Penyeberangan. Berdasarkan hasil analisis didapatkan bahwa pelabuhan penyeberangan Jepara belum menerapkan sterilisasi pelabuhan seperti pedagang kaki lima yang bebas berjualan di area dermaga, pengantar/penjemput yang mengantar atau menjemput penumpang langsung ke dermaga (zona C) dan adanya pemancing di area dermaga, maka penerapan sterilisasi sangat diperlukan. Masih bergabungnya loket tiket untuk penumpang dan kendaraan masih bergabung dengan area parkir siap muat untuk kendaraan golongan II dan III dengan kendaraan golongan IV dan V. Belum adanya tollgate dan jembatan timbang serta kurangnya fasilitas pendukung seperti rambu-rambu di setiap zona pelabuhan.

Abstract

This study aims to analyze the technicalities of public shipping from the aspects of ship construction and stability, to analyze non-technical factors that cause accidents, to find efforts to improve shipping safety in supporting policies and strategies related to the roadmap to zero accidents. The research method used to calculate stability and strength is a quantitative empirical method equipped with interviews and questionnaires. The research locations are Makassar, Jakarta, Semarang, Surabaya, Kupang, Sampit, and Jambi. The sample for the empirical method is the ship 100-150 GT which predominantly has an accident, while for interviews and questionnaires used 140 respondents. Data were analyzed by factor analysis and SWOT. The results showed that the vessel stability arm, stability arch area, and metacentra height (MG) met the criteria of the International Martim Organization (IMO) and were above the required conditions. Phinisi fleets are seaworthy from the aspect of stability. Ships have high feasibility to sail. The factor analysis found seven non-technical factors, namely duties and responsibilities, competence in the field of human resources in the field of ship safety, company commitment, shipping navigation equipment, crew competence, ship maintenance and loading systems, as well as recruitment and training. Therefore, the strategy to improve safety includes intensifying the ship skills and maintenance training program, improving shipbuilding quality standards, performance of ship navigation facilities, and seeking to implement technical standards for ship safety.

Abstract

Armada perkapalan yang semakin maju dari waktu ke waktu ternyata juga membawa dampak negatif, sama seperti semua jenis kemajuan teknologi mengakibatkan efek samping, termasuk dengan meningkatnya jumlah armada perkapalan. Setelah pengoperasian kapal-kapal, ternyata membawa permasalahan baru, fenomena Oil Pollution mulai muncul. Maka dibutuhkan peraturan-peraturan yang mengatur pencegahan dan pembatasan hal-hal yang berkaitan dengan Oil Pollution. Penelitian ini bertujuan untuk menganalisis penanganan Oil Pollution yang sesuai dengan sijil yang berlaku di atas kapal MT B Star . Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif. Dalam hal ini teknik pengumpulan data yang digunakan adalah wawancara dan observasi. Wawancara berupa Tanya jawab dengan beberapa kru kapal yang ada di tempat saat terjadinya Oil Pollution, sedangkan observasi berupa pendekatan terhadap objek penelitian. Dari hasil penelitian yang dilakukan, dapat diketahui bahwa penanganan Oil Pollution di atas kapal MT B Star masih kurang hal itu di karenakan kurangnya rasa tanggung jawab kru yang tidak menjalankan tugas nya sebagaimana tertera pada sijil dan banyaknya peralatan yang sudah tidak layak . Dua faktor tersebut bisa hilang dengan cara para kru menjalankan tugas nya sesuai muster list yang berlaku di atas kapal dan perusahaan perkapalan mau memberi peralatan yang layak di atas kapal untuk mencegah terjadinya Oil pollution dengan cara tersebut dapat dipastikan penanganan Oil Pollution dapat di lakukan dengan maksimal

Abstract

Marisa Ferry Port is a port that connects Gorontalo and Central Central Sulawesi. Ticket purchasing process ticket purchase process at Marisa Ferry Port still uses the manual method by queuing and having to wait for a long time at the port counter. at the port counter, because it has not using an online ticketing system. To improve the quality of service in booking tickets to users services, so this research aims to determine the readiness of service users and port officials port officers towards the implementation of an online ticketing system system in the ticket purchasing process at the Marisa Ferry Port, Gorontalo Province. Gorontalo Province. This research uses a quantitative approach with observation, documentation and questionnaire. Data collection was conducted by distributing questionnaires to service users and Marisa Ferry Port officers as respondents to obtain data on the level of readiness of service users and port officers. data on the level of readiness of service users and port officials. Based on the results of the analysis, it is known that the percentage of service user readiness is 93% and the readiness of port officials is 78%, indicating that service users and port officials are already ready. indicates that service users and port officials have fully support the implementation of Ministerial Regulation Ministerial Regulation No. 19 of 2020 to implement an online ticketing system at the Marisa Crossing Port. Marisa Crossing Port. For this reason, port organizers are expected to immediately realize online ticket purchases, prepare supporting facilities for online tickets and socialize to the public regarding changes in the ticket purchase system from manual to online using ferrizy applications and websites.

Abstract

The causes of shipping accidents, as identified by the KNKT investigation, included technical, weather, and human factors. As a result, community empowerment training was conducted in 2023 for loaders of inland waterway transport vessels Class I. This training aimed to enhance participants’ knowledge, insight, and skills regarding loading arrangements and stability testing of inland waterway vessels. The study employed a quantitative descriptive method using primary data from evaluations, including pretests and posttests administered to 30 training participants. The analysis technique utilized was the paired t-test. Results obtained through the Wilcoxon Matched Pair test indicated a significant difference between pretest and posttest scores, leading to the conclusion that participants’ knowledge improved after completing the training. The findings revealed that, out of 30 training participants, only 2 experienced a decrease in scores. Conversely, 28 participants showed positive results (positive rankings), indicating an increase in scores. The average pretest score was 73.67, which increased to an average posttest score of 92.50 following the training. These results were further supported by the significant difference shown in the paired t-test analysis. In conclusion, there was a significant improvement in participants’ knowledge after the training. It is recommended that the program be expanded to include more participants to ensure that the broader community, particularly ship operators, benefits from increased knowledge of shipping safety and proper ship loading practices.
