Abstract

The causes of shipping accidents, as identified by the KNKT investigation, included technical, weather, and human factors. As a result, community empowerment training was conducted in 2023 for loaders of inland waterway transport vessels Class I. This training aimed to enhance participants’ knowledge, insight, and skills regarding loading arrangements and stability testing of inland waterway vessels. The study employed a quantitative descriptive method using primary data from evaluations, including pretests and posttests administered to 30 training participants. The analysis technique utilized was the paired t-test. Results obtained through the Wilcoxon Matched Pair test indicated a significant difference between pretest and posttest scores, leading to the conclusion that participants’ knowledge improved after completing the training. The findings revealed that, out of 30 training participants, only 2 experienced a decrease in scores. Conversely, 28 participants showed positive results (positive rankings), indicating an increase in scores. The average pretest score was 73.67, which increased to an average posttest score of 92.50 following the training. These results were further supported by the significant difference shown in the paired t-test analysis. In conclusion, there was a significant improvement in participants’ knowledge after the training. It is recommended that the program be expanded to include more participants to ensure that the broader community, particularly ship operators, benefits from increased knowledge of shipping safety and proper ship loading practices.

Abstract

Paciran Port serves three routes, one of which is from Paciran to Bawean Island with one KMP Gili Iyang. Shipping safety is the reason in this study because several cases of trucks overturning in the vehicle loading space. This study aims to determine the procedures for transporting vehicles on KMP. Gili Iyang. This study uses a qualitative research method with a data collection method using the observation method and then comparing the conditions in the field with existing regulations such as the distance between vehicles, weighbridges, vehicle positions, sterilization of the transportation space, and vehicle tying. This problem uses the legal basis of the Regulation of the Minister of Transportation Number 115 of 2016 concerning Procedures for Transporting Vehicles on Ships. The results of this study are: Paciran Port already has a weighbridge, The ticket after weighing the vehicle only contains the weight of the load, The vehicle loading space is not yet sterile from passengers, The vehicle loading space is sterile from oil spills, The distance between vehicles is still too close and not appropriate, The placement of the vehicle position is still transverse and not appropriate, The mandatory lashing section has not been fully tied. The conclusion of this study is that the procedures for transporting vehicles and placing vehicles on the KMP. Gili Iyang are still not in accordance with the rules stated in the Minister of Transportation No. 115 of 2016. The recommendations given include: the crew of the KMP. Gili Iyang must carry out vehicle transport procedures in accordance with the Minister of Transportation No. 115 of 2016. The need for stricter supervision from the transportation organizer.

Abstract

in accordance with KP-DRJD 539 of 2022 concerning Guidelines for Planning, Development and Performance Evaluation of River, Lake and Ferry Ports, it is worthy of evaluation in order to determine the extent of operational performance that has been implemented so far. The purpose of this study is to determine the performance weight of the Kuala Tungkal Ferry Port. In this study, the researcher used a quantitative research method, namely collecting and processing figures that have been obtained through surveys. Based on the results of the study, it is known that the Kuala Tungkal Ferry Port has worked with an assessment weight of 76.7 and the category "Good" refers to KP-DRJD 539 of 2022 concerning Guidelines for Planning, Development and Performance Evaluation of River, Lake and Ferry Ports. This can be seen from the recorded ship maneuver time of 7 minutes and a rating of 80, the average time for vehicles to board and disembark the ship recorded at 25 seconds and 2 minutes 48 seconds with a rating of 100 and 80, the vehicle queue time to board the ship recorded at 12 hours 46 minutes and a rating of 20, and the pier usage ratio which received a score of 100. Thus, several actions are needed to improve the operational performance of the Kuala Tungkal Ferry Port such as ship traffic control by the LPS (Local Port Service) so that optimal ship maneuver time can be implemented. In addition, to optimize vehicle queue time, it is necessary to provide an appeal to the public to obey the rules in force in the Kuala Tungkal Ferry Port environment.

Abstract

Abstraksi ─ Inert gas system adalah suatu sistem yang memasukkan gas lembam ke dalam tangki muatan sehingga konsentrasi kandungan oksigen di dalam tangki selalu berada di bawah 8% dari volume tangki muatan di atas kapal. Sistem ini digunakan pada saat pemuatan, pembongkaran serta pembersihan tangki muatan karena pada kegiatan tersebut resiko terjadinya kebakaran atau ledakan lebih besar. Metode penelitian yang penulis gunakan dalam penyusunan skripsi ini penulis menggunakan teknik analisa data SHEL (Softwere, Hardwere, Environment, Livewere) untuk menentukan masalah dan USG (Urgency, Seriousness, Growth) sebagai teknik analisa data untuk menentukan prioritas dari permasalahan yang terjadi, yaitu penyebab korosi pada blower impeller IGS. Untuk mengatasi korosi pada blower impeller IGS di MT. SC Champion XLV sebaiknya lakukan pembilasan dengan air tawar setelah IGS beroperasi, serta menjaga tekanan scrubber pump sesuai dengan rekomendasi dari instruction manual book dan dilakukan penjelasan tentang prosedur pengoperasian IGS pada seseorang atau terutama pada beberapa orang awak kapal.

Abstract

Pelabuhan Penyeberangan Sei selari merupakan Pelabuhan yang berada di Provinsi Riau yang melayani Lintasan Sei selari–Air Putih . Load Factor pada Pelabuhan Penyeberangan Sei selari saat ini sudah mencapai batas maksimal sehingga diperlukan penelitian guna meingkatkan kualitas pelayanan dan keselamatan pengguna jasa angkutan penyeberangan. Metode yang digunakan dalam penelitian ini adalah analisis Load Factor, analisis kesesuaian standar pelayanan minimal pengoperasian kapal, analisis kebutuhan kapal, dan analisis penjadwalan. Teknik yang digunakan dalam penelitian ini adalah Teknik Sampling jenuh karena menggunakan seluruh populasi (kapal) sebagai sampel penelitian. Berdasarkan hasil analisis perhitungan Load Factor diperoleh Load Factor rata - rata penumpang dan kendaraan sebesar 10% dan 98.5% serta standar pelayanan minimal pengoperasian kapal belum terpenuhi dengan tidak sesuainya waktu keberangkatan kapal dengan jadwal yang tersedia. Terdapat perbedaan dari kondisi Existing, yang diperolah dari hasil analisis kebutuhan kapal dan penjadwalan kapal optimal sehingga menyebabkan adanya perbedaan antara pola operasi yang berlaku dengan rencana hasil analisis. Hasil Analisis dihitung berdasarkan jumlah trip dan jumlah kapal sesuai dengan kebutuhan pengguna jasa. Adanya perbedaan antara kondisi Existing dengan hasil analisis, dimana jumlah kapal ideal sudah sesuai dengan kebutuhan namun diperlukan penambahan jumlah trip kapal menjadi 27 trip/hari sesuai dengan kebutuhan pengguna jasa.

Abstract

The Merak and Bakauheni Crossing Ports are a port connection for the Merak-Bakauheni crossing which is referred to as the main bridge in connecting the islands of Java and Sumatra. Each port has various facilities that can support port operational activities, one of which is Local Port Services (LPS). Local Port Services (LPS) is a service for ship traffic that is only limited to providing information about port and terminal needs and operational data that is not responsive to shipping traffic within the coverage area of the relevant station. The feasibility of these facilities is very important for the purpose of communication with ships that will enter and exit the pier as well as supervision of the arrival and departure process of ships. The method used is an observation method so that data is obtained by making observations directly at the research location. At the Merak and Bakauheni crossing ports, there are already Local Port Services (LPS) facilities but based on the results of observations in the field, there are discrepancies with applicable regulations such as the condition of room needs and the competence of human resources needed for Local Port Services (LPS) activities. This study uses the Gap Analysis method to determine the gap between existing conditions and the Regulation of the Director General of Land Transportation Number: PR-DRJD 4 of 2021. Based on the results of the research by looking at the situation firsthand, it was found that there was a discrepancy with the Regulation of the Director General of Land Transportation Number: PR-DRJD 4 of 2021, namely trees and gangways that obstruct the indicators of free view to the water coverage area and the required human resource competencies have not been fulfilled. Efforts are made so that Local Port Services (LPS) activities can run optimally by felling trees and planning the relocation of Local Port Services (LPS) activities and involving existing human resources in various education and training activities in accordance with the required competencies.

Abstract

Konflik internal pemerintah Myanmar dengan suku Muslim Rohingya adalah salah satu dari sekian banyak bentuk tragedi yang mematikan dan memilukan. Penderitaan suku Muslim Rohingya ini tentu berimplikasi pada situasi keamanan regional Asia Tenggara. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi prinsip kebijakan luar negeri bebas aktif dalam upaya diplomasi Indonesia mengatasi konflik Rohingya di Myanmar. Konflik terkait isu kemanusiaan di Myanmar yang menimpa etnis Rohingya telah menarik keprihatinan banyak masyarakat internasional juga masyarakat Indonesia. Dalam pelaksanaan politik luar negeri diplomasi dapat menjadi suatu nilai tawar (state branding) untuk membangun image sebuah Negara. Diplomasi yang sukses membutuhkan negosiasi yang efektif. Pendekatan kualitatif yang digunakan dalam penelitian ini adalah jenis studi kepustakaan yang sumber datanya dianalisis dari buku dan jurnal terkait penelitian upaya diplomasi pemerintah Indonesia dalam mediasi konflik kemanusiaan di Myanmar. Temuan dari penelitian ini menunjukkan bahwa ada beberapa strategi diplomasi yang dilakukan oleh Indonesia dalam masalah konflik etnis Rohingya dengan pemerintah Myanmar, yakni pengajuan proposal kemanusiaan dan usulan formula 4+1 bagi masyarakat rohingya dimasa depan.

Abstract

Sungai Rowosari merupakan salah satu alur pelayaran yang melayani trayek Kendal–Batang di Kabupaten Kendal, Provinsi Jawa Tengah, dengan tingkat aktivitas pelayaran yang cukup tinggi, terutama oleh kapal nelayan dan angkutan sungai. Namun, kondisi eksisting menunjukkan bahwa fasilitas rambu perairan yang tersedia masih sangat terbatas, yaitu hanya terdapat satu unit rambu larangan. Hal ini berpotensi menyebabkan ketidakteraturan lalu lintas pelayaran serta meningkatkan risiko kecelakaan di alur sungai. Penelitian ini bertujuan untuk mengidentifikasi kondisi eksisting perambuan serta menganalisis kebutuhan rambu perairan di Sungai Rowosari. Metode yang digunakan adalah survei lapangan pada beberapa titik koordinat alur pelayaran, yang kemudian dianalisis menggunakan pendekatan deskriptif kualitatif dengan mengacu pada Peraturan Direktur Jenderal Perhubungan Darat Nomor KP.4755/AP.005/DRJD/2020 tentang Pedoman Teknis Rambu Sungai dan Danau. Hasil penelitian menunjukkan bahwa lalu lintas pelayaran pada trayek Kendal–Batang masih belum teratur, meskipun hanya terdapat tiga kapal angkutan sungai yang beroperasi setiap hari, karena tingginya aktivitas kapal nelayan di sepanjang alur. Ketidakteraturan ini disebabkan oleh minimnya jumlah rambu sungai sebagai sarana pengaturan lalu lintas perairan. Berdasarkan hasil analisis, kebutuhan rambu di Sungai Rowosari meliputi 21 unit rambu petunjuk, 8 unit rambu larangan, 2 unit rambu perintah, dan 2 unit rambu peringatan. Pemenuhan kebutuhan rambu tersebut diharapkan dapat meningkatkan keselamatan, ketertiban, dan efektivitas lalu lintas pelayaran di Sungai Rowosari.
