Abstract

This study investigates the adoption of digital technology in Indonesian village governance, specifically through the "Desaku Pintar" program aimed at digitizing Population Data Administration. It addresses the existing challenges of low public adoption rates and declining satisfaction indicators, aiming to explore how Digital Leadership and Information Technology Capability influence technology acceptance and usage within the public sector, and the moderating role of Readiness for Change. Utilizing the Unified Theory of Acceptance and Use of Technology (UTAUT) framework, this study employed a quantitative survey method involving 270 village government staff members. Data were analyzed through Structural Equation Modeling (SEM) using the AMOS software to test the proposed relationships and moderating effects. The study finds that Digital Leadership and IT Capability have a significant positive impact on Acceptance and Use of Technology. Specifically, Digital Leadership (β=0.724, p<0.001) and IT Capability (β=0.200, p=0.025) substantially enhance technology acceptance when moderated by Readiness for Change. The moderating effect of Readiness for Change was also confirmed, strengthening the relationship between Digital Leadership (β=0.116, p=0.041) and IT Capability (β=0.132, p=0.035) on technology acceptance. This research makes a novel contribution by integrating Readiness for Change into the UTAUT framework, contextualized within Indonesian village governance. Practically, the findings offer valuable insights for policymakers to enhance digital leadership and IT capabilities, facilitating effective technology adoption and improved public service delivery. Future research should employ longitudinal designs, mixed methods, and multilevel analyses, incorporating theories like Diffusion of Innovation (DOI) for deeper insights.

Abstract

The purpose of this study is to analyze the strategies implemented, the factors that influence them, and the challenges faced in efforts to shape the leadership character of santri in the pesantren environment. This study used a qualitative approach with a case study method to understand transformational leadership strategies at Pondok Modern Darussalam Gontor. The results of the study show that leadership education for santri at Pondok Modern Darussalam Gontor is carried out through role modeling, experience-based learning, and collective and participatory leadership. Factors that support the success of leadership education in Islamic boarding schools include the role modeling of kiai and ustaz, the santri regeneration system, a culture of discipline and independence, and an environment that supports leadership learning. Challenges faced in implementing leadership education in Islamic boarding schools include rapid technological developments, limited access to modern leadership insights, economic and social disparities, and resistance to change within the Islamic boarding school environment.

Abstract

ABSTRAK Program Adipura selama ini diposisikan sebagai instrumen kebijakan nasional untuk mendorong peningkatan kinerja pengelolaan sampah dan kualitas lingkungan perkotaan oleh pemerintah daerah. Namun, dalam praktiknya Adipura masih beroperasi sebagai kebijakan administratif yang bersifat lunak, sehingga belum memiliki kekuatan mengikat dan mekanisme akuntabilitas hukum yang memadai. Penelitian ini bertujuan merekonstruksi posisi hukum Program Adipura agar berfungsi sebagai instrumen tata kelola lingkungan yang efektif dan berkelanjutan dalam pengelolaan sampah daerah. Penelitian menggunakan pendekatan yuridis normatif dengan dukungan pendekatan konseptual, melalui analisis deduktif dan preskriptif terhadap peraturan perundang-undangan serta teori hukum lingkungan. Hasil penelitian menunjukkan bahwa kelemahan normatif Adipura terletak pada tiga aspek utama, yaitu ketiadaan dasar hukum yang kuat dalam hierarki peraturan perundang-undangan, tumpang tindih kewenangan antara pemerintah pusat dan pemerintah daerah, serta terbatasnya mekanisme akuntabilitas dan partisipasi publik. Berdasarkan kerangka tata kelola lingkungan yang baik dan teori efektivitas hukum, penelitian ini merekomendasikan penguatan status hukum Adipura dari peraturan menteri menjadi peraturan pemerintah atau peraturan presiden, integrasi indikator kinerja Adipura ke dalam sistem akuntabilitas kinerja pemerintahan dan indeks kinerja lingkungan hidup, serta pembentukan mekanisme pengawasan independen berbasis partisipasi publik. Temuan ini menegaskan bahwa transformasi Adipura tidak hanya memerlukan reformasi regulasi, tetapi juga perubahan paradigma hukum menuju sistem tata kelola lingkungan yang transparan, partisipatif, dan akuntabel. Dengan demikian, rekonstruksi hukum Adipura diharapkan mampu memperkuat pelaksanaan hukum lingkungan dan mewujudkan keadilan ekologis di tingkat lokal maupun nasional. Kata kunci: adipura; efektivitas hukum; good environmental governance; keadilan ekologis; partisipasi masyarakat.   ABSTRACT Article 1 the Minister of Environment and Forestry Regulation Number 76 of 2019 concerning Adipura states that Adipura is an instrument for monitoring the performance of regional governments in organizing waste management and green open spaces in realizing a clean, shady and sustainable environmental quality. This research aims to reconstruct the legal status of the Adipura Program so that it functions as an instrument of Good Environmental Governance in sustainable local waste management. The study is grounded on the weakness of Adipura’s normative foundation, which remains a soft law instrument without binding authority in Indonesia’s legal hierarchy. Methodologically, it employs a normative juridical and conceptual approach, using deductive–prescriptive analysis of environmental law, governance theories, and regulatory frameworks. The findings reveal three main normative weaknesses: (1) the absence of strong legal authority, (2) overlapping institutional mandates between central and local governments, and (3) limited mechanisms for public accountability. Based on GEG and the theory of legal effectiveness, the study proposes integrating Adipura into the national legal system by elevating its legal status to a Government Regulation, aligning its indicators with Performance Accountability System (SAKIP) and Environmental Performance Indeks (IKLH), and establishing an independent oversight body grounded in public participation. The study concludes that the transformation of Adipura requires not only regulatory reform but also a shift in legal paradigm toward a transparent, participatory, and accountable environmental governance system. Ultimately, the reconstruction of Adipura’s legal framework strengthens the implementation of the rule of environmental law and promotes ecological justice at both local and national levels. Abstract

This study examines the impact of leader emotional intelligence (LEI) on employee performance (EP) in Indonesian public sector organizations, with individual agility (IA) and organizational citizenship behavior (OCB) tested as mediators. Using survey data from 467 civil servants across local government agencies (Organisasi Perangkat Daerah; OPD), the proposed structural model was analyzed with PLS-SEM. The results indicate that LEI has significant positive effects on EP, IA, and OCB. OCB significantly mediates the relationship between LEI and EP, whereas IA does not exhibit a significant mediating effect. These findings underscore the importance of strengthening emotionally intelligent leadership and cultivating environments that encourage OCB to enhance employee performance and public service outcomes. The study contributes by integrating LEI, IA, and OCB within a single empirical model in a public sector setting and by showing that OCB, rather than IA, is the more salient behavioral pathway linking leadership to performance. The findings also provide support for Social Exchange Theory by highlighting how relational quality and extra-role behaviors shape performance within bureaucratic contexts.
