Abstract

Objective: This study aims to explore the effects of introducing an innovative culture on organizational health and performance within public sector entities, specifically focusing on the Surabaya City Government. The selection of Surabaya City Government is rooted in its pivotal role in public sector reform within Indonesia. The city ranks fifth in Indonesia’s Regional Competitiveness Index, highlighting the importance of fostering innovation to enhance organizational health and public service delivery. Design/Methods/Approach: Employing an action research design, this research utilizes a longitudinal survey method conducted at two distinct time points: pre and post innovative culture training intervention. The Organizational Health Index (OHI) and custom surveys on innovative culture are used to gather data from a sample of civil servants within various departments of the Surabaya City Government. Analytical methods include descriptive statistics, paired sample T-Tests, and structural equation modeling (SEM) to assess the impact of the innovative culture on organizational performance. Findings: The introduction of an innovative culture significantly reshaped internal alignments and quality of execution, leading to enhanced organizational performance initially. However, these changes also introduced challenges, such as disruptions in established processes and potential misalignment between short-term adaptability and the organization’s established long-term objectives. The findings indicate that while innovative culture fosters greater adaptability and responsiveness to change, it also necessitates sustained management focus to integrate innovations effectively without compromising the organization's core operational stability. Originality/Value: This study contributes to the existing literature by providing empirical evidence on the impact of innovative culture in a public sector context, a relatively underexplored area compared to private sector studies. It expands the understanding of how public organizations can harness innovative practices to enhance their health and operational efficiency. Practical/Policy Implication: The findings underscore the importance of careful implementation and continuous management of innovative practices within public organizations. For policymakers and practitioners, the study suggests establishing an Innovation Governance Committee to oversee the alignment and implementation of innovation with organizational goals and public accountability; implementing mandatory leadership training to foster transformational leadership, creative problem-solving, and cross-departmental collaboration; adopting innovation performance metrics to assess both qualitative and quantitative aspects of innovation, such as the successful integration of new initiatives and stakeholder feedback; and developing a policy to balance innovation with stability, using a phased approach to introduce new initiatives while maintaining core operational stability.

Abstract

This research aims to provide an understanding of the mechanisms underlying organizational commitment (OC) by utilizing psychological capital (PsyCap) as an antecedent and career adaptability (CA) as a mediator in this relationship. This study employs the conservation of resources (COR) theory to elucidate how PsyCap and CA can assist organizational members in enhancing OC when assessing the workforce quality in police settings. The study was conducted at police academy and state police school in Indonesia. The sampling technique adopted purposive sampling, targeting novice police totaling 417 individuals. Concerning the relationship between PsyCap and CA denoting a statistically significant positive relationship. This indicates that as PsyCap increases, CA tends to rise as well. The results demonstrate that the relationship between PsyCap and OC is not statistically significant. The relationship between CA and OC indicates an extremely significant positive relationship, meaning that a higher CA leads to an elevated OC. The indirect relationship between PsyCap and OC, when considering the mediating effect of CA on the relationship between PsyCap and OC, implies that PsyCap has a significant positive influence on OC through CA. It can be concluded that CA fully mediates the relationship between PsyCap and OC.

Using the PRISMA-based Systematic Literature Review (SLR) method, the findings indicate that strategic communication and transparency play a crucial role in shaping a positive governmental image. Digital innovations, such as online complaint platforms, enhance transparency and public engagement.  Theoretically, this study reinforces the concept of public relations as a strategic tool for strengthening government legitimacy. Moreover, the findings have managerial implications, recommending a more transparent and participatory communication strategy to foster public trust and improve the effectiveness of government policies.

Abstract

Sektor Forest and Other Land Use (FOLU) menjadi andalan mitigasi perubahan iklim melalui Perpres 98/2021 dengan target net sink 140 juta ton CO2e pada 2030. Berdasarkan tanggung jawab ini, dimungkinkan adanya mekanisme penuntutan tanggung gugat pemerintah atas kegagalan mencapai target FOLU Net Sink 2030 melalui proses litigasi iklim.

Abstract

This study aims to develop a hybrid legal framework that integrates Indonesia's positive Law with Islamic legal principles to regulate cloud-based notarial practices. This research is motivated by the increasing use of digital technology, particularly cloud computing, in notarial services. On one hand, this development offers greater convenience and efficiency, but on the other hand, it also raises serious concerns regarding cybersecurity and the protection of personal data. Employing a normative juridical method supported by conceptual and comparative approaches, this qualitative literature study examines key legal instruments, including the Electronic Information and Transactions Law (ITE Law), the Personal Data Protection Law, and the Notary Law, alongside classical and modern sources of Islamic jurisprudence. The analysis reveals a normative gap in Indonesia’s existing regulations concerning notaries' responsibilities in digital settings. In addressing this issue, Islamic principles such as amanah (moral responsibility), maslahah (public interest), and ḥifẓ al-māl (protection of wealth) provide ethical foundations that can meaningfully support and strengthen the legal framework. The main finding highlights that the integration of these legal systems not only strengthens the legal protection of data but also enhances public trust by embedding ethical values within regulatory structures. This research contributes a practical and conceptual model for digital notarial governance that is technologically responsive and culturally rooted, supporting the formulation of future regulations in Indonesia
