Abstract

The enactment of The Job Creation Law (JCL) affects various national regulations in Indonesia, one of which is forestry regulation. The Social Forestry Program, which was previously governed under a Ministerial Regulation, is now incorporated in the JCL. The JCL amends Indonesian National Forestry Law in its Articles 29 (a) and (b). The integration of the Social Forestry Program is asserted to have provided legal certainty and improvement towards the economy of the Forest Village Community, acknowledging their direct participation in managing the forest. Meanwhile, the alignment of the Social Forestry Program and the materialization of sustainable forest development is diminished. Thus, this paper aims to analyze which law models fit to strengthen the Social Forestry Program and Sustainable Forest Management (SFM) enforcement. This paper is an empirical research juridical research that is participatory. It includes discussions and interviews conducted with several related parties. In the collection of the legal materials, the authors use the method of inventory and documentation which are complemented by interviews and Focus Group Discussion (FGD). This study uses the statutory, conceptual as well as case approaches. This research finds that the ease of conducting investment encouraged by the JCL conflicted of various Indonesian environmental protection goals. For instance, the risk-based approach used in the environmental permit generates another loophole for both the SFM and the Sustainable Development Management (SDM) goals at any level. The discussion in this research is restricted by the national concept of the Social Forestry Program, which is merely regulated at the ministerial level, thus affecting the development of this study. Moreover, the authors pursue discussions with the affected community and relevant regional boards to redress the limited and less-updated supporting data available.

Abstract

Abstract

Objective: This study aims to explore the effects of introducing an innovative culture on organizational health and performance within public sector entities, specifically focusing on the Surabaya City Government. The selection of Surabaya City Government is rooted in its pivotal role in public sector reform within Indonesia. The city ranks fifth in Indonesia’s Regional Competitiveness Index, highlighting the importance of fostering innovation to enhance organizational health and public service delivery. Design/Methods/Approach: Employing an action research design, this research utilizes a longitudinal survey method conducted at two distinct time points: pre and post innovative culture training intervention. The Organizational Health Index (OHI) and custom surveys on innovative culture are used to gather data from a sample of civil servants within various departments of the Surabaya City Government. Analytical methods include descriptive statistics, paired sample T-Tests, and structural equation modeling (SEM) to assess the impact of the innovative culture on organizational performance. Findings: The introduction of an innovative culture significantly reshaped internal alignments and quality of execution, leading to enhanced organizational performance initially. However, these changes also introduced challenges, such as disruptions in established processes and potential misalignment between short-term adaptability and the organization’s established long-term objectives. The findings indicate that while innovative culture fosters greater adaptability and responsiveness to change, it also necessitates sustained management focus to integrate innovations effectively without compromising the organization's core operational stability. Originality/Value: This study contributes to the existing literature by providing empirical evidence on the impact of innovative culture in a public sector context, a relatively underexplored area compared to private sector studies. It expands the understanding of how public organizations can harness innovative practices to enhance their health and operational efficiency. Practical/Policy Implication: The findings underscore the importance of careful implementation and continuous management of innovative practices within public organizations. For policymakers and practitioners, the study suggests establishing an Innovation Governance Committee to oversee the alignment and implementation of innovation with organizational goals and public accountability; implementing mandatory leadership training to foster transformational leadership, creative problem-solving, and cross-departmental collaboration; adopting innovation performance metrics to assess both qualitative and quantitative aspects of innovation, such as the successful integration of new initiatives and stakeholder feedback; and developing a policy to balance innovation with stability, using a phased approach to introduce new initiatives while maintaining core operational stability.

Abstract

This research aims to provide an understanding of the mechanisms underlying organizational commitment (OC) by utilizing psychological capital (PsyCap) as an antecedent and career adaptability (CA) as a mediator in this relationship. This study employs the conservation of resources (COR) theory to elucidate how PsyCap and CA can assist organizational members in enhancing OC when assessing the workforce quality in police settings. The study was conducted at police academy and state police school in Indonesia. The sampling technique adopted purposive sampling, targeting novice police totaling 417 individuals. Concerning the relationship between PsyCap and CA denoting a statistically significant positive relationship. This indicates that as PsyCap increases, CA tends to rise as well. The results demonstrate that the relationship between PsyCap and OC is not statistically significant. The relationship between CA and OC indicates an extremely significant positive relationship, meaning that a higher CA leads to an elevated OC. The indirect relationship between PsyCap and OC, when considering the mediating effect of CA on the relationship between PsyCap and OC, implies that PsyCap has a significant positive influence on OC through CA. It can be concluded that CA fully mediates the relationship between PsyCap and OC.

Abstract

Sektor Forest and Other Land Use (FOLU) menjadi andalan mitigasi perubahan iklim melalui Perpres 98/2021 dengan target net sink 140 juta ton CO2e pada 2030. Berdasarkan tanggung jawab ini, dimungkinkan adanya mekanisme penuntutan tanggung gugat pemerintah atas kegagalan mencapai target FOLU Net Sink 2030 melalui proses litigasi iklim.
