Abstract

This study aims to analyze the implementation of four principles of Good Governance in an effort to improve the quality of public services at the Archives and Library Service of Gorontalo Province. The method used in this study is a descriptive research method with a qualitative approach, involving various stakeholders in the process. The results of the study indicate that the implementation of the principles of Good Governance in the Archives and Library Service of Gorontalo Province has been running well. Accountability is reflected through standard operating procedures (SOPs), effective supervision, information disclosure, and active public participation, while transparency is supported by the iArpus application and the SAKTI Card program, which allow for more accessible public access. The principle of the rule of law is consistently applied through regulations, personnel regulations, and the latest Governor's Regulation, ensuring that services become orderly and directed. Although follow-up to public input still needs to be accelerated, overall, the service demonstrates a strong commitment to professional, modern, and responsible public services.

Abstract

This study examines the implementation of the Village Fund Policy (Dana Desa) in Tilongkabila District, Bone Bolango Regency, within Indonesia’s decentralization framework. Although the Village Fund aims to promote participatory and equitable rural development, its implementation has often been constrained by administrative and structural barriers. The research employs a qualitative descriptive design using a case study approach across three villages Permata, Bongopini, and Iloheluma. Data were collected through in-depth interviews, observation, and document analysis involving 10–15 key informants, including village heads, members of the Village Consultative Body (BPD), and community representatives. Data were analyzed using Miles and Huberman’s (1994) interactive model consisting of data reduction, display, and conclusion drawing, and validated through triangulation and member checking. The findings reveal that planning processes are formally participatory but dominated by village elites, implementation tends to prioritize physical projects over empowerment programs, and supervision remains weak due to limited technical capacity and irregular district monitoring. Using Edward III’s implementation model, four key factors were identified: (1) communication, unclear dissemination of central directives; (2) resources, inadequate training and technical expertise; (3) disposition, uneven commitment among implementers; and (4) bureaucratic structure, rigid and overlapping reporting mechanisms. These findings demonstrate that the success of policy implementation depends not only on institutional frameworks but also on behavioral and contextual dimensions. The study contributes theoretically by validating Edward III’s model in a village governance context and practically by recommending strategies for administrative simplification, participatory planning, capacity-building, and community-based supervision. It concludes that effective decentralization requires not only fiscal transfer but also the transformation of local administrative behavior, communication, and institutional learning.

Abstract

This research aims to determine the significant factors of organizational culture that influence employee performance productivity using a path analysis model by looking at the total direct and indirect influence of sub-variables. Path analysis can describe the magnitude of the influence and significant variables using direct and indirect influences. By adapting to this case, direct and indirect modeling is needed to see the magnitude of the influence of these sub-indicators. Research related to organizational culture has been carried out to see how much influence organizational culture and motivation have on employee performance. The result is that the greater the organizational culture and achievement motivation, the higher the influence on employee performance. This type of research uses a qualitative and quantitative approach. This research uses a questionnaire to collect data, which has been tested for validity and reliability. This research was conducted at the Gorontalo District Health Service in 2022. Respondents used in this research were 57 Gorontalo District Health Service employees. Data analysis using software R. Results of the research show that organizational culture variables and sub-variables, namely artifacts (X1), values (X2), and basic assumptions (X3), significantly influence employee performance productivity (Y). The total effect is calculated using the path coefficient calculation of the significant variables. The total influence of organizational culture in the form of artifacts (X1) on employee work productivity (Y) is 72%, and the total influence of organizational culture in the form of values (X2) on employee work productivity (Y) is 65%. The total influence of organizational culture is in the form of basic assumptions (X3 ) on employee work productivity (Y) of 78%. This shows that the organizational culture variable influences the most significant influence, namely basic assumptions (X3). The Gorontalo district health office can consider the results of this analysis to make further policies regarding which organizational culture priorities will be implemented to increase employee productivity to the maximum.

Abstract

This study analyzes the effectiveness of public service in the Complete Systematic Land Registration (PTSL) program in Pohuwato Regency. The background highlights the need to evaluate service quality to ensure public satisfaction and smooth program implementation. The study employs a mixed-method approach with an explanatory sequential design, including SERVQUAL questionnaires, in-depth interviews, focus group discussions (FGD), and participatory observation. Findings reveal that the service effectiveness of PTSL is fairly good, yet all SERVQUAL dimensions show negative gaps between public expectations and perceptions. The largest gap is found in the tangible dimension (-0.94), while the smallest is in assurance (-0.56). Institutional factors are the most dominant in influencing service effectiveness (β=0.724), followed by human resources (β=0.689), technological infrastructure (β=0.567), and public participation (β=0.445). The main recommendations call for a holistic improvement approach emphasizing institutional strengthening, capacity building for human resources, upgrading physical facilities and technological infrastructure, and increasing public participation, including special programs for vulnerable groups. This study offers practical contributions by presenting a model to enhance public service effectiveness based on community participation and theoretical contributions by enriching the understanding of key factors influencing public service effectiveness in the context of the PTSL program.
