Abstract

Kepesertaan pekerja Bukan Penerima Upah (BPU) dalam program jaminan sosial ketenagakerjaan masih menjadi tantangan dalam upaya perluasan perlindungan sosial di Indonesia. Rendahnya tingkat partisipasi menunjukkan bahwa keberhasilan program tidak hanya ditentukan oleh ketersediaan layanan, tetapi juga oleh bagaimana pekerja memandang manfaat, biaya, risiko, akses informasi, dan kepercayaan terhadap penyelenggara program. Penelitian ini bertujuan untuk menganalisis peran persepsi dalam mendorong kepesertaan jaminan sosial ketenagakerjaan pada pekerja bukan penerima upah di BPJS Ketenagakerjaan Cabang Gorontalo. Penelitian menggunakan pendekatan kuantitatif dengan metode survei terhadap 100 pekerja BPU yang dipilih menggunakan teknik purposive sampling. Pengumpulan data dilakukan melalui kuesioner dan dianalisis menggunakan analisis jalur (path analysis) dengan bantuan SPSS 26. Hasil penelitian menunjukkan bahwa persepsi memiliki peran penting dalam membentuk keputusan kepesertaan pekerja. Motivasi partisipasi memberikan kontribusi positif terbesar terhadap kepesertaan, sedangkan persepsi risiko memberikan pengaruh negatif yang signifikan. Selain itu, persepsi manfaat, akses informasi, dan kepercayaan institusional berkontribusi positif terhadap peningkatan partisipasi kepesertaan baik secara langsung maupun melalui kepercayaan terhadap BPJS Ketenagakerjaan. Secara simultan, seluruh variabel persepsi mampu menjelaskan 61,4% variasi partisipasi kepesertaan pekerja BPU. Temuan ini menegaskan bahwa peningkatan kepesertaan jaminan sosial ketenagakerjaan memerlukan strategi yang berfokus pada pembentukan persepsi positif pekerja melalui edukasi, peningkatan kualitas layanan, dan penguatan kepercayaan terhadap institusi penyelenggara.

Abstract

Risiko kecelakaan kerja masih menjadi tantangan dalam upaya perlindungan tenaga kerja sehingga diperlukan sistem perlindungan jaminan sosial yang mampu memberikan rasa aman sekaligus mendukung terciptanya lingkungan kerja yang lebih selamat. Penelitian ini bertujuan menganalisis pengaruh perlindungan jaminan sosial terhadap risiko kecelakaan kerja pada peserta BPJS Ketenagakerjaan Cabang Gorontalo. Penelitian menggunakan pendekatan kuantitatif dengan metode survei terhadap 100 pekerja yang terdiri atas penerima upah dan bukan penerima upah di Kota Gorontalo. Pengumpulan data dilakukan melalui penyebaran kuesioner dan dianalisis menggunakan analisis jalur. Hasil penelitian menunjukkan bahwa cakupan kepesertaan, kecukupan manfaat, aksesibilitas layanan, efisiensi serta kecepatan layanan, dan fungsi mitigasi risiko memberikan kontribusi positif terhadap peningkatan upaya keselamatan dan kesehatan kerja. Di sisi lain, peningkatan penerapan keselamatan dan kesehatan kerja terbukti menurunkan tingkat risiko kecelakaan kerja. Pengaruh perlindungan jaminan sosial terhadap risiko kecelakaan kerja terjadi baik secara langsung maupun melalui peran keselamatan dan kesehatan kerja sebagai variabel mediasi. Secara simultan, model penelitian mampu menjelaskan 59,9% variasi risiko kecelakaan kerja, sedangkan sisanya dipengaruhi faktor lain di luar model. Temuan ini menegaskan bahwa penguatan perlindungan jaminan sosial melalui perluasan kepesertaan, peningkatan manfaat, kemudahan akses layanan, kualitas pelayanan, dan mitigasi risiko berkontribusi dalam menekan risiko kecelakaan kerja serta mendukung terciptanya perlindungan tenaga kerja yang lebih efektif.

Abstract

This study aims to analyze the effectiveness of digital-based public services at the Gorontalo Provincial Archives and Library Office using the three dimensions of organizational effectiveness proposed by Duncan (Steers, 2015): goal attainment, integration, and adaptation. The study employed a descriptive qualitative approach, with data collected through in-depth interviews, observations, and documentation involving seven informants. The findings indicate that, from the goal attainment dimension, several digital services, including digital membership registration, the Online Public Access Catalog (OPAC), and e-book services, have been made available. However, the number of iArpus users has continuously declined over the past three years, and book lending services are still conducted manually. From the integration dimension, 22 Standard Operating Procedures (SOPs) and memoranda of understanding with various partners have been established. Nevertheless, the lack of regular coordination has led to digital service processes that are not yet fully integrated. Along the adaptation dimension, a gap exists between younger employees, who tend to be more adaptable to technological change, and senior employees, whose digital literacy remains limited. This challenge is further compounded by constraints in infrastructure and budget allocation. The study concludes that the effectiveness of digital-based public services at the institution has not yet reached an optimal level. Therefore, continuous and integrated improvements, across the dimensions of goal attainment, integration, and adaptation arom renecessary to enhance the effectiveness of digital public service delivery.

Abstract

One of the crucial elements in government operations is the quality of public services, particularly passport services at the Class II Non-TPI Banggai Immigration Office. The purpose of this study was to evaluate the quality of public services using the five dimensions of SERVQUAL: tangibles, reliability, responsiveness, assurance, and empathy. This is a qualitative study using a descriptive approach. Informants, consisting of employees and service users, were observed, recorded, and interviewed as part of the data collection process. The results indicate that public services at the Class II Non-TPI Banggai Immigration Office are not yet optimal. In terms of tangible dimensions, there are still limitations in facilities, such as waiting rooms and the number of seats available to the public. In terms of trust, there are inconsistencies in service times and the ability of officers to operate technology-based systems. In terms of responsiveness, officers are not fast enough in providing services and responding to public complaints, especially during busy times. In terms of trust, the certainty of passport processing times and the clarity of information are still not fully consistent, so there is still room for complaints. In terms of empathy, attitude, communication, and attention to the public, there is still a lack of clear alignment and harmony among officers. This study concludes that the quality of public services at the Class II Non-TPI Banggai Immigration Office still needs to be improved through improvements to facilities and infrastructure, increased officer competence, optimization of the service system, and strengthening professional attitudes in providing services to the public.

Abstract

Penelitian ini menganalisis perencanaan pembangunan Bendungan Bulango Ulu di Kabupaten Bone Bolango dalam perspektif kebijakan publik serta faktor-faktor yang memengaruhi efektivitas perencanaannya. Penelitian menggunakan pendekatan kualitatif melalui studi dokumentasi dan penelusuran berbagai literatur, seperti jurnal ilmiah, dokumen kebijakan, laporan pemerintah, dan artikel terkait pembangunan infrastruktur. Hasil penelitian menunjukkan bahwa perencanaan pembangunan Bendungan Bulango Ulu dilakukan melalui tahapan identifikasi masalah, penyusunan agenda, formulasi kebijakan, implementasi, dan evaluasi. Efektivitas perencanaan dipengaruhi oleh faktor politik, administrasi, serta sosial ekonomi masyarakat. Dukungan kebijakan, koordinasi antarinstansi, kapasitas kelembagaan, dan partisipasi masyarakat menjadi faktor penting dalam mendukung keberhasilan pembangunan. Penelitian ini menegaskan pentingnya perencanaan yang terintegrasi, partisipatif, dan berkelanjutan dalam pembangunan infrastruktur daerah.

Abstract

This study aims to examine the influence of the role of the Community Empowerment Institution (Lembaga Pemberdayaan Masyarakat/LPM) on village development, particularly village road development in Lompotoo Village, Suwawa District, Bone Bolango Regency. The study employed a survey method with a quantitative approach. The quantitative approach was used to address the research problem by describing and presenting the findings objectively. A questionnaire was utilized as the primary data collection instrument, and its validity and reliability were tested prior to analysis. The study involved a sample of 51 respondents. Data were analyzed using simple linear regression analysis. The results indicate that the role of the Community Empowerment Institution (LPM) has a significant effect on village road development, with a coefficient of determination (R²) of 0.625. This means that 62.5% of the variation in village road development (Y) can be explained by the role of the LPM (X), while the remaining 37.5% is influenced by other factors not examined in this study. Furthermore, the correlation coefficient (r) of 0.791 indicates a strong positive relationship between the two variables.

Abstract

This study evaluated the effectiveness of the Digital Population Identity (IKD) application as an effort to improve the quality of public services (speed, efficiency, and transparency) at the Population and Civil Registration Office of Gorontalo City. Using a descriptive qualitative approach with effectiveness parameters covering goal achievement, integration, and adaptation (Duncan), the results showed that the implementation of IKD has not been realized effectively. Indications of ineffectiveness include the level of goal achievement being hindered by low community participation, suboptimal cross-agency integration, and adaptation constraints resulting from limited digital literacy and inadequate technological facilities. Therefore, the study concluded that interventions such as intensified socialization, digital education, and enhanced data security and infrastructure are crucial for optimizing IKD performance.

Abstract

This research uses a qualitative approach and descriptive research by using data collection techniques through interviews, observation, and documentation. The data analysis technique was carried out with descriptive qualitative analysis techniques. The results of this research show that: The decisive factors in the policy implementation of this law that have not been fulfilled are 1) The limited human resources, 2) Facilities and infrastructure that has not been supported, 3) Frequent change of positions due to rolling (mutation) of the implementing section, 4) Limited budget allocated only through operational.

Abstract

Abstrak  Penelitian ini membahas implementasi kebijakan pengelolaan sampah di Kecamatan Limboto, Kabupaten Gorontalo, yang dilaksanakan oleh Dinas Lingkungan Hidup setempat. Kebijakan ini mengacu pada Peraturan Bupati Nomor 53 Tahun 2018 sebagai turunan dari Peraturan Presiden Nomor 97 Tahun 2017 tentang pengelolaan sampah rumah tangga. Studi ini menggunakan pendekatan deskriptif kualitatif dengan kerangka analisis teori Ripley dan Franklin, yang mencakup tiga indikator implementasi: kepatuhan (compliance), kelancaran pelaksanaan (smoothness of functioning), dan dampak (impact). Data primer dikumpulkan melalui observasi lapangan, wawancara, dan dokumentasi, yang kemudian dianalisis secara induktif. Hasil penelitian menunjukkan bahwa implementasi kebijakan belum berjalan optimal. Pada aspek kepatuhan, masih ditemukan perilaku pembuangan sampah yang tidak sesuai aturan oleh rumah tangga dan pelaku usaha. Pada aspek kelancaran pelaksanaan, terbatasnya fasilitas pengangkutan dan koordinasi antar pemangku kepentingan menjadi kendala utama. Sedangkan dari sisi dampak, belum tercapai target pengurangan dan pengelolaan sampah yang ditetapkan pemerintah. Oleh karena itu, diperlukan strategi kolaboratif dan peningkatan kapasitas kelembagaan untuk memperbaiki efektivitas implementasi kebijakan pengelolaan sampah di wilayah tersebut.Kata kunci: Implementasi Kebijakan; Pengelolaan Sampah.

Abstract

This study critically evaluates the School Operational Assistance (BOS) policy in enhancing inclusive and quality education in North Bolaang Mongondow Regency. The objective is to assess the policy’s effectiveness in improving educational access, quality, and equity, particularly in bridging gaps between urban and rural schools. Employing a qualitative descriptive method, the research analyzes participation and retention rates in BOS-funded schools, as well as compares access to education before and after the program’s implementation. Findings show that the BOS program significantly contributes to increasing student enrollment, enhancing school performance, and reducing educational disparities. However, challenges persist, including delayed fund disbursements, burdensome administrative processes, and weak monitoring and accountability mechanisms, which hinder optimal utilization of resources at the school level. Despite these limitations, the BOS policy remains a vital tool for promoting educational equity. The study recommends policy refinement through strengthened school management capacity, strategic planning, and evidence-based monitoring and evaluation systems. The proposed roadmap—comprising analysis, corrective action, and continuous learning—is essential for sustainable policy improvement. This research highlights the need for further longitudinal studies with mixed methods to evaluate long-term impacts and support the development of more responsive education policies. Ultimately, improved BOS governance is key to fostering inclusive, equitable, and high-quality education across the region.
