Abstract

X is a state-owned enterprise operating as a holding company across various industries. In 2022, X's total consolidated assets reached Rp 49.1 trillion, encompassing financial services, industrial estates, construction, water management, media, and technology. The expansion into a conglomerate brings challenges and uncertainties, necessitating a systematic risk management process, as accommodated by the regulations in Minister of SOE Regulation Number 2 of 2023 on Guidelines for Governance and Significant Corporate Activities of State-Owned Enterprises. This research focuses on analyzing the alignment and identifying gaps in X's risk management practices based on this regulation, as well as proposing steps to enhance risk management effectiveness in X to face business challenges. The study employs a triangulation approach through document observation, interviews, and literature review. The findings reveal several gaps in the implementation of risk management at X, highlighting areas for improvement, including three lines of defense implementation, enhancing a risk-aware culture, ensuring the independence of the risk management function in its subsidiaries, involving and evaluating the roles of the board of commissioners and the director of risk management, and optimizing the integration process of risk management with its subsidiaries, both in policy and practice

Abstract

The purpose of this study was to determine the effect of per capita gross domestic product (GDP), poverty line, and open unemployment rate on the number of poor people in East Kalimantan using panel data regression analysis. The data used is secondary data from 2015-2022. The results of the analysis show that the best model in this case is the random effects model. All the dependent variables simultaneously have a significant effect on the number of poor people. Partially, GRDP per capita and the open unemployment rate have no significant effect. Meanwhile, the poverty line has a significant positive effect on the number of poor people in East Kalimantan

Abstract

The Separate Management System implemented in PT XYZ's testing laboratory required a lot of resources. This research aims to integrate the requirements of quality management systems (ISO 9001 and 17025), occupational safety and health (ISO 45001 and PP50/2012), and the environment (ISO 14001). A risk assessment was carried out and found 10 risks, consisting of 9 operational risks and 1 financial risk. Six risks require further mitigation with the TOPSIS method. PT XYZ can implement a partially Integrated Management System (SMT) strategy with 45 procedures, 20 fully integrated procedures, and 25 partially integrated procedures. The effectiveness evaluation showed a decrease in certification costs by 34.55%, a decrease in third-party audit findings by 71.43%, and a minimization of the amount of documented information by 33.48%. The results of this study are expected to help medium to large businesses that implement various separate management systems to switch to management system integration

Abstract

This research aims to develop a new business model canvas to support PT XYZ's strategic plan in planning investment in the production of halal detection kits based on real-time PCR. The nine blocks of the business model canvas are used as a framework to evaluate the running business model, identify market opportunities, and design a business model that can optimize the potential of the halal market in Indonesia, which continues to grow. The results show that the optimization of elements, such as value proposition, key activities, key resources, customer relationships, cost structure, and revenue streams can support PT XYZ's transformation from distributor to manufacturer. The development of this new business model is expected to improve operational efficiency, maximize the potential of the local market, and create innovative and sustainable products. This research provides a strategic foundation for companies to take advantage of opportunities in the halal industry while increasing competitiveness through collaboration and adoption of modern technology in supporting value-based business development for the halal industry.

Abstract

PT. XYZ is a foreign investment company engaged in the manufacturing industry of building materials. The products produced by PT. XYZ are concrete wall bricks that adhere to Japanese Industrial Standards (JIS), and have also received SNI product testing certification. In its business processes, PT. XYZ requires supplies of goods and services. The procurement implementation at PT. XYZ applies a “procurement by user” model. Risks may occur in this process, such as a lack of transparency in the supplier selection process, procurement cost constraints, and insufficient professionalism in the receipt of goods or services. ISO 31000 can serve as a guideline for implementing risk management, and the method used in this research is the House of Risk (HOR). HOR Phase 1 will produce an output in the form of Aggregate Risk Potential (ARP), which determines the priority of risk agents that will undergo further action, along with an analysis using a Pareto diagram. Followed by HOR Phase 2, which will produce outputs in the form of the difficulty level of mitigation processes (Dk) and Total Effectiveness of Difficulty Level (ETDk), determining the effectiveness ratio of each mitigation action. In this research, 18 risk events and 17 risk agents were identified, with 2 priority risk agents that will receive mitigation actions. Through HOR Phase 2, five recommendations for mitigation actions were obtained, with the top-ranking recommendation being the establishment of Standard Operating Procedures (SOP) for the procurement process

Abstract

Background: Bali cattle have a significant role in supporting food security through providing meat and contributing to the economy by increasing farmers’ income. Purpose: This study aimed to analyze the competitiveness and profitability of the Bali cattle business in supporting animal food security and economic growth in Southeast Sulawesi Province. Design/methodology/approach: The study was conducted from June to October 2024 in South Konawe and Muna Regencies, Southeast Sulawesi as centers for Bali cattle development. Data were collected from 240 Bali cattle farmers through direct interviews, focus group discussions, and secondary sources from various agencies. The analysis used in this study was the Policy Analysis Matrix (PAM). Findings/Result: The results of competitiveness in South Konawe Regency were a private cost ratio (PCR) of 0.77 and domestic resource cost (DRC) of 0.82 with a private profitability (PP) of IDR 2.4 million per head per year and social profitability (SP) of IDR 1.9 million per head per year. The competitiveness results in Muna Regency are a private cost ratio (PCR) of 0.52 and domestic resource cost (DRC) of 0.60 with private profitability (PP) of IDR 5.7 million per head per year and social profitability (SP) of IDR 4.8 million per head per year. Conclusion: These results state that the Bali cattle business in both regencies is efficient and has competitiveness both competitively and comparatively. Therefore, developing Bali cattle and farmers' access to input-output prices is crucial in government policies to meet national demand.Originality/value (State of the art): Our research focuses on the competitiveness and profitability of smallholder Bali cattle farming. The study targets farmers utilizing semi-intensive systems (breeding and fattening) or intensive systems (fattening only) in two primary Bali cattle development areas: Konawe Selatan District, representing the mainland, and Muna District, representing the island region in Southeast Sulawesi Province. Abstract

Implementing government policies aims to enhance Bali cattle farming and exports while protecting domestic production to ensure competitiveness against imported cattle and meat. This study aims to analyze the impact of production center policy on Bali cattle farming in Southeast Sulawesi, Indonesia, using the Policy Analysis Matrix (PAM) approach. Data were collected from June to October 2024 through direct interviews with 240 cattle farmers, field surveys, and focus group discussions with relevant stakeholders. This involved discussions with policymakers in Bali cattle development centers in Southeast Sulawesi, specifically in the regency of South Konawe and Muna. The collected data were analyzed using the PAM. The analysis was conducted per average number of cattle reared and then converted to per cow, with farmers using a combined breeding and fattening system for 12 months (1 year) to produce slaughter-ready cattle. . The results showed that the government policy's impact on output had a negative effect on Bali cattle farming, as the domestic output price was lower than the world price. The policy’s impact on input had a positive effect, as the government supported producers through input subsidies and protection of domestic input prices, which created additional surplus for farmers, protected domestic production, and reduced input costs. The policy’s combined impact on both input and output also had a positive effect, as it provided incentives for farmers, generated additional surplus, effectively protected production, and lowered production costs compared to opportunity costs. The study concluded that government policy was more beneficial through its support on input and combined input-output interventions than on output alone. Therefore, government policies remain key in regulating Bali cattle development in Southeast Sulawesi to maintain competitiveness and benefit farmers.

Abstract

Integrity is a cornerstone of good governance; yet, its realization remains uneven across various levels of government in Indonesia. This study aims to compare the influence of integrated internal control system components—risk management, internal audit, internal control systems, and corruption control—on the integrity of central and regional government agencies. A quantitative approach is employed using Spearman’s rank correlation and panel data regression analysis on data from 42 central and 491 regional agencies collected between 2022 and 2023. Model selection is based on the Chow, Hausman, and Breusch–Pagan tests. The results show that in regional agencies, risk management, internal control systems, and corruption control significantly enhance integrity, while internal audit does not. Conversely, none of the control components show a significant effect on integrity in central agencies, indicating a gap between system maturity and actual governance outcomes. These differences reflect contextual challenges, including bureaucratic complexity, limited leadership engagement, and a compliance-oriented implementation approach. The study concludes that tailored strategies are needed to strengthen internal audits in regional agencies and to move beyond procedural compliance in central institutions. The study offers practical implications for improving public governance and contributes novel insights through its comparative approach across government levels.

Abstract

This study is intended to evaluate the utilization of official statistics for academic research as well as for policymaking in agriculture sector in Indonesia.  To achieve the goal a conceptual framework of the relationship among official statistics, academic research, and policymaking was constructed.  The intensity of official statistics use for academic research was examined by analyzing the content of 7814 articles published in all 47 scientific journals officially affiliated with the Indonesian Society of Agricultural Economics (PERHEPI), 1978-2023.  It is found that the majority of the articles (62.6%) did not use BPS data. Furthermore, in the last two decades the utilization of secondary data for academic research papers tends to decrease, from 55.7% of the total articles published in 2004-2013 to 42.4% in 2014-2023. These results of calculation and other quantitative analyses were shown to 80 prominent resource persons for evaluation.  The majority of the respondents assessed that the level of utilization of BPS data was low or very low.  The factors that determine the level of utilization are relevance, accessibility, preference, and quality of the data.  The respondents also identified the needs to solve the problems of communication, collaboration, and coordination among the stakeholders of the ecosystem (official statistics agency, academia, and policymakers) to improve the functioning of the ecosystem of data utilization.  These findings are potentially beneficial for providing points of consideration in public discourses including those for revising the statistics law (UU Statistik) that has been undertaken by lawmakers in the Indonesian parliament (DPR) since 2023.

Abstract

This study examines the effect of macroeconomic variables on the financial performance of PT Pertamina (Persero), a strategic Indonesian state-owned energy company (Badan Usaha Milik Negara/BUMN). Using time series data from 2005 to 2023, the research applies an econometric model examine relationship of macroeconomic variables between exchange rate, inflation, Bank Indonesia interest rate (BI Rate), and international crude oil prices (ICP) with corporate financial performance (Return on Equity/ROE and Return on Assets/ROA). Quantitative analysis is enhanced Montecarlo Simulation to model financial uncertainty and macroeconomic stress testing (moderate, pessimistic, optimistic scenarios). This study also integrates the risk management framework to construct a proses of risk management, and formulate data-driven risk mitigation strategies. The research is expected to contribute to the development of risk-informed financial management strategies based on econometric analysis and to serve as a reference for other BUMN in managing macroeconomic uncertainty.
