Abstract

This study aims at analyzing the dynamics of food security and the factors that influence food security in Eastern Indonesia. The methodology used is panel data tobit model of 190 districts/municipalities in the Eastern Indonesia from 2008 to 2010. Based on the classification of the food security degree, the majority of households in Eastern Indonesia are categorized as the vulnerable. Food security is affected by percentage of poor people, GRDP per capita, female illiteracy rate and average years of schooling. Based on the elasticity, education has the highest contribution in improving food security in the Eastern Indonesia.

Abstract

This study investigated the severity of exploitation of working children and factors determining exploitation of working children. This study used data resulted from National Labor Force Survey (Sakernas) 2011 and utilized logistic regression as the analytical tool. Based on the severity of exploitation, there are three provinces which are always of high value severity of exploitation, namely DKI Jakarta, Banten, and West Java. Education level of household is an influential factor of exploitation measured by working hours and access to education. The lower level of education of head of household, the greater chance the child to be exploited. As for the exploitation measured by wage, girls have a chance 2.357 times greater than that of boys to be for exploited measured by wages.

Abstract

One important aspect of fiscal decentralization policy is delegation of authority and responsibility of management of public finance to regional governments, especially those of municipalities/districts. After more than ten years of implementation, it is now the right time to evaluate the policy questioning how effective its impacts on regional economic development. The study intends to find on how effective the performance of regional public finance is in providing basic infrastructures and how effective the provision of basic infrastructures reduces the poverty rates. By using panel data methods, this study confirms the positive relationship between performance of regional finance management and provision of basic infrastructures (especially those of road and electricity, but not that of drinking water). On the other hand, the relationship between the provision of basic infrastructures and poverty rates, as expected, is negative. This finding strengthens the belief that it is necessary to further enhance the basic infrastructures development to reduce poverty rates.

Abstract

Pembangunan kawasan perbatasan adalah suatu amanat Nawacita yaitu membangun dari pinggiran. Berbagai program telah dilaksanakan di kawasan perbatasan yang memiliki tujuan untuk keberhasilan perbatasan, namun pembangunan di kawasan perbatasan belum menunjukkan hasil maksimal, bahkan jika dibandingkan dengan kawasan non perbatasan pada propinsi yang sama. Penelitian ini dilakukan pada rentang tahun 2015 -2020 di lima propinsi yang memiliki kawasan perbatasan darat yaitu Kalimantan Barat. Kalimantan Timur, Kalimantan Utara, Nusa Tenggara Timur dan Papua. Tujuan penelitian ini untuk mengevaluasi pembangunan yang telah dilakukan pemerintah melalui lima dimensi pada indeks pembangunan yaitu dimensi ekonomi, dimensi sosial, dimensi infrastruktur, dimensi teknologi informasi dan komunikasi serta dimensi lingkungan dan menggunakan dua puluh enam variabel. Metode penghitungan yang dilakukan menggunakan metode Model Linier Agregation oleh OECD. Hasil penelitian ini menunjukkan selama rentang waktu 2015 – 2020, indeks pembangunan berdasarkan dimensi ekonomi di kawasan perbatasan memiliki klasifikasi rendah,  dimensi sosial memiliki klasifikasi tinggi, dimensi infrastruktur memiliki klasifikasi rendah kecuali Kalimantan Barat pada tahun 2015 -2018 memiliki klaisifikasi sedang, dimensi teknologi indormasi dan komunikasi memiliki klasifikasi rendah, dimensi lingkungan memiliki klasifikasi rendah.

Abstract

Studi pustaka atas artikel artikel berbagai negara tentang pengalaman implementasi MR mengonfirmasi simpulan bahwa MR secara signifikan berkontribusi positif terhadap pencapaian kinerja organisasi, bukan hanya korporasi, melainkan juga organisasi nirlaba dan sektor publik. Fakta ini disadari juga oleh pimpinan ber bagai kementerian/lembaga di Indonesia yang terbukti dengan terbitnya berbagai keputusan yang mendorong bahkan mewajibkan implementasi MR di lembaga lembaga yang bersangkutan. Namun, survei termutakhir menunjukkan bahwa implementasi MR di sektor publik di Indonesia ternyata tidak berkembang secepat yang diharapkan. Policy brief ini secara ringkas memaparkan urgensi implementasi MR di sektor publik, menjabarkan faktor faktor penghambatnya, serta menyarankan strategi untuk mengatasi hambatan tersebut serta be berapa prasyarat untuk mempercepat laju implementasi MR untuk meningkatkan kinerja organisasi organisasi sektor publik.

Abstract

Regulation is one of the important instruments in generating good governance, including the governance of residential area in order to achieve sustainable development. In Indonesia, however, the sustainability issue of residential area does not get any serious attention, especially from the perspective of policy. This article elaborates the regulation related to the issue of sustainable residential area. The results of the review show that all residential area regulations, both in the central and local governments, have not been adaptive against issues of sustainability. Detailed elaboration of the findings is discussed further in this article.

Abstract

The purpose of this study was to determine the effect of per capita gross domestic product (GDP), poverty line, and open unemployment rate on the number of poor people in East Kalimantan using panel data regression analysis. The data used is secondary data from 2015-2022. The results of the analysis show that the best model in this case is the random effects model. All the dependent variables simultaneously have a significant effect on the number of poor people. Partially, GRDP per capita and the open unemployment rate have no significant effect. Meanwhile, the poverty line has a significant positive effect on the number of poor people in East Kalimantan

Abstract

The Separate Management System implemented in PT XYZ's testing laboratory required a lot of resources. This research aims to integrate the requirements of quality management systems (ISO 9001 and 17025), occupational safety and health (ISO 45001 and PP50/2012), and the environment (ISO 14001). A risk assessment was carried out and found 10 risks, consisting of 9 operational risks and 1 financial risk. Six risks require further mitigation with the TOPSIS method. PT XYZ can implement a partially Integrated Management System (SMT) strategy with 45 procedures, 20 fully integrated procedures, and 25 partially integrated procedures. The effectiveness evaluation showed a decrease in certification costs by 34.55%, a decrease in third-party audit findings by 71.43%, and a minimization of the amount of documented information by 33.48%. The results of this study are expected to help medium to large businesses that implement various separate management systems to switch to management system integration

Abstract

This research aims to develop a new business model canvas to support PT XYZ's strategic plan in planning investment in the production of halal detection kits based on real-time PCR. The nine blocks of the business model canvas are used as a framework to evaluate the running business model, identify market opportunities, and design a business model that can optimize the potential of the halal market in Indonesia, which continues to grow. The results show that the optimization of elements, such as value proposition, key activities, key resources, customer relationships, cost structure, and revenue streams can support PT XYZ's transformation from distributor to manufacturer. The development of this new business model is expected to improve operational efficiency, maximize the potential of the local market, and create innovative and sustainable products. This research provides a strategic foundation for companies to take advantage of opportunities in the halal industry while increasing competitiveness through collaboration and adoption of modern technology in supporting value-based business development for the halal industry.

Abstract

PT. XYZ is a foreign investment company engaged in the manufacturing industry of building materials. The products produced by PT. XYZ are concrete wall bricks that adhere to Japanese Industrial Standards (JIS), and have also received SNI product testing certification. In its business processes, PT. XYZ requires supplies of goods and services. The procurement implementation at PT. XYZ applies a “procurement by user” model. Risks may occur in this process, such as a lack of transparency in the supplier selection process, procurement cost constraints, and insufficient professionalism in the receipt of goods or services. ISO 31000 can serve as a guideline for implementing risk management, and the method used in this research is the House of Risk (HOR). HOR Phase 1 will produce an output in the form of Aggregate Risk Potential (ARP), which determines the priority of risk agents that will undergo further action, along with an analysis using a Pareto diagram. Followed by HOR Phase 2, which will produce outputs in the form of the difficulty level of mitigation processes (Dk) and Total Effectiveness of Difficulty Level (ETDk), determining the effectiveness ratio of each mitigation action. In this research, 18 risk events and 17 risk agents were identified, with 2 priority risk agents that will receive mitigation actions. Through HOR Phase 2, five recommendations for mitigation actions were obtained, with the top-ranking recommendation being the establishment of Standard Operating Procedures (SOP) for the procurement process
