Abstract

This study aims to assess the performance of Human Resources and identify factors that affect the performance of Human Resources in the Goods and Services Procurement Work Unit of the Regional Secretariat of Paniai Regency. The research method used is using research with a descriptive qualitative system with data analysis through interview methods and field observations. Key informants we obtained through interviews with 5 people. The results of the study state that the performance of human resources in the Goods / Services Procurement Work Unit of the Regional Secretariat of Paniai Regency has not run optimally, this is due to the unavailability of special functional personnel for the management of Goods / Services Procurement (Working Group), a Procurement System that is still manual, there are internal factors, namely the potential of management officials is not optimal where they have never participated in technical guidance, training or training on the management of goods / services procurement, have never received awards or rewards as a form of appreciation. External factors, namely there is no special budget allocation for improving human resources in UKPBJ and there has been no effort from the government to organize special functional staff for goods / services procurement managers.

Abstract

One of the negative impacts of globalization is the erosion of moral values and ethics among students. Globalization is marked by advances in information technology and its various products. The implementation of the Hidden Curriculum (HC) in Islamic Education (PAI) is one of the efforts to preserve moral values and ethics among students. The HC practice at TEC involves instilling discipline and religious awareness. This research employs a qualitative approach with a descriptive method. The informants in this study are teachers and course participants. The researcher plays a key role as the main instrument, engaging directly in data collection at the research site. Data collection techniques include observation, interviews, and document studies. HC PAI practices are carried out in two ways: first, by instilling discipline and second, by promoting religious awareness. This study contributes significantly to improving the ethics of course participants, both in their interactions with peers, teachers, and their parents at home.

Abstract

In some cases, children with special needs are still considered a burden and a shame by society because of a culture of negative thinking that has been passed down through generations. As a result, their opportunities for socialization and education are very limited. This condition can certainly trigger social injustice and inequality behavior, which can have a negative impact on the psychological development of children with special needs. One solution to overcome these problems is to introduce inclusive education, which aims to provide equal access to education for all students, including children with special needs. With the principle of justice and respect for the form of human diversity, the relationship between inclusive education and the Qur'an is very related. This study aims to examine inclusive education from the Qur'anic perspective in building social equality. Through the method of literature review, this research attempts to analyze relevant Qur'anic verses and relate them to the concept of inclusive education. By examining the QS. Al-Hujurat verse 13 and QS. Ar-Rum verse 22, it is known that the Qur'an emphasizes the importance of knowing and respecting differences in fellow human beings. This is in line with inclusive education, which is committed to providing equal access to all students and emphasizes the importance of fair and non-discriminatory treatment. Moderate attitudes, as part of social equality, enable the creation of an inclusive educational environment where all students can learn and develop without pressure or discrimination. The results of this study are expected to contribute to the creation of practical guidelines for educators and policy makers, as well as to change people's perceptions of diversity and inclusion. Ultimately, this research aims to support the creation of a more harmonious and equitable society and build a more inclusive social structure.

Abstract

This study aims to examine how regional assets are used at the Paniai Regency Regional Finance and Asset Agency. The research method used was a descriptive qualitative approach, with data analysis through interviews and field observations. Key informants were obtained through interviews with five individuals. The results indicated that the asset utilization system is ineffective. Asset management still lacks an integrated application, human resources are low, they have never participated in training, workshops, or workshops on asset management, the planning system is suboptimal, assets are controlled by certain individuals in large numbers, and some assets are used by individuals outside the scope of the Regional Work Unit (SKPD). Internal factors include the suboptimal competence of managing officials, who have never participated in technical guidance, training, or training on asset management. External factors include the lack of a specific budget allocation for human resource development for asset management, as well as social, cultural, and geographic conditions, as well as public awareness of participation and understanding the importance of properly protecting, maintaining, and managing assets.

Abstract

Penelitian ini berfokus pada kajian al-Istisna’ dengan illa dalam surah al-Taubah, Penelitian ini termasuk Penelitian kualitatif dengan pendekatan bahasa Arab. Data terdiri dari data primer berupa ayat al-Qur’an sedangkan data sekundernya bersumber dari kitab-kitab, hasil-hasil penelitian, jurnal, majalah serta dokumen-dokumen yang lain yang terikat dengan. cara kajian serta pemahaman data yang dipakai yakni kajian sintaksis adalah dengan meninjau tiap-tiap yang terdiri dari separuh peraturan mengenai al-Istits\na>’ dengan berdasarkan pada teori-teori sintaksis secara umum. Hasil Penelitian ini menunjukkan bahwa penggunaan al-Istisna dengan Illah dalam surah al-Taubah terulang sebanyak 22 kali yang terdapat di 19 ayat dengan berbagai jenis yaitu: al-Istisna al-Tam sebanyak 5 kali, al-Istisna al-Muafarrag 18 kali, al-Istisna al-Mujab 1 kali, al-Istisna Ghairu Mujab sebanyak 21 kali dan al-Istisna al-Muttasil sebanyak 5 kali serta tidak didapatkan al-Istisna al-Munqati’ Sementara berdasarkan hukum-hukum al-Mustasna’ dengan illa dalam surah al-Taubah terdiri dari wajib di-i’rab mansub atas dasar al-Istisna’ sebanyak 1 kali, boleh di- i’rab mansub atas dasar al-Istisna dan boleh juga di-i’rab al-Badlu kepada al-Mustasna’ minhunya sebanyak 4 kali, sementara yang di-i’rab sesuai dengan yang dituntut olehʻamil sebelumnya sebanyak 16 kali.

Abstract

This research aims to uncover the meaning of "child" and its typology from the perspective of the Qur'an. This study is descriptive qualitative in nature and employs the thematic interpretation method. The data used consists of primary data in the form of Qur'anic verses and secondary data related to this topic. The data is processed through a series of steps including reduction, data presentation, and verification until a conclusion is reached. The research findings show that the terminology for "child" in the Qur'an appears in various forms. For instance, the word zurriyyah is mentioned 32 times, walad 62 times, ghulam 13 times, al-Sabiy 2 times, al-Tiflu 4 times, al-Bintu and its variants are mentioned 17 times, and ibn along with its derivatives appears 112 times. The word walad has a broader meaning as it encompasses all types of children, unlike the word ibn, which also means "child" but is specifically used to refer to a male child, while a female child is referred to as ibnah. The word ghulam focuses on a child who has reached maturity, al-sabiy refers to a child who has not yet reached puberty, while al-tifl refers to a child younger than one called al-Sabiy. As for the typology of children from the Qur'anic perspective, children can be an obstacle or an enemy if they prevent someone from doing good deeds. They are also described as ornaments of the world, meant to be a means for parents to perform righteous acts. Additionally, children are a test from Allah to examine how parents treat them. On the other hand, righteous children who are obedient to Allah and devoted to their parents bring comfort and peace to the heart.

Abstract

This study aims to analyze the influence of service quality and the implementation of a digitalization system on the effectiveness of motor vehicle inspection services in Makassar City. The background of this research is based on the local government's efforts to improve transparency, efficiency, and accountability in the vehicle inspection process, in line with developments in information technology. The research method used is a qualitative approach with a descriptive method applied to users of vehicle inspection services, as well as interviews with technical officers.  The results show that service quality comprising reliability, responsiveness, assurance, empathy, and tangible aspects has a significant impact on user satisfaction. In addition, the implementation of digital systems, such as online registration and integration of vehicle test data, has had a positive effect on time efficiency, ease of access, and the reduction of potential illegal levies. The conclusion of this study affirms that improving service quality and digitalization systems simultaneously supports the development of better, more transparent, and accountable public services in the motor vehicle inspection sector.

Abstract

Empty Fruit Bunches (EFB) is palm oil industry waste which has very large volume compared with another commodity of agro-industry waste in Indonesia. Trichoderma sp. and Larva Black Soldier Fly (BSF) with bioconversion method can be used as probelem resolve of EFB. The EFB material was obtained from Palm Oil Factory in Banten. EFB was researched in Indonesian Ornamental Fish Culture Research Institute in Depok and the result test was taken at the Laboratory of Animal Science and Technology of Bogor Agricultural University. The percentage of Trichoderma sp. fermentation (5%, 10% and 20% ) affected EFB palatability of BSF larvae and the fermented EFB with 10 % of Trichoderma sp. has a feasibility to be used as medium of BSF larvae with yield of 73.28 gram on day 4 th from the initial weight of mini larvae BSF 5 grams. At the bioconversion stage using BSF larvae with a dose of 10% Trichoderma sp. (5 gram, 15 gram and 25 gram) was obtained significant result on the initial weight of mini larvae 5 gram to 230.34 gram from fermented EFB weight of 550 gram on day 8th  , so that the average yield of average larvae was obtained By 39%. Result of proximate test of larvae on dry condition 100% obtained crude protein content (PK) 35.40 - 42.31% and crude fats (LK) 3.33 – 36.41%. Therefore, by using this test result, it will be possible to be used as poultry feed ingredient candidate in the future.
