Abstract

Penurunan kualitas pelayanan publik sangat berpengaruh dengan kredibiltas dan kinerja para aparatur serta menimbulkan dampak negatif di mata masyarakat. Analisis manajemen strategi dalam pelayanan publik terhadap masyarakat juga melibatkan pengembangan strategi yang responsif dan adaptif. Sehingga tujuan penelitian ini yaitu untuk menganalisis Strategi Manajemen dalam Memberikan Pelayanan Masyarakat di Kelurahan Buluminung Kecamatan Penajam Kabupaten Penajam Paser Utara. Metode yang digunakan yaitu deskriptif kualitatif. Desain penelitian ini adalah penelitian survey. Lokasi penelitian pada penelitian ini di Kelurahan Buluminung Kecamatan Penajam Kabupaten Penajam Paser Utara. Adapun waktu penelitian ini dilakukan pada bulan Juli sampai dengan September 2023. Studi dan temuan penelitian menunjukkan bahwa Strategi Manajemen Pelayanan Publik yang diterapkan oleh Kelurahan Buluminung Kecamatan Penajam Kabupaten Penajam Paser Utara, yaitu pengadaan sarana dan prasarana seperti internet, laptop pegawai untuk pembuatan dokumen atau kebutuhan administratif, menyediakan ruang yang cukup, mengadakan pelatihan, workshop, dan program pelatihan lain, serta memastikan komunikasi dengan Kecamatan dan intansi yang terkait untuk mengelola keuangan secara efisien. Sehingga penelitian ini dapat digunakan sebagai pedoman Kelurahan Buluminung Kecamatan Penajam Kabupaten Penajam Paser Utara. dalam meningkatkan pelayanan kepada masyarakat.

Abstract

Penelitian ini bertujuan untuk menganalisis penilaian individu dan penilaian massal dalam penetapan nilai tanah dan bangunan di sektor pedesaan dan perkotaan Kabupaten Penajam Paser Utara. Melalui pendekatan kualitatif dan studi kasus, hasil penelitian menunjukkan bahwa model penilaian massal dan individu pada NJOP PBB-P2 memiliki tahapan proses yang hampir sama. Data primer diperoleh melalui wawancara mendalam dengan informan di Badan Pendapatan Daerah, termasuk Kepala Badan, Kepala Bidang, dan pegawai PBB-P2. Hasil penelitian menunjukkan perbedaan signifikan antara penilaian massal dengan menggunakan aplikasi Computer Assisted Valuation (CAV) pada Sistem Manajemen Informasi Objek Pajak (SISMIOP) dan penilaian individu. Penilaian massal cenderung menghasilkan ketetapan pajak yang lebih rendah, sementara penilaian individu memberikan nilai yang lebih tinggi. Perbedaan ini menunjukkan bahwa penilaian massal pada objek pajak PBB-P2, seharusnya dinilai secara individu, dapat mengakibatkan potensi kehilangan Pendapatan Asli Daerah pada sektor pajak PBB-P2, sehingga Pendapatan Asli Daerah Kabupaten Penajam Paser Utara menjadi kurang optimal.

Abstract

Penelitian ini bertujuan untuk mengetahui Strategi Manajemen Pelayanan terhadap Organisasi Masyarakat di Badan Kesatuan Bangsa dan Politik Kabupaten Penajam Paser Utara Provinsi Kalimantan Timur. Lokasi penelitian yaitu di Badan Kesatuan Bangsa dan Politik Kabupaten Penajam Paser Utara. Adapun waktu penelitian ini dilakukan pada bulan September sampai dengan Oktober 2023. Informan penelitian ini berjumlah 7 informan. Pada penelitian ini peneliti menggunakan teknik pengumpulan data dengan cara observasi, dokumentasi, dan wawancara. Analisis data yang digunakan yaitu Kondensasi data, Penyajian data, dan Verifikasi data (kesimpulan). Berdasarkan hasil penelitian yang diperoleh dapat diketahui Atribut layanan masyarakat terkait sarana dan prasarana sudah sangat menunjang para pengawai untuk memberikan layanan administarsi dan pemasaran/penyampaian layanan. Pendekatan untuk penyempurnaan kualitas layanan, dari segi biaya sudah sesuai dengan SOP namun dari segi waktu belum sempurna dalam menyelesaikan beberapa surat. Implementasi manajemenn, tahap seleksi ini merekrut pegawai harus mengikuti tes namun segi pelatihan masih kurang dikarenakan hanya mengikuti pelatihan satu kali setahun, Tahap prosedur layanan sudah efektif karena dapat memberitahukan dengan baik dan jelas, dan Tahap kepuasan pelanggan dilihat sangat puas dari sarana yang diberikan dan keramahan pegawainya. Sistem umpan balik, dari segi memahani persepsi pelanggan sudah baik karena dapat memberikan jalan keluar setiap permasalahan dialami masyarakat sedangkan dalam mempertahankan kinerja juga sudah baik karena menerapkan sikap kedisiplinan dan motivasi.

Abstract

Imagination and creativity play significant roles in sustaining the competitive edge in the current fluid business environment. This paper explores leadership and creativity, particularly change, transactional and servant and authentic leadership styles. Descriptive research was employed and questionnaires were administered on 250 respondents from different organizations and administrative regression analysis used. The personal factors established indicate that among all the leadership styles, transformational leadership generates high positive influence on creativity and innovation as it inspires employees to try out new ideas that can help overcome old structures. There is also a huge positive impact from servant and authentic leadership which promote support, ethical standards and information sharing. On the other hand, transactional leadership arranged in the aspect of goal setting and rewards gives a small impact in encouraging creativity as it preserves the current system. The present research fulfills the silences of the existing literature by offering insights into the impact of differentforms of leadership on innovation and creativity While doing so, the study emphasized the need to adopt leadership strategies that foster risk taking, collaboration and decentralised decision making among employees. These findings imply that someone who wants to enhance innovation in an organization should support three forms of leadership: transformational, servant, and authentic leadership.

Abstract

Purpose – This study was directed to analyze the Islamic values contained in the Book of ‘Aqīdatu Al-‘Awām and how these values can be taught in a modern context. In this study context, we sought to understand more about the history and context of the Yellow Book formation, specifically the Book of ‘Aqīdatu Al-‘Awām, and how they have influenced and can continue to influence Muslim education and society in Indonesia. This study is essential for understanding the history and role of the Yellow Book in shaping Islamic knowledge and identity in Indonesia, as well as helping the development of effective and relevant teaching methods that maintain these values in the context of modern education. Design/methods/approach – This study has adopted an organized, structured, and systematic literature study research design, intending to explore Islamic values contained in the Book of ‘Aqīdatu Al-‘Awām, as well as offering a suitable learning model to teach it. Data was collected through documentation methods and analyzed using content analysis. Findings – The study found that the Book of ‘Aqīdatu Al-‘Awām encompasses several values of Islamic education, including the value of aqidah, akhlaq, worship education, and Islamic history. We also found that traditional learning models, such as the sorogan or bandongan model, can be enriched by the integration of Problem-Based Learning (PBL) methods, providing opportunities to think critically, engage actively in learning, and develop problem-solving skills. Research implications/limitations – Despite a significant contribution to Islamic education, this study has several limitations. For example, the subjective nature of our approach and data limitations. Therefore, further research needs to validate the effectiveness of PBL integration in the teaching of the book of ‘Aqīdatu Al-‘Awām. Originality/value – This study is unique in analyzing the educational values in the Book of ‘Aqīdatu Al-‘Awām and proposing the integration of PBL in teaching it. These findings make an important contribution to the discourse of Islamic education, by showing how traditional Islamic educational institutions can adapt to modern educational paradigms, while still maintaining their unique identity and values at the same time. Future research is suggested to validate the effectiveness of this integration and explore the balance between traditional and innovative teaching methodologies in Islamic education.

Abstract

This study aims to analyze the role of information technology management in improving public services in Sesumpu Village. With a qualitative approach, data were collected through interviews, observations, and document analysis. The results of the study indicate that the application of information technology has accelerated the administrative process, increased communication efficiency, and strengthened coordination between village officials. Supporting factors include government support, enthusiasm of village officials, and community participation. However, obstacles such as limited human resources, inadequate infrastructure, and low digital literacy are still major challenges. The recommended strategies include developing online service applications, increasing internet network capacity, continuous staff training, and educating the community to improve the use of technology. These findings demonstrate the importance of a strategic and inclusive approach to information technology management in order to create more efficient and transparent public services.

Abstract

Arabic grammar learning often faces difficulties, especially for students with a non-boarding school background who are unfamiliar with the structure of sentences and terms in Arabic. This study aims to develop Arabic grammar teaching materials in printed media using the Neurolinguistic Programming (NLP) approach to assist students in understanding Arabic rules. The method used in this study is the ADDIE development model (Analysis, Design, Development, Implementation, Evaluation). The results show that the developed teaching materials received good validation from content and media experts, with scores of 84.76 and 84.61, respectively. The trial on students showed significant improvement, with the average pre-test score of 44 and post-test score of 68.33, and paired t-test results indicated a Sig. value of 0.000, signifying a significant change. The effectiveness of the teaching materials was also supported by a N-Gain Score of 0.4493, indicating moderate effectiveness. The student satisfaction score reached 79.23%, indicating that students were satisfied with the NLP-based teaching materials. However, improvements in material aspects and presentation methods are still needed to meet optimal competency standards.

Abstract

Artikel ini membahas latar belakang munculnya aliran nahwu Kufah, dan sosok ʿIsa ibnu Umar ar-Ruwasi sebagai tokoh sentral dalam peletakan dasar aliran Nahwu Kufah serta kontribusi pemikirannya terhadap gramatikal bahasa Arab. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kepustakaan (library research), yang datanya dikumpulkan secara dokumentatif historis dan dianalisis secara deskriptif kualitatif. Hasil penelitian tersebut menunjukkan bahwa Munculnya aliran Nahwu Kufah tidak bisa dilepaskan dari peran kota Kufah sebagai pusat intelektual baru setelah perluasan wilayah Islam. Aliran Kufah pada mulanya adalah mengamalkan teori-teori yang sudah dibangun oleh aliran Basrah Namun lambat laun, aliran Kufah menemukan cara mereka sendiri (manhaj) dan kemudian sebagai reaksi terhadap pendekatan Nahwu Basrah yang lebih kaku, logis, cenderung mengabaikan bentuk-bentuk bahasa yang tidak sesuai dengan qiyas (analogi gramatikal), terlalu teoritis dan tidak cukup representatif terhadap variasi bahasa Arab lisan. Isa ibnu Umar ar-Ruwasi atau yang disebut ar-Ruwasi disebut sebagai salah satu tokoh sentral dalam pembentukan aliran Kufah, seorang ahli bahasa dan qira’at yang hidup pada abad ke-2 Hijriyah. Ia dikenal sebagai perintis utama aliran Nahwu Kufah, bahkan disebut sebagai guru besar pertama yang menyusun prinsip-prinsip dasar tata bahasa Arab di wilayah tersebut. Meskipun karya-karyanya tidak sampai ke masa kini, Ibnu an-Nadim menyebutkan bahwa Ar-Ruwasi menulis sebuah kitab Nahwu yang menjadi rujukan awal bagi Kufah. Sejumlah kitab yang pernah disusun tercatat secara eksplisit dalam referensi klasik seperti: Kitab al-Jamiʿ, Kitab al-I’rab, Kitab fi al-Qiraʾat, Kitab al-Tashrif, Kitab al-Maqshur wa al-Mamdud, Kitab Ma Yulḥaq bi al-Mutsanna, Kitab al-Huruf, dan Kitab al-Fashl wa al-Washl yang menjadi fondasi awal bagi aliran Nahwu Kufah. Pemikiran Ar-Ruwasi terhadap gramatikal (tata bahasa) bahasa Arab adalah: pendekatan induktif, kelonggaran terhadap qiyas, dan peran dalam qira’at.Abstract: This article discusses the background of the emergence of the Kufa school of nahwu, and the figure of ʿIsa ibn Umar ar-Ruwasi as a central figure in laying the foundation of the Kufa school of nahwu and the contribution of his thoughts to Arabic grammar. The type of research used in this study is library research, the data of which is collected in a historical documentary manner and analyzed descriptively qualitatively. The results of the study indicate that the emergence of the Kufa school of nahwu cannot be separated from the role of the city of Kufa as a new intellectual center after the expansion of the Islamic region. The Kufa school initially practiced the theories that had been built by the Basrah school. However, gradually, the Kufa school found their own way (manhaj) and then as a reaction to the more rigid, logical approach of nahwu basrah, tended to ignore language forms that were not in accordance with qiyas (grammatical analogy), too theoretical and not representative enough of the variation of spoken Arabic. Isa ibn Umar ar-Ruwasi or called ar-Ruwasi is referred to as one of the central figures in the formation of the Kufa school, a linguist and qira'at expert who lived in the 2nd century Hijri. He is known as the main pioneer of the Kufa Nahwu school, even called the first great teacher to compile the basic principles of Arabic grammar in the region. Although his works have not reached the present day, Ibn an-Nadim mentioned that Ar-Ruwasi wrote a Nahwu book which became an early reference for Kufa. A number of books that have been compiled are explicitly recorded in classical references such as: Kitab al-Jamiʿ, Kitab al-I'rab, Kitab fi al-Qiraʾat, Kitab al-Tashrif, Kitab al-Maqshur wa al-Mamdud, Kitab Ma Yulḥaq bi al-Mutsanna, Kitab al-Huruf, and Kitab al-Fashl wa al-Washl which became the initial foundation for the Kufa Nahwu school. Ar-Ruwasi's thoughts on Arabic grammar are: inductive approach, leniency towards qiyas, and the role of qira'at.

Abstract

This study aims to analyze management strategies in the implementation of the Legal Documentation and Information Network (JDIH) System at the Regional Secretariat of Penajam Paser Utara Regency. JDIH plays a crucial role in providing accurate, transparent, and easily accessible legal information for the public and local government. However, its implementation faces various challenges, such as limited socialization, inadequate technological infrastructure, and low public legal literacy. This study employs a qualitative approach. Data were collected through in-depth interviews, observations, and documentation. The results indicate that the main obstacles include the public's lack of understanding of JDIH, insufficient technological infrastructure, and difficulties in data synchronization across agencies. Based on the findings, this study provides recommendations to enhance human resource training, update technological infrastructure, and expand JDIH socialization. With effective management strategies, it is expected that the quality of legal information services in Penajam Paser Utara Regency can be improved, supporting transparency and openness of legal information.

Abstract

The purpose of the research This is to analyze influence culture organization to performance employee to performance employee on Office Institution Community Class I Makassar, to analyze influence commitment organization to performance employee to performance employee on Office Institution Community Class I Makassar, to analyze the influence of job satisfaction on employee performance on Office of the Institute Community Class I Makassar and to Analyze influence culture organization, commitment organization And satisfaction Work to performance employee in a way simultaneous or combination. This research is survey research with a quantitative research approach. The location of this research is in the Class I Makassar Correctional Institution (Lapas). The population in this study was 141 people with a sample of 58 people. The main instrument used to obtain data was using a questionnaire. As for the data analysis technique using Multiple Regression analysis technique. Based on the results of this study, it shows that Organizational Culture has a positive and insignificant effect on the performance of civil servants of the Makassar Class I Penitentiary. This means that Organizational Culture has a unidirectional relationship and is not one of the determining factors for the rise and fall of employee performance. Organizational Commitment does not have a positive and insignificant effect on the performance of civil servants of the Makassar Class I Penitentiary. This means that Organizational Commitment has a non-unidirectional relationship and is not one of the determining factors for the rise and fall of employee performance.
