Abstract

The main problem in this study is that the percentage of poor people in 2023 increased by 0.22 percent compared to 2022. The purpose of this study is to provide an overview of the poverty condition in Kota Baubau. The method used in this research is a mix method, namely qualitative and quantitative. Qualitative analysis was conducted by collecting data using interview techniques to find out the poverty reduction program of Kota Baubau in 2023 which is divided into three clusters, namely the expenditure reduction cluster, the income generation cluster, and the poverty reduction cluster. Quantitative analysis Quantitative analysis was also used to analyze and interpret data obtained from the Central Bureau of Statistics (BPS) of Baubau City and BPS of Southeast Sulawesi. The results showed that Baubau City experienced an increase in the growth of the number of poor people from 12,690 people in 2022, to 13,290 people in 2023. The poverty depth index of Baubau City was documented in 2022 at 0.80, there was an increase in 2023 at 1.21. The poverty severity index of Baubau City was recorded at 0.17 in 2022, but increased again to 0.48 in 2023. The poverty line of Baubau City in 2022 amounted to 376,932 (Rp/Capita/Month) which in 2023 increased by Rp82,031 to Rp412,008. The novelty of this research lies in the use of a mixed methods approach combined with bibliometric analysis and three-cluster strategy mapping in assessing the effectiveness of poverty alleviation programs specifically in Baubau City.

Abstract

This community service activity was conducted in Wabula Village, Buton Regency, involving participants from the Wabula Village Weaving Women’s Group. The group possesses significant economic potential; however, they have not yet fully optimised the marketing and sales of their woven fabric products. The primary objective of this initiative was to introduce the use of e-commerce platforms to transition traditional face-to-face transactions into a faster and more efficient online system. The method employed in this activity consisted of socialisation and hands-on mentoring. As a result, participants received essential information and practical assistance related to e-commerce utilisation. Furthermore, this initiative served as a motivational platform, encouraging the weaving group to expand their market reach by using their newly created e-commerce accounts and continuously innovating their products to enhance the growth and sustainability of their businesses.

Abstract

Poverty remains a significant and persistent challenge for Central Buton Regency, with various issues hindering the effectiveness of poverty reduction programs. This activity aimed to assist the Government of Central Buton Regency in preparing the 2024 Regional Poverty Reduction Implementation Report (LP2KD), as mandated by Presidential Instruction of the Republic of Indonesia Number 4 of 2022 and Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 53 of 2020. The implementation method involved initial coordination (kick-off meeting), observation of data needs, and Focused Group Discussions (FGD) with Regional Apparatus Organizations (OPD) to identify the root causes of poverty. The main outcome of this activity was the completion of the 2024 Regional Poverty Reduction Implementation Report (LP2KD) for Central Buton Regency. This report presents a comprehensive analysis of poverty conditions, identifies existing problems, and provides practical recommendations for the formulation of more effective and targeted poverty reduction policies.

Abstract

Mobile Samsat is an innovation launched by the Southeast Sulawesi Bapenda as a form of innovation in the field of public services with the aim of increasing regional revenues sourced from the re-registration of Motor Vehicle Tax (PKB). This research aims to determine the implementation of Mobile Samsat services in improving the quality of public services in Bapenda Southeast Sulawesi. The research method used is a descriptive research method with a qualitative approach. Data collection techniques use three methods, namely interviews, observation and documentation studies. The data sources in this research consist of two, namely primary data sources and secondary data sources. The data analysis technique uses three stages, namely data reduction, data presentation, and drawing conclusions. The research results show that the overall implementation of Mobile Samsat services is running effectively. Communication variables that show that implementation has been effective. The resources variable shows that resources in overall implementation have been maximized, although there must be additional staff resources. The attitude or disposition variable of the implementer has shown a good attitude. The bureaucratic structure variable also shows the existence of Standard Operating Procedures (SOP) in the implementation of services.

Abstract

Although disasters cannot be prevented, their impacts can be predicted or reduced. Considering the large potential for disasters that occur in Buton Regency, disaster prevention initiatives are very important to increase preparedness to face various types of disaster risks that may and will occur at any time. Knowing the management of the Buton Regency Regional Disaster Management Agency in dealing with disasters is one of the study objectives to be achieved. This research uses qualitative methodology.  BPBD Buton Regency in implementing disaster prevention management consists of mitigation, preparedness, responsiveness and recovery stages. The mitigation stage carried out by the Buton Regency BPBD began with conducting outreach to people living in disaster-prone areas, making maps of disaster-prone areas and conducting outreach and training to the community. Preparedness carried out by BPBD Buton Regency provides information about community readiness to respond to disasters, community preparedness when facing disasters such as building emergency tents, public kitchens, and evacuating disaster victims. Buton Regency BPBD's response or responsiveness provides public complaint services regarding disaster incident reports via WhatsApp. The recovery carried out by BPBD Buton Regency is to restore the condition of the community and environment affected by the disaster by repairing and restoring all aspects with the target of normalizing people's lives in the disaster-affected area.

Abstract

Based on the poverty percentages in South Buton Regency was report in 2021 at 14.62%, which is larges number comes from the women's Community are the most vulnerable to fall into the poverty trap. Bola village located in South Buton Regency is known as a producer of cassava, but it has not been able to maximise the added value for the community. There are exist a Women's Business Group (KWT) Bangun Sejahtera that contibute in processes Cassava into Kaopi Flavour, which is one of the raw materials for local food of the Buton Islands community. This Community Service Programme (PKM) aims to help develop the capacity of business groups as well as women's groups in local resource-based business governance, as well as challenges and opportunities to develop into productive and added-value businesses. This programme is held to be carried out through the observation, training and mentoring, as well as an evaluation to find out the result this program. Approach method used in this PKM is Participatory Rural Appraisal (PRA), which involves KWT as a partner as well as the subject of this activity. The participants in this activity are members of KWT and Bola Village Women's Group with a target of 50 people. The findings of this activity showed an increase in the community's understanding of financial management and digital marketing which reached approximately 83.3%. Nevertheless, this programme still needs to be continued through intensive mentoring and business development in the field of product intellectual property rights and product branding.

Abstract

Village-Owned Enterprises have an important role in managing village tourist attractions. Tourism development through village tourism is one of the efforts to support village economic growth. The problem faced by partners is the lack of development insight in the tourism sector, which is an obstacle to the development of the Mopaano Village tourism business due to a lack of training and management knowledge in developing tourist attractions. This training is to improve skills in managing tourism. This training was carried out by delivering material about tourism as a strength for the village economy and tourism promotion to increase tourist visits. Community Service Activities are carried out in Mopaano Village. The Mopaano Village tourist attraction is a village asset that needs to be empowered and developed with all its uniqueness and attractiveness to attract tourist visits to the village tourist location. With training methods carried out in community service, to introduce good promotional methods that suit the needs of Mopaano Village. This training is aimed at BUMDes and Karang Taruna in Mopaano Village. This training takes the form of promotional design and the use of information technology in digital marketing so that it accommodates the need to improve village tourism promotion so that it can be a solution to overcome partner problems. The Service Team also provides training in designing visiting packages when traveling to Mopaano Village and provides several souvenir plans to remind tourists who have visited Mopaano Village.

Abstract

Recent studies explain that the COVID-19 pandemic has caused a complex situation for government policies. This study aims to see the capabilities of social capital during the pandemic, as an alternative to effective disaster management. This article is written based on qualitative research principles, through literature analysis of 35 articles obtained from the Scopus database on social capital and handling of COVID-19 cases. Furthermore, the analysis was carried out using the VosViewer application (density and overlay visualization) to see the network of interrelated and relevant concepts. Topics related to this explain that disaster management studies recognize that social capital has an important role in understanding community-based disaster management efforts, especially during the COVID-19 pandemic. The research trend leads to a typology of social capital that is similar in each community even though it is in different regions, the findings are also followed by a trend that community social capital actually strengthens and is very persuasive in disaster situations, even quite effectively contributing to the process of dealing with the impact of disasters, especially for community social recovery. This research study contributes to the approach to formulating disaster risk mitigation policies based on community social capital capacity.

Abstract

Kemiskinan adalah masalah pembangunan diseluruh daerah di indonesia termasuk di Kota Baubau., angka kemiskinan Kota Baubau mengalami peningkatan 7,53 dari tahun sebelumnya yang hanya 7,31 pada tahun 2022 . Tujuan dari penelitian ini adalah untuk mengetahui sejauh mana peran Dinas Sosial Kota Baubau dalam menanggulangi angka kemiskinan. Penelitian ini menggunakan metode penelitian kualitatif, melalui pendeketan deskriptif. Penelitian ini melakukan wawancara terstruktur dengan pihak relevan, observasi lapangan dan studi dokumen. Anilisis data penelitian dilakukan melalui kaidah analisis interaktif dalam penelitian kualitatif. Hasil penelitian ini adalah : 1. Dinas Sosial Kota Baubau telah menunjukkan keberhasilan dalam menanggulangi kemiskinan ekstrem melalui berbagai program, seperti bantuan sosial dan pemberdayaan masyarakat. Program-program tersebut antara lain bantuan sosial untuk lansia, fakir miskin, penyandang disabilitas, bantuan permakanan untuk lansia dan PMKS, bantuan untuk KUBE, bantuan permakanan untuk korban bencana, bimbingan sosial, dan peningkatan kapasitas sumber kesejahteraan sosial. 2. kinerja program strategi pengentasan kemiskinan ekstrem terhambat oleh beberapa masalah signifikan, terutama koordinasi OPD yang tidak efektif. Sumber utama masalah ini adalah ketidaksesuaian data target penerima bantuan antara OPD terkait dan Dinas Sosial, sehingga bantuan sering tidak tepat sasaran.Kata kunci: Penanggulangn Kemiskinan; Dinas Sosial; Kemiskinan Ekstrem

Abstract

Pemenuhan hak anak merupakan salah satu langkah awal dalam mewujudkan Generasi Emas 2045. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan Pemerintah Kota Baubau dalam pengembangan kota layak anak. Metode yang digunakan adalah penelitian kualitatif dengan melakukan wawancara yang terstruktur yang menggunakan daftar pertanyaan terbuka, yaitu pertanyaan yang mengekplorasi jawaban secara mendalam serta memberikan pemahaman dan penafsiran yang menyeluruh. Teori yang digunakan adalah empat indikator implementasi yang dikemukakan oleh Edward III yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukan bahwa implementasi kebijakan Pemerintah Kota Baubau dalam pengembangan kota layak anak tidak berjalan dengan maksimal. Permasalahan serius terdapat pada aspek komunikasi yang ditemukan  bahwa masyarakat tidak mendapatkan sosialisasi yang intens dari pelaksana kebijakan dan salah satu dampaknya data anak di kota baubau belum juga terhimpun dengan baik. Kemudian pada aspek sumber daya anggaran ditemukan belum adanya peraturan yang mengatur secara khusus mengenai aliran dana untuk program kota layak anak dan pada aspek struktur birokrasi terdapat kendala pada peraturan daerah yang sampai saat ini belum ada untuk menjadi pedoman pelaksanaan kebijakan kota layak anak sesuai dengan permasalahan hak anak di Kota Baubau.Kata Kunci: Implementasi Kebijakan, Kota Layak AnakÂ
