Abstract

This study uses grounded theory method, in which the approach taken is by field work observations. The observation instruments used in the field is in-depth interviews with list of questions. The results showed that the effectiveness of the role of community groups in an effort to improve the welfare center for the furniture industry is very high; it is seen from the indicators of economic well-being of the community members and the increased ownership of assets / capital investment for reproduction. According to the theory of success in accumulating assets and undertake reinvestment by community groups, there is a characteristic or a form of social entrepreneurship.  The community group’s role effectiveness is also demonstrated by the increase in the group members' productivity. This is in line with Input-Process-Output Model theory of Strategic Entrepreneurship, which stated that community groups successfully processes input and outputs which provide profits for the members, their own institution and social groups. While the barriers faced by community groups in the effort improving the welfare for the furniture industry are: internal and external. Internal obstacles are the low creation and innovation as the members' low formal education background; moreover transparency lack is also a source of internal constraints for community groups. The external constraint is due to negative stereotype against community groups and the post power syndrome of senior public figures.

Abstract

Kata Kunci: APBD, Belanja Pendidikan, Dana Alokasi Khusus, Data Panel, Rata-rata Lama Sekolah.ABSTRACTThis study examines the effect of regional budget (APBD) realization in the education sector on Mean Years of Schooling as an indicator of the education dimension of human development in East Nusa Tenggara Province. The study employs balanced panel data from 22 regencies/cities during 2018–2022 (110 observations). The independent variables consist of Indirect Expenditure, Direct Expenditure in the education sector, the General Allocation Fund (DAU), and the Special Allocation Fund (DAK), while Mean Years of Schooling serves as the dependent variable. Panel data estimation was conducted using the Random Effects Model, selected through the Chow, Hausman, and Lagrange Multiplier tests. If a lag specification is applied, budget realization is analyzed using a one-year lag (t−1) to capture the delayed impact of public expenditure on educational outcomes. The results indicate that Direct Expenditure has a negative and statistically significant effect, whereas the Special Allocation Fund has a positive and statistically significant effect on Mean Years of Schooling. In contrast, Indirect Expenditure and the General Allocation Fund do not exhibit significant effects. These findings suggest that the effectiveness and allocation of education spending are more important than the overall size of government expenditure in improving educational outcomes. This study contributes empirical evidence on the relationship between education budget realization and educational achievement across regencies and cities in East Nusa Tenggara. Keywords: Regional Budget, Education Expenditure, Special Allocation Fund, Panel Data, Mean Years of Schooling.

Abstract

Local infrastructure development is often promoted as a key strategy to reduce rural poverty, however, micro-level empirical evidence in Indonesia remains relatively limited, particularly at the village level. This paper examines whether hard (physical) and soft (social-economic) infrastructure have different impacts on rural poverty, an important issue given policymakers’ tendency to prioritize physical infrastructure development. The novelty of this study lies in explicitly separating infrastructure into hard and soft categories and comparing their heterogeneous effects on poverty reduction, thereby addressing a gap in previous studies that tend to treat infrastructure as a single and homogeneous indicator. Using cross-sectional data from the 2018 PODES covering 177 villages in Karanganyar Regency, this study applies an Ordinary Least Squares (OLS) estimation approach to analyze the relationship between infrastructure availability and rural poverty, proxied by the number of poor households. The findings show that soft infrastructure: digital access, financial inclusion, public spaces, agricultural services, and health facilities has significant negative effect on rural poverty, whereas hard infrastructure such as electricity, mobility, and trade facilities has no significant effect. The study concludes that soft infrastructure plays a more decisive role in reducing rural poverty, highlighting the need for policies that prioritize social–economic support systems alongside physical development.

Abstract

Corporate Social Responsibility (CSR) has become a strategic instrument for manufacturing firms to address environmental and social challenges while simultaneously supporting the development of Micro, Small, and Medium Enterprises (MSMEs). This study aims to examine the impact of CSR programs on the development and empowerment of MSMEs in the manufacturing sector. A Systematic Literature Review (SLR) approach was employed to synthesize and analyze prior empirical studies published in Scopus-indexed journals between 2019 and 2023. The review process followed a structured protocol, including article identification, screening, eligibility assessment, and qualitative synthesis, resulting in nine highly relevant studies. The findings indicate that CSR implementation in the manufacturing sector positively contributes to MSME empowerment through improved access to resources, enhanced managerial and technical capabilities, increased market opportunities, and strengthened environmental awareness. CSR initiatives focusing on environmental management, energy efficiency, waste reduction, education, and community development were found to play a crucial role in mitigating the negative environmental impacts of manufacturing activities while fostering sustainable MSME growth. Furthermore, institutional pressures—normative, coercive, and mimetic—were identified as significant drivers influencing corporate engagement in CSR practices. Overall, this study highlights that CSR serves not only as a mechanism for corporate accountability but also as a catalyst for inclusive economic development and sustainability. The findings provide valuable insights for policymakers, practitioners, and manufacturing firms in designing effective CSR strategies that support MSME empowerment and promote long-term social, economic, and environmental sustainability.

Abstract

The transition from the ancient paradigm, where communities were only seen as objects of development, to a new approach that emphasizes community involvement and collaboration with local institutions highlights the importance of empowerment and enriching the quality of communities. This evolution towards community empowerment is paramount for positive societal development in Indonesia, necessitating active participation from the community to attain the desired objectives. This study endeavors to ascertain the correlation between working capital, social capital, and psychological capital in community empowerment programs, as well as to discern which capital plays a more substantial role in empowering the community in Karangasem village. Utilizing a quantitative method, data was collected through questionnaires from 255 community beneficiaries of the empowerment program in Karangasem Village, Sukoharjo, Central Java, Indonesia. Structural Equation Modelling (SEM) was employed for analysis. The research indicates that various forms of working, social, and psychological capital significantly influence community empowerment programs. Working capital emerges as the most influential, with a noteworthy 78% significance, indicating its pivotal role in program implementation. Effective management and allocation of funds are imperative for capital utilization. Social capital, particularly networks, is vital in fostering community empowerment by enhancing internal and external connections. Psychological capital, characterized by optimism, fuels community engagement and commitment to empowerment initiatives, underscoring the importance of internal motivation in program success. These findings may serve as a basis for governmental and empowerment program managers to formulate policies to enhance community welfare.

Abstract

Cultural poverty in developing societies often emerges from adherence to traditional practices that impose significant economic burdens on communities. In Batak Toba society, the sinamot (bride price) tradition has evolved from a symbolic gesture of respect into a status marker, creating substantial financial pressures on families. While culturally significant within the dalihan na tolu kinship system, contemporary sinamot practices frequently exceed families' economic capabilities, potentially perpetuating cycles of poverty. This study examines how the sinamot tradition contributes to cultural poverty formation in Batak Toba communities and explores community perceptions regarding this phenomenon. The research contributes to understanding cultural poverty as a product of culturally sanctioned practices rather than character deficiencies, offering insights for developing culturally sensitive poverty alleviation approaches. This qualitative study employed a phenomenological approach, conducting in-depth interviews with seven informants including married couples, parents, and traditional leaders aged 40-65 years, with data analyzed using NVivo 12 Pro software following Miles and Huberman's interactive model. The findings reveal that sinamot functions dually as both a symbol of honor (hasangapon) and an economic burden, with three primary mechanisms driving cultural poverty: social pressure to maintain high sinamot values as markers of family status, consumerist tendencies in wedding celebrations where families host grand events beyond their means, and compliance with traditional values motivated by fear of social sanctions. Sinamot amounts vary significantly based on bride's education level, ranging from IDR 10-15 million for high school graduates to IDR 20-150 million for master's degree holders, excluding additional celebration costs. Families frequently incur debts requiring two to three years to repay, limiting investments in education, health, and productive endeavors. The study identifies emerging shifts among younger generations adopting more realistic attitudes toward sinamot while maintaining cultural respect, and some traditional communities have begun simplifying ceremonial requirements. Theoretically, through Baudrillard's consumerism theory and Bourdieu's symbolic capital concept, traditional celebrations have transformed into arenas for symbolic consumption serving as social signifiers rather than authentic cultural expressions. Cultural poverty in Batak society emerges not from ignorance but from adherence to culturally legitimate practices, requiring dialogue between traditional leaders and communities to balance cultural preservation with economic sustainability.

Abstract

This scoping review explores how the urban fringe is conceptualized and applied in the context of China’s rapid urbanization. Drawing on the PRISMA framework, a systematic search of the Web of Science (WoS) and CNKI databases identified thirteen relevant studies published between 2014 and 2024. The review synthesizes key theoretical approaches, spatial models, and empirical applications to examine the evolving characteristics of urban fringe zones. The findings reveal that economic transformation, changing social structures, and spatial heterogeneity jointly shape urban fringe development in China. While the urban fringe plays a critical role in mediating urban expansion, land-use change, and governance innovation, a notable gap remains: the absence of a universally applicable framework to define and manage urban fringe areas, largely due to regional variability and fragmented institutional structures. This study argues for the development of flexible yet standardized governance models that accommodate local conditions while supporting sustainable urban growth. The review contributes to the theoretical refinement of peri-urban studies and offers actionable insights for urban planners and policymakers seeking to manage the tensions between rural preservation and urban expansion in a rapidly developing region.
