Abstract

Objective: This study aims to analyze the effectiveness of e-government implementation through the Dukcapil Online Service (PLAVON) application in managing population documents in Jatikalang Village. Method: A qualitative descriptive approach was applied, with data collected through interviews, observations, and documentation, and analyzed using the Miles and Huberman interactive model. Results: The findings show that PLAVON has improved the efficiency of population administration services by reducing queues, accelerating document issuance, and enhancing transparency and accountability. Despite these achievements, several challenges remain, including limited community digital literacy, inadequate internet access, and technical difficulties in application use. Socialization and training initiatives conducted by the village government have partially addressed these issues, helping to increase public awareness and usage of the system. Novelty: This research provides new insights by contextualizing the adoption of PLAVON at the village level, highlighting not only its role in improving administrative efficiency but also the socio-technical challenges that must be addressed to ensure inclusivity and sustainability in digital-based public service delivery.

Abstract

Objective: This study aims to analyze the role of Big Data in accelerating the transformation of public services in Sidoarjo Regency toward the Smart City concept. Method: A qualitative research approach was employed, utilizing literature studies and in-depth interviews with officials from the Sidoarjo Central Bureau of Statistics (BPS). Results: The findings reveal that while several digital platforms such as SIPRAJA, SIAK, and e-Health have been implemented, the integration and effective utilization of Big Data remain limited. The challenges identified include data quality inconsistencies, lack of inter-agency system integration, and the absence of a strong data-driven organizational culture. This study further highlights five critical indicators in the Data-Driven Decision Making (DDDM) framework: data quality, analytical capability, decision-making processes, organizational culture, and technological infrastructure. Although infrastructure and analytical tools are in place, their effectiveness is constrained by weak data integration and limited application in public policy formulation. Novelty: This research provides a contextualized analysis of how Big Data adoption in local governance encounters institutional and cultural barriers, offering insights into the necessity of institutional reform, enhanced data literacy, and the development of a robust data ecosystem for achieving smart and responsive governance.

Abstract

Objective: This study aims to analyze the innovations introduced by the Village Financial System (Siskeudes) in managing village funds to support the implementation of Good Governance in Kalisampurno Village. Method: A qualitative approach with a case study method was employed, utilizing observation, interviews, and documentation, with data analysis conducted using the Miles and Huberman model, which includes data collection, reduction, presentation, and conclusion drawing. Results: The findings indicate that Siskeudes has improved the efficiency and accuracy of financial reporting, enabling village officials to prepare systematic reports that enhance transparency and accountability. However, several challenges were identified, including frequent updates to the application, difficulties in system operation, and unstable internet connectivity, all of which hinder optimal implementation. Novelty: Unlike previous studies, this research applies Rogers’ (2003) diffusion of innovation theory to highlight the adoption of Siskeudes in terms of relative advantage, compatibility, complexity, and trialability, thereby providing new insights into how technological innovations in village governance can be better understood and contextualized at the local level.

Abstract

Objective: This study aims to analyze the effectiveness of digitalization through the e-commerce platform of BUMDes Janti, Waru District, Sidoarjo Regency, in enhancing the economic competitiveness of the village, particularly by increasing market access and income for local MSMEs. Method: A descriptive qualitative approach with a case study design was employed, using primary data from in-depth interviews with BUMDes managers and MSME actors, as well as direct observation of the digitalekonomijanti.co.id platform. Secondary data were drawn from official BUMDes documentation, financial reports, journals, and related articles. Results: The findings indicate that digitalization via e-commerce has effectively encouraged MSME participation, broadened marketing reach, and improved transaction efficiency, though challenges remain in digital literacy and internet infrastructure. Moreover, BUMDes plays a more significant role as a facilitator, providing infrastructure and technological support, rather than as the primary business operator. Novelty: The study highlights that the success of digitalization is not solely determined by BUMDes’ direct management but also by its capacity to act as a facilitator that maps local potential, fosters social networks, and adapts technology to community needs, offering an alternative model for digital economic development rooted in local wisdom.

Abstract

Objective: This study aims to evaluate the effectiveness of the E-Pak Ladi Kiosk as an innovation in civil administration services in Karang Ploso Village, Pasuruan Regency. The main focus of the study is to assess the extent to which this service is able to meet the needs of the community in processing civil documents quickly, easily, and efficiently.  Method: This study uses a qualitative method with data collection techniques through interviews, observations, and documentation. Data analysis was carried out using Miles and Huberman's interactive model with four stages: data collection, data reduction, data presentation, and drawing conclusions. Results:  The results showed that the E-Pak Ladi Kiosk in Karang Ploso Village was quite effective in improving access to population administration services, especially for people who live far from service centers and vulnerable groups such as the elderly. This program can reduce residents' dependence on broker services. However, several obstacles were found, such as a lack of socialization, limited facilities and infrastructure, and technical glitches that still need to be addressed.  Novelty: The novelty of this research lies in the evaluation focus on the implementation of digital service innovation at the village level using the effectiveness indicators of Budiani (2007), as well as in providing community-based and digital literacy approach-based recommendations as solutions to strengthen the implementation of technology-based public services in rural areas.

Abstract

Objective: This study aims to evaluate the effectiveness of the East Java Online Shopping Program (JATIM BEJO) in encouraging the participation of local Micro, Small, and Medium Enterprises (MSMEs) as a response to the economic downturn caused by the Covid-19 pandemic. Method: A descriptive qualitative approach was applied, using Subagyo’s four indicators of effectiveness in Budiani (2007)—target accuracy, program socialization, goal achievement, and program monitoring—as the analytical framework. Results: The findings reveal that JATIM BEJO has succeeded in increasing MSME participation in digital platforms, thereby expanding market access and supporting economic resilience. However, challenges persist, including limited understanding among MSME actors regarding program benefits and administrative barriers that restrict broader participation. These issues highlight the need for more intensive socialization and technical assistance to ensure inclusive involvement. Novelty: This study contributes by emphasizing JATIM BEJO as a regional digital innovation that not only facilitates economic recovery but also provides a strategic model for empowering MSMEs in the post-pandemic era, underscoring the importance of adaptive policy design and continuous program evaluation for sustainable local economic development.

Abstract

Objective: This study aims to analyze the implementation of the Sidoarjo Public Service System (SIPRAJA) in Klurak Village, Candi District, Sidoarjo Regency, with a focus on evaluating its effectiveness in improving public service delivery. Method: A qualitative descriptive approach was employed, guided by Edward III’s policy implementation model, which emphasizes communication, resources, disposition, and bureaucratic structure. Results: The findings reveal that the Klurak Village Government has actively conducted socialization of the SIPRAJA application by involving community stakeholders to foster awareness and participation. Human resources and infrastructure have been adequately prepared, including adjustments to officer honorariums, while the bureaucratic structure supports service efficiency. Despite these strengths, challenges persist among residents with limited technological literacy, indicating the need for more comprehensive digital training. The Village Government demonstrates a positive disposition through transparent practices that aim to build public trust, supported by collaboration between village officials. Novelty: The study offers a comprehensive evaluation of SIPRAJA’s implementation at the village level by integrating communication strategies, resource allocation, and bureaucratic structures, highlighting the importance of targeted training to address digital literacy gaps and reinforcing the role of local governance in fostering transparent and participatory e-government practices.

Abstract

Objective: Poverty is one of the biggest challenges faced by people around the world, including Indonesia. Although poverty rates have declined in recent years, millions of people still live below the poverty line. In this context, the implementation of the Sustainable Development Goals (SDGs) Program in Sugihwaras Village, Candi District, Sidoarjo Regency, is very relevant. This study aims to analyze how the Village Fund Direct Cash Assistance (BLT-DD) program can contribute to reducing poverty in villages. Method: The research method used is qualitative with a descriptive approach, which involves observation, interviews, and document collection. Results: The results of the study show that the BLT-DD program provides significant financial support for beneficiary families, especially in meeting their basic needs. In addition, this program also has the potential to encourage people to invest in small businesses, thereby improving overall welfare. However, the successful implementation of this program is influenced by several factors, including effective communication between the government and the community, adequate resource management, and a clear bureaucratic structure. A positive attitude from all parties involved is also key in achieving poverty alleviation goals. Novelty: The study adopts a theoretical approach put forward by George C. Edwards III, which details four important components in policy implementation, namely communication, resources, bureaucratic structure, and disposition. This approach is innovative because it not only focuses on financial impact analysis, but also explores the interactions and synergies between non-financial factors that significantly determine the success of the BLT-DD program.
