Abstract

Objective: This study aims to analyze the empowerment of Micro, Small, and Medium Enterprises (MSMEs) leather bag craftsmen in Kludan Village through the implementation of Digital Marketing strategies. Method: A qualitative descriptive approach was employed, with data collected through interviews, observations, and documentation, and analyzed using the Miles and Huberman interactive model. Results: The findings reveal that the Kludan Village government has provided structured training and mentoring programs on Digital Marketing to enhance the online marketing capacity of MSMEs and broaden their market reach. Despite these efforts, MSMEs face challenges such as low digital literacy and limited access to technology, particularly among elderly entrepreneurs. To address these barriers, the government has offered continuous mentoring, equipment support, and facilitated the creation of Business Identification Numbers (NIB). Novelty: This study highlights Digital Marketing as a strategic and sustainable solution for strengthening local economies in rural areas, emphasizing the critical role of government-led interventions in bridging the digital divide and enabling MSMEs to adapt effectively to the demands of the digital era.

Abstract

Objective: This study aims to analyze the implementation of the E-Buddy electronic official script application in enhancing administrative efficiency within the Government of Sumorame Village, Sidoarjo Regency. Method: Employing a descriptive qualitative approach, data were collected through interviews, observations, and documentation, and analyzed using Mazmanian and Sabatier’s policy implementation theory, which emphasizes policy clarity, resources, implementer disposition, and bureaucratic structure. Results: The findings reveal that while the E-Buddy application represents a step toward digital governance, its implementation encounters significant obstacles, including limited human resources, inadequate internet infrastructure, insufficient training and socialization, and resistance from village officials toward digital transformation. These challenges hinder the consistency and effectiveness of the application in achieving its intended outcomes. Novelty: This study provides a unique contribution by applying Mazmanian and Sabatier’s framework to evaluate digital innovation at the village governance level, highlighting the practical barriers and policy determinants that influence implementation. The analysis underscores the need for strategic interventions such as capacity building, infrastructure reinforcement, and the establishment of a dedicated coordination team to ensure the sustainability and scalability of the E-Buddy application in supporting rural administrative reform

Abstract

Objective: This study aims to analyze the implementation of the Smart ASN application in enhancing the quality of civil service delivery at the Regional Civil Service Agency (BKD) of Sidoarjo Regency as part of the local government’s digital transformation strategy to achieve efficient, transparent, and accessible public services. Method: The research employs a descriptive qualitative approach with data collected through interviews, observations, and documentation. Data analysis is guided by George C. Edward III’s policy implementation theory, which emphasizes communication, resources, implementer disposition, and bureaucratic structure as key determinants of policy success. Results: The findings indicate that BKD Sidoarjo has effectively fulfilled Edward III’s criteria by establishing clear communication channels, optimizing available resources, fostering strong implementer commitment, and developing an adaptive bureaucratic structure. Despite these achievements, several challenges persist, including data integration issues, technical barriers, and the varying adaptability of civil servants to digital systems. Novelty: This study contributes to the literature by integrating Edward III’s policy implementation theory with the practical evaluation of digital application use in regional civil service agencies at the district level, offering new insights into how localized bureaucracies adopt and adapt digital innovations to improve governance.

Abstract

Objective: The research aims to analyze how the TIC system contributes to enhancing destination attractiveness and supporting regional tourism development through digitalization. Method: A descriptive qualitative approach was applied, with data collected through in-depth interviews, observation, and document analysis. The analysis was guided by George C. Edwards III’s policy implementation theory, focusing on four variables: communication, resources, disposition of implementers, and bureaucratic structure. Results: The findings reveal that the Web TIC implementation remains suboptimal, hindered by weak internal communication, limited IT resources and funding, low implementer motivation, and rigid bureaucratic processes that delay decision-making. Despite these challenges, the system demonstrates potential as a tool for improving accessibility to tourism information. Novelty: This study contributes by applying a policy implementation framework to assess digital tourism innovation at the regional level, emphasizing the need for structured communication, human resource development, dedicated budgets, and cross-sector collaboration to ensure effective and sustainable digital tourism information management.

Abstract

Objective: The purpose of this study is to describe and analyze the effectiveness of the SIKS-NG application in improving social welfare in Kludan Village. Method: The selection of informants was carried out using purposive sampling, focusing on individuals with in-depth knowledge of the implementation of SIKS-NG, including the village-level application operators. Data collection techniques consisted of observation, in-depth interviews, and documentation for primary data, as well as literature studies for secondary data, while data analysis techniques included data reduction, descriptive data presentation, and drawing conclusions with careful attention to the validity and reliability of the findings. Result: The results of the study indicate that, in terms of goal achievement, the SIKS-NG application facilitates accurate and transparent data collection and distribution of social assistance, although challenges remain regarding data validity due to feature limitations and the need for manual verification, and in terms of integration, SIKS-NG connects various relevant stakeholders such as the village government and the Social Service Office, but it still lacks direct communication features and sufficient community outreach, while in terms of adaptation, the system is responsive to regulatory changes and is supported by operator training, yet further development is needed for feedback features and technical support. Novelty: This study highlights the unique contribution of SIKS-NG in combining transparency, integration, and adaptability in the delivery of social welfare services at the village level, while also revealing the necessity of continuous feature improvement and capacity building to optimize its impact.

Abstract

Objective: This study aims to analyze the effectiveness of digital marketing training in improving the marketing of Micro, Small, and Medium Enterprises (MSMEs) products in Lemahputro Village, Sidoarjo. Method: The research uses a qualitative descriptive approach by applying Campbell's effectiveness theory through four indicators, namely program success, target accuracy, program satisfaction, and overall goal achievement. Data were collected through interviews, observations, and documentation, and reinforced with secondary data from government reports and village profiles. Results: The results showed that digital marketing training was considered effective in all four indicators: program success was supported by the active involvement of the village and regional governments, target accuracy was achieved through the selection of relevant participants, participant satisfaction increased thanks to interactive methods and adequate facilities, and overall objectives were proven through increased MSME turnover and the implementation of digital marketing practices. This training not only changed the marketing behavior of MSME actors but also contributed to village economic growth. Novelty: The novelty of this research lies in its emphasis on the important role of the village government as a determining factor in the success of MSME digital transformation, making synergy between MSMEs and the government the key to sustainable village economic development.

Abstract

Objective: This study aims to evaluate how effective e-commerce is in enhancing the performance of Micro, Small, and Medium Enterprises (MSMEs) in Sedenganmijen Village, specifically focusing on Dapur Geliz as a case example. Method: The research employs a qualitative descriptive method, utilizing interviews, observations, and document analysis to gather deeper insights. Result: The research findings reveal that the implementation of e-commerce has a positive influence on three primary indicators: resource efficiency, activity outcomes, and alignment with the strategic plan. E-commerce aids in lowering operational costs, optimizing raw material use, and speeding up production processes. There has been an increase in sales, customer loyalty, and favorable consumer reviews, indicating significant improvement in business results, while digital strategies align with MSMEs’ initial goals to broaden market reach and elevate customer satisfaction. Novelty: These findings demonstrate that the utilization of e-commerce serves as a strategic tool for enhancing competitiveness and ensuring the sustainability of MSMEs, particularly in rural areas adapting to advancements in digital technology, and provide empirical evidence supporting the integration of resource efficiency management theory into digital business practices.

Abstract

Objective: This study aims to analyze the effectiveness of government-sponsored digital marketing training programs in enhancing the competitiveness of culinary small and medium enterprises (SMEs) in Tanggulangin Subdistrict, particularly those specializing in processed milkfish products, a local specialty. Method: A descriptive qualitative approach was employed using interviews, observations, and documentation, with data analyzed through the Miles and Huberman interactive model. The program’s effectiveness was evaluated based on Sedarmayanti’s (2014) framework, which includes input, process, output, and outcome indicators. Results: The findings reveal that the training has led to improved understanding of digital marketing, enhanced promotional skills through social media, and increased willingness to utilize online marketplaces. Nonetheless, challenges persist, such as overly theoretical materials, limited facilities, and insufficient post-training support. Long-term impacts, including sales growth and improved business efficiency, are emerging but remain constrained by inadequate technological access and financial assistance. Novelty: This study contributes to the limited empirical evidence on the practical impact of digital marketing training for local SMEs by integrating a contextual evaluation framework and emphasizing the need for sustained mentorship and infrastructure development to achieve long-term competitiveness.

Abstract

Objective: This study aims to examine the empowerment efforts of Micro, Small, and Medium Enterprises (MSMEs) through the use of marketplace applications in Cemengkalang Village, addressing the relevance of MSME empowerment in improving the local economy amidst globalization and the development of information technology. Method: The research method used was qualitative, with data collection through in-depth interviews, observation, and documentation. Result: The results showed that MSMEs experienced increased market access and skills through training in the use of marketplace applications such as Shopee, TikTok, and Tokopedia, with sales increases of up to 30–50%, although challenges such as technological limitations and low digital literacy among consumers remain obstacles, indicating the need for more intensive support and training to maximize MSME potential in the digital era. Novelty: The novelty of this study lies in the use of a local, village-based approach that combines empowerment according to Fahrudin—emphasizing individual capacity, community participation, access to resources, and MSME independence—with digital implementation through marketplace applications, while also identifying structural barriers and challenges of digital culture at the community level and highlighting the role of social solidarity among business actors in supporting digital transformation.

Abstract

Objective: This study aims to analyze the management of the Village-Owned Enterprise (BUMDes) Barokah Makmur through its Pujasera unit in Katerungan Village, Krian District, Sidoarjo Regency, focusing on how the management functions of planning, organizing, actuating, and controlling are implemented to strengthen the local economy and empower the community. Method: A descriptive qualitative approach was employed using observations, interviews, and documentation, with data analyzed through Miles and Huberman’s interactive model, including data collection, reduction, display, and conclusion drawing. Results: The findings reveal that planning considered strategic location and culinary potential, although spatial layout optimization remains limited. The organizational structure is well-defined, yet only certain units, particularly Pujasera, consistently operate. The actuating process reflects high managerial commitment but is constrained by human resource limitations. Supervision is effectively conducted through formal and social mechanisms. Financially, Pujasera recovered from losses in 2021–2022, generating a net profit of IDR 26,905,044 in 2024 and contributing 40% to village revenue. Novelty: This study contributes to understanding adaptive management strategies in village enterprises by demonstrating how Pujasera’s transformation fosters sustainable local economic independence, emphasizing innovation through human resource development, organizational reinforcement, and systematic facility management.
