Abstract

Objective: This study aims to explore the execution of the Integrated Administrative Services at the Subdistrict level (PATEN) through the e-KTP program in Krian District, Sidoarjo Regency. The research background is rooted in the necessity to enhance the effectiveness of public services along with the demands for bureaucratic reform in population administration. Method: The methodology employed is qualitative descriptive, utilizing observation, interviews, and documentation techniques. The analysis is based on the implementation theory by George C. Edward III, which includes four primary variables: communication, resources, disposition, and bureaucratic structure. Results: The study's findings reveal that regarding communication, the policy implementation is effective due to a clear and coordinated top-down communication pattern. In terms of resources, the availability of human resources, equipment, and funding is considerably supportive, although there is still a need for improvements in both quantity and quality, particularly during peak hours. From the perspective of disposition, the officers exhibit strong commitment and understanding of their duties and actively participate in technical training. However, a significant challenge is identified in the bureaucratic structure, where the authority for e-KTP printing remains centralized in the Ministry of Home Affairs, leading to delays and uncertainties in service. Novelty: The innovation of this research lies in its analysis of the implementation of PATEN in the context of e-KTP services and the pressing need for the decentralization of authority, enhancement of human resource capacity, and improvement of service infrastructure as part of the public service transformation at the subdistrict level.

Abstract

Objective: This study aims to analyze the implementation of digital marketing in MSMEs in Gedangan District by adopting the policy implementation theory model from George C. Edward III. Method: The approach used is qualitative descriptive, involving in-depth interviews, direct observation in the field, and document data collection. Results: The results of the study show that the use of digital marketing has resulted in an increase in revenue and the expansion of the small and medium enterprises (MSMEs) market. However, implementation still faces many challenges. This includes elderly business actors who do not have digital literacy, lack of technological infrastructure, and lack of post-training mentoring. Although policy communication has been carried out through socialization and training, it has not been consistent and equitable. While most senior business actors stick to conventional approaches, young human resources tend to be more flexible in social media management. Novelty: For continuous improvement, consistent implementation of digital marketing, more practical routine training and assistance are needed. In addition, it is necessary to increase access to financing and improve technological infrastructure so that MSME actors can maximize promotion and market expansion in a sustainable manner.

Abstract

Objective: Objective: This study aims to evaluate the implementation of population administration services through the Plavon Dukcapil website in Kalanganyar Village, Sedati District, Sidoarjo Regency as an innovation in digital-based public services. Method: The research employed a descriptive qualitative method with purposive sampling, involving village officials and community members as informants. Data were collected through interviews, observations, and documentation, and analyzed using the Miles & Huberman interactive model. Based on George C. Edward III's policy implementation theory, the study highlights that communication, resources, disposition, and bureaucratic structure are key dimensions influencing the effectiveness of this digital service. Results: The findings reveal that Plavon Dukcapil has improved service accessibility, reduced queues at the village office, and enhanced time and cost efficiency. However, the implementation is not yet optimal due to several challenges, such as low digital literacy among residents, limited capacity of village officials, technical system disruptions, and insufficient socialization efforts. Novelty: The novelty of this research lies in its focus on the implementation of Plavon Dukcapil at the village level, emphasizing both inhibiting factors and improvement strategies to ensure that digital public service innovation can achieve greater effectiveness and inclusion.

Abstract

General background: Food security is a national strategic issue and villages are crucial actors for local resilience. Specific background: Kendalpecabean Village started a food-security program in 2022 (post-COVID recovery) using village funds and infrastructure interventions (irrigation, pump houses) to mitigate flood-related crop failures. Knowledge gap: Despite budget allocations and infrastructure works, implementation obstacles remain in training, institutional coordination, and sustainable outcomes. Aims: This study analyzes program implementation using Edward III’s framework (communication, resources, disposition, bureaucratic structure). Results: Qualitative data (interviews, observation, documents) show effective communication and commitment (disposition), concrete infrastructure investments (~Rp 262,000,000 in 2024), but limitations in sustained training and full operationalization of LP2B (land protection) regulations. Novelty: Provides empirically grounded account of a village-level LP2B response combining engineering and institutional measures. Implications: Policy should pair infrastructure investments with capacity-building, clearer LP2B regulation, and institutional support to convert investment into reliable increased yields. Highlights: Village invested ~Rp 262,000,000 (2024) for irrigation and flood-control measures. Edward III framework finds communication and disposition relatively strong; training and LP2B regulation lag. Infrastructure alone limited—continuous capacity building and formal LP2B rules needed. Keywords: Food Security; Village Program; LP2B; Irrigation Infrastructure; Edward III.

Abstract

General background: Rural communities face uneven development and limited livelihood opportunities, increasing the need for local empowerment initiatives. Specific background: In Banjarkemantren Village, Karang Taruna (youth organization) initiated catfish (lele) cultivation using biofloc systems to strengthen food security and incomes. Knowledge gap: Despite activities and infrastructure, harvests have not consistently reached targets and barriers in marketing, technical skill, and facilitation remain. Aims: This study describes and analyzes Karang Taruna’s role (motivator, facilitator, mobilizer) in empowering the community through catfish farming. Results: Qualitative findings (observations, interviews, documentation) indicate strong motivator activity, ongoing innovations as mobilizer, but limited facilitation in marketing networks and technical dissemination—yielding increasing but subtarget harvests across three cycles. Novelty: The paper documents a youth-driven, biofloc-based empowerment model in a village context and empirically maps its three-role performance to observed production gaps. Implications: Strengthening technical capacity, formal market linkages, and active facilitation by Karang Taruna can improve yields and scale local livelihood outcomes.

Abstract

General Background: Village-Owned Enterprises (BUMDes) serve as a strategic instrument to stimulate local economic activities and improve rural welfare. Specific Background: Effective management of BUMDes depends on the ability of village governments to implement principles of transparency, accountability, and innovation. Knowledge Gap: Many studies address BUMDes’ role but rarely focus on managerial performance and organizational effectiveness at the village level. Aims: This study aims to analyze the management practices of BUMDes in supporting economic development and local revenue. Results: Findings show that well-managed BUMDes contribute significantly to village income and employment, while mismanagement—due to weak planning, lack of supervision, and low community participation—hampers progress. Novelty: The research integrates classical management theories (Terry, Fayol, Robbins) with the current operational model of BUMDes to evaluate management effectiveness comprehensively. Implications: Enhancing managerial skills, implementing financial transparency, and strengthening human resource capacity are vital for BUMDes sustainability. Highlights: BUMDes drives rural economic independence. Weak planning reduces managerial effectiveness. Governance reform strengthens local enterprise success.
