Abstract

Stunting or malnutrition is a condition of toddlers who cannot grow properly due to malnutrition in their bodies which causes children to not be able to develop according to their age. This research is to find out how the Sidoarjo Regency Health Office's strategy in dealing with stunting cases that occur in Sidoarjo Regency today. This research methodology is descriptive qualitative. The type of data used in this research is qualitative. Data collection techniques are carried out by means of interviews, online data searches, documentation and observation. This study shows that the strategy of the Sidoarjo district health office in dealing with stunting cases has not been as expected, this is due to the lack of public awareness of stunting, and the community lacks understanding about stunting. village governments need to carry out stunting prevention activities by implementing the Healthy Living Community Movement through nutrition improvement training.

Abstract

The number of domestic violence has increased. Meanwhile, until now it has not been possible to identify the stakeholder groups involved and need to be involved in providing solutions to prevent and manage victims of violence. A stakeholder-based governance system can be considered to manage victims of violence both preventively, curatively and rehabilitatively. The purpose of this study is to describe stakeholder-based governance to deal with victims of violence against women and children. This research was conducted at the East Java Integrated Service Center for the Protection of Women and Children (P2T-PPA) which has owned and implemented stakeholderbased governance. Data were collected through Focus Group Discussion (FGD) activities with qualitative data analysis methods. The FGDs involved representatives from each stakeholder in the management of victims of violence against women. The results showed that the stakeholder-based governance system is able to overcome various barriers to communication, coordination, and synergy in dealing with victims more quickly, accurately, and comprehensively. This study concludes that stakeholder-based governance for women and children is the best approach because it is able to integrate all related parties, especially if it is supported by early detection technology to treat victims' trauma conditions in a curative and rehabilitative manner.

Abstract

This article aims to analyze the management of Dapodik digital administration data at SMA Negeri 1 Krian. The research method used is descriptive qualitative, with data collection through observation, interviews, and documentation. The results showed that Dapodik data management involves planning, organizing, implementing, and controlling. However, there are several obstacles such as data discrepancies, slow servers, and system changes. Scientific findings indicate the importance of improving system efficiency and the accessibility of school operators in correcting data independently. In conclusion, optimizing Dapodik data management requires system improvements and capacity building for school operators.

Abstract

This research aims to analyze the implementation of the Adiwiyata program at SMAN 1 Wonoayu, Sidoarjo. The focus of this research is the factors that influence the effectiveness of its implementation. Using a descriptive qualitative approach. Apart from that, this research collected data through interviews with school principals, the Adiwiyata team, teachers and students, as well as field observations and documentation. Data analysis was carried out using the Miles & Huberman technique, including data reduction, data presentation, and drawing conclusions. The research results show that the Adiwiyata program at SMA Negeri 1 Wonoayu has been running well, but there are several problems that need to be overcome. Limited financial resources are the main obstacle in providing adequate facilities and infrastructure. Apart from that, the lack of socialization and direction regarding plant breeding techniques to the new Adiwiyata team also hindered the effectiveness of the program. The implication of this research is the need to increase budget allocations for the Adiwiyata program as well as strengthening socialization and technical training for the implementing team. In this way, it is hoped that the implementation of the Adiwiyata program can run more optimally and contribute to increasing awareness and participation of all school residents in environmental conservation.

Abstract

Objective: This study aims to determine and analyze the role of BUMDes administrators in managing the “Cafe Kalitikung” River Tour in Tambakcemandi Village, Sedati District, Sidoarjo Regency. Method: Using a descriptive qualitative method, data were collected through interviews, observations, and documentation. Data analysis follows the Miles & Huberman framework: collection, reduction, presentation, and drawing conclusions. Results: Based on Edy Suhardono's role theory, administrators act as facilitators, drivers, and regulators. Facilitators provide infrastructure such as piers and tourism facilities. Drivers involve local resources and raise environmental awareness. Regulators establish operational policies for sustainable management. Despite challenges in management, human resources, and funding, collaboration between the village government, community, and BUMDes administrators highlights the potential of “Kafe Kalitikung” as a village economic model. Abstract

Penelitian ini menyelidiki kinerja pegawai kantor desa dalam pelayanan administrasi kependudukan di Indonesia, dengan fokus pada produktivitas, kualitas pelayanan, dan akuntabilitas sebagaimana diuraikan oleh Agus Dwiyanto. Analisis didasarkan pada data kualitatif yang dikumpulkan melalui wawancara, observasi, dan dokumentasi dari para informan termasuk Sekretaris Desa, Kepala Urusan Keuangan, dan anggota masyarakat. Dengan menggunakan model analisis data interaktif Miles dan Huberman, temuan menunjukkan bahwa meskipun produktivitas dan akuntabilitas cukup memuaskan, kualitas layanan masih kurang. Secara khusus, standar waktu pelayanan tidak terpenuhi, sehingga menimbulkan banyak keluhan dari masyarakat mengenai penundaan dan inefisiensi. Penelitian ini menyoroti kesenjangan yang signifikan dalam kualitas layanan, yang menunjukkan perlunya perbaikan yang ditargetkan untuk meningkatkan efisiensi layanan administrasi kependudukan secara keseluruhan di kantor-kantor desa.

Abstract

Penelitian ini menilai efektivitas Sistem Informasi Kesejahteraan Sosial Generasi Berikutnya (SIKS-NG) dalam mengolah data kemiskinan di Desa Permisan, Kecamatan Jabon, Kabupaten Sidoarjo, menanggapi kebutuhan penting akan peningkatan layanan e-government untuk penyediaan layanan publik yang berkualitas. Menggunakan metodologi kualitatif deskriptif, penelitian ini menggunakan observasi dan wawancara, bersama dengan data primer dan sekunder, dengan sampling purposif untuk pengumpulan data. Analisis mengikuti model Miles dan Huberman, berfokus pada reduksi data, presentasi, dan penarikan kesimpulan. Kerangka teoritis berdasarkan teori efektivitas Richard M. Steers, yang mencakup indikator pencapaian tujuan, integrasi, dan adaptasi. Temuan menunjukkan bahwa pencapaian tujuan dicapai secara bertahap, integrasi pemangku kepentingan awal telah dimulai oleh pemerintah lokal, dan fasilitas serta infrastruktur yang ada sejalan dengan kebutuhan, meskipun pengembangan aplikasi SIKS-NG masih berlangsung. Studi ini menyoroti potensi alat digital dalam meningkatkan efisiensi layanan pemerintah dan menyarankan strategi adaptasi lebih lanjut untuk aplikabilitas yang lebih luas.

Abstract

Penelitian ini mengevaluasi kinerja Badan Permusyawaratan Desa (BPD) di Desa Lambangan, Kabupaten Sidoarjo, berfokus pada perannya dalam pengembangan lokal. Meskipun kerangka hukum mengamanatkan keterlibatan BPD dalam perencanaan desa untuk mengakomodasi aspirasi publik, penelitian kualitatif ini, menggunakan pendekatan deskriptif, mengidentifikasi kesenjangan dalam pelaksanaan. Data dikumpulkan melalui wawancara, observasi, dan tinjauan dokumen, menggunakan purposive sampling untuk seleksi informan. Analisis kinerja berdasarkan lima indikator Robbins (2006) — Kualitas, Kuantitas, Ketepatan Waktu, Komitmen, dan Kemandirian — mengungkapkan kekurangan. Masalah kualitas muncul dengan aparat desa, sementara Kuantitas dan Ketepatan Waktu proyek infrastruktur seperti pengecoran jalan dan irigasi tidak sepenuhnya terwujud. Komitmen terlihat, meskipun terganggu oleh tantangan tak terduga seperti pandemi COVID-19. Kemandirian berjuang karena aplikasi suboptimal dari anggaran desa yang disetujui. Temuan ini menekankan kebutuhan untuk BPD meningkatkan efektivitas operasional dan responsivitas mereka untuk memajukan pengembangan desa secara optimal. Penelitian ini berkontribusi pada pemahaman faktor-faktor kritis yang mempengaruhi efikasi badan pemerintahan lokal dalam pengembangan pedesaan.

Abstract

This study aims to analyze and describe the factors supporting community participation in the payment of Land and Building Tax (PBB) in Permisan Village, Jabon District, Sidoarjo Regency. This type of research is qualitative research. Data collection techniques were carried out through observation, interviews and documentation. Determination of informants in this study using purposive sampling technique. Data analysis was carried out with data collection techniques, data reduction, data presentation, and drawing conclusions. The results of this study indicate that the factors supporting community participation in paying land and building taxes in Permisan Village are cooperation between officers and groups of Permisan villagers who become pond fisherman laborers to participate by helping submit SPPT to pond owners, the willingness of mandatory officers a tax that collects taxes from residents' homes so that people can know when it is time to pay taxes and the community also does not need to come to the official place of tax payments, the socio-economic conditions of the Permisan village community who have several assets so that it requires a large enough cost to pay taxes, the condition of residence of taxpayers who do not reside in Permisan Village because most of the taxpayers who own ponds are residents from outside Sidoarjo Regency and the low self-awareness of taxpayers in carrying out their obligations is evidenced by the existence of taxpayers who make payments at the end of the year. when there is business or personal interest only.

Abstract

This study aims to assess and analyze the quality of human resources among village officials in implementing the Village Information System (SID) program in Gemurung Village, Gedangan District, Sidoarjo Regency. Using a qualitative descriptive method, data were collected through interviews, observations, and documentation, and analyzed using the Miles & Huberman model. The findings reveal that while village officials understand SID functions, their knowledge remains suboptimal due to challenges in integrating SID with public services and less relevant educational backgrounds. Information technology mastery is low, primarily due to limited training opportunities. In terms of skills, innovation and creativity are still limited, as officials only utilize basic features of the free version. Nevertheless, SID supports fast, accurate, and efficient public services. Regarding data processing and software capabilities, village officials perform well, enabling accurate and relevant decision-making. Highlights: Limited IT Mastery: Village officials struggle with SID due to minimal training and low technological proficiency. Underutilized Features: Innovation is lacking as only basic SID features are used, limiting its full potential. Effective Data Use: Despite challenges, officials show strength in processing data for accurate decision-making. Keywords: Human Resources Quality, Village Government, Village Information System
