Abstract

This article examines how online news frames environmental issues in the corn development program in Dompu, West Nusa Tenggara, Indonesia. Furthermore, this article uses qualitative-exploratory research to analyze the news content with the analytical knife of Robert M. Entmen's framing model. Then, the data analysis tool uses NVivo 12 Plus to code the data and distribute terms and words that correlate with the framing of online news. The findings showed that certain aspects of the maize development program were more prominent, in general, the national online media emphasized elements of “make moral judgment” and “treatment recommendation”. In contrast, the local online media emphasized “define problem” and “diagnose cause”. Both online media explicitly instructed how environmental issues in Dompu Regency are important for environmental journalists. Thus, this implies differences in framing between national and local online media, and illustrates that environmental journalists have an important role in framing environmental issues.Keyword: Media framing, Online news, Environment issues, Corn program, Dompu. ABSTRAKArtikel ini meneliti bagaimana berita online membingkai isu lingkungan dalam program pengembangan jagung di Dompu, Nusa Tenggara Barat, Indonesia. Lebih lanjut, artikel ini menggunakan penelitian kualitatif-eksploratif untuk menganalisis konten berita dengan pisau analisis model framing Robert M. Entmen. Kemudian, alat analisis data menggunakan NVivo 12 Plus untuk mengkodekan data dan mendistribusikan istilah dan kata-kata yang berkorelasi dengan pembingkaian berita online. Temuan penelitian menunjukkan bahwa aspek-aspek tertentu dari program pengembangan jagung lebih menonjol, secara umum, media daring nasional menekankan unsur “make moral judgment” dan juga “treatment recommendation”. Sebaliknya, media daring lokal menekankan pada unsur “define problem” dan “diagnose cause”. Kedua media daring tersebut secara eksplisit menginstruksikan bagaimana isu lingkungan di Kabupaten Dompu menjadi penting bagi jurnalis lingkungan. Dengan demikian, penelitian ini menyiratkan adanya perbedaan pembingkaian antara media daring nasional dan lokal, dan menggambarkan bahwa jurnalis lingkungan memiliki peran penting dalam membingkai isu-isu lingkunganKata Kunci: Pembingkaian media, Berita online, Isu lingkungan, Program jagung, Dompu.

Abstract

The community service is based on a policy innovation issued by the Siak District Government in 2018 related to Siak Green District. In general, the Green Siak policy is encouraged to harmonies efforts to save and protect the environment with the economic benefits of natural resource management, which still considers aspects of environmental sustainability through the Ecological Fiscal Transfer (EFT) approach. The method of Community Service is carried out by brainstorming, group discussions, simulations and effective facilitation. The results of Community Service include: (1). Measuring the implementation of the Siak Hijau District policy and government programmed in community development, especially based on green villages. (2) Increasing the capacity of village governance towards village independence and village community welfare within the framework of the Siak Hijau District policy. (3) Mapping the potential and challenges of the village in improving environmental performance according to the indicators of Siak Hijau District. (4) Improving village local economic development through entrepreneurship, tourism, and culture through BUMKam. (5) Improving the quality of environmental health, especially in waste management and generating innovation through strengthening the Kampung Waste Bank institution.

Abstract

This study discusses the implementation of the Electronic-Based Government System (SPBE) policy in the Government of Nagari Cupak during the period of 2021 to 2023. The background of this research is based on the importance of digital transformation in government administration, especially at the nagari (village) level, in order to achieve governance that is transparent, accountable, efficient, and responsive to community needs. SPBE is one of the government's strategies to improve the quality of public services through the integrated use of information and communication technology. This research employs the policy implementation theory of George Edward III, which includes four key variables: communication, resources, disposition, and bureaucratic structure. The research method used is a descriptive qualitative approach, with data collected through interviews and documentation. The results of the study show that the implementation of SPBE in Nagari Cupak has not yet run optimally. Although there has been progress in the digitalization of public services, the implementation process still faces several challenges. In terms of communication, there are obstacles in the consistent and comprehensive dissemination of policy information between the nagari government and the community. In terms of resources, there is a lack of skilled human resources and limited budget availability. The disposition of government officials is generally supportive, but public understanding of digital systems remains low, with many residents preferring conventional methods over online systems. The bureaucratic structure, which remains largely traditional, also affects the speed and effectiveness of SPBE implementation. These findings indicate that the success of SPBE policy implementation requires stronger support in the areas of coordination, capacity-building for government personnel, and public training. With improvements in these aspects, SPBE has significant potential to drive a more responsive and modern transformation of local governance at the nagari level. Abstract

The Government of Pekanbaru City, through the Bukit Raya Subdistrict, developed a digital service innovation called the Pak Camat application. This application was created to support the implementation of Law No. 25 of 2009 on Public Services, Presidential Instruction No. 3 of 2003 on the Development of E-Government, and Pekanbaru Mayor Regulation No. 13 of 2023 on Electronic-Based Government Systems. However, in its implementation, several challenges have been identified, such as the lack of competent human resources, insufficient outreach from the subdistrict office, and low digital literacy among the public. This study aims to examine the effectiveness of the Pak Camat application in delivering administrative services at Bukit Raya Subdistrict in 2023. The research employs a descriptive qualitative approach, using data collection techniques such as interviews and documentation. The types of data used are primary and secondary data. Primary data were obtained through interviews with informants, while secondary data were gathered from supporting documents relevant to the study. The results of the study show that Pekanbaru Mayor Regulation (Perwako) No. 13 of 2023 aims to improve public services through the use of technology. However, in practice, there are still several obstacles, including a lack of competent human resources, limited outreach from the subdistrict office, and low digital literacy among the community. Nevertheless, the application has succeeded in increasing the number of administrative services and supports public service delivery that is transparent and flexible. The implementation of the Pak Camat application is considered to be in line with e-government principles, but improvements are needed in terms of increasing public outreach by the Bukit Raya Subdistrict to ensure that the application can be optimally utilized by all segments of society. Abstract

IKD aims to analyze the implementation of Digital Population Identity (IKD) service innovation in Pekanbaru City in 2023 - 2024. The formulation of the problem in this study is how to implement and what are the supporting and inhibiting factors for Digital Population Identity (IKD) service innovation in Pekanbaru City in 2023 - 2024. The purpose of the study was to determine the supporting and inhibiting factors for the implementation of Digital Population Identity (IKD) service innovation in Pekanbaru City. The type of research used in this study is field research. The theory used in this study is Edward III's Implementation theory. The results of the study are as follows: communication is carried out by implementing socialization carried out by the Population and Civil Registration Service. It is optimal. Resources can be seen by accessing the link or IKD service registration application. The disposition of reviewing public interest in this IKD service was well received. The bureaucratic structure is the process of implementing andong services is going well in accordance with the established SOP. The supporting factors for this success are mainly due to officers who are always ready to provide the best service to the community. The inhibiting factors usually come from the community who sometimes do not want to register for IKD. The local government, especially the Population and Civil Registration Service of Pekanbaru City, must be more active in directly socializing the existence of this IKD service, such as introducing the community to the importance of this digital identity through socialization at the Car Free Day event held in the center of Pekanbaru every Sunday. Recommendations for the results of this study are: The community should support the IKD service by registering their NIK to the digital identity so that the government's program to improve the security of identity use is successful. The central government should continue to innovate so that this IKD application can be used and supported by all smartphones that enter Indonesia as a default application. Abstract

This article described the various phenomena of violations by the State Civil Apparatus in the momentum of the democratic party in Indonesia and aimed to determine the extent to which Malay Cultural Values ​​can maintain the neutrality of the State Civil Apparatus. This study used an exploration-oriented literature review method. Then, data were obtained through documentation techniques by reviewing and exploring several journals, books, and other related documents. To analyze the data, the content analysis method was used to get valid conclusions based on the context. The results showed that some Malay cultural values ​​that must be possessed by the State Civil Apparatus were the principles of honesty, justice and truth, hard work and perseverance, shame, and compassion. All the principles taught can maintain the neutrality of the State Civil Apparatus if each individual has high awareness and commitment to do so. Thus, the values ​​taught by the Malay Culture have an essential meaning in maintaining the neutrality of the State Civil Apparatus.

Abstract

This community service program aims to increase the capacity of MSMEs in North Rupat through a comprehensive approach that includes digital skills training and strengthening business management. There are three main problems faced by business actors: first, the low mastery of digital technology; second, less attractive product packaging; and third, marketing strategies that are not yet effective. To overcome this, this program is designed with four main focuses, namely digital marketing, packaging development, creative content creation, integrated business management, and business communication skills development. The implementation uses a hybrid method that combines face-to-face meetings with online mentoring. This program began with a needs survey and focus group discussions (FGD) to prepare training materials that are right on target. The results include improving the quality of digital marketing content, improving product packaging design, and expanding marketing networks which have an impact on increasing business turnover. In the long term, this program is expected to create MSMEs that are independent, highly competitive in the digital era, and able to reach a wider market, including cross-regional markets. In addition to solving technical problems, the program is also committed to building a sustainable business ecosystem through a holistic empowerment approach. This service activity is also inseparable from the role of students in the assistance that is carried out, this activity is expected to make MSMEs understand how to technically use applications in smartphones to produce content, understand how to make attractive packaging designs based on local wisdom and can take advantage of various new media and social media to implement digital marketing. For this reason, cooperation in various teams is needed in the implementation of midwifery.

Abstract

The slow administrative process, lack of public participation in decision-making, and low transparency and accountability in public financial management are the main problems in public services in Sungai Limau Village, Pusako District, Siak Regency. One of the efforts to improve the service system that still faces various challenges is through the implementation of good governance. This study aims to examine the implementation of good governance in public services in Sungai Limau Village, Pusako District, Siak Regency. This study uses the Focus Group Discussion (FGD) research method. The data collection method in this study involves a review of literature. After the data is collected, the analysis is carried out by filtering relevant data, presenting the data, and finally making conclusions. The findings of the study indicate that the application of good governance principles can accelerate public services at the village level, as seen in Sungai Limau Village, Pusako District, Siak Regency. Therefore, the recommendation that can be taken from this finding is the importance of implementing good governance principles consistently to enhance the standard of public services and boost community engagement and satisfaction.

Abstract

Identical collaborative governance is used in government and must handle COVID-19 to create fast, precise, focused, integrated and synergistic steps between ministries/agencies, local governments, and other stakeholders. This research describes collaborative governance in efforts to deal with COVID-19 in Riau Province, especially Pekanbaru City, considering that the city recorded a relatively high initial increase in cases compared to other areas in Riau Province as well as the implementation of collaborative management. The research method is qualitative, with the type of research used is the exploratory type and literature study. This article analyses several aspects of collaborative governance, namely the initial role of the government, non-state actors, joint decision making, formal organizing, gaining consensus, and the existence of problems to collaborate both on public policies and services.

Abstract

The advancement of information and communication technology (ICT) has become a major focus that is often seen in Indonesia's concept of smart cities. As a result, various stakeholders often ignore smart people's dimensions, which have an essential role in realizing a smart city. Therefore, this study aims to explain and compare various smart people policies in metropolitan cities such as Bandung, Jakarta, and Pekanbaru. This study uses literature study research techniques sourced from journals, proceedings, books, and official government websites that provide information relevant to the study's focus. The results showed that smart people's policy dimensions in Bandung, Jakarta, and Pekanbaru consist of three policy dimensions: policies at the education level, creative industry policies, and Smart City Living Lab policies. In the education sector policy, the Municipal Governments of Bandung, Jakarta, and Pekanbaru have the same program orientation. Then, the creative industry sector policy has a different program orientation. The city of Bandung focuses on developing the Little Bandung website, Jakarta focuses on the One District One Center (OK OCE) program. In contrast, Pekanbaru focuses on the Madani Food Week program. Furthermore, the policies in the Smart City Living Lab sector in Bandung, Jakarta, and Pekanbaru have not focused on the parameters of the small-scale smart city development model.
