Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana kepedulian, disiplin, dan tanggung jawab birokrat melayani masyarakat pada Badan Pendapatan Daerah Provinsi Sumatera Utara. Metode Penelitian yang digunakan adalah kualitatif. Hasil penelitian ini menunjukkan bahwa perilaku birokrasi dalam melayani Badan Pendapatan Daerah Provinsi Sumatera Utara masih perlu ditingkatkan agar masyarakat benar-benar mendapatkan pelayanan yang maksimal. Hal ini terlihat dari 1) kepedulian terhadap masyarakat masih kurang karena masih adanya tindakan-tindakan diskriminatif dan masyarakat akan lebih percaya terhadap kinerja aparatur apabila terdapat transparansi dan profesionalisme dalam pendataan; 2) disiplin pegawai juga kurang karena sering ditemukan datang kerja terlambat, pulang lebih awal dan dress code kadang tidak dipatuhi; dan 3) dalam hal tanggung jawab.

Abstract

Kegiatan politik berintegrasi untuk kesatuan bangsa yang dapat di ciptakan melalui kampanye politik yang disiplin. Kejujuran dan kedisiplinan menjadi dasar dari penyelenggaraan kampanye. Komuniikasi politik yang dibangun melalui kampanye harus bermetode komunikasi yang interkultural tidak hanya mengikutsertakan pendukung golongannya saja. Mengdepankan integritas kebanggsaan menjadi visi dari kampanye yang santun dan disiplin. Sesuai dengan ajaran tentang etika Radulullah SAW mengenai toleransi yang menjadi salah satu amalan sikap yang selaras dengan nilai Pancasila. Dan pada hakikakatnya  toleransi dibawa oleh Islam.

Abstract

This research examines the forms of political communication in the campaign strategy to increase voter participation in the 2024 North Sumatra regional elections. This research aims to identify and analyze the forms of political communication used in the 2024 North Sumatra regional election campaign strategy and evaluate their effectiveness in increasing voter participation. This research uses a qualitative approach using the case study method. Data collection techniques in this research are observation, interviews and documentation. The research results reveal that various forms of political communication have an important role in increasing voter participation in the 2024 North Sumatra regional elections. Interpersonal communication through door-to-door campaigns and community meetings increases voter confidence. Mass media such as television, radio and newspapers help shape public opinion. Social media is effective in reaching young and urban voters. Political debates and speeches provide an opportunity for candidates to present their work programs. Door-to-door campaigns remain effective in rural areas. This combination of various forms of political communication has proven effective in increasing voter participation.

Abstract

This study aims to determine the management of the Empowerment of the North Sumatra National Amil Zakat Agency in improving mustahik social welfare. This study uses a descriptive qualitative approach to observe the natural conditions of the North Sumatra National Amil Zakat Agency. The data source of this study refers to mustahik conditions through non-part participant observation and semi-structured interview results. This research data is also sourced from journal articles, and relevant literature. In analyzing research data, researchers refer to the concept of reduction, presentation, and drawing conclusions. Data validity techniques This study refers to triangulation. The results of this study indicate that the North Sumatra Baznas plays a central role in improving mustahik welfare with a focus on zakat. Through the identification of poverty, surveys, and collaboration with local stakeholders, Baznas compiled sharia -based programs such as North Sumatra Care and North Sumatra Makmur. They changed the paradigm of giving zakat from consumptive to productive, involving training skills, financial education, and business capital. With a holistic approach, Baznas ensured that zakat improved mustahik welfare, reflecting productive investment for sustainable social welfare.

Abstract

This research discusses the Religious Activities of the Youth Generation (GenRe) in Stunting Prevention. The purpose of this research is to determine the Management of Religious Activities of the Youth Generation (GenRe) in Stunting Prevention. This research uses a descriptive method with a qualitative approach to field research. The data source in this research is direct information using interview, observation, and documentation data collection techniques. The results of this research show that in efforts to prevent stunting the Generation Youth (GenRe) community uses. The management function is POAC (Planning, Organizing, Actuating, Controling). Planning in religious activities at GenRe is by providing understanding to the prospective bride and groom about pre-wedding so that they understand how to provide good nutrition to their babies whether they are still in the womb or born. At the Organizing stage, what the GenRe Binjai community carried out was in the form of preparing an organizational structure and dividing tasks into their respective fields. Actuating (implementation) implemented by GenRe is in the form of teaching, habituation, and motivation given by the GenRe chairman to the members. Controlling (evaluation) at this stage is carried out once a year by the head of GenRe.

Abstract

This research aims to determine the urgency of counseling in overcoming the challenges of bullying in the era of social media through empathetic communication. This research is a qualitative-descriptive study with a phenomenological approach to observe and describe natural phenomena that occur in the alpha generation in the social media era. Research data was obtained from bullying cases on social media, as well as from journal articles and other relevant literature. Analysis of this research data involves data reduction, data presentation, and conclusion. The validity of the research data was carried out using triangulation testing. The results of this research show that building the mental health of the Alpha generation through counseling is essential in the modern era filled with technology. Counseling creates a safe space to share experiences and feelings, helping them manage technological stress and social pressure. Addressing bullying in the age of social media requires empathetic communication, approaching the perpetrator with tact, providing positive support, and creating a safe place to talk. This can form a culture that is friendly, and supportive, and teaches the values of diversity and respect for others. Counseling and empathetic communication are not only solutions to psychological problems and bullying, but also a strong foundation for the mental and emotional well-being of the Alpha generation in an ever-changing world.

Abstract

This research discusses the Salihah Youth Friends Community in maintaining the honor of women towards generation Z. In line with the development of this era, teenagers are at risk of misguided behavioral tendencies. Through the Salihah Youth Friends Community, we can help teenagers in a better direction, such as those who previously did not cover their intimate parts are now covering their intimate parts, those who were still dating are now avoiding adultery, those who previously did not know much about Islam now know. The aim of this research was to determine the Strategy of the Salihah Youth Friends Community in maintaining the honor of Generation Z women. This research used a descriptive method with a qualitative approach. The data source in this research is direct information using interview, observation and documentation data collection techniques. The results of this research show that the da'wah strategy of the Salihah Youth Friends Community in maintaining the honor of generation Z women in Medan Marelan District is sending invitations to teenagers from nearby mosques to follow the agenda that will be implemented, da'wah through social media, sentimental strategies, rational strategies. With this strategy, teenagers in generation Z are more likely to have the right direction or path and can maintain their honor as Muslim women.

Abstract

This research wants to find out the Implementation of Progressive Islamic Policy in the North Sumatra Muhammadiyah Regional Leaders for the 2015 – 2020 period, the supporting factors and obstacles encountered. Using the theory of policy implementation by George C. Edwards III, Merilee S. Grindle and David L. Weimer and Aidan R. Vining, to find out how intense implementation is in the North Sumatra PWM environment. At the same time solving the main problems in this study that are proposed in the problem formulation. Using historical methods with a qualitative approach. The results of the study answer the formulation of the problem, namely PWM North Sumatra has implemented Progressive Islamic movements in various fields (education, health, social, da'wah, humanity and nationality). The PWM program is in accordance with the policy of the central leadership implemented by the Muhammadiyah leadership of North Sumatra. PWM in implementing Progressive Islam faces various challenges both internal and external. Internally there are still many cadres who have not implemented the concept of Progressive Islam and other challenges. While externally there is a misunderstanding of the community towards PWM in terms of the purification of worship. And these challenges continue to be faced with preaching, education and providing good understanding to the community.

Abstract

Komunikasi berarti suatu usaha menyampaikan pesan dari komunikator orang yang menyampaikan pesan kepada komunikan orang yang menerima pesan, dan hal ini dilakukan agar terjadinya kesamaan makna yang berarti komunikan sebagai orang yang menerima pesan mengerti apa yang disampaikan oleh komunikator. Politik yang berkembang di Yunani kala itu dapat ditafsirkan sebagai suatu proses interaksi antara individu dengan individu lainnya demi mencapai kebaikan bersama. Studi ini menguraikan pendekatan dan metodologi yang digunakan dalam penelitian komunikasi politik, termasuk studi retorika, analisis propaganda, dan studi perilaku pemilih. Pendekatan proses dan pendekatan agenda setting menjadi fokus utama dalam memahami dinamika komunikasi politik. Melalui pendekatan ini, penelitian komunikasi politik mengungkap bagaimana politik dipahami sebagai hasil dari proses sejarah yang berkelanjutan dan bagaimana media massa mempengaruhi perhatian dan evaluasi publik terhadap isu-isu politik. Metode yang digunakan dalam penelitian ini ialah metode literatur. Penelitian ini memberikan landasan yang kokoh untuk memahami definisi, tujuan, metode penelitian, dan pendekatan analisis yang digunakan dala Komunikasi Politik Sebagai Bidang Studi Baru

Abstract

Early marriage remains a significant social challenge in Nias Barat, driven by cultural norms, economic pressures, and limited access to education. Religious counseling has long been a key strategy in addressing this issue, leveraging the influence of religious leaders to raise awareness about its risks. However, traditional counseling methods often fail to engage younger generations effectively, particularly in the digital era. This study explores the integration of media literacy into religious counseling as a transformative approach to preventing early marriage. Using a qualitative descriptive method with elements of Community-Based Research (CBR), data was collected through in-depth interviews, focus group discussions, and participatory observation involving religious counselors, parents, youth, and community leaders. The findings reveal that while religious counseling holds significant potential, its impact is limited by infrastructural, generational, and cultural barriers. Integrating media literacy offers opportunities to modernize these efforts, enhancing their relevance and reach. Community-based strategies that actively involve stakeholders in creating and disseminating culturally sensitive media content emerged as a promising approach. Despite challenges such as limited digital infrastructure and financial constraints, this integration fosters collaboration and ensures sustainability. This study contributes to the academic discourse on early marriage prevention by highlighting the importance of combining traditional practices with modern innovations. The results offer practical recommendations for policymakers and practitioners, providing a scalable model for similar contexts in Indonesia and beyond.
