Abstract

In community participation, the implementation of regional head elections is the embodiment of the representative function inherent in the sovereignty of the people. The function of representation is one of the functions of government. For this reason, the selection represents the object of the form of Government Science. This study is to measure "Community Participation in the Implementation of Simultaneous Regional Head Elections During the Covid-19 Pandemic Period" in 2020 in Banten Province (Case Study: Serang Regency, Pandeglang Regency, Cilegon City and Tangerang City) community participation in the implementation of Pilkada. This study uses a qualitative research design with a descriptive type of research. The research informants were carried out by means of interviews, observations and literature studies as the techniques used in collecting data. Meanwhile, data reduction, data presentation and conclusion drawing are the technical data analysis in this research. The analysis used in this study is political participation from The International Encyclopedia of the Social Sciences, a conceptual definition is drawn up that Public Participation in Simultaneous Regional Head Elections is the active involvement of voters in various series of voter participation levels in the simultaneous Regional Head Elections (Pilkada) in 2020 in Banten Province more than 60 percent voter participation rate in four regencies/cities holding simultaneous regional elections on 9 December 2020. Pandeglang Regency in 2020 was 68.7 percent in 2015 56%., percent, Cilegon City in 2020 was 79.79 percent, in 2015 it was 63.51 percent exceeding the National target, Serang Regency in 2020 is 63.3 percent from the 2015 Pilkada only 50.8 percent, South Tangerang City in 2020 is 60.4 percent. In 2015, voter turnout was 57 percent, this shows a very significant increase even though we are currently being hit by the Covid 19 pandemic, which is extraordinary, it should be recorded in history. Simultaneously during the 2020 Covid-19 Pandemic Period in Banten Province.

Abstract

Pemilihan kepala daerah merupakan perwujudan kedaulatan fungsi perwakilan rakyat. The International Encyclopedia of Social Sciences sejauh ini telah mengumpulkan pengertian partisipasi politik, bahwa partisipasi publik adalah partisipasi aktif pemilih dalam berbagai pemilu. Dalam penelitian ini, model pelibatan masyarakat baru akan diimplementasikan di masa wabah COVID-19 dalam pelaksanaan pemilihan kepala daerah. Konsep ini diberi nama DAIRUL, dimana D adalah singkatan dari demokrasi, A adalah agility, I adalah inovasi, R adalah relevansi, U adalah urgent dan L adalah Luber. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif.

Abstract

Penelitian ini mengenai akuntabilitas pengelolaan keuangan negara pada Kementerian Pemuda dan Olahraga. Tujuan penelitian adalah: Membahas pengaruh implementasi kebijakan terhadap akuntabilitas pengelolaan keuangan negara pada Kemenpora; Membahas pengaruh pengawasan terhadap akuntabilitas pengelolaan keuangan negara pada Kemenpora; Memperoleh konsep baru dari pembahasan pengaruh implementasi kebijakan terhadap akuntabilitas pengelolaan keuangan negara pada Kemenpora; Memperoleh konsep baru dari pembahasan pengaruh pengawasan terhadap akuntabilitas pengelolaan keuangan negara pada Kemenpora. Sampel penelitian 165 responden diambil dari populasi 281 aparatur dengan rumus Slovin. Pengumpulan data menggunakan studi kepustakaan, kuesioner penelitian dan observasi. Analisis data menggunakan Analisis SEM. Simpulan yang didapat dari pembahasan hasil penelitian adalah berikut. Besarnya pengaruh Implementasi Kebijakan terhadap Akuntabilitas Kinerja Pengelolaan Keuangan Negara Kemenpora mencapai 0,46: terbilang cukup kuat dan signifikan. Besarnya pengaruh Pengawasan terhadap Akuntabilitas Kinerja Pengelolaan Keuangan Negara Kemenpora mencapai 0,44: terbilang cukup kuat dan signifikan. Konsep baru yang diperoleh dari analisis pengaruh Implementasi Kebijakan terhadap Akuntabilitas Kinerja Pengelolaan Keuangan Negara Kemenpora adalah konsep baru tentang karakteristik lembaga pelaksana kebijakan. Konsep baru yang diperoleh dari analisis pengaruh Pengawasan terhadap Akuntabilitas Kinerja Pengelolaan Keuangan Negara Kemenpora adalah konsep baru tentang Efektivitas Sistem Pengendalian Intern Pengelolaan Keuangan Negara.

Abstract

Implementasi Kebijakan Absensi Sidik Jari (Finger Print) di Sekretariat Daerah Kabupaten Bangka Tengah secara umum telah sesuai dengan Kebijakan Pemerintah pada Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil, akan tetapi apakah dalam pelaksanaannya kebijakan absensi elektronik ini dapat meningkatkan kinerja pegawai negeri sipil di Sekretariat Daerah Kabupaten Bangka Tengah dengan melalui hasil rekapan absensi bulanan? Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi kebijakan absensi sidik jari (finger print) dalam meningkatkan kinerja pegawai negeri sipil di Sekretariat Daerah Kabupaten Bangka Tengah, mengetahui dan mendeskripsikan faktor penghambat dan menganalisis upaya-upaya yang dilakukan. Penelitian ini menggunakan metode deskriptif kualitatif yang bertujuan menggambarkan tentang keadaan secara objektif yang didukung dengan data yang diperoleh melalui observasi, wawancara dan keterlibatan dengan objek penelitian untuk menganalisis data yang diawali dengan proses reduksi data, penyajian data dan penarikan simpulan. Sebagai landasan teori digunakan teori implementasi kebijakan Publik Model Van Metter dan Van Horn (Agustino, 2017:133-136). Hasil penelitian menunjukkan bahwa implementasi kebijakan absensi sidik jari (finger print) di Sekretariat Daerah Kabupaten Bangka Tengah sudah baik dibuktikan dengan tingkat kedisiplinan mencapai 85% sedangkan kinerja pegawai negeri sipil di Sekretariat Daerah Kabupaten Bangka Tengah kurang baik dibuktikan masih rendahnya etos kerja dan keloyalan kepada atasan, dan hilangnya motivasi dan semangat dalam bekerja. Namun upaya yang harus dilakukan dalam meningkatkan kinerja pegawai negeri sipil tersebut dengan cara meningkatkan kompetensi dan program pengembangan praktik dan pelatihan, dengan memberikan sistem reward dan punishment serta pembinaan karakter kepada PNS.

Abstract

The research objective is to determine the effect of leadership on government procurement of goods and services, organizational culture of government procurement of goods and services, competence on government procurement of goods and services, leadership influence through organizational culture on government procurement of goods and services, leadership influence through competence on procurement of goods and government services, and formulate new concepts from the results of the discussion of the effects of leadership, organizational culture, and competence on the procurement of government goods and services. The research sample of 104 respondents was taken fully / fully. Data collection in this research uses a literature study, a research questionnaire, and observation. Data analysis using SEM Analysis. The results found that leadership influences Organizational Culture, Leadership influences Competence, Organizational Culture influences Government Procurement of Goods and Services, Competence influences Government Procurement of Goods and Services, and Leadership influences Government Procurement of Goods and Services.

Abstract

This study explains the characteristics of the policies of the State Financial Accountability Board of the People's Representative Council of the Republic of Indonesia, from now on referred to as BAKN. The research method in this research uses qualitative methods. A qualitative approach is used because of the method's relevance to research themes related to accountability state finances Accountability. The theory used is the theory of implementation proposed by Mazmanian and Sabatier. The research findings show that from the policy characteristics, the MD3 policy by BAKN still does not have clarity and consistency, including the continued existence of BAKN, which could have been dissolved as in the previous year. This policy still does not fulfill the causal theory in which the policy as a basis always does not comply with the substance of the purpose of the establishment of BAKN.

Abstract

This study aims to find the right strategy and modelling in integrating Spending Review in budget decision making at the Ministry of Health of the Republic of Indonesia. This study uses a qualitative approach with an exploratory method, in which the researcher seeks to explore and build the phenomena being studied to answer the previously formulated problems. The results showed that the spending review integration strategy was divided into three dimensions, namely the organizational size, the process dimension and the time dimension. Meanwhile, the modelling used in integrating spending review in budget decision making in the Indonesian Ministry is known as the Comprehensive Monitoring and Evaluation Model for Budget Management Ministries / Institutions.

In terms of community involvement, the conduct of regional head elections embodies the representational function inherent in popular sovereignty. The role of representation is one of the government's functions. As a result, the selection represents the aim of Government Science. The purpose of this research is to assess "Community Participation in the Conduct of Simultaneous Regional Head Elections during the Covid-19 Pandemic Period" in Banten Province (Case Study: Serang Regency, Pandeglang Regency, Cilegon City, and Tangerang City) in 2020. This study employs a qualitative research design in conjunction with a descriptive research method. The analysis used in this study is political participation from The International Encyclopedia of the Social Sciences. A conceptual definition is developed that Community Participation in Simultaneous Regional Head Elections is the active participation of voters in various voter participation levels in the 2015 simultaneous Regional Head Elections (Pilkada). 2020 in Banten Province, voter turnout will exceed 60% in the four regencies/cities hosting simultaneous regional elections on December 9 2020. Pandeglang Regency achieved 68.7 per cent in 2020, up from 56 per cent in 2015, Cilegon City achieved 79.79 per cent in 2020, exceeding the national target by as much as 63.51 per cent in 2015, Serang Regency earned 63.3 per cent in 2020, up from 50.8 per cent in 2015 Pilkada. South Tangerang City achieved 60.4 per cent in 2020. In 2015, voting turnout was 57 per cent, a considerable rise despite the current epidemic of Covid-19.

Abstract

Based on Article 23 UUD 1945, state finance management is addressed for the prosperity of people. Economic and non-economic welfare are two elements that form the prosperity of the people. This study aimed to see the relationship between a financial audit and the welfare of the people in the Regencies of Badung, Tabanan, and the City of Denpasar. This study uses descriptive methodology to describe the relationship between the financial audit with the people's welfare through comparative techniques and scatter plots. The study result shows that economic welfare indicators in Bali are generally better than the national average. In addition, this study proved empirically that there is no strong relationship between financial audit particularly with people's welfare. ABSTRAKBerdasarkan pasal 23 UUD 1945, pengelolaan keuangan negara ditujukan untuk sebesarbesarnya kemakmuran rakyat. Kesejahteraan ekonomi dan kesejahteraan non ekonomi merupakan dua elemen yang membentuk kemakmuran rakyat. Kajian ini ditujukan untuk menghubungkan antara audit keuangan dan kesejahteraan rakyat di Kabupaten Badung, Tabanan dan Kota Denpasar Provinsi Bali. Metodologi deskriptif untuk menggambarkan hubungan antara audit keuangan dengan kesejahteraan rakyat melalui teknik komparasi dan scatter plot digunakan dalam kajian ini. Hasil kajian menunjukkan bahwa indikator kesejahteran ekonomi di Bali secara umum lebih tinggi dari rata-rata nasional. Selain itu dalam kajian ini dibuktikan bahwa secara empiris belum ada hubungan yang kuat antara audit keuangan khususnya dengan kesejahteraan rakyat.

Abstract

This study aims to assess the Tulang Bawang Regency's fiscal independence and determine the factors that affect it. This study used the data of the 2015-2019 Statement of Budget Realization of Tulang Bawang Barat Regency and primary data from interviews. The research method applies a qualitative approach with an inductive methodology using several financial ratios such as the effectiveness of Local Own-source Revenue management, the ratio of the degree of decentralization, the ratio of regional financial dependence, and the ratio of regional financial independence. Based on the results, the ratio of regional financial independence shows an average of 1.54%, within the 0-25% interval, and classified under the shallow criteria. It may be inferred that regional financial independence in meeting its funding needs for the administration of government affairs is still very low. The regional financial dependence ratio shows an average of 85.99%, categorized as a very high dependency. The calculation of the ratio results proves that the local own-source revenue of Tulang Bawang Barat Regency is still low. Furthermore, a large number of mandatory spending from the central government and national budgeting politics causes the regional financial independence of Tulang Bawang Barat Regency to become low.
