Pentingnya Budaya Dan Kearifan Lokal DalamPengembangan Dunia Penyiaran Di Daerah Rumzi Samin (Jurusan Ilmu Administrasi Negara FISIP UMRAH) Abstract: It is ethnic Malay people can be seen as a cultural (culture), not necessarily in genealogy (equation consanguinity). As a civilized creatures must not be separated from the rules and regulations known as the rule of law . Due to wilt synonymous with Islam , the Islamic values become the basic foundation of the indigenous Malay.Sowing wisdom realized by providing an understanding of the layman , explaining in vague and give sense to the people who are still in diapers and knowledge. To discuss something useful let first thought good orbad , do not talk nonsense.Language broadcasting in speaking not considered beforehand good or bad , it will not bring benefits , talks futile just spending time alone , and even bring in contention. Language broadcasting using local languages is a local wisdom used to facilitate understanding of the information submitted and facilitate digestion and kenalaran information so readily accepted by the local community .

Abstract

The touch of a moral element must be higher than the minimum intellectual or there is a balance between morality and professionalism. Ethics is always associated with human customs or habits, whether it is a good practice as well as deviant or bad habits, how people should behave and act in interacting with other humans. In the reality of social life, all societies have moral rules that allow or prohibit certain acts. Professionalism is a demand that can not be avoided if the government wants a good performance, but the meaning of professionalism is only interpreted in terms of skills (skillful) solely so that the various education and training is only intended to develop his skills. Difficult to deny that a high skill without coupled high morality anyway does not mean anything. For that we need to have a strategy efforts should be made so that the apparatus of professionalism and morality in a balanced manner. The strategy should be designed to improve the performance of the government is the balancing act between the development of professionalism and morality bureaucratic apparatus.

Abstract

Leadership of the government (regional head) which is run centrally by the New Order regime was the forerunner for the implementation of the system of government that does not give an opportunity to the region to grow and progress. The occurrence of the reform era in which the shift change to decentralized government system that enhances the value of the substance of democracy. But the journey euphoria of regional autonomy as the Regional Head of the local authorities is getting stronger. Evidence of this, real happens area is the practices of KKN (corruption, Corruption and Nepotism) occur far in the achievement of decentralization expectations. The purpose of the study in this study is to discuss capability, even though each regional head is elected by the people. Researchers have done with qualitativ case studies in Riau province. The issue of inequality is specifically in terms of leadership obligations culminating from historical factors that provide a very large role for the leadership of the Regional Head as a regional authority. The issue is in which particular inequality in terms obligation culminating leadership of the historical factors that give a very big role for the leadership of the head area.

Abstract

The Lancang Kuning boat research that is oriented to Identification, documentation, Inventory, data and local wisdom and the use of technology that has local nuances on a provincial scale that is more maritime oriented. Therefore this research is in line with the RIP Lancang Kuning local wisdom of the Malay people of Bintan Riau Islands". This research was conducted with the aim of inventorying local wisdom, its influence on society, problems that arise in development and how to determine strategies for their existence. The research methodology was carried out by collecting both primary and secondary data both quantitative and qualitative from stakeholders, through discussions, in-depth interviews and questions. This study will explore three types of Malay heritage that were used in trade activities and maritime activities in the past; namely the type of large ship for exploration in the ocean and between continents, a type of simple ship for exploration between ports in Alam Melayu and types of boats or small boats for beach and river activities. The Lancang Kuning boat is a traditional boat in Indonesia, in some areas the form of traditional boats still exists today but the Lancang Kuning boat is not found in the environment of the Riau Islands Malay community. Abstract

Kecamatan Belakang Padang, yang terletak di wilayah kepulauan Kota Batam, menghadapi berbagai tantangan dalam penyelenggaraan pelayanan publik yang efektif dan manajemen kinerja aparatur pemerintahan. Wilayah ini terdiri dari pulau-pulau kecil yang tersebar, dengan akses transportasi dan komunikasi yang terbatas, sehingga memengaruhi kualitas dan kecepatan pelayanan kepada masyarakat. Permasalahan utama yang dihadapi adalah belum optimalnya sistem manajemen kinerja aparatur dan rendahnya partisipasi masyarakat dalam evaluasi pelayanan publik. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas aparatur sipil negara (ASN) dalam menyusun indikator kinerja individu, mengimplementasikan prinsip Total Quality Management (TQM), serta membangun sistem evaluasi kinerja berbasis data lokal. Pendekatan yang digunakan adalah partisipatif-kolaboratif melalui tahapan observasi, Focus Group Discussion (FGD), pelatihan teknis, dan pendampingan intensif. Hasil kegiatan menunjukkan peningkatan signifikan dalam pemahaman ASN terhadap indikator kinerja, penyusunan standar pelayanan minimum, serta kemampuan penggunaan aplikasi evaluasi sederhana berbasis digital. Selain itu, kegiatan ini juga berhasil membangun sinergi antara aparatur kecamatan dan masyarakat dalam mewujudkan pelayanan publik yang lebih transparan dan responsif. Kegiatan pengabdian ini membuktikan bahwa penerapan prinsip-prinsip TQM dalam konteks wilayah kepulauan dapat dilakukan secara efektif apabila disertai dengan pelibatan aktif komunitas lokal dan dukungan kelembagaan.

Abstract

Various policies and programs have been issued by the Government of Indonesia to overcome climate damage caused by irresponsible individuals, such as PIPPIB, Indonesia FOLU (Forest and Other Land Use) Net Sink 2030, Climate Village Program, and various other pro-grams. Riau Islands Province is one of the provinces tasked with running the program. However, from various series of programs directed by the Ministry of Environment and Forestry of the Repub-lic of Indonesia, there are problems experienced such as Human Re-sources, Budget, and Inter-Island Connectivity that are difficult to reach. Therefore, this research aims to identify various policy op-tions that will be carried out by the Riau Islands Provincial Envi-ronment and Forestry Service in overcoming land damage or defor-estation that occurs. The research method used is a review study with data collection techniques in the form of documentation of var-ious related research results. The theory used is according to Thom-as R. Dye (2012) regarding the Process Model. The results showed that starting from the Problem Identification stage to Policy Imple-mentation, the Riau Islands Provincial Government used policy op-tions that had been prepared through the DLHK Riau Islands Strate-gic Plan, such as the Climate Village Program, Biodiversity Manage-ment (KEHATI), Forest Management, and several other programs. Until the Policy Evaluation stage, the government chooses policy options that are tailored to its fiscal and human resource capabili-ties and chooses policies that have been successfully implemented. One of the conclusions in this research is that there is a need for pol-icies and regulations in the implementation of activities that sup-port land damage control.

Abstract

Poverty of fishermen in Malang Village Meeting is a common phenomenon that often occurs. In a situation like this, some fishermen need a tauke who has a large capital. that's where the client patron relationship occurs. This study aims to evaluate the government's strategy to overcome the patron-client relationship (case study of the relationship between fishermen and businessmen in Malang Village Meeting, Bintan Regency). The theory used in this study uses William N. Dunn's Policy Evaluation which states that to measure the success of a program evaluation can be measured through 6 variables, namely Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, Accuracy. This research uses descriptive type method with a qualitative approach. The informants of this study were the Bintan Regency Fisheries Office, Malang village head Meeting, the head of the fishermen group, the secretary of the fishermen group, the local community / fishermen and the tauke. The data analysis technique was done by collecting data, presenting data, drawing conclusions and verifying data. The results of this study indicate that the government's strategy to overcome the patron-client relationship in MalangRapat Village is: 1. The effectiveness of beneficiaries is very beneficial for fishermen because it can increase their catch and can help with family finances. 2. Efficiency, namely regarding the aid budget. The government has the budget and has the authority to meet the needs of fishermen. 3. Adequacy that the community is greatly helped by the assistance, but lacks in Human Resources (HR). 4. Equitable distribution, namely the distribution of aid cannot be said to be effective, because there are still fishing communities who have not received assistance. 5. Responsiveness, namely the response of the fishing community is very positive for assistance and support, care, and understand well the purpose of the assistance. 6. A stipulation that this assistance program is appropriate to run because the purpose of this program is very valuable for poverty alleviation for fishing communities. In conclusion, the patron-client relationship cannot just be broken, because of the hereditary relationship between the tauke and the fisherman. but this relationship can be reduced with the assistance that has been provided by the government.

Abstract

Protocol is a crucial aspect in the administration of regional government, especially in supporting the smooth running of the official agenda of the Governor of the Riau Islands as regional head and representative of the central government in the region. The role of protocol is not only limited to regulating spatial planning and ceremonies, but also functions to maintain the image of the institution, strengthen communication between agencies, and ensure respect for various local customs. This research aims to analyze the role of management in implementing the Riau Islands Governor's protocol and identify the challenges faced. This research uses a qualitative descriptive method. This research discusses the transformation of protocol management within the Riau Islands Provincial Government which no longer merely carries out the technical function of organizing ceremonial events, but has developed into a strategic instrument in supporting the effectiveness of government communications, strengthening the institutional image, and maintaining smooth cross-bureaucratic coordination. In conclusion, the role of protocol is not only focused on the technical planning of ceremonial events, but has also developed into an important element in managing government communications, ensuring smooth coordination between bureaucracies, and forming a positive image of local government.

Abstract

This research aims to examine primordialism and voting behavior of Malay ethnic during the 2005-2015 Riau Islands governor election (Pemilihan Gubernur or Pilgub). The political phenomenon in Riau Islands seems to be different from other areas where other Malays dominate since non-Malay ethnic candidates won the governor election. This research used a qualitative method with a descriptive technique. The data were collected using in-depth interviews and direct observation. Informants were selected using a purposive sampling technique. The result found that people of Malay ethnic are open-minded. The candidates elected also can prove qualified personal and successfully leading the Malay ethnic people in moving ahead. Non-Malay ethnic won the Riau Islands (known as Kepri (Kepulauan Riau)) governor election determined by 1) The political identity of Malay ethnic people is open-minded, coexisting Islamic identity, speaking Malay language, practicing Malay culture, and committing to build and develop Malay ethnic people, so the candidates identified as part of Malay ethnic people and considered by the Malay ethnic people as a candidate for leader of the Malay people in a broadening sense; 2) the figure of candidates can socialize with people of Malay ethnic; 3) other minority ethnics and political parties supported the candidates. Native Malay candidates were failed due to the lack of contribution to the people of Malay ethnic in particular and the Riau Islands in general.

Abstract

Abstrak Promosi penanaman modal merupakan salah satu instrumen strategis yang digunakan pemerintah daerah untuk meningkatkan daya tarik investasi, memperkuat daya saing wilayah, dan mendorong pertumbuhan ekonomi yang berkelanjutan. Meskipun Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Provinsi Kepulauan Riau telah melaksanakan berbagai kegiatan promosi investasi, realisasi investasi antar kabupaten/kota masih menunjukkan ketimpangan yang cukup signifikan. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan program promosi penanaman modal yang dilaksanakan oleh DPMPTSP Provinsi Kepulauan Riau dengan menggunakan teori evaluasi kebijakan William N. Dunn yang meliputi efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data diperoleh melalui wawancara, observasi, dan dokumentasi yang melibatkan aparatur pemerintah serta pemangku kepentingan terkait. Hasil penelitian menunjukkan bahwa program promosi penanaman modal telah berkontribusi dalam meningkatkan eksposur potensi investasi daerah dan memperluas jaringan kerja sama dengan calon investor. Namun demikian, pelaksanaannya masih menghadapi berbagai kendala, antara lain keterbatasan penyebaran informasi investasi, belum meratanya realisasi investasi antarwilayah, kurang optimalnya tindak lanjut pascapromosi, serta masih lemahnya koordinasi antarinstansi. Penelitian ini menyimpulkan bahwa program promosi penanaman modal telah berjalan cukup baik, namun masih memerlukan penguatan dalam aspek penentuan sasaran promosi, pemanfaatan teknologi digital, koordinasi kelembagaan, dan pelayanan kepada investor. Perbaikan pada aspek tersebut diharapkan dapat meningkatkan efektivitas promosi investasi serta mendukung pertumbuhan ekonomi daerah yang lebih inklusif dan berkelanjutan. Kata kunci: Promosi penanaman modal, Evaluasi kebijakan, Investasi daerah, Daya saing daerah, DPMPTSP, Provinsi Kepulauan Riau.   Abstract Investment promotion is a strategic instrument employed by regional governments to enhance investment attractiveness, strengthen regional competitiveness, and foster sustainable economic growth. Despite the implementation of various investment promotion activities by the Investment and One-Stop Integrated Service Agency (DPMPTSP) of the Riau Islands Province, investment realization across regencies and municipalities remains uneven. This study aims to evaluate the implementation of the investment promotion program conducted by DPMPTSP of the Riau Islands Province using William N. Dunn’s policy evaluation framework, which encompasses effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The study adopted a qualitative approach with a descriptive method. Data were collected through interviews, observations, and document analysis involving government officials and relevant stakeholders. The findings reveal that the investment promotion program has contributed to increasing the visibility of regional investment potential and expanding cooperation networks with prospective investors. However, several challenges remain, including limited dissemination of investment information, unequal distribution of investment realization among regions, inadequate post-promotion follow-up mechanisms, and weak inter-agency coordination. The study concludes that the investment promotion program has been implemented relatively well; nevertheless, improvements are required in target-oriented promotion strategies, the utilization of digital technology, institutional coordination, and investor services. Strengthening these aspects is expected to enhance the effectiveness of investment promotion and support more inclusive and sustainable regional economic growth.
