Abstract

This study is to evaluate the execution of Sistem Informasi Kearsipan Dinamis Terintegrasi (SRIKANDI) at secondary educational institutions within Riau Islands Province to facilitate the digitalization of regional archive management. The research backdrop is founded on the necessity for archival modernization in island regions confronting geographical obstacles, restricted internet access, and disparities in human resource competencies. The study employs a descriptive qualitative methodology, utilizing data gathering approaches such as observation, interviews, and documentation. The data analysis employs the interactive model of Miles & Huberman, whilst the efficacy of policy execution is assessed by four theoretical indicators proposed by Edwards III: communication, resources, disposition, and bureaucratic structure. The research findings indicate that the adoption of SRIKANDI at the secondary school level is beneficial. Communication among the education department, schools, and technical implementers is maintained by regular socialization and training. Human resources and supporting infrastructure are deemed sufficient for the digitization of archives; nonetheless, many schools in remote areas continue to encounter limitations in internet connectivity and technical adaptation. The executor's disposition demonstrates a strong commitment and favorable acceptance of the digital system. An explicit bureaucratic framework, encompassing systematic reporting and oversight systems, facilitates the effective execution of policies. In summary, SRIKANDI has demonstrated enhancements in administrative efficiency, file management organization, and public transparency and accountability. The study advocates for enhanced technical support, the optimization of the application throughout the archiving process, and additional investigation into the influence of SRIKANDI on various managerial dimensions within the educational context.

Abstract

This study analyzes the empowerment strategy of functional employees at the Department of Food Security and Agriculture of Bintan Regency through a Dynamic Capabilities approach. The research used a qualitative descriptive method with data collected through interviews, observations, and documentation. The findings show that employee empowerment has been implemented through the dimensions of sensing, seizing, and reconfiguring. Functional employees are involved in monitoring activities, technical programs, and organizational adaptation processes. However, several challenges remain, including competency gaps, limited technical training, and inadequate integration of information systems. The study concludes that strengthening competency development, adaptive management, and merit-based human resource systems is essential to support organizational effectiveness after bureaucratic simplification. The Dynamic Capabilities approach is relevant for improving the adaptability and performance of public organizations in facing administrative reform and environmental changes

Abstract

Permasalahan utama dalam kegiatan pengabdian ini adalah rendahnya kapasitas teknis dan kesadaran masyarakat pesisir dalam mengelola sampah rumah tangga menjadi sumber daya bernilai ekonomi di Kota Tanjungpinang. Kondisi tersebut berdampak pada peningkatan volume sampah, penurunan kualitas lingkungan, dan terbatasnya peluang ekonomi lokal bagi masyarakat berpenghasilan rendah. Kegiatan ini berposisi sebagai model pemberdayaan komunitas berbasis ekonomi kreatif yang terintegrasi dengan konsep circular economy melalui pelaksanaan Bimbingan Teknis (BIMTEK) oleh Universitas Maritim Raja Ali Haji bekerja sama dengan Komunitas Keluarga Berdaya Sejahtera (KBBS). Metode yang digunakan adalah pendekatan partisipatif melalui tahapan pelatihan, penyuluhan, demonstrasi lapangan, pendampingan komunitas, serta evaluasi berbasis observasi dan kuesioner pra–pasca kegiatan. Hasil pelaksanaan menunjukkan peningkatan signifikan dalam pengetahuan dan keterampilan masyarakat, yaitu dari 57% menjadi 89%, serta terbentuknya sistem kerja Bank Sampah KKBS yang lebih terorganisasi dan berkelanjutan. Selain menghasilkan inovasi ekonomi kreatif berupa produk ecobrick, pupuk kompos, dan kerajinan tangan berbasis limbah plastik, kegiatan ini juga memperkuat jejaring multipihak antara pemerintah, akademisi, dan masyarakat lokal. Secara sosial, kegiatan ini menumbuhkan semangat gotong royong, kesadaran ekologis, dan kemandirian ekonomi keluarga pesisir dalam mendukung pembangunan berkelanjutan Kota Tanjungpinang.
