Abstract

Penelitian ini menganalisis implementasi kebijakan pembayaran non-tunai pada sewa uji laboratorium di Dinas Bina Marga Provinsi Sulawesi Tengah dengan menggunakan teori Edward III. Penelitian deskriptif kualitatif ini melibatkan tujuh informan yang dipilih melalui teknik purposive sampling. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi, kemudian dianalisis melalui kondensasi data, penyajian data, dan verifikasi. Hasil penelitian menunjukkan bahwa komunikasi kebijakan berjalan baik, sumber daya manusia memadai, dan struktur birokrasi mendukung, meskipun terdapat tantangan seperti preferensi pihak ketiga, kebutuhan pelatihan lanjutan, dan penyesuaian infrastruktur teknologi. Kebijakan ini berhasil meningkatkan akuntabilitas, transparansi, dan efisiensi. Rekomendasi meliputi peningkatan pelatihan staf, penguatan koordinasi, pengembangan teknologi, dan evaluasi berkala untuk optimalisasi implementasi kebijakan.

Abstract

Penggunaan plastik sekali pakai dan styrofoam telah menjadi permasalahan lingkungan yang serius di Kota Palu, terutama di Kelurahan Palupi, Kecamatan Tatanga. Pemerintah Kota Palu menerbitkan Peraturan Wali Kota Palu Nomor 40 Tahun 2021 sebagai upaya untuk membatasi penggunaan plastik sekali pakai dan styrofoam guna mengurangi dampak negatif terhadap lingkungan. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan tersebut serta faktor-faktor yang mendukung dan menghambat pelaksanaannya. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan masih menghadapi berbagai tantangan, seperti kurangnya sosialisasi yang efektif, keterbatasan sumber daya, lemahnya struktur birokrasi, serta rendahnya tingkat kesadaran dan partisipasi masyarakat. Meskipun demikian, terdapat komitmen dari aparatur kelurahan dalam menjalankan kebijakan ini. Kesimpulan dari penelitian ini adalah bahwa keberhasilan implementasi kebijakan memerlukan dukungan lebih lanjut dalam aspek komunikasi, penyediaan sumber daya, serta koordinasi antarinstansi terkait agar kebijakan dapat berjalan lebih optimal dan memberikan dampak nyata dalam pengurangan sampah plastik di Kota Palu

Abstract

Penelitian ini bertujuan mengevaluasi kebijakan Analisis Dampak Lalu Lintas (Andalalin) di Dinas Perhubungan Provinsi Sulawesi Tengah sebagai upaya mitigasi dampak pembangunan terhadap jaringan transportasi. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik purposive sampling terhadap empat informan kunci, meliputi pejabat dan staf bidang lalu lintas serta perwakilan masyarakat. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi, lalu dianalisis menggunakan model reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa dari empat aspek evaluasi kebijakan, tiga aspek utama yakni input, proses, dan output belum berjalan optimal, sedangkan aspek outcome menunjukkan hasil yang positif. Kendala utama terletak pada keterbatasan sumber daya manusia, minimnya sosialisasi, dan lemahnya pengawasan. Penelitian ini merekomendasikan peningkatan kapasitas SDM, optimalisasi SOP, dan penguatan koordinasi lintas sektor guna meningkatkan efektivitas kebijakan Andalalin.

Abstract

The results of this study show that the implementation of the accreditation policy at Pandau Tambu Hospital is quite optimal, this is supported by clear standards and objectives and high commitment from various parties, but faces challenges in resources and coordination that need to be resolved. Aspects of Standards and Policy Objectives, where the main goal of the accreditation policy of Pandau Tambuh Hospital is to improve the quality, safety, and trust in health services in accordance with national standards (KARS). The standards applied have been measured through the hospital's vision, mission, and accreditation indicators. The aspect of resources, which is a determining factor in implementation. In practice, the Pandau Tambu Regional General Hospital continues to strive to improve its competencies and infrastructure (e.g. intensive training and evaluation of facilities), but budget constraints are the main challenges that require more attention. Aspects of the Characteristics of the Implementing Agency, where the Donggala Regency Health Office and Pandau Tambuh General Hospital are committed to forming a responsive organization, focus on quality, and a solid work team, although coordination between units still needs to be strengthened. It was found that the accreditation team is highly committed, but it is necessary to strengthen a disciplined work culture and a good data management system.  The aspect of the Attitude of the Implementer, where the accreditation team and employees of Pandau Tambu Hospital display a high spirit of change, although it is recognized that a more structured work culture is needed. The aspect of communication between organizations and activity implementers has not gone optimally where there is weak communication between the internal units of Pandau Tambuh Hospital, especially in the administration and logistics sections. The Economic, Social, and Political Aspects, are going quite well where the Donggala Regency Government fully supports the implementation of Accreditation at the Dearah Pandau Tambuh General Hospital, it's just that from the economic and social aspects it still needs more attention.

Abstract

This study aims to determine the extent of the effectiveness of the Implementation of the Integrated Dynamic Archive Information System (SRIKANDI) Application at the Central Sulawesi Library and Archives Service. The theory used in this study is Duncan's theory in Richard M. Strees (1985) which says there are 3 indicators in effectiveness, namely Goal Achievement, Integration, and Adaptation. In this study, the method used is qualitative descriptive. Meanwhile, in this study there are 5 informants, namely employees from the Central Sulawesi Library and Archives Service.The results of this study show that the effectiveness of the Implementation of the Integrated Dynamic Archive Information System (SRIKANDI) Application at the Central Sulawesi Library and Archives Service has not been running optimally. Judging from several indicators, namely the achievement of goals, andthe nature of the implementation of the SRIKANDI application, there is still a mixture between the use of the SRIKANDI application and the use of paper (paperless) so that this application does not operate in accordance with its purpose, namely to improve the quality and accountability of archives and reduce the use of paper. From the aspect of integration, it has been running effectively where socialization/technical guidance has been carried out regularly and gradually, starting with the creation of accounts for SRIKANDI admins, in addition to that, assistance in the use of the SRIKANDI application is always carried out, aiming to directly guide archive managers and SRIKANDI admins. From the aspect of adaptation, judging from the facilities and infrastructure in the implementation of the SRIKANDI application in the Central Sulawesi Library and Archives Office, it is not enough because in terms of the WIFI network which is still lacking, because in accessing the SRIKANDI application, the factor needed in addition to the computer is a sufficient internet network.

Abstract

Drug abuse has become one of the most troubling phenomena, especially in the community, to help the government overcome the problem of drug dangers, and the increasingly uncontrolled illicit circulation of narcotics has made the National Narcotics Agency (BNN) form the National Narcotics Agency in Palu City. The purpose of this study is to find out how the management strategy in handling drugs at the national narcotics agency kora palu. The method used in this study is qualitative descriptive method. By using kooten theory in salusu (2006) yairu organizational strategy (corporate strategy), program strategy (program strategy), resource support strategy (resource support strategy), institutional strategy (institutional strategy). The data collection is carried out by means of observation, interviews, and documentation to collect the data needed in the form of primary data and secondary data. The number of informants in this study is 3 (three) people. Based on the results of the study, it shows that strategic management in handling drugs at the National Narcotics Agency of Palu City. It has not gone well. From the aspect of organizational strategy (corporate strategy) in this case there is still a lack of socialization carried out by BNNK Palu about the importance of rehabilitation, but organizationally it has carried out counseling by empowering various schools and universities, Program strategies such as conducting counseling have not run optimally due to inadequate budget factors, resource support strategies (resourse support strategy) are already available resources, namely clinics, there are psychologists, doctors, and nurses are in the category of inadequate because they are not permanent employees of BNN, institutional strategies have collaborated between institutions related to the formation of a good school task force as well as community volunteers and students.

Abstract

This study aims to determine the influence of work discipline on employee performance at the General Election Commission of Central Sulawesi Province simultaneously and to measure the extent of this influence. Employee absenteeism rates in 2023 indicated variations in the number of employees who were absent, on leave, or sick. This research employs a quantitative approach, utilizing a survey method. The data used in this study consists of both primary and secondary data. The sampling technique applied is a census or saturated sampling, resulting in a total of 66 respondents. For data analysis, this study employs IBM SPSS Statistics 29. The results of this study indicate that work discipline has a positive and significant effect on employee performance at the General Election Commission of Central Sulawesi Province. The work discipline variables—adherence to time regulations, adherence to workplace behavior rules, adherence to task execution rules, and compliance with organizational regulations—simultaneously influence employee performance. This is evidenced by an F-statistic value of 248.538 with a significance level of 0.001. The coefficient of determination (R²) is 0.795, meaning that 79.5% of employee performance is influenced by work discipline, while the remaining 20.5% is affected by other factors not examined in this study.

Abstract

This research aims to analyze and explain the implementation of financial management policies at the Provincial Health Office of Central Sulawesi. The research method is qualitative descriptive, and data collection techniques include observation, interviews, and documentation. This research was conducted at the Provincial Health Office of Central Sulawesi using a purposive sampling technique with five informants. Based on the results and discussion, according to Government Regulation No. 12 of 2019 regarding regional financial management, which includes planning and budgeting, implementation, administration, and accountability, it shows that communication has been effective, conducted through technical guidance, meetings, and information dissemination. The quantity of human resources is adequate, but their quality is still lacking in competence. The disposition has been functioning well, characterized by support and commitment from policy implementers. However, the bureaucratic structure has not been optimal. In conclusion, the implementation of financial management policies at the Provincial Health Office of Central Sulawesi has not yet been fully effective.

Abstract

The process of formulating the Village Budget (APBDes) by the Village Government and also the BPD of Tandaigi Village as a representative of the community has not carried out its control and representation functions optimally. In addition, the Village Apparatus' understanding of technical budgeting regulations is still limited and community participation is still low. This study aims to analyze the identification of problems and actors in the preparation of the 2024 Village Budget (APBDes) in Tandaigi Village, Siniu District, and also identify the actors involved and the problems that arise in the budget preparation process. This study uses the theory of Thissen and Warren E. Walker, which emphasizes the importance of understanding the substance of the problem, the actors involved, and the institutional characteristics in the budget preparation process. The method used is a descriptive qualitative approach, with data collection techniques through interviews, observation, and documentation. The results of the study indicate that the process of preparing the APBDes in Tandaigi Village contains various public problems that are not accommodated in the preparation of the APBDes. The involvement of actors is dominated by the Village Government, while other actors cannot influence the decisions that have been taken. The involvement of each institution has not been fully optimal due to several factors, such as the dominance of decision-making by certain parties and a lack of technical capacity and resources. This research provides insight into the importance of comprehensively identifying issues and actors to achieve village financial governance that is relevant to community needs.

Abstract

Penelitian ini bertujuan untuk menggambarkan perilaku Aparatur Sipil Negara (ASN) pasca penyetaraan jabatan struktural ke dalam jabatan fungsional, dengan studi kasus pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Daerah (BKPSDMD) Kota Palu. Penyetaraan jabatan merupakan bagian dari kebijakan penyederhanaan birokrasi yang diterapkan pemerintah untuk menciptakan sistem pemerintahan yang lebih efektif, efisien, dan responsif terhadap pelayanan publik. Perubahan struktur organisasi ini menuntut ASN untuk menyesuaikan diri dengan sistem kerja baru yang lebih berbasis kompetensi dan tanggung jawab individual. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan dalam penelitian terdiri dari pejabat struktural, pejabat fungsional hasil penyetaraan, dan ASN pelaksana. Analisis data dilakukan menggunakan model perilaku organisasi Robbins & Judge dan model interaktif Miles dan Huberman yang meliputi tahapan kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa ASN di lingkungan BKPSDMD Kota Palu mengalami berbagai respons terhadap perubahan jabatan, mulai dari sikap adaptif hingga resistensi terhadap sistem kerja baru. Perubahan perilaku ASN sangat dipengaruhi oleh faktor kepemimpinan, motivasi kerja, komunikasi organisasi, serta kesiapan individu dan kelompok dalam memahami peran barunya. Selain itu, minimnya sosialisasi dan bimbingan teknis turut menjadi hambatan dalam proses penyesuaian. Temuan ini menunjukkan bahwa keberhasilan penyetaraan jabatan sangat ditentukan oleh pengelolaan perubahan organisasi yang baik, dukungan struktural, serta pembinaan berkelanjutan terhadap ASN
