Abstract

The Regional People's Representative Council (DPRD) is part of the local government in a decentralized system. The responsibilities of the DPRD include three main things: development supervision, budgeting, and legislation. All three functions are carried out within the framework of community representation. The implementation of these three functions is supported by the DPRD secretariat device, whose duties/functions and authorities have been regulated in Government Regulation Number 18/2016 concerning Regional Devices. The duties and responsibility of the DPRD secretariat are to provide services to members of the DPRD. This study aims to analyze the quality of services from a new public service (NPS) perspective. For this reason, the study develops ten new public service indicators. The sampling technique was carried out using purposive/judgment sampling. Purposive/judgment sampling is a technique based on the researcher's consideration of several suitable characteristics relating to the sample members needed to answer the research objectives. All indicators are tested using Importance Performance Analysis, one of the statistical techniques to test the degree of importance of an aspect. To answer the formulation of the problem, this study provided a questionnaire (Likert scale) to fifty DPRD members. As a result, out of the ten NPS indicators, the courtesy indicator is included as the top priority that the DPRD secretariat of the Tangerang Selatan Municipality must complete. In addition, tangible indicators, competence, communication, and customer understanding are included in the low priority. Further elaboration of these results is presented in this paper

Abstract

Efforts that must be made by the regional government in tackling or breaking the chain of the Covid-19 pandemic are issuing regulations governing community activities and actions that need to be taken by the regional government. This effort has been made by the City Government of South Tangerang by issuing Mayor Regulation no. 13 of 2020 concerning Implementation of Large-Scale Social Restrictions in the Context of Handling Corona Virus Disease 2019. The purpose of this research is to evaluate the Regulation of Mayor using a qualitative descriptive method with a normative legal study approach using Regulatory Impact Analysis (RIA). The results of the study concluded that it was necessary to revise the Regulation of Mayor, especially on the points: social organization activities, the obligation of workplace leaders to ensure that employees do not have co-morbidities, the obligation to provide temperature test kits, regulation of worship activities, explanations about public facilities, the obligation to use masks, community rights, provision of incentives and vaccines, and criteria for administrative sanctions.

Abstract

Pergeseran atau perubahan paradigma penyelenggaraan pemerintahan dari reinventing Goverment (kewirausahaan birokrasi), good governance (kepemerintahan yang baik), new public service (pelayanan baru publik) merupakan pergeseran jati diri pemerintah modern untuk memenuhi tuntutan keinginan dan kebutuhan publik menjadi murah, tepat waktu, puas dan bahagia lahir dan bathin. Salah satu aspek yang penting untuk diatur dalam penyelenggaraan pelayanan publik adalah standar pelayanan (Heffy, 2009). Pelayanan publik (public service) adalah suatu pelayanan atau pemberian terhadap masyarakat yang berupa penggunaan fasilitas-fasilitas umum, baik jasa maupun non jasa yang dilakukan oleh organisasi publik dalam hal ini adalah suatu pemerintahan (Rohman, 2008). Efektivitas kebijakan publik akan terukur dari seberapa besar kebijakan tersebut dapat direalisasikan dan memberi solusi terhadap berbagai masalah publik yang sedang terjadi. Hal ini berarti bahwa pelayanan publik merupakan tindak lanjut dari penerapan kebijakan yang langsung bersentuhan dengan masalah dan kepentingan masyarakat (Rusli, 2013).

Abstract

The research method used is a qualitative approach with a case study design. Data was collected through in-depth interviews with local government officials, analysis of policy documents, and field observations in flood- prone locations. This approach allows researchers to gain a deeper understanding of the dynamics that occur in the handling of flood disasters.

Abstract

The Jakarta City (DKJ) area which is prone to fire is in the high category, where the biggest factor causing electrical short circuits is 90 percent. The research objective is to describe the fire disaster mitigation efforts carried out by the DKJ Fire and Rescue Service (Gulkarmat). The research uses qualitative descriptive methods. Key informant, Head of the DKJ Gulkarmat Service. Currently, a snowball search is being carried out for informants, namely the Head of the Fire Prevention Division of Gulkarmat DKJ. Data collection techniques include interviews, observations, and documentation studies with interactive model data analysis techniques. The research results show that fire disaster mitigation efforts carried out by the DKJ Fire and Rescue Service (Gulkarmat) have been carried out well, but need to be improved. Education and outreach is needed to the DKJ community regarding fire mitigation, with a massive outreach design and required education, outreach, supervision and evaluation.

Abstract

Public service plays a crucial role in improving community welfare and addressing public health challenges, including stunting, particularly in developing regions such as East Lombok, Indonesia. This study aims to explore the contribution of public services in enhancing social well-being and reducing stunting rates through qualitative methods, specifically literature review and library research. By analyzing existing studies, government policies, and empirical reports, this research identifies key public service initiatives, including healthcare programs, nutritional support, education, and sanitation improvements, that directly impact community welfare and child growth. The findings indicate that effective public services, supported by strong governmental commitment and community participation, significantly contribute to reducing stunting prevalence. Furthermore, access to quality healthcare, maternal education, and social protection programs are essential in fostering sustainable development and improving overall public health. The study also highlights challenges such as inadequate infrastructure, limited funding, and bureaucratic inefficiencies that hinder optimal service delivery. Therefore, enhancing governance, increasing public awareness, and strengthening policy implementation are crucial to ensuring long-term success in stunting prevention and community welfare improvement. This research contributes to the existing literature by emphasizing the importance of integrated public services in achieving health and development goals. Future studies should focus on field-based evaluations and comparative analyses to further assess the effectiveness of public service interventions in various socio-economic contexts.

Abstract

Penelitian ini bertujuan untuk menganalisis kebijakan relokasi warga di kawasan pembangunan Stadion Olahraga Bertaraf Internasional Jakarta. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif. Teknik analisis data menggunakan model Miles dan Huberman. Teori yang digunakan dalam penelitian ini adalah model implementasi kebijakan menurut Merilee S. Grindle yang menyatakan bahwa keberhasilan implementasi dipengaruhi oleh dua variabel besar, yakni isi kebijakan (content of policy) dan lingkungan implementasi (context of implementation). Hasil penelitian ini menunjukan bahwa implementasi kebijakan relokasi warga di kawasan pembangunan Stadion Olahraga Bertaraf Internasional Jakarta sudah berjalan sesuai dengan tujuan dan capaian kebijakan, dan indikator persuasif menjadi temuan tambahan di dalam variabel konteks lingkungan yang juga turut mempengaruhi keberhasilan implementasi kebijakan tersebut.

Abstract

This study was conducted to review the extent of the views of researchers in reviewing the implementation of Law No. 36 of 2009 concerning Health, especially related to the dangers of smoking through various fields of science and analysis of various problem focuses. The objectives of this study include analyzing the scope of the most discussed issues in scientific articles related to the implementation of Health Law No. 36 of 2009 on the dangers of smoking. The method used in this research is a literature study with a qualitative approach, using the literature study method and secondary data from the review of 35 scientific articles that have been published before August 2023. This research uses the PRISMA (Preferred Reporting Items for Systematic Review) systematic review method, which includes identification, screening, inclusion, and eligibility, and is then analyzed based on article findings. The results of the study showed that, of the many scientific articles on research that have been published, five problem areas were found to be the most widely discussed, namely: (1) the dangers of exposure to cigarette smoke, (2) smoke-free areas, (3) behavior in social relationships, (4) prevention efforts, and (5) smoking cessation efforts. These five focus issues have added to the discussions regarding the implementation of Law No. 36/2009 on Health related to smoking. This research provides insight into various aspects of health policy implementation related to the dangers of smoking. It emphasizes the need for further evaluation and action to improve the effectiveness of this policy.

Abstract

This study comprehensively examines governance reform in the era of decentralisation, focusing on comparing the roles of Smart Governance, Good Governance, and Human Resource (HR) capacity in corruption mitigation efforts. Using a literature review approach, this article analyses various concepts, theories, and empirical findings related to the implementation of these three pillars of governance in the context of dynamic decentralisation. The results of the study show that Good Governance provides an essential foundation of ethics, transparency, and accountability, forming a normative framework for clean governance. Meanwhile, Smart Governance complements this with technological innovation, big data utilisation, and digital solutions to improve the efficiency of public services, accelerate decision-making, and narrow the gap for corruption. Human resource capacity, in terms of technical and managerial competence as well as moral integrity, has proven to be a crucial factor in bridging governance principles with practical implementation in the field. This study concludes that a synergistic combination of Good Governance as a foundation, Smart Governance as an accelerator, and competent human resources as implementers, supported by strong regulations and active public participation, is key to creating a robust and effective governance system to address the challenges of corruption in the era of decentralisation. This research has important implications for the formulation of integrated anti-corruption policies and strategies at the local and national levels.

Abstract

This study examines significant developments in the field of governance, tracing its transition from a classical paradigm dominated by hierarchical structures and rigid bureaucracy to a more dynamic and responsive model. Amidst the complexity of global challenges such as economic uncertainty, environmental crises, and technological disruptions, traditional governance approaches are often sharply criticized for their limitations in providing adaptive and sustainable solutions. This abstract analyzes how criticism of the classical model has become a catalyst for innovation, driving the adoption of New Public Governance (NPG), which emphasizes partnerships, multi-actor networks, and the creation of shared public value. In addition, this study explores the transformative role of Digital Governance in revolutionizing the way governments interact with citizens and provide services, increasing efficiency, transparency, and inclusion through the use of information and communication technology. With a focus on innovation and adaptation, this article aims to understand how governance systems strive to remain relevant and effective amid an ever-changing global landscape. This analysis not only highlights the historical and conceptual journey but also provides crucial insights into the need for a flexible, collaborative, and future-oriented governance framework to address the multidimensional challenges of the 21st century.
