Abstract

Program Pendaftaran Tanah Sistematis Lengkap (PTSL) membutuhkan metode pemetaan yang efisien dan akurat untuk mempercepat proses legalisasi aset masyarakat. Penelitian ini bertujuan untuk menganalisis efektivitas penggunaan Unmanned Aerial Vehicle (UAV)/pesawat nirawak dalam pemetaan bidang tanah sebagai alternatif terhadap metode ekstraterestris konvensional. Studi kasus dilakukan di Kabupaten Jeneponto, dengan membandingkan hasil deliniasi UAV terhadap data referensi dari metode ekstraterestris pada empat jenis tutupan lahan: permukiman, sawah, kebun, dan empang. Metode yang digunakan meliputi analisis kuantitatif terhadap akurasi luas bidang (dengan batas toleransi ±0,5L), efisiensi waktu, biaya, dan personil. Hasil penelitian menunjukkan bahwa UAV mampu mempercepat proses pemetaan hingga 5 kali lebih cepat dibanding metode ekstraterestris, dengan rata-rata waktu 7,7 menit per bidang. Dari segi biaya, UAV memberikan efisiensi sebesar 77,1% pada seluruh jenis lahan. Ketelitian hasil pemetaan UAV juga cukup tinggi, terutama pada lahan sawah (83,33% bidang sesuai toleransi) dan permukiman (80,56%), sedangkan lahan kebun menunjukkan tingkat ketelitian rendah (hanya 9,38% bidang sesuai toleransi) karena batas bidang sulit diidentifikasi dari udara. Kesimpulannya, UAV merupakan teknologi yang efektif untuk percepatan pemetaan dalam program PTSL, terutama pada area terbuka seperti sawah dan empang. Namun, diperlukan mitigasi terhadap kendala seperti cuaca buruk dan keterbatasan SDM melalui pelatihan teknis dan perencanaan operasional yang tepat. The Complete Systematic Land Registration Program (PTSL) requires efficient and accurate mapping methods to accelerate the process of land legalization for the community. This study aims to analyze the effectiveness of using Unmanned Aerial Vehicles (UAVs) as an alternative to conventional terrestrial methods for land parcel mapping. A case study was conducted in Jeneponto Regency by comparing UAV-based parcel delineation results with reference data from terrestrial methods across four land use types: residential, rice fields, plantations, and fishponds. The research employed quantitative analysis to assess area accuracy (with a tolerance threshold of ±0.5L), time efficiency, cost, and manpower. Results show that UAVs can accelerate the mapping process up to five times faster than terrestrial methods, with an average of 7.7 minutes per parcel. In terms of cost, UAV implementation yielded a 77.1% efficiency across all land types. The accuracy of UAV mapping was notably high in open areas, particularly rice fields (83.33% parcels within tolerance) and residential areas (80.56%), while plantation areas showed lower accuracy (only 9.38% within tolerance) due to unclear boundaries in aerial imagery. In conclusion, UAVs are an effective technology for accelerating mapping activities in the PTSL program, especially in open and unobstructed terrain. However, challenges such as weather conditions and technical capacity need to be addressed through training and strategic operational planning.

Abstract

Sanitasi yang aman dan layak merupakan salah satu indikator penting dalam pencapaian Sustainable Development Goals (SDGs) terutama tujuan ke-6, yaitu menjamin ketersediaan air bersih dan sanitasi untuk semua. Salah satu komponen penting dalam sistem sanitasi terdesentralisasi adalah Instalasi Pengolahan Lumpur Tinja (IPLT). Namun, tingkat pemanfaatan IPLT di berbagai daerah di Indonesia masih rendah, termasuk di Kabupaten Barru. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi rendahnya partisipasi masyarakat terhadap akses layanan IPLT serta merumuskan strategi peningkatan partisipasi masyarakat di Kelurahan Sumpang Binangae. Metode penelitian menggunakan pendekatan campuran (mixed methods) dengan 99 responden yang ditentukan melalui rumus Slovin. Analisis data dilakukan menggunakan uji Chi-square untuk melihat hubungan antar faktor partisipasi (kesempatan, kemauan, dan kemampuan), serta analisis SWOT untuk merumuskan strategi peningkatan. Hasil penelitian menunjukkan bahwa faktor kesempatan, kemauan, dan kemampuan berpengaruh signifikan terhadap tingkat partisipasi masyarakat dalam mengakses layanan IPLT. Strategi yang direkomendasikan meliputi penguatan edukasi masyarakat, penerapan sistem penyedotan terjadwal, kemitraan publik–swasta, pemberian insentif, serta pelibatan masyarakat sejak tahap perencanaan hingga pemeliharaan. Penelitian ini menegaskan bahwa peningkatan partisipasi masyarakat terhadap layanan IPLT harus dilakukan secara kolaboratif, dengan pendekatan berbasis komunitas dan dukungan kelembagaan pemerintah daerah. Safe and adequate sanitation is one of the important indicators in achieving the Sustainable Development Goals (SDGs), especially goal number 6, which is to ensure the availability of clean water and sanitation for all. One important component in a decentralized sanitation system is the Fecal Sludge Treatment Plant (FSTP). However, the utilization rate of IPLT in various regions of Indonesia is still low, including in Barru Regency. This research aims to analyze the factors influencing low community participation in accessing IPLT services and to formulate strategies for increasing community participation in Sumpang Binangae Village. The research method uses a mixed methods approach with 99 respondents determined using Slovin's formula. Data analysis was conducted using the Chi-square test to examine the relationship between participation factors (opportunity, willingness, and ability), and SWAT analysis to formulate improvement strategies. The research findings indicate that the factors of opportunity, willingness, and ability significantly influence the level of community participation in accessing IPLT services. Recommended strategies include strengthening public education, implementing a scheduled pumping system, public-private partnerships, providing incentives, and involving the community from the planning stage thru maintenance. This research confirms that increasing community participation in IPLT services must be done collaboratively, with a community-based approach and the support of local government institutions.

Abstract

Penelitian ini bertujuan untuk mengevaluasi ketersediaan dan efektivitas pemanfaatan ruang terbuka hijau (RTH) di kawasan perumahan subsidi Moncongloe, Kabupaten Maros, dengan pendekatan campuran yang menggabungkan analisis spasial dan wawancara partisipatif. Penelitian dilakukan pada dua lokasi utama: Perumahan Subsidi A dan Perumahan Subsidi B, untuk membandingkan pola penyediaan dan pemanfaatan RTH. Data diperoleh melalui interpretasi citra satelit, observasi lapangan, dan wawancara mendalam dengan warga, pengembang, dan aparat pemerintah. Hasil penelitian menunjukkan bahwa proporsi RTH masih jauh dari standar nasional 30%, dengan Perumahan Subsidi A memiliki 9% RTH dan Perumahan Subsidi B mencapai 20%. Minimnya vegetasi dan fasilitas pendukung mengakibatkan rendahnya pemanfaatan sosial dan fungsi ekologis RTH. Warga cenderung menggunakan RTH secara terbatas karena kurangnya kenyamanan, sementara pengembang lebih berfokus pada efisiensi lahan. Namun, Perumahan Subsidi B menunjukkan tata ruang yang lebih baik dengan taman di tengah jalan dan area hijau di setiap blok. Diskusi menyoroti perlunya kebijakan tata ruang yang lebih kuat, penerapan insentif bagi pengembang yang menerapkan konsep green infrastructure, serta penguatan partisipasi masyarakat dalam pemeliharaan RTH. Penelitian ini menegaskan pentingnya kolaborasi antara pemerintah, pengembang, dan warga untuk menciptakan RTH yang fungsional dan berkelanjutan. Implikasi praktis dari studi ini adalah perlunya integrasi pendekatan spasial dan partisipatif dalam perencanaan lingkungan perumahan subsidi di kawasan suburban. This study aims to evaluate the availability and effectiveness of green open space (GOS) utilization in the subsidized housing area of Moncongloe, Maros Regency, using a mixed-method approach that combines spatial analysis and participatory interviews. The research was conducted in two main locations Subsidized Housing A and Subsidized Housing B to compare the patterns of GOS provision and utilization. Data were collected through satellite imagery interpretation, field observations, and in-depth interviews with residents, developers, and government officials. The results show that the proportion of GOS remains far below the national standard of 30%, with Subsidized Housing A having only 9% GOS and Subsidized Housing B reaching 20%. The lack of vegetation and supporting facilities has led to low social and ecological functionality of the GOS. Residents tend to use the GOS minimally due to a lack of comfort, while developers focus more on land-use efficiency. However, Subsidized Housing B demonstrates better spatial planning, with green areas along road medians and small parks in each block. The discussion highlights the need for stronger spatial planning policies, the implementation of incentives for developers who adopt green infrastructure concepts, and greater community participation in GOS maintenance. This study emphasizes the importance of collaboration among the government, developers, and residents to create functional and sustainable GOS. The practical implication of this research lies in the necessity of integrating spatial and participatory approaches in the environmental planning of subsidized housing areas in suburban regions.

Abstract

Urban development in the Bandung Basin has exerted significant pressure on the function of the Citarum River Basin, particularly along riverbank areas. This study aims to examine the development of green infrastructure along the Upper Citarum River riparian zone in Sector 6 and to assess its integration with physical, social, and economic aspects of local communities. A qualitative descriptive method was employed through field observation and literature review. The study area, approximately 6 km in length, was divided into three segments based on land use characteristics and dominant activities. The results indicate that the implementation of green infrastructure along the Upper Citarum River in Sector 6 remains uneven. Segments 1 and 2 experience high pressure from land use activities, limited protective infrastructure, and greater vulnerability to flooding. In contrast, Segment 3 shows relatively better development, characterized by the presence of embankments and the utilization of riverbanks as public open spaces, although small-scale economic activities still pose potential threats to conservation functions. This study concludes that riparian management in the Upper Citarum River is still predominantly focused on physical interventions and has not fully integrated ecological, social, and economic functions. Strengthening green infrastructure-based riparian planning is therefore essential to support environmental sustainability and improve community quality of life.
