Abstract

Despite steady economic growth and substantial potential in Islamic social finance, South Sumatra continues to face challenges in human capital accumulation, with a Human Development Index (HDI) lagging behind the national average. Addressing this disparity requires moving beyond resource availability to examining the efficiency of resource allocation. This research explores how efficiently the Zakat, Infaq, and Shadaqah (ZIS) funds and economic growth influence the Human Development Index (HDI) in South Sumatra Province. Quantitative methods and secondary data from Central Statistics Agency (BPS) and the National Zakat Agency (BAZNAS) in 2022 are utilized. Each region is assessed for their efficiency in transforming ZIS funds and economic growth (inputs) into HDI (output) using Data Envelopment Analysis (DEA). Among the seventeen districts/cities, this research found significant variations in the efficiency scores, six district/cities like Palembang, Prabumulih, Pagar Alam, Ogan Komering Ulu, South Ogan Komering Ulu and Empat Lawang were determined efficient and other eleven district/cities were inefficient.

Abstract

This study systematically literature review (SLR) that examines the integration of Islamic values into human resource management (HRM) practices and their influence on organizational behavior. The SLR method is applied to select and analyze empirical articles from recent academic journals relevant to Islamic HRM and Organizational Behavior. The main focus is on how Islamic principles such as trustworthiness, justice, and excellence are implemented in HRM practices, including recruitment, training, development, leadership and employee behavior, such as work commitment, job satisfaction, motivation, and work ethics. Out of 285 articles screened, 14 met the inclusion criteria, with a dominant contextual focus on Indonesia, Malaysia, and the Middle East which growth of Islamic finance, halal industries, and Islamic social institutions has intensified the need for human resource systems. This geographical concentration highlights both the applicability and the current limitation in generalizability of findings. The analysis reveals that Islamic-based HRM fosters a harmonious organizational culture, enhances employee productivity, and strengthens organizational loyalty. Ethical leadership guided by Islamic values is pivotal in promoting sustainable organizational behavior. This study enriches management literature by integrating a religious perspective often overlooked in mainstream HRM and organizational studies. It also provides practical guidance for organizations in Muslim-majority regions to align HRM practices with Islamic values for superior and sustainable performance.

Abstract

This study examines the leadership of Sultan Abdul Hamid II in modernizing the Ottoman Caliphate during the late 19th and early 20th centuries. Amidst Western colonial pressures, internal fragmentation, and rising ethnic nationalism, he implemented modernization policies in education, infrastructure, and communication, while reinforcing religious symbolism through Pan-Islamism. The research adopts a qualitative approach using historical-critical and hermeneutic methods, utilizing primary sources such as official documents and speeches, alongside secondary sources like academic literature and archival materials. Early scholarship generally portrayed Abdul Hamid II as authoritarian, but more recent studies recognize his strategic role in developing modern education systems, financial institutions, and communication networks in response to global challenges. Findings indicate that despite his autocratic style, he initiated modernization projects such as the founding of technical and women’s schools, construction of railways—including the Hijaz Railway—and reforms in legal and military sectors. He also rejected Western diplomatic pressure on the Palestine issue and extended influence to non-Ottoman Muslim communities through religious diplomacy. However, his authoritarianism sparked opposition, particularly the Young Turk movement, which ultimately deposed him. This study concludes that Abdul Hamid II’s rule reflects an adaptive leadership model that combined authoritarianism, modernization, and religious legitimacy. It contributes to Islamic historiography and modern political studies by showing how religious symbolism and development were used as tools of diplomacy and social control. Limitations include a lack of microhistorical focus and insufficient exploration of Muslim perspectives beyond the imperial center, pointing to the need for further localized research.

Abstract

This study discusses ta'arudh al-adillah as a multidimensional maqashid syari'ah approach that fosters flexibility and adaptability in the application of Islamic Jurisprudence. The paper has four objectives: to explain the concept of ta'arudh al-adillah within Islamic jurisprudence, to identify the primary causes of ta'arudh al-adillah, to explore methods of resolving ta'arudh al-adillah from the perspective of usul al-fiqh, and to analyze its relevance in contemporary contexts and its implementation based on the maqashid syari'ah approach to build flexibility and adaptability in the application of Islamic law that embodies rahmah (mercy). The study finds that resolving ta'arudh al-adillah is not limited to canceling, selecting, or harmonizing seemingly contradictory evidences but rather determining what is most beneficial (aslah) for current realities. By understanding and applying the principles of ta'arudh al-adillah, Islamic law can adapt to the demands of the modern era without compromising the essence of the syari'ah. This approach encourages innovative ijtihad, providing comprehensive legal solutions grounded in the maqashid al-syari'ah as the spirit of a compassionate and wise shari'ah. [Kajian ini membincangkan tentang ta’arud aladillah yang dinilai sebagai sebuah pendekatan multidimensi maqashid syariah membangun fleksibelitas dan adaptifitas dalam penerapan hukum islam. Ada empat tujuan dan objektif tulisan ini yaitu menjelaskan pengertian ta’arrud adillah dalam hukum Islam, dan mengidentifikasi penyebab utama bagaimana terjadinya ta'arrudh al-adillah serta metode penyelesaian Taarudh al-adillah dalam perspektif ushul fiqh dan relevansinya dalam konteks kontemporer serta implementasinya yang mengacu kepada pendekatan maqashid syariah dalam membangun fleksibelitas dan adaptibelitas penerapan hukum islam yang Rahmah. Kajian ini mendapati bahwa penyelesaian taarudh aladillah tidak hanya tertumpu kepada persoalan membatalkan, meninggalkan atau memilih atau mengharmonikan dalil-dalil yang dilihat kontradik, tetapi mana yang paling aslah terhadap realitas kekinian. Bahkan dengan memahami dan menerapkan prinsip-prinsip ta'arrudh al-adillah, hukum Islam mampu beradaptasi dengan tuntutan zaman tanpa mengabaikan esensi syariah, mendorong ruang ijtihad yang inovatif, dan menyediakan solusi hukum yang komprehensif berlandaskan maqashid al-syari’ah sebagai ruh Syariat yang ramah penuh hikmah.]

Abstract

This study examines the shift in the function of peace (ishlah) in households during the divorce process in the Seberang Kota Jambi area. The high divorce rate in Indonesia, including in Jambi, indicates that peace efforts that should be the last bastion of household integrity are not running optimally. In the context of the Jambi Malay community which is thick with Islamic customs and sharia values ​​(Adat Bersendi Syarak, Syarak Bersendikan Kitabullah), ishlah has a crucial role as a conflict resolution mechanism based on deliberation and family. However, the reality in the field shows a change in the practice of ishlah along with the increasing legal formality in the divorce process. The results of the study show that the function of ishlah has shifted from its ideality as a substantive effort to a mere formality in the divorce process in Seberang Kota Jambi. Peace efforts at the family or customary level tend to be less effective due to the lack of commitment from the disputing parties. Mediation in the Religious Court, although mandatory, is often perceived as only an administrative procedure that is less successful in restoring harmony. The main factors driving this shift include: increasing individualism in society, the dominance of positive legal channels of the Religious Court which are considered more certain, and the weakening of the role and authority of the Jambi Malay Customary Institution (LAM) or community leaders in intervening in domestic conflicts. This shift has an impact on the high divorce rate and thus has the potential to cause more severe psychosocial impacts for the parties involved.
